Theres usually a lot of slow traffic approaching the bay bridge this morning, steve. No different today. We have traffic on the east shore freeway that will be backed up this morning through the richmond area getting out into el cerrito and berkeley. Although it is not unusual, it is slow here in this area. And when you get to the toll plaza, it is about a 20, maybe 25minute delay depending which lane youre in and if youre using fast track or not. The carpool lanes look good. No trouble on the bridge. This is a look at 880. It hasnt filled in yet. You can jump ahead of most of the crowd coming in. We have a lot of slow traffic on highway 4. Westbound highway 4 coming up from about the pittsburgh exits all the way through concord and 680 is getting slow in Pleasant Hill. Again, pretty pleased with the lack of major crashes out there. Weve had some minor fender benders. Right now we have a pretty decent commute here. 7 02. Back to the desk. A developing story in the east bay. A second shooting on interstate 880 this week. The latest shooting happened near the highway 92 interchange. Alex savidge is live in hayward now with what authorities are telling us this morning. And apparently not much, right, alex. Reporter yeah. It doesnt appear that anyone was hurt in this latest freeway shooting. That is according to the chp. Shots were fired along the northbound side of the freeway overnight just north of jackson street in hayward. As you can clearly see, all lanes of the freeway are back open following this investigation overnight. We know the chp responded out here this morning. They had to shut down the northbound lanes to gather evidence here. And traffic was diverted off the freeway. At this point, the chp is not offering any more information to us on who was shooting at who in this case or what the motive may have been. But, again, they do not believe that anybody was hit by the gunfire. Now, this latest shooting comes after another freeway shooting earlier this week also along interstate 880, about five miles up the road in san leandro. This was the scene on monday morning, when a driver was shot in the head and critically injured after a car to car shooting. Investigators still searching for whoever opened fire in that case on monday. And obviously we dont know if theres any connection between mondays shooting and the one that happened overnight. But, again, as we bring you back out here live, shots were fired according to the chp along the northbound lanes of 880 here in hayward, just north of jackson street. At some point overnight, the freeway was shut down for a time to investigate exactly what happened. All the lanes now back open. The chp stresses that they do not believe that anybody was hurt in this shooting. Send it back to you guys. Alex, this was the case that we saw earlier this week, north of where you are on southbound 880. Authorities say there are no freeway cameras there. I dont suppose that is the case where you are. This comes after scaramucci was let go after less than two weeks on the job. The president is hoping to focus on the domestic agenda again. He cant seem to escape controversy. There is growing fear that the two altright rallies set for San Francisco and berkeley at the end of the month could turn into another charlottesville here in the bay area. San Francisco City leaders are asking the National Parks service to rescind a permit to the group. They took part in a contentious demonstration in seattle this past weekend. The permit that was issued before virginia should be re evaluated and revoked. We are not welcoming this group into San Francisco to promote hate. And we think that the National Park service, without adequate evaluation and conditions, would do just that and would then i think increase opportunities for violence. Patriot prayer rejects accusations that it is a White Supremacy gathering. It says the rally will include africanamerican and a transgender woman. A separate right wing group will rally on august 27th at berkeley. Thats where supporters and opponents of President Trump clashed back in march. Protests planned this week at google offices across the country are being postponed. Organizers of march on google announced overnight on the website they are postponing the rallies because credible alt left terrorist threats. The rallies are in support of a Google Engineer who was fired after writing genetic differences may explain why women are not equally represented in the tech industry. Police are looking for the vandals that spray painted vulgar graffiti on the monument in washington, d. C. This is part of the national monument. It was discovered early yesterday morning. Crews used paint stripper to remove the graffiti. This is the second time this year that the Lincoln Memorial has been hit by graffiti. Thank you, steve. San Francisco Police are investigating the theft of more than a Million Dollars in jewelry from a limousine parked at ocean beach. The limo was being rented by a part owner of the golden state warriors. They were seeing their son michael perform with his band at outside lands in Golden Gate Park on sunday. It was parked at the great highway when it was broken into. A witness saw a suspect vehicle driving off and took a photo of the car. A similar car was spotted monday morning. When police tried to stop the driver, the car sped off. It crashed and Police Arrested two of the four people inside of the car. The other two ran off. Police will only say theyre following up on the case and would not say if any of the stolen jewelry has been recovered. Saving lives with a controversial drug. We are keeping an eye on this. During the president ial campaign of course mr. Trump called current nafta agreement the worst trade deal in history. The u. S. Has never tried to overhaul a major trade agreement before. Whatever possible agreement comes out of the talks would still need approval by congress. But we will be watching those talks throughout the day. The next chair of San Francisco based wells fargo will make wall street history. Elizabeth duke will become chair woman on january 1st. She will be the first woman to serve chair of a major u. S. Bank. She was on the board of governors from 2008 until 2013. Subscribers