Again, if this is your commute, you need extra time or a contingency plan, tell them youre going to be late or Something Else because the lanes wont be open until at least 8 00. Were also looking at 280 san jose. The south bay commute is slow. 580 westbound is very slow from livermore to dublin because of an earlier truck crash still in the right lane. Now lets go back to the desk. Thank you, sal. A fire heavily damaged a home in san jose overnight. Four People Living inside were able to make it out in time. Janine de la vega is live from outside of the home. Janine, quickthinking neighbors helped them get out safely, didnt they. Reporter yes, they did. I know that the victims, an elderly couple, was very shaken up. I spoke with the nextdoor neighbor off camera. He says initially what woke him up was hissing sounds and all of these popping, popping, mini explosions. Then he looked outside and then he saw the orange glow and saw this house completely on fire. Take a look at this video. The flames were just huge. This happened at 11 00 last night. When firefighters pulled up to the home, it was fully engulfed. It grew quickly, starting in the garage and spreading throughout the home. The roof collapsed and turned into a 3 alarm fire. Firefighters were initially told that four people were trapped. When they got there, they had all gotten out safely. One witness described how fellow neighbors helped the people trapped. He hopped the fence and ran back there. There were elderly people in the back of the house. He threw them over the fence and got them out to the street. The homeowner was out here in the street. He crawled out from the garage when it blew up. He was cut up and had glass on him. The cause is still under investigation. We got reports of minor explosions. I was here when the car tires blew. I think thats what they reported as explosions. We will do a thorough investigation when we have daylight so we can see where the origin point was and what the exact cause was. Reporter fire officials told us it took them an hour and a half to knock down the fire. No one was injured. The red cross is helping the four people who lived here with shelter and other needs. The neighbors are very grateful that their neighbors are okay and that the fire didnt spread to their house. Again, were told its an elderly couple who lives here with their son and granddaughter. But given the amount of time that he spent this last week talking about how the election is rigged, its almost as if estelle graphing to his voters, i think im going to lose this race. And if youre running a campaign, thats the last thing that you want to hear because thats a signal to your voting base, dont even bother voting in that case. If he is a smart politician and a candidate, it will be disciplined donald trump that shows up tonight. If he gives into his instincts, it will be the other. For Hillary Clinton its a different question. And i like the fact that he doesnt want to be the third debater in the process. He is disciplined on keeping them on the issues. High winds, communication problems, power outages, complicated the work of the firefighters. Those flames then spread quick. That made it hard for People Living in the hills to get down the narrow roads to safety. Some of the victims were trapped, trying to escape. Well, Oakland Police now believe that a man used illegal fireworks last night to kill himself inside of a Neighborhood Health clinic. Investigators first thought he set off a pipe bomb inside of the san antonio clinic on international boulevard. The man was in a wheelchair. Police are investigating the explosion as a suicide. The only other person inside the clinic was a security guard. The guard was not hurt. 7 16. Meanwhile oakland officials are taking a gentle era approach to addressing the homeless problem. They have come up with a program called compassionate communities. Instead of tearing down the encampments, oakland is making them more livable. On monday, the city power washed an encampment in east oakland, installed portable toilets and installed barriers to block off traffic. Nearby businesses though want the encampments gone, saying the mess left behind by those who live there are keeping their customers away. Family members and friends will gather tonight and tomorrow, theyre going to remember an 88yearold santa clara woman known affectionately as miss flo. She was a loving neighbor, and an independent woman. She was a victim of a Home Invasion robbery last month. She was brutally beaten. She died in the hospital almost a month after the attack. The San Francisco Municipal Transportation Agency is working on developing a station naming policy. This comes one week after the board of supervisors passed a resolution urging the sfmta to rename the china town station. The agency hasnt decided on the name. In the meantime there are School Administrators, a principal and a spokesperson in the parking lot out here. They are declining to talk to us. If you pan off to the left, you can see there is a staff member who has been writing messages of support on the pavement. One says in community. Together as one. Police have not made any arrests or located the people responsible for this shooting yesterday. Theyre still looking for as many as foresheets, four male four shooters, four males running away from the scene after the shooting. It happened at 3 15 in the afternoon, just as school was getting out. Were getting more calls from inside. Five gunshots heard much reporter now, the bullets struck a teenage girl and three teenage boys. All students here. The female victim underwent surgery yesterday and we are waiting for an update on her condition. The three male victims are expected to recover. This is primarily a residential area and theyre hoping to talk to more witnesses. At this point, police dont believe this was a random attack but at least one of the students hit by the gunfire had been targeted by the shooters. School administrators say they will have extra police on campus and in the vicinity. They will have counselors