We will have morning sunshine and then the clouds roll in. We are holding off on the rain. Everything comes out of the north northwest. Holding on to a few clouds. Multiple layers of low clouds towards san jose. That is keeping the lows up f it wasnt for the cloud cover, you would be much, much colder. This system is racing across. Some rain will start earlier up north. 38 santa rosa. 51 san jose. 50sfo and half moon bay. 40s and even 30s out in the east bay. Look for the system to drag across a lot of high clouds. Rain down into arizona, certainly around phoenix. Some of that might be moving off. Things may be okay for spring training. But it will be much, much cooler, thats for sure. This system will lead to rain but not until later tonight and tomorrow. 50sand 60s on the temps. It has been quieter than yesterday. But where do you want to start. In san jose, a vault fire is causing traffic in san jose. This is in brush glenn way. It has caused a power outage in the area of mcghee and jackson. You see firefighters on the scene in this residential neighborhood. The fire itself is not causing traffic issues. However, the power being out in a wide area of san jose will cause lights to flash or just be out. If you come up on a traffic light that is not working, treat it as a fourway stop. The Fire Department is there on brush glenn way in san jose. Again, mcghee and jackson, that area has no power. A lot of the area doesnt anyway. Lets move along and look at the south bay commute. Northbound 280 much better than yesterday. A good looking drive as you drive up to highway 17. And beyond that. We can look at the commute here in san jose and you can see that 85 seems to be slow through cambria park area. Northbound 101 is not too bad near mcghee. Were looking at 880 slow from hayward down to fremont. It is beginning to fill in. On the carquinez bridge eastbound, we still have the crash clearing and traffic is backed up for a long way, approaching the carquinez bridge. Eastbound. This will throw people off. Normally this is a light commute going that way. Bay bridge toll plaza westbound backed up to the maze. 7 03. Lets go back to the desk. Republicans had hoped to have a big vote on the Health Care Plan today. Despite late night arm twisting, theyre not there. There are enough republican holdouts to place it in jeopardy. Doug has what is next. Reporter good morning. It is still theoretically possible that republicans could get this done today. But its not going to be easy. They will have to work very fast and also change some minds of some holdouts. Gop members of the house that do not like this Health Care Plan. Remember this, 7 years ago today, president obama signed what was supposed to be his legacy issue, Health Care Reform. Will it be on its way out today . We have not cut the deal yet. Reporter they have not cut the deal yet. That may be an understatement. Despite intense lobbying even from the president , there doesnt appear to be enough republican support for the repeal and replacement of obamacare to come to a planned vote in the house later today. The president and i came to an agreement in principal. Reporter the leader of the House Freedom caucus, a group of conservative republicans sounded optimistic about last minute concessions. But that may scare off some moderate republicans and there are some on the right that dont appear to be persuadable. Thomas massy said he was changing his vote from no to hell no. Im not going anywhere. This will not pass. Reporter joe biden seemed to revel in the drama. Dont rule out a lastminute deal orchestrated by the president who knows that more than Health Care May be at stake. What he is saying to republican members, moderates and conservatives, get on board on this and we can do so much other bigger things, tax reform, tax cuts, infrastructure, immigration. Lets get past this. Lets get it behind us. If we dont, it is going to sink us. So the white house has a lot at stake in this. The president personally has put a lot of weight behind this. In about an hour and a half he will meet with the House Freedom caucus, a group of the conservative house republicans. He may try to offer them some inducements to get them on board. The challenge is doing that and not turning off more house moderate republican whos are concerned about some of the things that the conservatives want. This is a real balancing act for the president and Republican Leaders here in congress. Thank you, doug. Former president obama released a statement just this morning on the 7th anniversary of the Affordable Care act. The statement says in part the Affordable Care act is law only because millions of americans mobilized and organized and decided this fight was more than health care. It was about the character of our country. The former president says any changes that republicans make should be to make it better not worse for hardworking americans. The time is now 7 06. Governor jerry brown says the republican Health Care Plan would be devastating to california. The Governors Office says the republican plan would shift 6 billion in annual costs to california by the year 2020. Yesterday the governor spoke against the republican plan right outside of the u. S. Capitol along with other prominent democrats, including former Vice President joe biden. The governor called the republican plan a dangerous bill in that millions of californians would no longer be able to afford health care. And later this morning, california senator Kamala Harris will speak on the floor of the u. S. Senate against the republican Health Care Plan. She will tell stories of californians who have been helped by the Affordable Care act. And she will explain why she opposes the republican plan to replace it. Isis says the attack was carried