This is definitely one that will slam parts of Northern California with torrential rain. Until then, a lot of low clouds. The higher clouds on the move soon. Most locations under cloudy skies. Closer to the maze is close. And so is 80 closer to the maze because of earlier problems here. Coming around the berkeley curve and getting on to the bay bridge. We did have slow traffic there. It is going to be slow at the toll plaza. The traffic will be slow at the toll plaza. Lets go to highway 37. There was an accident westbound 37. Traffic getting into mama rina this morning is extra slow. 80 westbound is also slow. A new accident westbound 80. And slow traffic after that as well. 680 is slow concord to walnut creek. 580, we had an accident in castor valley that cleared. But traffic is slow. It did not affect traffic eastbound. Westbound is the slow spot. 880 southbound, a couple of problem spots here. 880 southbound getting down to 92. Most of that slow traffic heading down to fremont is slow. Now its 7 03. Back to the desk. The water polo player at San Jose State University is being accused of sexually assaulting two women and is no longer on campus. The alleged assault happened at a party. Janine de la vega you are at san jose state now. Tell us what you know. Reporter dave, the student were told is not even allowed to practice with his water polo team. Thats because he has been banned from campus. That is just one of the actions that the university has taken. Now, University Spokeswoman says that two female students came forward in september to report that a freshman water polo player raped them at an offcampus party over labor day weekend. San jose temporarily suspended him from coming on the campus or participating in any campus events. The student has not been arrested but the District Attorneys Office is reviewing the case. He is an international student. And the University Officials say he apparently left the country. San jose state did not issue a crime alert because Campus Police who interviewed him did not think that he posed a danger. Were told that those are issued for ongoing threats where the Community Needs to take action immediately. We plan on talking to students this morning. Theyre just starting to wake up and walk around on campus. We will bring you their reaction in an hour. Back to you. The campus didnt warn students because they didnt think the student would do it again. Was there any notice to students about what happened . Hat happened . Reporter no. A crime alert was not sent out because they were saying after the interviews that were conducted, they didnt feel that he was an ongoing threat. He was under scrutiny. Justice Department Releases the report on the San Francisco Police Department after the controversial shooting of mario woods last december. The analysis comes out amid a report that the city is close to selecting a new police chief. Alex savage is live in San Francisco with the changes ahead for the Police Department. Alex. Reporter good morning to both of you. This federal review highlights quite a few issues within the San Francisco Police Department following the controversial shooting of woods late last year. Mayor ed lee asked the u. S. Department of justice to take a real hard look at how the department operates and offer recommendation. Now, the official report will not be made public until later on today. But according to the San Francisco examiner, this review did find that officers in the city disproportionately used force on people of color and disproportionately shoot people of color. The police union has too much sway over the department. The doj offered about 200 recommendations in this report. According to the examiner, including the use of stun guns and also a ban on certain types of neck holds. Now the examiner is reporting this morning thenar lee could name a Permanent Police chief as soon as this week. Tony chaplain, you will remember, has been serving as the acting chief here. The Police Commission will be meeting tonight to name three to five finalists for the position. And the mayor will then make his pick at that point from those selections, both insiders and outsiders are apparently some of the finalists. No doubt that decision could be influenced by the findings in the federal review. And, again, the findings of this department of justice report will be made public officially and that is going to happen during a News Conference here in San Francisco that gets underway at 11 00 this morning. Police in concord shot and killed a man suspected of a stabbing at a home on crawford street. Theres no word of a motive. Police were called to the home yesterday afternoon. The suspect ran away, jumping over fences and running through backyards. As you can imagine, startling neighbors. Like i called the police because i was like someone ran through my backyard. What are they doing . And then they told me they were looking for a suspect. One of the police dogs was also stabbed in the face. The person and the dog, they are expected to recover. The name of the suspect is not being made public until the family is notified. The two officers have been put on administrative leave while the District Attorney investigates. An inmate at the jail in dublin was killed in his cell. Guards found a 56yearold inmate dead just before 4 00 yesterday morning. The suspect