available to talk to the students. Again, classes are supposed to start at 8 15 in the morning. Youre looking at the Staff Members and the principal in the parking lot. So far people in the district and the school have declined to talk to us this morning. But we are waiting for an update on the case later this morning. I know its early. Three young men were killed. A 2013 Toyota Corolla going very fast went off the road and slammed into a power pole. An off duty park ranger first spotted the crash and wreckage. It was driven by an 18year old. The two passengers in the car were brothers, 20yearold and 18yearold. Investigators dont know if alcohol or drugs were factors in the crash. All three victims were former students at sir Francis Drake high school. Its just been about giving a moment of silence to the family because its hard enough to lose child, when you lose both of them together, i cant even imagine how they must be feeling. School district officials released a statement reading in part, our deepest condolences to any who may have known or whose lives have been touched by these studentsed. Our thoughts and prayers are with the friends and family. The time is 7 36. The city of san leandro has a new police chief. He is 45 years. And took on the role of acting chief back in march. After the former chief left for the chiefs job in beverly hills. Tuder has been on the force for 20 years. The shops will now be allowed to have two grow sites, including one that is not in the city of san jose. Dispensaries can also share cultivation sites and by products from around california. It would allow patients to have marijuana products delivered to their homes. Some dispensary operators say thats a big risk. But San Jose Police chief garcia supports the changes. They are pushed into place before california voters will decide if Recreational Marijuana use should be allowed. In sonoma county, detectives say a second person has died from saturdays triple shooting. It happened at a marijuana grow house that supplies to local dispensaries. Investigators say they believe the marijuana played a role in the shooting. 36yearold nathan prdom who lived at the home died at the scene. A second man was rushed to the hospital but he was taken off life support after three days. A 23yearold woman was shot in the head but she is expected to survive. Investigators are going through leads. Right now, they have no information on the attackers. Police in fremont arrested a man suspected of setting more than a dozen fires in recent months. Corey was arrested on friday. Police say that officers found him near the scene of last fire set in the area back in july. Police say he lives near all of the fire scenes. The Investigation Continues but police before that he acted alone. Mexican investigators searching now for the killer of the mexican judge who has been presiding over the extradition case of el chapo. The judge was out jogging when someone ran up behind him, shot him and killed him. He lived about 45 miles west of mexico city. El chapo guzman is wanted in the u. S. For drug trafficking, murder and weapons charges but he has been fighting extradition. He may be extradited here as soon as next year. Developing news from afghanistan. An American Service member was killed in kabul. A man wearing an afghan army uniform slipped into the military base and killed that service member. Another American Service member and two american civilians were also hurt. The attacker was later killed. Now, the americans were in afghanistan as part of a mission to train the afghan forces. Happening now, professors at 14 state universities in pennsylvania are on strike. The strike started after contract talks hit a roadblock. The Professors Union represents universities across the state. The university will not close but many students say they wont attend classes without their professors. The strike does not affect some of the best known schools in pennsylvania including penn state, Temple University and the university of pittsburgh. Marin countys two biggest School Districts are looking at starting classes later in the morning to let students get more sleep. Right now classes start at 7 05 at san raphael high school. According to the marin independent journal, the School District is considering moving the start time to later. The novato unified School District is thinking the same thing. Teachers and students and parents there have started a Later Start Committee to look at other options. Middle schools and high schools should start at 8 30 a. M. Yeah. 80 westbound because of late running road near the Cordelia Junction has been slow from vacaville to fairfield. This is an unusual slowdown because pavement did not set up properly and two left lanes are taken way in that area. We also have a look at 580 westbound. A truck accident that has been there since 4 30 this morning. Were almost going on four hours. Major damage to the trucks. Fortunately no one hurt. But that commute has been a mess to dublin. If you drive that way, give yourself extra time. Bay bridge has been slow. It looks like the metering lights have been sped up. I didnt see anything on the bridge. And in San Francisco, its slow on the freeways. Northbound 280, 101 and 85 are normally slow, if you will, getting into the west valley. At 8 02, lets go back to the desk. Four people escape a house fire in san jose. Their neighbors are being credited for coming to the rescue. Janine de la vega is joining us live from the south bay. This was a quick moving fire. Reporter yes, it certainly was. It grew to three alarms very quickly. We have been talking to neighbors. They are still shaken up. Coming out to look at the damage here. Four people inside of this home. It was an elderly couple and the middle age son and a granddaughter. The granddaughter had just bought the white car that you see is all burned up. And all of them as i mentioned mike had to be rescued. Look how huge the flames are. The garage of the home was consumed with fire and it spread throughout the house, causing a lot of damage. It happened