out by one of its soldiers. It left four people dead, including a man who drove an suv into a crowd on the westminster bridge. He rented the suv in birmingham and they have conducted raids there. The Prime Minister addressed parliament this morning. Mr. Speaker, it is believed this attacker acted alone and the police have no reason to believe there are imminent further attacks on the public. His identity is known to the police and mi5 and when operational considerations allow, he will be publicly identified. What i can confirm is that the man was british born. In addition to those killed, 40 others were hurt, seven remain hospitalized in critical condition. One of the injured is an american. But british authorities are not saying how seriously hurt that person is or that persons name or hometown. British workers returned to work today. Many found it difficult to get around the area where the attack happened yesterday. Britains defense secretary said it would be undesirable to create a fortress but security measures in the area are being examined. You can see the car speeding from right to left before it plows into a group of people. We have highlighted that for you to see more easily. You see a woman actually fall from the bridge and down into the water below. She was rescued, alive from the water. At last report, she was being treated at a hospital for her injuries. No reports of any injuries but we do know an ambulance was sent to the scene as a precaution. There are fire crews on the scene and burned out windows on the second level of the home over what appears to be a garage. Terrifying moments in San Francisco yesterday for a teenage girl walking near stern grove. A stranger tried to drag her into a car. With the help of some neighbors this morning, were getting a better understanding of where this all took place. We will pan over to my left, your right. Police dont have a lot to go on right now. Just a very vague suspect description. This happened on forest side avenue around 5 00 p. M. On wednesday. Now, the police say the girl was walking on forest side avenue when this man pulled up in a car and approached her, got out and tried to pull her into the car. Her screams were heard by neighbors. The neighbors jumped had in and chased the man down the street but he was able to get away. He is a white man in his 20s. Thats about all they have. They mentioned he was driving a volkswagen pa sat. Now, neighbors this morning are waking up to news and they were understandably shocked. We were surprised, shocked. Its a very quiet neighborhood. Community. Very tight community here. And we all kind of just got together and wanted to find out what happened. Talking to the kids as well and trying to keep them safe. We did the best we can. A new feature on google maps shares your location in real time so your friends can see exactly where you are. San mateo bridge traffic is moving along nicely heading out to the highrise. And no trouble in san jose on the freeways. But 85 seems to be the slowest getting into that west valley. A man was arrested in the east bay accused of attacking a 73 yearold woman on a bart train. The bart says the woman was attacked yesterday morning on a train heading to richmond by a man who reportedly kicked her several times in the back of her head until she was unconscious. 23yearold Wilbert Winchester was arrested at the coliseum bart station. Police called this an unprovoked attack. The woman was taken to the hospital and treated for non lifethreatening injuries. Cal State University students will have to pay more to attend college starting this fall. A 5 tuition hike was approved during the meeting yesterday. This is the first increase in tuition in six years. Lieutenant governor newsome who is a trustee was among those voting against the hike. However the University Says it needs the money to hire 400 new faculty members and add some 3,000 classes. The current tuition at csu is almost 5,500. This increase adds 270. That brings the price of tuition to more than 5,700 a year of course before books, food and housing fees. Happening today, prosecution witnesses will continue testimony in the trial of three Santa Clara County correctional deputies charged with killing an inmate. The prosecution accuses the deputies of abuse of power. Guards are matthew ferris, rodriguez and jay ray lubron. Theyre charged with the beating death of tyree. The defense says he committed suicide or died from an accidental fall. If convicted they could spend the rest of their lives behind bars. This trial may last ten weeks. The family of a woman who died after drinking a toxic tea from a herbal remedy store in chinatown has filed a lawsuit against the store. The 56yearold woman died saturday after drinking tea prescribed by an herbalist at the trading company. Investigators with the San FranciscoHealth Department believe they found the source of the poisoning, a toxic flower used in traditional chinese medicine but it is in a raw state and it can be deadly. The womans two adult sons and husband filed the lawsuit. A lawyer for the family says the incident shows that herbalists should be required to have a license from the state. Temperatures now again towards san jose they have a lot of low clouds. There you go. Even though they are cooler, theyre only about one to two degrees cooler than 24 hours ago. Locations to the north are 10 to 15 degrees colder. David says, steve, will there be a test on the last segment you did on el nino . Do you grade on a cub . There will be a quiz but i grade on a huge curve. If you just show up, ill pass you. You passed. 