is the mans 73 yearold cell mate. The suspect was booked into jail last week on battery charges. He reportedly did not use a weapon in the killing. We have surveillance cameras throughout the jail. There are not cameras within cells. And that has a lot to do with privacy. Our deputies do have body cameras. Those obviously did not capture this incident. We would turn those on after the we were notified of the incident to record the scene as we approached it. Both men were being held in a unit for prisoners with mental illness. The suspect has been moved out of the general jail population into an isolation unit. A correctional officer at San Quentin State Prison is recovering after being attacked by a death row inmate last week. 38yearold richard pena was being secured in a shower stall when he used a make shift weapon to slash the guards forearm. He also slashed another guard in 2006. He was sentenced in 2001 convicted of three murders in los angeles county. 7 09. There will be no even year world series repeat for the giants. The giants were eliminated last night with an epic bullpen collapse against the cubs who beat them 65. The giants built up a lead behind starter matt moore. In the 4th, moore also hit this rbi single and gave the giants a 21 lead. The giants added another run in the inning and added to their lead in the 5th. Than Connor Gillaspie centered. One hid in the house until a police dog found them. The suspects are gilbert of milpitas and 39yearold ponce of santa clara. One of the men was seen going into the house. The police arrived, called them out. Ordering them to come outside. Two of the suspects did. But police say ponce did not. A police dog found him hiding in an attic. He suffered minor injuries after struggling with the police dog. With less than a month to go before the election, both president ial candidates are out on the campaign trail. Donald trump with declining support from republican leaders. He says the shackles are off and he can campaign the way he wants to. He has lashed out at paul ryan for distancing themselves from the campaign. Analysts say shunning the party is very risky. If he disconnects from the party, its its between one and i dont know how many Percentage Points but it makes a difference. He is just a man on his own now. Hillary clinton campaigned yesterday in florida with former Vice President al gore. Their Campaign Continues to be hit by revelations and hacked e mails. Slow in orinda as well. At least it is normal. People are used to this kind of commute. You will see slow traffic at the bay bridge because of an early crash. It is a little slower than it normally was. And thats why traffic is slow. I wanted to mention trouble spots. 37 will be slower getting into marin this morning because of an early crash. And if you get down in the east shore freeway, say youre going to use the Richmond Bridge, there is an accident westbound 580 getting into the marin county area that way. Also slow traffic this morning into east bay. 580 was slow getting into castor valley. Both san mateo bridge is doing poorly getting across. We will check out the south bay commute in a few moments. First lets go to steve with todays weather. Sal, a lot of low clouds and even higher clouds coming in. Lots of reports of drizzle in parts of San Francisco, oakland and the bay. Low cloud deck is a lot bigger than yesterday. Thats for sure. And it has made it pretty far inland, along with higher clouds much kind of a transition day today. I know its only wednesday but looking ahead to friday, High Surf Advisory already posted for friday along with a Coastal Flood Advisory. There is also a high wind warning on the north coast. And storm warnings and a high wind watch for the sierra all on friday. Again, might finetune this a little bit. Overall a half inch to an inch for the bay. A little more in the north bay for sure. There could easily be four plus. Theres an abundance of moisture. At home you could say that looks wet there. It is. And its coming across. It will be a huge system up around seattle. They may get gusts of 90 to 100 Miles Per Hour up there. But the rainfall between now and the next 7 days near Crescent City is close to 22 inches of rain. Thankfully it stays there and not much falls because that would be too much of a good thing too soon. We will see that early friday morning. Not much of a breeze right now. Once the low clouds burn off, it will pick up. Upper 40s to low to mid 50s. A couple people saying is it cooler this morning. It is one to six degrees cooler than yesterday at this time. There are 40s. So if it feels cooler, it is. Clouds will continue to increase. Here is your moisture tap. Typhoon same designation as a hurricane. Out in the western pacific. Look at the cloud cover streaming off of that. It is getting caught up in a rapidly developing jetstream. That is heading towards the Pacific Northwest and eventually for us. It holds a lot of moisture. That is coming in on the north coast. Heavy rain there. Rain for us. It will happen on friday. The question is will it make it all the way down to monterey. I think it will. Sure looks like it. Some of the rainfall projection, most of it will be on friday and again on sunday. But theres going to be hefty totals all the way down to san jose and the Santa Cruz Mountains. North bay looks to be the thicker