last night at 11 00 p. M. At a home near hillsdale and meridian. The neighbors were able to help the people trapped inside and pulled them over the back fence. Multiple neighbors say the son lived in the garage. They felt something suspicious was going on inside. A lot of people talking about that this morning. Fire officials have yet to determine a cause for the fire. I dont know what would cause, you know, those explosions if it werent Something Like a meth lab or whatever. You know. So you sure want to know what happened. I sure do. You know. You said police have been there before. They have been here before, yeah. They had the street blocked off down here, here and here. Reporter we have heard that same sentiment again by numerous neighbors. But a fire investigator is supposed to come out here later in the day to see what actually caused this fire. We just dont know yet. They ended up preventing from spreading it to other homes, the firefighters here. It took them an hour and a half to knock it down. Even though much of the house is destroyed, the neighbors here are sure grateful that it didnt spread and that the people who lived in this home are okay. That nobody is injured. Back to you. In regards to tonights debate, how does donald trump and how does Hillary Clinton win the swing states. I should note that texas is not a traditional Battle Ground state. Texas is a case that clinton is choosing to spend money in the congressional races to promote the possibility of weakening the house. She is already looking past the presidency. Quickly in terms of the map, mrs. Clinton right now of the 11 traditional Battle Ground states, nevada by the way is where the debate is tonight. North carolina, ohio, virginia and wisconsin, in those 11 states, mrs. Clinton has a clear majority in five of the 11. That means the other six states by my count and weighing all of the different polls are basically tossups. Thats why mr. Trump needs to stop with this rhetoric if he intends to try to win the campaign acting like its rigged, im going to lose. That is telling his voters dont vote, i cant win. And depending upon his performance tonight, its still possible for him to go after her in the other states as well. Do you think he will use the slow leak of emails we have been watching over the past several days . Is that his main ammunition, if you will. If he wants to continue, gasia, the trend of trying to win by tearing her down, i suppose he will. Its like inside baseball or inside politics. Insiders who watch this on a daily basis will care allegations. But the handful that are undecided. Let me give you a quick example. Florida mrs. Clinton has 46. 8 . Trump has 43. 4 . And that is a statistical dead heat. The people in florida are not interested in listening to allegations about how the campaign is being run. They want to hear about policy issues. In nevada the place where it is being hosted tonight, it is 45 for mrs. Clinton, 42 for mr. Trump. Thats a state he could win. You have people interested in hearing specifics on policy with respect to the economy and immigration. Theres a lot of hispanic voters there. These places are ripe for a discussion about policy to win that small handful of voters and push one or the other candidate to 50 . Will clinton will be more on the defensive or on the attack. I expect her to be on the attack. She is worried about the charges by wikileaks. Were at the place where this is the last debate. This is the last time that they will be on the same stage. So many eyeballs on tonight. It behooves both of them to give voters something to vote for, not someone to vote against. The fact that both of them have gone that way is the reason that neither have cracked 50 in the polls. It is the reason that lib enterrian who doesnt know who aleppo and the other candidate are in the campaign right now. They need to find the extra percentage of voters who havent made up their minds to get over 50 . That means giving them something to vote for. Stick to the policy questions tonight. We saw recordhigh viewership with the first debate. Do you think many people are sick it was. You would think so because it is closing arguments. The first debate had the highest viewership. The last debate was more than 10 down. I think the forecast is it might be more of the same tonight. An American Service member was killed in an attack in kabul. A man wearing an afghan army uniform slipped into the Coalition Forces military base and killed the service member. Another American Service member and two american civilians were also injured. The attacker was later killed. The americans were in afghanistan as part of a mission to train afghan forces. [sirens] today is the 25th anniversary of the start of the fire that turned into the massive fire storm that raged through the east bay hills killing 25 people and destroying more than 3,000 homes. On october 19th, 1995, firefighters responded to the fire in the tunnel but it reignited and overwhelmed fire crews the very next day. The flames spread quicklyand that made it hard for People Living in the hills to get down the narrow roads to safety. Some victims were trapped trying to escape. Happening now, fire crews are making progress against a wildfire burning in los angeles. This is the aliso canyon area near porter ranch. Crews are trying to keep it from spreading to natural gas fields in the area. This is near a gas Storage Facility where a spill happened last year. There have been no reports of vac weighs or structures damaged at this point. Right now the fire is 85 contained. About 30 acres of dry bush have burned. No word on how the fire started. Today San Francisco mayor ed lee will honor the First Responders after a boat capsized in the bay during fleet week. 30 people were on that boat when it capsized and sank october 8th. 8 people were taken to the hospital. They have all been released. The boat was overloaded and police are investigating what led to the scything. Your wednesday morning commute underway. Lets check in with Sal Castaneda to see how its going in this 8 00 