As we cruise through monday, before those clouds clear out of the way we are going to call for that possibility of a few sprinkles. Very hit as miss. The temperatures cool at the coast, mild around the bay, and warm inland. We are looking at a little bit of hazy sunshine. Could have a little bit of smoke drift our way once again for today. Temperaturewise starting out 55 in San Francisco, 60 oakland, upper 50s to near 60 degrees livermore and brentwood, and to the north bay 54 in santa rosa. Temperatures climb tuesday. Perhaps peak on wednesday. The extended forecast coming up in just a little bit. Lets check the roadways with sal. Hi, sal. Good morning, rosemary. We are looking at a commute that has been affected by an earlier crash at the richmond bridge. The backup looks like its still a little bit slow trying to get to the span. There was a crash at westbound in one of the toll lanes. I want to show you that toll lane thats still closed westbound. So if you get over that one that were pushing in on here, it is closed. There is damage because of a pickup truck that actually damaged it. Look at some of the damage here. This pickup truck is one of the vehicles, it is the vehicle involved. Pretty badly damaged. The person inside was seriously injured and taken away. I am looking at that. Its like, wow. Probably going pretty fast. Hit the toll booth. Damaged it. They will have to fix it. Give yourself extra time. Lets talk about some of the other commutes now. The bay bridge toll plaza backed up for about a 20 or 25 minute delay before you make it onto the span. And in san jose northbound 280 traffic is looking okay. If i could go back to the maps. Southbound 101 at millbrae avenue a motorcycle accident there. We also have an accident in morgan hill. Northbound 101 as you approach dunn avenue. Traffic is slow up from gilroy to the morgan hill area. Now lets go back to the desk. A deadly driveby shooting kept San Jose Police busy overnight. This morning they are searching for whoever killed two brothers. Ktvus janine de la vega, youre at the scene. So what do you know now, janine . Reporter well, we were able to move a little bit closer to where these two brothers were actually shot. Very tragic for this family. It happened right here on 8th street. You can see the bullets also traveled and hit one of the neighbors cars here. It shot out the back windshield of this other car and it may have traveled into some of these homes. Now, lets go to some video that we shot earlier this morning. Neighbors had called 911 just before eight last night when someone opened fire on south 8th street near martha. Witnesses told police a car drove by and someone inside fired at two men who were outside. One died at the scene. The other died at the hospital. Those two men were brothers and may be from this neighborhood. This brings the total number of homicide this year to 33, which is three more than there were all of last year. I think every homicide is a concern to any police department. Certainly for us this is a very tragic event. To have our two victims related adds tragedy on top of that. We might receive more help from the public and be able to arrest the people that committed this crime. Reporter police are staying tightlipped about a suspect description and the type of vehicle involved in the drive by. They are looking into the possibility this may be gang related. A motive and the identities of the victims have not been released. We are told that one of the brothers was in his late 20s and the other one in his late 30s. We are told by a neighbor that at least one of them is a father. You will hear what the neighbor had to say and what the scene was like last night when he heard up a that rapid gunfire coming up in the next hour of mornings on 2. All right. Janine de la vega in san jose. Thank you. Time now 7 05. It took three hours to repair it but this morning the gas leak has been repaired and the streets in that san jose neighborhood are back open. It happened yesterday and shut down part of story road. It forced people out of homes and businesses in that neighborhood. Fire Officials Say a car broke a pipe on South Jackson avenue. It happened early yesterday afternoon. Crews say when they arrived they couldnt find the cars drivers. Natural gas was flowing out of the pipe so they evacuated the area and that included ten homes. At this point now, now that we dont have a leak, the hazard is significantly reduced. There is a hazard of it igniting. Today its a little bit windy, so that really helps dispercent the gas. A big power outage last night in the east bay. It was out in parts of oakland, Castro Valley and san leandro for two and a half hours last night. But it was restored to all 12,000 customers affected about 10 30 last night. Bart trains were also delayed through san leandro, but bart is running on time again this morning. Pg e says an equipment failure caused that problem. This morning the naked donald trump statue in San Francisco remains in police custody, but that could change sometime this week. The trump statue that showed up in San Francisco and across the country last week were created by an anarchist collective group known as in decline. Trumps supporters took to social media to complain that the statue shows disrespect to a president ial candidate. Supporters say the group is biased because one