of the rainfall here. 60s and 70s for the temperatures. These are stuck for a few days. Wind might arrive late thursday into friday. And then it looks like a sun cloud breezy day on saturday. And then sunday looks like rain again. Thank you, steve. South carolina trying to recover from Hurricane Matthew damage as well. Take a look at these pictures from nichols, South Carolina. This is near the border with North Carolina. A river overflowed its banks, flooded that little town in less than an hour. Only about 500 people live in nichols, South Carolina. Also the United States temporarily is halting deporting haitians after Hurricane Matthew. Jay johnson made the announcement yesterday in mexico city where he is meeting with mexican officials will immigration issues. Johnson said deporting would be suspended until things get better in haiti. This is not the first time that the u. S. Has stopped deportations after a crisis in haiti. The u. S. Stopped deporting after the devastating earthquake in 2010. The time is 7 20. One airline says travelers have been stretching the truth when it comes to the animals they travel with. Why airlines are now considering putting a ban on Certain Service animals on airplanes. And they lied about it thatfor decades. Ls. Now theyre lying about prop 56. They did however weaken the bridge so crews were called in to tear it down by hand. That took five hours. There will be three other implosions to bring down the rest of the bridge. Two people were hurt in a gas explosion in chicago. Two townhomes were hurt. It happened in romeoville. While the workers were fixing a gas leak, it exploded. One was hurt. There was a big explosion before flames shot high into the sky. Some residents thought it was an earthquake. At least two more townhomes were damaged and units were evacuatedment you could smell gas in the area long after the explosion and the gas has been turned off in the area just as a precaution. Yeah. Lets start in the dublin pleasanton area. We are looking at traffic that is almost normal here. I look at 580 and i see not a lot of slow traffic from livermore to pleasanton. Eastbound 580 is slow. We had a truck that flipped on its side 580 near hacienda. It took a lot longer than first expected but the onramp is finally open again. A ups truck carrying packages overturned shortly after 1 00 this morning. It took giant orange air bags to push it back on to its wheels and a large tow truck to take it away. It didnt happen until about 5 30 this morning. It started when he lost consciousness when he was eating presells and the next thing he knew, the truck had roll over. I wasnt necessarily choking. It is hard to describe. Eating food and it felt like it got stuck. I dont know if i panicked and sort of gotted anxiety from it. I dont know. But it caused him to veer off to the right. When the driver lost control of the truck, it hit a freeway light post and knock touchdown over. A car behind the truck hit the light post and ended up with a flat tire. Amazingly no one was seriously hurt in the crash. Out to the bay bridge toll plaza, it has been especially heavy this morning because of earlier incidents on the bridge. Some people when they see the bridge is slower they go to the san mateo bridge or Richmond Bridge. Every single crossing at the bay is slow. Dunbar ton bridge is as well. I want to show you the south bay commute where theyre all showing up red trying to get into the west valley. At 7 32, lets go back to the desk. Theres been another fire along the iron horse trail in pleasant hill. Contra costa county investigators suspect about a dozen fires have been intentionally set along the trail in the last couple of months. This fire started at about 9 30 last night. Firefighters put it out. No one was hurt. Police have not made any arrests. According to the marin independent general, somebody was trying to smoke out bees when the grass nearby caught fire. It started yesterday afternoon near the preserve. It burned about an acre and a half. No homes were burned. No one was hurt. Well, Climate Change has caused wildfires in california and around the west to be twice as destructive over the past 30 years. Thats according to a new report. It found temperatures in foreevented parts of the west went up about 2. 5 degrees since 1970. And theyre expected to keep going up. More heat dries out the land, making it more susceptible to wildfires. This study by scientists at the university of idaho and Columbia University is the first to aidentify the effects of Climate Change on wildfires. Researchers expect wildfires to be even more destructive in the years to come. The time is 7 34. We have an update for you on a story we first reported yesterday on mornings on 2 about a homeless man who was found dead in the parking lot of a lowes store in san jose. Police say of the 38 homicides in san jose this year, this was the ninth victim who was homeless. A professor on justice studies says the reason is due to the growing number of people who are homeless. If were going to have these massive populations of folks who dont have the safety of a home and the other kind of safety providing aspects of a community, they will be vulnerable to all sorts of things. They will be vulnerable to violence. Police have not found any witnesses to the recent homicides and do not believe that the killings