hour. Its not going well for a lot of commuters unfortunately. This has been a super busy wednesday. Starting off in san jose in the south bay, we can see the 280 will still be slow out of down ton san jose. It continues that to be that way all the way through the valley. The other ways in the valley are slow. Pretty much from blossom hill road up to mountain view. Weve had some pretty bad traffic problems. Were going to vacaville now. Late running road work at the Cordelia Junction has really slowed down this commute. Two lanes taken away because the pavement did not set properly. Traffic backed up from vacaville down to the Cordelia Junction. And then 580 has been slow because of a truck accident. The trucks were disabled and hard to move. No one was injured but that commute is terrible. Out to the bay bridge, you can see the traffic here. About a 15 to 20minute delay at the toll plaza before you get on to the bridge. Cool this morning for some. A couple of upper 30s from around lake port. A report of 37 degrees. But beginning to warm up. So looks nice. Doug aaron says its a sunny morning on mount diablo. We had a truck accident that did not involve injuries this morning that has surprised me how long it has taken to clear. It started at 4 30 in the morning. And in fact, lets go to the maps now. Ill go to the bay bridge later. Since i kind of started talking about it. Westbound 580, still this crash involving two big rigs at the 680 interchange has been there for four hours now. One of the trucks is really hard to move. Another bad commute is 80 westbound from vacaville down to the Cordelia Junction. There were some late running road work. The pavement did not set up properly on 80 westbound. It is very, very slow from vacaville to fairfield. A lot of complaints to me about this. I feel your pain, commuters. And we can go to the toll plaza. It has been more like a normal commute. This is a 20 to 30minute delay before you make it on to the bridge. Here is a check at the top stories this morning. Neighbors are being credited for rescuing a family from a fire at a house in san jose. It started around hillsdale avenue. Neighbors jumped a fence to the home and were able to pull out the elderly residents. It started in the garage and spread to the main home. The cause is under investigation. No one was hurt. Hillary clinton and donald trump will face off in the last debate tonight ahead of the election. With clinton ahead in many of the polls, trump needs to stop creating controversy. In the dates leading up to the debate, clinton has stayed off the campaign trail, preparing for the debate while trump has continued with his attacks on the campaign trail. She is at home sleeping and im working. Thats the way its going to be in the white house too. We are able to be more productive how we prep having gone through it twice before. But, you know, i said earlier, even when he is attacking her, we think she shines. Tonights debate will be moderated by fox news anchor Chris Wallace. The principal of the high school where four students were shot yesterday is speaking out this morning. Allie rasmus is live at the high school. The principal explain today you why class is back in session today, despite what happened just yesterday. Reporter thats right, gasia. Classes started about 15 minutes ago. You can see there are still a few students, parents dropping their kids off this morning. The principal told us that she reached out to the families of the 250 students out here and told them that classes would go on as scheduled today and that they would be providing extra Police Security and counselors for the students in light of what happened yesterday. Now, this morning students were out here early writing messages of support in the parking lot where the shooting happened. It happened around 3 15 yesterday afternoon, just as school was getting out. The bullets struck a teenage girl and three teenage boys. The female victim was rushed to the hospital with life threatening injuries and underwent surgery yesterday. But the principal says the female student and the three other shooting victims are in Good Condition and, quote, in good spirits. They do not believe the shooters were students here. The principal will be reviewing how the school responded to the crisis and if they could do anything to prevent this. These are questions that all of the staff and students ask each other during times like this. We did the best we could and provided a safe space immediately. Reporter now, investigators are looking through Surveillance Video of the area. The only description they have of the shooting suspects is they were wearing dark clothing. They believe there were four males running away from the scene wearing dark hoodies. Police dont believe this was a random attack, that one of the students who was shot knew one of the suspects. There have been a number of school Staff Members and teachers out here telling the parents not to talk to the media about what happened and they have been kind of shuttling them into the parking lot. So there is certainly apprehension about the negative attention that the shooting has drawn to the school here. We have talked to a few of the students and they have been overwhelmingly possible and defending their school. And the social justice message that the school has here in light of all of the attention out here. Back to you guys. Allie did the principal say they are seeing average attendance today or are some students and families choosing to stay home after what happened yesterday. Reporter she was very brief in her remarks to us. She answered two or three questions and then said im buzzy and was whisked away by ailment district official. She only spoke to us for five minutes. I dont have an answer to that question. A difficult morning all around. We appreciate it. Counselors are on hand for High School Students and teachers there traumatized by a crash early yesterday morning that claimed the lives of three young men. The Toyota Corolla was going at a high rate of speed and went off of the road and