are attending twice as many movies as they used to. It could hurt the industry because of the low price. They are working to stop the service in theaters calling the 10 monthly pass plan unsustainable. Very interesting plan though. And i think probably in reaction to the fact that not very many people are going to the Movie Theaters. The numbers were way down this summer. Right. This is about a 20minute delay before you make it on to the span. And interstate 880 is finally beginning to see a little bit of slow traffic approaching hyde street making it to downtown oakland. Highway 4 is still slow. 680 is slow out of pleasanton. In the south bay, 101 is the slowest and so is 85 getting into the west valley. At 7 32, back to the desk. Some bart Board Members are talking about starting bart later so maintenance can be done. Allie rasmus is live at the orinda bart station with more on the idea of starting bart trains running at 5 00 instead of 4 00 a. M. Good morning. Reporter well, good morning. Bart is a 45yearold system in need of maintenance and upgrades. The Transit Agency has the money to do the work after voters approved a 3 and a half billion dollars bond measure. Now the agency is trying to figure out when they can do some of that Maintenance Work. We know that bart is already going to be starting trains later next summer, at 5 00 a. M. Instead of 4 00 a. M. This is the summer of 2018 so they can do seismic updates to the transbay tube. That will definitely happen. At a meeting yesterday, some Board Members brought up the idea of starting later start time in the beginning of 2018, earlier in the year, in order to do some Maintenance Work systemwide. Even if bart provides a bus bridge or other alternatives, and they are studying ways to alleviate the pain that it would cause commuters, commuters say it is a huge inconvenience to have the trains start an hour later. The train is already crowded as it is. So i think it will really be a bad commute for a lot of people. It is only fivecar trains. If they think about later, its going to be like sardines. S. Reporter now, there are about 2400 commuter thats ride bart between the hours of 4 00 a. M. And 5 00 a. M. Changing the schedule earlier systemwide would have an impact on them. It is still just an idea at this point that one of the Board Members floated at a Sub Committee meeting yesterday. A schedule change like this would require the full vote of the full bart board. And so that is still in the discussion phases and just an idea that theyre throwing out there right now. Back to you guys. Allie, thank you. It is 7 34. San jose fire investigators are looking for the cause of a fire that claimed the lives of a man and two children. Cell phone video of the fire shows tall flames shooting out of the home at the golden wheel Mobile Home Park. Fire crews arriving within ten minutes of the first call. The front of the house had already clapped. An older man, one of the children were found right away. But it took hours to find the second child inside. Neighbors tried to help the people inside when the flames first broke out. I came out my front door and looked in the back. The flames were coming out all of the windows. I was in panic and i went back there. Like i said, other neighbors were trying to bust in the door, throwing rocks, trying to yell in, is anybody in there . We dont know if there was an accidental accelerate that accelerated the fire but it burned very quick. The victims names have not been released but neighbors say the family who lived in the mobile home are vietnamese and it included three generations. A miscalculation may have led to the release of a man who police say later robbed and killed a film scout at twin peaks. Mims is accused of shooting and killing ed french and stealing his camera one month ago. Mims was released five days earlier on a gun charge. The judge released him using Public Safety assessment. It uses a color coded chart that factors in prior criminal history. We learned that mims should not have been eligible to be released because a prior incarceration was not added into the calculation determining his release. Somebody has to be held accountable for making that error. Somebody made a mistake. One other issue is the process itself. It takes the Human Element out of it. And its just numbers. Under the psa which was designed by a criminal justice foundation, probation is not factored into a score. And the scores of convicted felons are not affected if they carry a gun, only if they use it. The sheriff is calling a meeting next week with Law Enforcement agents to discuss what improvements can be made to the system. Father of an oakland musician killed last week is i see havitying the bay area, meeting the friends he didnt know his son had. [music] 40yearold david de poreus died when somebody stolesa laptop. It was filled with the music that he had written and recorded. He chased down the man and was dragged by the getaway car. He died of injuries later. Now his father says that he is feeling the generosity and all of the support of the community his son had built right here in the bay area. It is terribly sad. But it is also it is terribly, terribly touching and it is touching because the community that i never knew existed, theyre there supporting my son. Those friends are raising money now to create an anthology of davids music. His father says Crime Stoppers is offering a 15,000 reward for information leading to the person who killed his son. He is hoping that somebody will step forward with information soon. Now to the north bay where Novato Police are asking for help in identifying three men who may have installed a suspicious device on a machine in a gas station. The clerk found the device after the three men were in the store. Two of the suspects are described as men in their 20s with thin builds and short black hair. One suspect has a small mustache and a limp. Campbell police have administered a drug to save the life of a heroin user for the first time. Officers were called to the walgreens on campbell avenue august the 3rd. Thats where they found a 22 yearold man in a bathroom stall who had apparently suffered an opioid overdose. Thats when officers pulled out the nasal