12 degrees colder. It is not 12 degrees below. It is 12 degrees colder than yesterday. Same for concord, oakland and hayward. Because of the low clouds, Mountain View and san jose, only minus two and minus one. The low clouds have been persistent. They have been stubborn to burn off. Were actually starting in the east bay. We will update the vault fire that we have that is causing power outage in san jose. That is coming up soon. But first i want to talk about the east bay commute, even though it is not nearly as bad as yesterday. We still have slow traffic at the macarthur maze and also approaching the bay bridge toll plaza. When you get to the toll plaza, traffic is backed up. If you were on the road yesterday, today will seem easy by comparison. 880 is already beginning to slow as you head north. 580 westbound coming in from san leandro is slowing down as well as you drive over to the lake shore area of oakland. San mateo has been slow across the bridge. It gets better as you reach the highrise section of the peninsula. In san jose, it looks okay as you drive through. 280 and 85 are slow. As i mention the peninsula, you can see the traffic will be slow in san mateo as i mentioned. As we go back down to the south bay, it is not too bad. But the actual south bay it elf is, you will see slow traffic. Except for the curious spot where our camera is. This area right here there always seems to be a traffic void as you go there. Anyway, one last thing the accident on the carquinez bridge is finally clearing up. But traffic is still slow. 7 34. Lets go back to the desk. And now to a developing story in the south bay we have been covering railroad firefighters are at the scene of a house fire in los gatos. Alex savidge is there in los gatos with more. Good morning. Good morning. Reporter well, good morning to both of you. Crews had a tough time trying to put this fire out as it continued to burn through the atick of this home. At this point they have things under control. You can see still a little bit of smoke coming from the roof of the place. The good news, no one was home when the fire started in this twostory home in los gatos. The elderly woman had recently been moved to a nursing home. Again, she was not here when the fire started just before 6 00 this morning at this home that is right at the intersection of west main street and broadway. Just off of downtown los gatos area. Now, the Santa Clara CountyFire Department brought in extra engines and crews to fight the flames this morning that were shooting from the roof when firefighters first got here. Crews went in and did a search of the home. They did not find anybody inside. There was concern about this fire potentially spreading to neighboring homes and potentially to some of the trees and brush that is in the hilly area. I talked with a nextdoor neighbor who described for me what he saw and did when he woke up. A neighbor from across the street was banging on the door because they could see it better across the street than we could next to it. I dashed out the back door and grabbed a hose and tried to put water on the roof and the wall until the Fire Department got here. There were unconfirmed reports initially there may be an elderly woman inside. We confirmed she was not home at the time. And fire conditions have obviously diminished since the initial call. Reporter the cause of this fire is still being investigated. Again, it started inside of a home where there was nobody there at the time. And, again, that is certainly the good news in all of this because according to neighbors, the elderly woman who owns the home is a retired School Teacher, she is in her 80sand she has difficulty getting around. You have to imagine that had she been here at the time that the fire started this morning, she would have had quite a bit of trouble trying to escape the flames. Again, we can report that she was recently moved to a nursing home nearby. She was not here when the fire started. Obviously now a full investigation will happen to figure out what caused this Early Morning fire here in los gatos. We will send it back to you for now. Alex savidge, thank you. The time is now 7 37. A proposal to give guns to Campus Police is causing a hot debate. City college is the only Bay Area Community college that does not let exam pus police carry guns. Now along with the request for guns, the ccsf police chief, andre barnes, is asking for tasers and body cameras. He is also asking that police get deescalation training. Critics say if the officers are many aced, there may be incidents on the campus that could be avoided if they were not. The board of trustees has the final say on this. They may vote on the recommendation at their next meeting on may 18th. Well, a convicted pedophile is back in jail now after police in marin county say he tried to lure teenage boys in fairfax. Earlier this month, a 16year old boy reported suspicious encounters with a man he said approached him and his friends at a restaurant. Offering them money and food in exchange for helping him wash cars. The man was identified as 54 yearold richard williams. A Police Officer posing as a teenager starting texting with williams. Getting him to feel comfortable with him, safe, like he was a mentor and a teacher and he was there to support him. Now, williams was arrested on tuesday when he went back to that restaurant. Now, police are telling us that he was previously convicted for luring boys in los gatos the very same way several years ago. He wears an ankle bracelet so he can be monitored. His parole was due to end in eight months. Now investigators want to know if he pulled that same scheme anywhere else. Uc Berkeley Police are alerting students and faculty about an incident. Cal student and another man were walking when they were confronted by a group of eight to ten men. Police say three or four started punching the two men. The victims were able to she is cape but the group