are connected. In the meantime police in concord investigating four burglars at an lgbt center. The Rainbow Community center is on willow pass road. They help both the young and the elderly. Paul chambers talked to the police who says that one burglary is being investigated as a hate crime. This is the door they were breaking in. Reporter robin is the Operation Manager at the Rainbow Community center in concord. Over two weeks, the lgbt center has been a scene of four burglaries. After the first couple break ins we replaced the locks. They tried to get in again with a screwdriver. Reporter each time the robbers came through the same glass door. The thieves got away with laptops, projector, Desk Top Computers with Social Security numbers of the employees. We know from our donors that the credit cards were used to purchase hotel rooms, purchase pizza, purchase the gift cards at like auto parts stores. Reporter the most recent crime happened on the 5th of october. At that time the police say thieves also left behind disturbing graffiti with hate speech against the lgbt community, leading investigators to investigate that as a hate crime. This hurts. I think some of it is intended to, you know, try to intimidate us. Reporter police say the crimes are usually happening overnight between 2 00 and 4 00 in the morning. Officers have told the center they can step up their security which they have done like adding this security fence and reinforcing the doors. Money that workers would rather spend on people of the community. The money goes a long way towards food for seniors or in the food pantry or for the youth program. Everything, you know, costs money. And thats a lot of money we could have used towards other certificate r. Service snooze workers are not sure who the suspects are but believe people are familiar with the inside of the organization. Even though the space has been tarnished, the people say it will not stop them from serving the community. Their safe space is still safe. Just because it was compromised, were not going away. The tsa may be about to ban emotional support animals for traveling on airplanes. The reason is that federal officials believe that many flyers are passing off pets as comfort animals to avoid paying the extra cargo fee. The only animal would be Service Animals that perform services for those with disabilities such as guide dogs. People say some animals help with panic attacks and ptsd. Toyota recalling 94,000 cars in the u. S. For a defect in the parking brake. Toyota says it is investigating reports of crashes, some of them deadly, relate today that problem. Now according to toyota, the parking brake on a 2015 and 2016 models can disengage. So if the car is left in any gear other than park, it might start rolling away. Well, if you drive in california, youre buying less gas now that the summer driving season is over but were paying more for the gas that we guy. The statewide average price for a gallon of gas is 2. 79, up 6 cents from just last month. In the bay area, the price is at or above the state average. In the east bay and north bay, price is about 2. 79, the same as the state average. But you will pay 2. 81 in the south bay. As usual, San Francisco has the highest average price in the bay area, 2. 92. But our prices have only gone up an average of 4 cents a gallon. The prices are up because the price of crude oil has gone up and less available in california refineries. They are producing winter blend fuels now. Students on edge at san jose university. Tesla announced plans to double the size of its auto making plant in fremont. Now, that plan calls for adding 4. 6 million square feet of the teslas existing plant. As we reported earlier this week, the factory will be used to build the new model 3. The expansion is also expected to add as many as 3100 new jobs in fremont. Very exciting. The Expansion Plan proposal goes before the Fremont Planning Commission tomorrow. Then it goes to the full city council in a couple of weeks. Joining us here in the studio to talk about what this means for the city of fremont is mayor bill harrison, born and raised in fremont. You have seen the ups and the downs. Im assuming this is a huge up. We are excited about the possibility of the expansion not just to fremont but the region. You can manufacture in california. It is fascinating. We talked about how that expansion will attract so much more other companies. Explain what you mean. Everyone wants to be around tesla. Tesla is the worlds most innovative automaker at this point. Whether its Battery Technology or solar or all of the things that go into the advanced autos, people want to be around tesla. We have created an incompetent ovation district. Tesla is the main anchor for. But we are seeing a lot of interest from other companies that want to be part of that innovation. Growing up there im sure you remember when fremont was considered the affordable alternative to the bay area. The average price is 900,000. The average rent is 3,000 a month. A lot of people are wondering if it will drive the prices even higher, pricing me and others out of fremont. We have approved some Residential Development around the new bart station that will be opening up soon. And the units there, theyre small. More dense and smaller units. Not your typical 2,000 square foot big house that fremont