hasnt turned up of Hillary Clinton. We spoke with a member of the Art Collective who says that could happen very soon. We are in no way supportive of hillary or her campaign. We are equally as disgusted with her as a politician and feel she is not fit to be president. Any more so than donald trump. There is no guarantee we will not be doing a hillary statue in the very near future. The group gave us this video showing exactly how they got the statues up. The San Francisco department of public works took down the art late last week because Officials Say the artist didnt have a permit. The owner of lefty odouls in San Francisco wants to put the statue on display in his restaurant. We will be talking with the owner later this morning on the 9 about his plans and the offer he has made to the artist who created the statue. The poll numbers may not be good, but republicans are hoping donald trump is turning a corner now in the race for the white house as he campaigns today in ohio. Hillary clinton, meantime, will be in los angeles and facing more questions about the Clinton Foundation. Doug luzader has more now from washington. Reporter there are a couple of recent polls that suggest this race may be tightening, but the swing states are another matter. Thats why we see donald trump hitting ohio and virginia. He tried to hit a reset button in virginia. He is behind Hillary Clinton there. Still his campaign and party Officials Say he is back on track. Especially after a highprofile visit to floodravaged louisiana trying to draw a contrast with president obama, who was criticized for continuing his vacation during the catastrophe. His new Campaign Manager suggests this has been a turning point. This is the best week i think so far in the Trump Campaign because he is able to be himself. Reporter but the campaign is having to push back on a report that trump is softening on what has been a campaign issue. Illegal immigration. His challenges are formidable. He is far behind Hillary Clinton on fundraising. She is keeping reporters out of fundraisers in Marthas Vineyard and nantucket over the weekend. And more issues surrounding the family foundation. Her Campaign Manager says the attention is unfair. When president bush, the second president bush came into office, people didnt ask questions about his familys foundation, which was a similar situation, and members of his family remained on the board of their foundation while he was president. Reporter the result of this may be that foreign donations may spike for the Clinton Foundation now that foreign donors realize that they could be cut off if Hillary Clinton is elected. In washington, doug luzader, fox news. This week the National Park service turns 100 years old. In honor of the special day on thursday, they have launched a find your park movement. The Oakland School district has 46,000 students, and some of those students may be turned away because they do not have up to date immunizations. Ktvus brian flores is live in oakland this morning to explain the impact that new vaccination law is having. Good morning, brian. Reporter good morning, claudine. Its quiet now, but probably within the next 30 minutes its going to be picking up. We are talking about the immunization law that came into effect at the beginning of the calendar year. Its definitely having an impact through the state, also here at the oakland unified School District. Later this morning the superintendent will be here. I hope to talk with him about how this is having an impact in his School District. We spoke with john sesaki this morning. He said its unclear how many kids may be turned away because they dont have up to date immunizations. It could be anywhere between 200 to 1,000 kids that could be turned away. This, of course, stems from the new law that came into effect at the beginning of the year which is senate bill 277 that requires all kids to be vaccinated. The district estimates about 400 kids have personal belief exemptions before the law came into effect. Listen now to how those kids will be affected later today. 400 students im mentioning had personal belief exemptions in place before the beginning of this calendar year. Before january of 2016. So if i had a second grader that already had a personal belief exemption in place, that child can continue to attend school. Reporter now, the district also says that if the kids have a vast majority of their vaccinations already and have plans to have the rest taken care of in the near future, they will be allowed to attend class today, but on a conditional basis. The district says that they started letting parents know about the vaccination law once it passed last year. This is going to be a transitional period for many parents and kids. San jose has about 36,000 students. It reported having 32 students that were granted medical exemptions from the states vaccination requirements. A little bit of contrast there comparing to south bay schools to oakland unified this morning. Back to you. Very interesting. Thanks, brian. Well, this story inspired our question of the day. Its not about the new law, but rather the penalty for not following it. Do you think keeping children out of school because they didnt gets vaccinated in time is fair or too tough. Let us know what you think. Post a comment on our ktvu Facebook Page or tweet us with the hashtag ktvu. Time