spray narcan. Within ten seconds, that man went from unresponsive to talking to those officers. Hose officers. In this case, the mans life was saved because of the narcan. And while there arent overdoses very frequently in campbell, this is just another tool that officers have in saving lives. Back in march, Campbell Police became one of the first departments in Santa Clara County to be trained to recognize an opioid overdose and use the narcan. States attorney general claims purdue tell doctors that patients do not get addicted to the painkilling medication. This follows suits filed by the cities of cincinatti and birmingham, alabama. A texas bathroom bill failed for a second time when the state legislator ended a special session without voting on the measure. This is the second time that the bill failed in texas. It would be bad for the states image and would hurt its economy. It would have required people to use bathrooms that match the sex on their birth certificate as opposed to gender identity. It is the first day of school for hundreds of children in san jose. Gender neutral bathrooms will be on campuses for the first time. Those are open to all gender identities including male, female, transgender and students with physical needs. Some changes to the dress code are also new this year. It will no longer ban specific items of clothing such as short shorts at the High School Level. They require clothing to be suitable and cover the chest, torso and undergarments. Now the Transit Agency is looking to beef up the police force. They are understaffed by 39 officers. The agency is offers 10,000 bonuses to any experienced officers that might want to join the bart police force. The agency will advertise on trains and at community colleges. Oftentimes we will have officers working on overtime and longer hours. So it is important for us to get up to staff so we can continue to be that presence on the trains. Also to increase our presence as well. Many passengers say bart definitely needs more officers. Statistics show Violent Crime up some 41 for the first half of this year on bart. And property crime is up some 14 . Munis board of directors approved a plan to raise 21 billion. The money would go towards improving facilities over the next 20 years. Money would pay for improvements in the 19th avenue ocean view subway, along with the extension of the third street line to fishermans wharf. Even though the funding is proved, it is up to the city to come up with where the money will come from. The San Ramon School district is trying to eliminate traffic jams around the high school and middle schools. It will have flexible scheduling for the first classes of the day. Staggered times. This year the middle school will use the same idea with classes starting at 7 53 for some students and 8 40 for others. The district says that will allow families to build School Schedules around other activities and eliminate the crush that i see every day at pickup and dropoff. If the program is successful, it could spread to other schools in the district. A lot of kids wont be allowed to go outside next monday morning to watch the Solar Eclipse. A number of School Districts wont let students out for recess during the eclipse because of potential harm to kids that may look at the sun. A district sent out a letter saying the decision was made after consulting the districts physician. Experts recommend viewing the eclipse through specially made glasses to prevent eye damage. If youre trying to get across the bay from the east bay to the peninsula, the san mateo bridge traffic is slow. You can see it grinding to a halt after the toll plaza. However, i would still use it over the dumbarton bridge. I prefer it right now because the dumbarton bridge has had a stalled vehicle approaching the toll plaza for a while now. It has been very slow. Not only approaching the stall but also after that stall, heading over to menlo park and east palo alto. That is not a bridge that i would recommend. When you get to the peninsula, there is slow traffic in san mateo both directions. If you see, we talked about this. Southbound 101 is slow and so is northbound 101 right near where they they call the maze. 280 coming out of daly city driving past the boundary line, it gets busy. Then it is stop and go approaching monterey avenue down to the 101 interchange. This is highway 24 in the east bay. You can see that is moderate in la fay e it is 8 03. Back to the desk. We begin with a developing story this morning. Two shootings in two days on interstate 880. The latest happened on the southbound lanes of 880 near highway 92. Alex savidge has been reporting live for us throughout mornings on 2. New information since we saw your last report, alex. Reporter yeah. Were getting new details on this investigation. Good morning to you. We know that the chp is searching for whoever opened fire on a car that had two young people inside of it. The good news were learning from authorities is that neither of the people were seriously hurt in this shooting. It happened at about 10 00 last night in the northbound lanes of 880. The car was driving northbound on agent eight when it was shot at. This was just north of jackson street here in hayward. You can see the freeway is back open after an overnight investigation which did shut down the lanes. Now, when officers first responded to reports of gunfire in this area, they didnt find anything. And as it turns out, the people who had been shot at drove their car to the nearby Hayward Police department after the shots were fired at their car. The victims car was struck by gunfire. The chp though at this point is not saying what the motive may have been for the shooting. We do know this is the second freeway shooting along 880 so far this week. Early on monday morning in san leandro, a driver was shot in the head and critically injured after someone in another car opened fire and then sped off. The search is still on for the shooter in that case. Investigators say that appears to have been a case of road rage. The chp says mondays shooting does not appear to be connected to the shooting that happened last night. And the shooting that happened late last night in hayward is now the 100th freeway