caught up with them later. One of the athats corrects showed he had a gun. The victims ran away again and called Campus Police. One of the victims was treated for minor injuries. The time is 7 39. Concerns about the safety of the anderson dam brought more than 100 people to a Community Forum last night in morgan hill. Right now Anderson Reservoir is limited to just 68 of full capacity so there is less pressure on the dam during a big earthquake. The Santa Clara CountyWater District laid out the newest plans for seismic retrofitting for the dam. The changes would also reduce the chances of flooding during heavy storms. Now, the work was scheduled to begin next year. Now that has been pushed back to the year 2020 because of newly discovered quake faults and engineering complications. You know, theres still a lot of snow melt out there. And the danger is still out there if the rain comes down again. It is better that it is found now. Newcomb my indications, engineering complications related to the dam now than when we are in construction. The people who live below the dam are trying to learn some lessons from the problems at the oroville dam earlier this year and theyre hoping this project wont face any more set backs. Well, experts say theres a very significant risk at the main spillway at the oroville dam is not fixed in time for the next rainy season. A federal report warns theres no time for delay in a state plan to restore the 770foot dam. However it didnt give any details on what could happen if the repairs are not made in time. Last month, almost 200,000 people had to evacuate after both the main spillway and the emergency spillway were damaged during heavy storms. Authorities have not given an estimate of what it will cost to repair the spillways of the oroville dam. Will republicans get enough support . Come up at 8 00, what needs to happen for a vote to go forward for the repeal of the Affordable Care act. Also the heart warming encounter between pope francis and a little 3yearold girl. Today could be the day that the Justice Department announces new guidelines and penalties for sanctuary cities. President trump has threatened to withhold federal funds to cities like San Francisco, oakland and san jose that protect undocumented immigrants. However Homeland Security officials are still debating how to define noncompliance by a sanctuary city. On tuesday los angeles declared itself a sanctuary city meaning no Municipal Worker can cooperate with the federal government in identifying, detaining or deporting undocumented immigrants. In los angeles, we dont demonize our hardworking neighbors because they speak another language or come from another country. That is not american. Eight other states including florida, pennsylvania and texas are considering similar bills. Well, california is supporting a lawsuit that challenges the president s executive order that targets sanctuary cities. State attorney general xavier says mr. Trumps order threatens to withdraw federal funds from states and city thats dont help the federal government and enforce immigration laws. That could cost local governments more than one and a half billion dollars. Now, he says that the president s attempt to, quote, hijack state and local resources is raising very serious constitutional questions. The time is 7 45. A little girl who got a faceto face greeting with the pope did what 3yearolds will do. Took the popes hat right off of his head. He was greeting people at st. The hackers that call themselves the turkish crime family claim to have access to millions of email and i cloud accounts and threatening to delete the information. They are demanding 75,000 in bit coins or 100,000 in itune gift cards as a ransom. With the ransom deadline of april 7th. Apple is trying to reassure customers that the systems have not been breached but they have not confirmed the authenticity of the information that the hackers say they have. East bay mud is rolling out a new Smart Meter Program for water customers. They are testing Different Technology including meter thats can send a message to customers in real time about leaks and excessive water use long before you get a hefty bill. Now, they even tell users how to save water. From there, then we can develop different conservation programs that will save water for east bay mud and also energy for the utility company. Now, east bay mud expects to install 10,000 to 20,000 smart water meters over the next couple of years. A judge in Sacramento County rejected an effort to start the high speed rail project in california but allowed another one to continue. The judge ruled against the temporary restraining order yesterday sought by kings county but set a court date for another hearing, april 19th on their motion for a preliminary injunction. That is a day before california begins selling almost 10 billion in bonds that voters approved back in 2008. In the meantime, one california lawmaker wants more transparence on how the manny is spent. Is the money is spent. This is a project that is in a in a death spiral. And weve got to admit it. The vault fire has been extinguished now. But the power may not be on to all customers in this area. And if you approach an intersection that has no lights, you have to treat it as a fourway stop. A lot of customers are without power says pg e. But were not sure exactly how many. The fire was burning since 5 45. They just put it out a little while agoment you can see it damaged a fence and burned trees on this block. The Fire Department is on the scene. It remains on the scene. Lets go to the east bay now. The macarthur maze. Traffic 80 westbound not a bad commute. Although it is a little slow. When you get to the bay bridge toll plaza, you will see some slow traffic here. At the toll plaza westbound, traffic is about a 15 to 20 minute delay on the approach and another 15 minutes on the bridge. This is a look at 880 northbound and southbound. Northbound traffic is slow from about Marina Boulevard and pockets up to downtown oakland. And we also want to mention the peninsula traffic. 