is 7 36. New this morning a federal judge in texas temporarily blocked the Obama Administration from requiring Public Schools to let transgender students use the bathroom of their chosen gender identity. These are pictures sent to us by viewers showing us the response. San francisco fire officials also on social media. They just tweeted that Ferry Building fire contained to the roof. No ferry delays. Expect traffic delay on embarcadero. There is a lot of traffic coming in and out of there if you are headed to that area. Officials tell us there are no evacuations, no injuries, no one is displaced. Thats good news. Still not sure how this all started. We are going to keep monitoring the situation and we will bring you updates as they become available. We had thunderstorms over portions of the sierra on sunday and the overnight hours. That upper level flow is coming our way. You can clearly see it over the sierra. If you look closely you can see how the wind bars are moving in this direction. So it slides across the Central Valley and then moves into the bay area. Now, if you are driving from the carquinez bridge to the maze, 38 minutes. The last few weeks its been more like 30, maybe 28. So we do see a little bit of slowing this week. We look at the Silicon Valley commute. 101, 280 and 85, we can go to the maps here, the traffic is going to be busy on 101. Especially 101 coming up through morgan hill. An earlier accident has messed traffic up. 8 05. Back to the desk. Thanks, sal. A family in the south bay is dealing with tragedy this morning after two brothers were shot to death last night. It happened in a driveby shooting south of downtown san jose. Ktvus janine de la vega joining us live this morning from san jose. Janine, i know you just spoke to a family friend. What is he saying . Reporter well, this man, he showed up here in tears. He is a coworker of both of the men who died. The brothers. He told us that the older brother was trying to better his life. He said that he used to be in a gang, and he hired the brothers and they both worked as furniture installers. And he was just completely heartbroken. Couldnt believe that the shooting happened here on eighth street. You know, when the shooting happened, it just riddled this neighborhood. You could see this car parked in front of one of the homes here was shot out, and also the home also received some damage with bullets. Police were called here to south eighth and martha after they received 911 calls just before 9 last night. Witnesses say a car drove up and someone inside fired multiple shots with what may have been an assault rifle. The two brothers who were standing outside the home were hit. Police say one died at the scene. The other was taken to the hospital where he died a short time later. Neighbors, they are in shock. We spoke with one man whose car was hit with bullets. To me the car is very minimal compared to what happened to the brothers, you know . Those are two lives and those are families. Children are affected by that. So the car to me is nothing compared to what they are going through. Reporter right now police do not have a motive, but they are looking into the possibility this may have been gang related. We dont know how many suspects there are from this case. Homicide detectives are following up on leads right now. Police say the brothers were in their 20s and 30s, and this brings a total number of homicides so far this year to 33, which is actually three more than last years total. Mike, back to you. All right. Janine, thank you for that report. Pg e crews were called to cap a natural gas leak in south san jose yesterday. It started when a vehicle slammed into a gas pipe. That forced people out of homes and businesses in that neighborhood between leeward drive and amador drive. Once that happened everyone was allowed to return home. A town hall meeting was held last night in San Francisco about Building Trust between the police and the community. It was broadcast live on Radio Station 106 kmel as part of the street shoulders program. Police chiefs of richmond and emeryville, San Francisco, and a Police Captain from oakland were part of the panel as well as community leaders. Some of the young people there told the officers what they worry about. When you are in the community more, you know people, youre able to connect with them better, and i think the connection with people will be a lot easier if you have people from your community, you know, that you are able to get along with. There is a lack of understanding about some of the operations, the daytoday operations we do, as well as some of the specialized operations of the San Francisco police department. So now we are on a campaign now to give more transparent information and make the public aware of what we are doing. Many of the Police Officers on the panel said this is reengaging with the community and building relationships. Two solano sheriffs deputies went above and beyond. They were called to give a teenager mother a ride to a homeless shelter but they realized she didnt have baby supplies for her daughter, so they went to target and bought them for her. The sag a of the naked trump statue that showed up in San Francisco and several other cities across the country last week. They were created by an anarchist collective group. Trump supporters took to social media