was known for. These will be high dense, a little smaller. They will be more affordable because theyre smaller. We want to attract the millennials who want to come back to fremont. When something grows, there is more traffic. Are you concerned about that. Thats a major concern with us. But with the new bart station opening in a month or so, tesla and city officials are hoping that a lot of the employees will be using the bart to get to and from work. Tesla is also a creative company. I tend to think their work schedule wont being the traditional 8 00 to 5 00. They will be using offpeak production so their employees are not on the freeways when everybody is trying to get to and from work. You say cupertino, i say apple when you say tech company. Is your hope that i say fremont and you think tesla. You say innovation and tesla is the exclamation point on that innovation. Tomorrow, what is your forecast for the Planning Commission meeting. I cant imagine the Planning Commission not approving it. Im sure there will be questions. This is not a set in stone plan. This gives tesla some leeway so they can have the flexibility going forward. Theyre participating in the Warm Springs Community plan which is the Fremont City Council has laid out. I think they will get a lot of good pinot. The east bay commute is a little more complicated. Slow traffic in hayward. Castro valley had an early crash. Now thats gone. Northbound 880 is backed up near the coliseum. They righted the truck at about 5 30 this morning. And they towed it away. But the commute was never really affected because that is traditionally the counter commute direction. Most drivers are not going that way, theyre going the other way. That is clear. Things are much better. Lets go to what we have now on the roads. We have slow traffic here. We saw that 580 region i was talking about. That looks good in both directions here. Its now the inner part of the bay area. 880 is slow. 580 out to oakland is slow. 880 northbound is slow. Thats all very slow traffic. San mateo will be slow as well. Lets go to the bay bridge toll plaza. Traffic is backed up for a 25 minute delay before you make it on to the bridge. And 280 northbound, that has improved. We had slow traffic but things are a little better getting into the west valley. Its 8 02. Lets go back to the desk. Serious accusations being lawn offed at a athlete at San Jose State University. He is being accused of sexually assaulting two female students at a party. Janine de la vega has more on the story and the reaction. Jeanine. Reporter mike, that student is a water polo player. But he is banned from even attending the Team Practices and banned altogether from campus. And since we students we spoke to this morning are upset that they dont know about the allegations. University Officials Say two female students came forward in september, telling officials that a freshman water polo player raped them at an off campus party over labor day weekend. That prompted an investigation. San jose state suspended the student. He has maintained that he is innocent. He has been not been arrested and no charges have been filed. But students are frustrated that the university didnt give the students any information. My friends are well aware of this type of area and what can go down. For the most part i dont think theyre too involved in that. Do you think they should have been warned. Yeah. Thats why im frightened that i just now heard about it. I dont know why theyre trying to keep it under the curtains. Its an important issue that needs to be talked about. Reporter the university did not issue a crime alert because Campus Police who interviewed him did not think that he posed an immediate danger. A spokesperson says that the alerts are issued when they dont know who the suspect is. In this case, he had been identified and he was under heavy scrutiny by police and the university. Department of justice to take a real hard look at how the San Francisco Police Department operates and to offer any recommendations for changes. After the former chief stepped down, following a series of controversial shootings by officers and also accusations of Excessive Force against communities of color. Now, we may be close to learning who will become the Permanent Police chief here in San Francisco. Tonight the Police Commission is going to meet to name three to five finalists for that position. And then the mayor will make his pick. No doubt that decision could be influenced by the findings in that federal review. Again, the findings of that u. S. Department of justice nine monthlong review of the San Francisco Police Department will be made public at a News Conference at 11 00 this morning here in San Francisco. Mayor ed lee will be on hand for the announcement and so will the interim police chief and members of the department of justice. Sal castaneda joins us here to explain what you found. Its different than just ten years ago. It used to be that the Richmond Bridge get thanksgiving over it was the secret bridge. You could go when the bay bridge was messed up or getting into marin was easy. That is not the case anymore. Traffic into marin county has become a really busy commute. We have a couple reasons why. Take a listen. Reporter its no spriest see slow traffic here. People lining up to get into San Francisco. And here the