280 and 101 are busy. Reporter well, that certainly is good news. We havent confirmed yet with police. We havent had a chance to speak with them yet this morning as they were looking for that suspect. But what we know is that the only surveillance camera on this street may have spotted that suspect vehicle. A neighbor luckily shared that with us this morning. Take a look at this video. You will see this happened on forest side avenue around 5 00 p. M. On wednesday. Now, you see that black volkswagen pa sat driving away at the top of the screen. Police say the girl was walking on forest side avenue when the suspect approached her, got out of the car and tried to drag her inside. Now, neighbors heard the screams and chased the man away. As were hearing this morning in the new developing news is that he has been arrested. Police were looking for a white man in his 20s driving that black volkswagen pa sat. We spoke with one neighbor this morning and here is what he told us. We were surprised, shocked. Its a very quiet neighborhood, community. Very tight community here. And we all kind of just got together and wanted to find out what happened. Neighbors talking to the kids as well and trying to keep them safe . We do the best we can. Governor brown says the republican Health Care Plan would be devastating to california. The Governors Office says the republican plan would shift 6 billion in annual costs to california by the year 2020. Yesterday Governor Brown spoke against the republican plan outside of the u. S. He called the republican plan a dangerous bill and said millions of californians would no longer be able to afford health coverage. Bart says the woman was attacked yesterday morning by a man who reportedly kicked her several times in the back of her head until she was unconscious. Bart says this happened on a train head today richmond. 23yearold Wilbert Winchester was later arrested at the coliseum station and police say it was an unprovoked assault. Bart riders we spoke with say they are taking precautions to keep themselves safe. It makes you think. The woman who was attacked was taken to the hospital and treated for nonlife threatening injuries. A strike by 17,000 at t workers has ended today. A small group of protesters demonstrated in San Francisco. The works represented by the union are mostly technicians and call center staff. They were forced to take on new work assignments without compensation. Workers were upset that they have moved thousands of jobs from the u. S. To the philippines and mexico. But the union and at t came to an agreement last night that ended the strike. A proposal to give Campus Police to city college of San Francisco is once again the topic of debate. It is the only Bay Area Community college that does not let Campus Police carry guns. Now along with guns the police chief is asking for tasers and body cameras and asking that officers receive deescalation training. There may be incidents on campus that may be avoided if they were not armed. The board of trustees could vote may 18th. Traffic officials in the north bay will receive information tonight about the increasing number of people commuting into marin county from San Francisco as well as the east bay for work. The marin ij reports the information was gathered from cell phones and gps units communicating with mobile networks. It examines highway 101, the Golden Gate Bridge and the san ramon ridge. Here is the breakdown of the numbers. It is a commute many of us know all too well. But sal, i think were going to start with you in another east bay hot spot. 24 in lafayette. That is right. 24 in lafayette will be slow. And also in orinda. Things are improving. Highway 24 is improving here. And in the last 15 minutes or so, i have really seen a difference. So if youve been waiting around, it has paid off for you. Same thing with the bay bridge. A little bit of improvement. It is backed up for a 15minute delay. Another 15 minutes on the span. We also look at 880. These commutes today have been a little better than yesterday. In some cases a lot better. But the commute on the peninsula remains pretty slow. 280 is slow out of daly city all the way to san bruno. 101 is backed up from san bruno all the way into San Francisco. The womans two adult sons and husband filed the wrongful death lawsuit. An attorney for the family says that it shows that herbalists should be required to be licensed by state. The owner of a Clothing Store is charged with violating laws about selling items made from endangered animals. Court records show the department of fish and wildlife received an anonymous tip about items in her store. Undercover wardens seized clothing made by endangered animals. A uc San Francisco researchers says a new test can predict a age that a person is likely to develop alzheimers disease. Ers disease. People who ranked in the top 10 of risk were three times more likely to develop alzheimers than those with the lowest risk. On average they developed it when they were 11 years younger. Theres still a lot of slowing in richmond and el cerrito and on the way to the Richmond San Rafael bridge. It is slow from castro street getting out to the toll plaza area. Moving along to the toll plaza, westbound, this is about a 15 to 20minute delay. 