smashed into a power pole. An off duty park ranger first spotted the crash. The two passengers were brothers. A 20yearold and an 18year old. Investigators dont know if alcohol or drugs were factors in the crash. All three victims were former students at sir Francis Drake high school. We all sort of sat and had moments of silence, read poetry. People cried together. School officials released a statement that says our deepest condolences to any that knew the victims. Miss flo was a much loved member of her church and her community. She was the victim 6 a Home Invasion robbery last month when she was severely beaten. Douglas died from her injuries a month after the attack. There will be a public viewing tonight in san jose. That is between 5 00 p. M. And 9 00 p. M. Her funeral is set for tomorrow morning at st. Paul missionary baptist church. Police in fremont arrested a man suspected of setting more than a dozen fires in recent months. The man was arrested on friday. Officers found him near the scene of the last fire set in the area. All fires were in warm springs neighborhood and he lives near all of the fire scenes. The Investigation Continues but Police Believe he acted alone. 60,000 has been raised for a former High School Baseball player who suffered a critical head injury sunday morning falling down the stairs at his fraternity at the university of nevada reno. The San Jose City Council Approved changes to the rules for the medical marijuana dispensaries. Shops will be allowed to have two grow sites, including one that is not in the city of san jose. Dispensaries can share cultivation sites and by products from around california. The most controversial change is that patients can now have marijuana products delivered to their homes. Some dispensary operators say thats a big risk. Youre going to have drivers going out with thousands of dollars of valuable products in their car. Youre going to have virtual strangers going into the homes of our patients. But San Jose Police chief garcia supports home deliveries. He says the rule change will restrict the hours that deliveries can be made and drop offs are only available for patients over 21 years old. The time is 8 39. We caught up with firefighters wearing them, something they have they have been doing for ten years. Bells may be ringing later at schools in marin county because the two largest School Districts are looking at starting classes later in the morning. They say it would help students get more sleep. The idea is to let students get extra rest so they perform better in the classroom. If you can believe it or not, some students actually start classes at 7 05 in the morning. Although the bulk of the kids come in at about 8 00 or so. Now district administrators are looking at pushing back start times here by at least a half hour. According to the marin independent journal, neighboring novato School District considering the same thing. Some of their High Schoolers start classes as early as 7 15 in the morning. In novato a group of parents, teachers and students have started a Later Start Committee to explore options in this arena. Some think that middle schoolers and High Schoolers should start at 8 15 or later because teens who get more sleep get better grades. Students and parents seem to be on board with the idea of starting classes later. Its a good idea because we would get more sleep. But if we have things after school, it would be hard to get there in time and also we would have less time to do our homework. I think it would be. It lets the kids sleep a little longer. They already have a longer day than normal. You notice your daughter to struggle and get going in the morning. I think we all do. Reporter now on the flip side of things, starting later in the morning of course means ed ending the school day later. There are some athletic coaches concerned about how that might impact the afterschool sports programs. That is something to consider. Nothing is set in stone. The two districts are exploring the idea. It is something that a couple of other districts in the bay area have already done and a number of districts around the country moving in this direction. So, alex, would parents actually have a vote in the measure . Is it a top down district type thing. If it happened, how would that decision be made . Do you know. Reporter ultimately it would be up to administrators here with the two particular districts. They are asking for input from everyone, from all of the parties involved, if you will. In novato, they have this Exploratory Committee made up of parents and teachers and students and administrators and athletic coaches. So everybody would get a chance to weigh in on this and ultimately administrators would make the decision. If i was in high school and i started later, i would probably go to bed later because i would take advantage of the later start so my sleep patterns would be about the same. Reporter that is something to consider. Right. Exactly. Of course the School District wont be able to enforce. A bed time. Reporter a strict bed time for everybody too. If they could, im sure they would. I even had some of the kids mention that too. Later start time sounds good but it shifts your whole schedule. Whatever is on that schedule for your day, whether it be after school athletics, he can interest curbing already activities, everything moves later in the day. There is that trickle down effect. A lot of parents drop their child off and head into the office. If i drop them off an hour and a half later, do i go into work an hour and a half later. If you get on the road an hour and a half later, your commute is going to look a lot different. If you get on the road at 6 00, it looks a lot different than at 8 00. Thats something to throw into that too. On the bay bridge commute, everything is pretty much slow like it would be from about 5 30 on. 25 to 30minute delay. No major problems. Some commutes get worse as the morning wears on. Lets look at this commute on 80. This is one that has been slow this morning because of late running road work.