to complain that the statue showed disrespect to a president ial nominee. Supporters also say the group is biased because one has not turned up of Hillary Clinton. We spoke with a member of that Art Collective who says that could happen soon. We are not supportive of hillary or her campaign. We are equally disgusted with her as a politician and feel she is not fit to be president. There is no guarantee that we will not be doing a statue of Hillary Clinton in the future. This is how they managed to get those statues up. The San Francisco department of public works took down the art because Officials Say the artist did not have a permit. The owner of lefty odouls in San Francisco wants to put the statue on display in his restaurant. We will be talking with the owner on the 9 about his plans and the offer he made to the artist who created the statue. 8 10. He is far behind Hillary Clinton on fundraising. She is keeping reporters out of fundraisers through the weekend. And more issues surrounding her familys foundation, which now says it will stop accepting foreign donations if clinton is elected. Her Campaign Manager says its unfair. The second president bush came into office, they never asked questions about his familys foundation, which was a similar situation. Reporter and the result of this may be that foreign donations may spike for the Clinton Foundation now that foreign donors realize they could be cut off if Hillary Clinton is elected. Well, 20 years ago today president bill clinton signed welfare reform into law. It was the hallmark of his time in office. When he signed the law in 1996, he declared it would end welfare as we knew it. From now on our nations answer to this great social challenge will no longer be a neverending cycle of welfare. It will the dignity, power, and ethic of work. Under welfare reform most recipients are required to participate in work activities for 30 hours a week. The law succeeded in getting people to work, especially during clintons presidency. Lets check in with sal to see how the commute is going to start the week. Hey, mike, claudine. We are looking at some slow traffic, but i do have a surprise on this first day back to school for a lot of people. It does appear that the toll plaza is empty now. I think i remember what happened last year. We found out a lot of people stayed behind to take their kids to school. People take the day off to do that, the first day of school. Thats rather common. So well see what happens in the east bay. I think tomorrow everyones going to be back at it. We have some slow traffic. I dont want to mislead you. Westbound 92 out to the high rise of the san mateo bridge, we will see some slow traffic here. But yeah, people do it. They take the first day off and drive their kids to school and work from home. Kind of an unusual bump for our traffic bump in a good way. Northbound 101 still recovering in morgan hill because of an earlier accident. This commute is no picnic anyway, but today because of the crash near the golf drive it was worse than normal. Into the valley looks normal on the approaches. As we look at the nimitz freeway, hayward to fremont, it definitely is slow. Its not that bad. We promised you a look at 5870. Slow are traffic right off the bat from Castro Valley getting up into the lakeshore curve. A couple of earlier accidents. We have a trough sweeping through the Pacific Northwest. We have a disturbance to the east of us. We have a low that is spinning off the coastline here, and the upper level winds and flow, you can see how that is dragging or pushing a little bit of that moisture in our direction. We will start in the sierra where we had thunderstorms firing off overnight. You can see in the sierra foothills some light shower activity going on. A little bit in the sacramento valley. Then you cross into our area, and again if you look at the wind bars coming in this direction easy to understand how that moisture is filtering into our area. A couple of lightning strikes over point reyes this morning. We are mostly cloudy, perhaps a little bit of drizzle out there, but mainly dry. Catching just a little blip over the diablo range. One thing for sure. Thats getting busy here in oakland. Parents are definitely dropping off their kids on this first day of school. But the issue that were talking about today is the impact of this immunization law. This vaccine law that came into effect at the beginning of the school year. Later this morning we are expected to speak with superintendent antoine wilson. He will be here at the academy to greet kids. We will get an update on the impact this is having in the district. Earlier this morning on mornings on 2 we spoke with a district spokesperson. He told us that its unclear how many kids may be turned away today because they dont have up to date immunizations. It could be anywhere between 200 to 1,000. We hope to get updated numbers. This stems from that new through came into effect at the beginning of the year. We are talking about senate bill 277. That required all kids to be vaccinated. The district estimates about 400 kids here have personal belief exemptions before the law came into effect. The district will says they will be grandfathered in. We spoke with parents and the superintendent we did speak with parents who say this is a big concern for the health of the kids. Very worried.