commute driving into the silicon valley. Two of the busiest job centers in the country. But what is behind the slowdown here . Marin county is mostly residential. But many who work in marin, doing everything from construction to child care cant afford to live there and have to drive in. And thats why the Richmond Bridge commute and other commutes into marin look like this most mornings. Prices are getting so high in the rent and the sales that its impossible to make ends meet under a certain income level. Reporter in pricey marin county, Real Estate Experts say prices are up 25 to 30 since 2008. When youre talking about the meadian price being a million one and average rents being 2,800 trying to make that on the salaries at the malls and wherever the jobs are. Under a high level job, you cant afford it. Reporter since 2007, the price of a twobedroom apartment in san rafael has risen to 3,940 in 2015. Diana smith works in child care. I live down in novato for 30 years. And the cost of living went up. Reporter her drive to work is about 45 miles. Businesses are affected too. Don shek relocated his business across the bridge because it was more affordable. Running out of space that is affordable to have a construction yard. Reporter now his trucks are on the bridge in slow traffic like everyone else. The slow traffic is also keeping people from spending money in businesses anywhere near the Richmond Bridge. Merchants at the marin country mart have noticed the dropoff. Were hurting in that time from 4 00 to 6 00. We dont have the normal people that would get in and off of the ramp easily. They just dont come. Real estate experts say unless prices go down significantly, youre talking a big drop, this will not change. They may stabilize but not enough that they see in the future for people to start living closer to their jobs and closer to the mall jobs or wherever it is, the lower paying jobs. Its interested what the woman said to the store. On the way out from the 4 00 to 6 00, theres not much to do to alleviate the traffic. The bay is right there. You cant build another lane. So im not sure what the answer is. I mean, i lived in marin for a little while. And, you know, i wanted to go to the marin brewery to get a few beers. You no i wouldnt do that any time in the afternoon because i would be stuck in that parking lot. I know a number of people who avoid the area from 4 00 to 6 00 on the way out and the pictures tell the story going in as you said. Going in right. So were watching that and also watching some of the other commutes. I want to go to the Richmond Bridge and take a look at the traffic here since we talked about it. It is getting a little better than it was at 7 30. Its still slow. By the way, you dont see the slowdown but it starts before castro street. Bay bridge backed up all the way to the maze. This is just a little slower than normal because of earlier issues. Were also talking about the san jose commute. 280 through downtown is improving as you drive up to highway 17. It took longer than expected but the hacienda on ramp on to 580 is finally open again. A ups truck carrying five tons of packages overturned just after 1 00 a. M. This morning. Air bags were used to push it back on to its wheels. That did not happen until 5 30 this morning. The driver said it all started when he lost consciousness while he was eating pretzels. The next thing he knew, the truck had rolled over. Its wasnt necessarily choking. He was eating food and it felt like it got stuck. I dont know if he panicked and got anxiety from it. I dont know. But it caused him to veer off to the right. When the driver lost control of the truck, it knocked the light post over. A car hit that light post. No one was seriously hurt in the crash. A report will be released about the San Francisco Police Department. It will be released at 11 00 this morning. Mayor ed lee asked the department of justice to analyze the Police Department following the shooting of woods. The city is trying to select finalists for the police chief position. The previous chief resigned aftereffect sayings of racism and Excessive Police force against minorities. A San Jose State University water polo player accused of rape has reportedly left the country. Two females say they had been raped by the athlete over the labor day weekend. He denied the rape allegations. The university suspended the student while the District Attorney investigates the case. Now the University Says it appears that the student has left the country. Police in concord shot and killed a man suspected of a stabbing at a home on crawford street. No word of a motive. The suspect ran away, jumping over fences and running through backyards, startling many neighbors. I called police, someone just ran through my backyard. What are they doing. Then they told me they were looking for him. Officers say one of their police dogs was also stabbed. The name of the suspect is not being released until the family is notified. Two officers have been put on administrative leave while the d. A. s office investigates. An Alameda County Sheriffs Office says an inmate was found dead just before 9 00 yesterday morning. A 93yearold bridge in arkansas was apparently stronger than a Demolition Team expected. It should have taken about 30 seconds to demolish a section of the broadway bridge with explosives.