880 is backed up from Marina Boulevard heading up north to downtown oakland. And the san mateo bridge continues to be slow. You can see if youve been watching for a little bit the commutes are beginning to loosen up a little bit. That certainly is good news. On the peninsula, northbound 280 is still slow through most of San Francisco and part of daly city. Getting up to the 101 interchange. And still slow in south city. But, again, today this week or at least today we have seen commutes starting to wind down. At 8 32, lets go back to the desk. New this morning, San Francisco police have confirmed to ktvu that officers have made an arrest in connection to a kidnapping that we have been reporting. A man in a car approached a girl and got out and tried to grab the girl and pull her into his car. The girl screamed and was able to break free. This happened as witnesses rushed over to help. Police will release more details about the suspect later today. A tough one for firefighters this morning. Lexington has more and tells us where the homeowner was when the fire started. Reporter crews had a tough time gaining control of this fire as it continue today burn through the atick of this two story home. The good news, no one was home when the fire started early this morning. Neighbors tell me there is an elderly woman who lives here but she was recently moved to a nursing home. So she was not in the home when the fire started just before 6 00 this morning. This place is right at the intersection of west main street and broadway in los gatos. The Santa Clara CountyFire Department brought in extra engines from across the county to fight the flames shooting from the roof of the home when crews first got here. They did a full search of the place and did not find anyone inside. And there were no injuries involved in this fire. Now we talked with the next door neighbor who described what he saw when he woke up and what he did. The first thing that i did was to dash out the back door, grab a hose, try to put some water on the roof and the wall until the Fire Department got here. There were unconfirmed reports initially there may be an elderly woman inside of the residence. We were able to do a search of the residence and also confirm that she was not home at the time. And fire conditions have obviously diminished since the initial call. Reporter neighbors tell me that the homeowner is a retired School Teacher who is in her 80s and she was recently moved to a nursing home. People who know her are grateful she was not home this morning when the fire broke out because she has quite a bit of difficulty getting around and would have had trouble escaping the flames. And we have an update to another fire in the south bay that we have been following this morning. A fire captain says an underground vault fire in san jose is now out. Crews responded to a call about 6 30 of a fence on fire and three trees burning along brush glenn way just off of six sib. When firefighters arrived on scene, they discovered it originated from an underground vault. They worked to protect nearby structures but could not put out the flames until pg e put out power to the vault. Concerns about the safety of the anderson dam brought more than 100 people to a Community Forum in morgan hill last night. Right now Anderson Reservoir is limited to 68 of the full capacity. The Santa Clara CountyWater District laid out the newest plans for seismic retrofitting of the dam. The changes would decrease the chances of flooding during heavy storms as well. The work was scheduled to start next year but it has been pushed back to 2020 because of newly discovered earthquake faults and complications of engineering. There is still a lot of snow melt out there and the danger is still out there if the rain comes counsel again comes down again. It is better that we find it now, engineering complications related now than when we are in construction. People who live below the dam are trying to learn lessons from the problems at the oroville dam earlier this year. They hope this project wont face any more set backs. Now to what is happening at the oroville dam. There is a significant risk if the main spillway at the oroville dam is not fixed in time for the next rainy season. A federal report warns there is no time for a delay in a state plan to restore the 770foot dam. It gave no details on what could happen if the repairs are not made in time. Last month more than 200,000 people had to evacuate after the main spillway and emergency spillway were damaged during heavy rains. Authorities have not given an estimate of what it will cost to repair the spillways. A convicted pedophile is back in jail this morning after police in marin county say he tried to lure boys in fairfax. A 16yearold reported suspicious encounters with the man. That man was identified as 54 yearold richard williams. A Police Officer posing as a teenager started then texting with williams. Getting him to feel comfortable with him, safe, like he was a mentor and a teacher and he was there to support him. Williams was arrested on tuesday when he returned back to that restaurant. Police tell ktvu he was previously convicted for luring boys in los gatos the same way several years ago. He wears an ankle bracelet to be monitored and his parole was due to end in eight months. Now investigators want to know if he pulled the same scheme anywhere else. Uc Berkeley Police are alerting students and faculty about an assault by a mob of athats corrects. A student and another man were walking when they were confronted about i a group of eight to ten men. Police say three or four of them started punching the two men. The group is demanding 75,000 ransom in bit coins or about 100,000 in itune gift cards as ransom. The ransom deadline is april 7th. Apple is reassuring customers that the systems have not been breached. East bay mud is rolling out a Smart Meter Program for water customers. They are testing different technologies.