shooting here in the bay area in just the past year and a half. We will send it back to you guys. Thank you, alex. San jose fire investigators will be looking for the cause of a fire that killed two children and a man. The fire started shortly after yesterday afternoon. Fire investigators are looking into where the fire started. There was so much damage that it took search teams with dogs several hours to find one of the younger victims. The coast guard says an Army Helicopter with five people on board has crashed off of the coast. Crews are searching off of the northwest coast. Officials at wheeler Army Air Field near honolulu report losing communication with the crew after 10 00 last night. Some bart Board Members have discussed the idea of starting bart trains later systemwide so they can do much needed maintenance. Reporter we know one schedule change that is definitely going to happen in summer of 2018. Bart will start running trains at 5 00 a. M. Instead of 4 00 a. M. But at a Sub Committee meeting yesterday one of the Board Members floated the idea of starting it earlier in 2018. The train system could do Maintenance Work systemwide. That is an idea that is still up for discussion. When that schedule change will start. But bart was also talking about providing a bus bridge, also alternatives for commuters impacted by this. Bart estimates there are about 2400 people that take bart trains during the 4 00 a. M. Hour. Commuters we talked to this morning say a later start time on bart will be painfully inconvenient for them. The train is already crowded as it is. I think it will be a bad commute for a lot of people. It is not a ninecar train like it is in the afternoon. It is only a feecar train. If they think about later, its going to be like sardines. Reporter now, changing the schedule later than summer 2018 systemwide is still just an idea. What is driving it is the fact that they have maintenance and upgrades that need to be done. It doesnt give crews a lot of time to do Maintenance Work overnight. That is the idea behind pushing the start time to an hour later in the morning. San Francisco Police are investigating the theft of more than a Million Dollars in jewelry from a limousine parked at ocean beach. A bay area man is looking for his service dog after the dog was stolen from a safeway parking lot. Were following the developing story of a grim milestone in the bay area. The 100th local freeway shooting in the past year and a half. At 10 00 last night, someone opened fire on a car with two people inside on 880 in hayward. When police first responded, they couldnt find anything. But later they found that the two people drove themselves to the Hayward Police station for help. The two people were not seriously hurt. It happened miles away from a shooting that we covered on monday morning on 880 in sanly dan owe. In that case, someone in a white sedan fired at a black mitsubishi. The driver was shot in the head and suffered critical injuries. Investigators are spending this morning trying to determine what sparked ai fire that killed a man and two children at a san jose Mobile Home Park. Jessie gary is live now more on a growing memorial for the three victims. Reporter gasia, yes. Good morning to you. Not only a memorial but we have the family and friends of the victims arriving today at the scene of the mobile home that went up and completely burned. We have been told by the family they have identified the 10 yearold that passed in this fire as linda van. We dont have identities on the other two people. Lets look at the video if we can. The fire started at 12 30 yesterday afternoon. Ten hours later, fire officials were check for shot spots and trying to collect evidence to figure out what happened. The mobile home destroyed by an inferno according to witnesses. Listen to the fire investigators. Fire investigators say that the department arrived in about ten minutes, but it was too late. Three lives were lost here. A grandfather, one 10yearold and another child. We are working to get the identities on the other two victims. We are told by family members that the 10yearold is linda van who perished in the fire. The cause is unknown. They are investigating that. We will have more on this as the day progresses. Just a short time ago her grandfather spoke at the service. You didnt know her as a child, most of you. You only knew her as an adult and saw the passion in her. But at an early age, she could call out something that didnt seem right to her. Friends and family all say heyer was outspoken, determined, and spent her life battling social injustices. Nazi same pathizer fields killed heyer and injured 19 others by driving his car into a crowd. District officials define gender neutral bathrooms as those open to all gender identities including male, female, transgender and students with physical needs. District plans to have the bathrooms at every campus by the end of the year. Also new this year, changes to the dress code policy. The districts dress code will no longer ban specific items of clothing such as short shorts, spaghetti straps and halter tops at the High School Level and will require clothing to be suitable and cover the torso and undergarments. Lyft is teaming up with the Oakland Ed Fund to help make the back to school process easier for children. They will deliver more than 3500 backpacks filled with School Supplies to 67 oakland schools. This is the second year that the two organizations have teamed up to bring students in oakland the tools they need to be more successful in the classroom. The San Ramon ValleySchool District is taking steps to eliminate some of the traffic jams around the high schools and middle schools at the beginning and end of every school day. This year it will have flexible scheduling for the first classes of the day. The district offered staggered times for the high schools around 7 30 and 8 30 most school days. This year the middle school will use the same idea with classes beginning at 7 53 for some students and 8 40 for others. That will allow families to build School Schedules around other activities and eliminate students being dropped off at the same time. If it works, it will spread to other schools across the district.
