An unknown number of americans are still unaccounted for including a couple from tennessee. U. S. Secretary of state john kerry is in brussels this morning for counterterrorism talks with European Union and belgium leaders. The United States is grieving with you for the loved ones of those who have been very cruelly taken from us including americans. As for the investigation, Belgium Police have released a sketch of a man wanted in connection with the subway bombing. He was seen on Surveillance Video with the suicide bomber that was there and was holding a large bag shortly before the explosion. Police suspect he may have been involved. So far Belgium Police have arrested six people in raids across the country and at this point investigators say they also found a large amount of explosives and other bomb making material in what is believed to be an isis safe house. They are looking to see if there is any other connection to other terrorist attacks in europe including, of course, those terrorist attacks in paris just a few months ago. And no update on that husband and wife who are still missing as well . Right. The family must be on pins and needles wondering what their fate is, hoping they are at the hospital unable to commute. This morning French Police announced that a man arrested thursday is connected to the ringleader of the paris attacks. Investigators say the man who is now in custody was also in the advanced stages of a new attack in france. Time now is 6 04. And a mans body has been found in a bay point canal and now a suspicious Death Investigation is underway. At about 11 30 yesterday morning maintenance workers with the contra costa Water District spotted the body at the canal near alvis lane interaction. The area where the body was found is not accessible to the public. Divers later went in to recover the body. The Coroners Office is trying to find out who the man is and what led to his death. We are also hearing from the alert ktvu viewer who is credited with helping police catch a serial bank robber. Want to show you video showing Brentwood Police arresting 30 yearold Kenneth Ellis of stockton, the man nicknamed the bearded bandit. He is accused of robbing or trying to rob at least 15 banks in northern california. When police made the arrest on wednesday, his head and beard were shaved leaving only a goatee but hours earlier he looked the way you see him there in these surveillance photos with a full beard and one of our viewers here at ktvu spotted him walking out of a Safeway Store in brentwood. I noticed a guy walking out and i said to myself, god, that looks just like the Bearded Bank Robber that i have seen on channel 2 news. I dont understand it. When i saw all the broadcast, he never changed his style. It was always the same. Brentwood police staked out his car in the safeway parking lot and took him into custody. Sources tell us ellis has no criminal history but a Business Owner who told police hes been suffering from some financial problems. Theres an alert this morning for vta riders in san jose. Emergency track repairs have shut down Light Rail Service between the civic center and saint james stations. We are at the saint james station in san jose where this is where the vta is providing a bus bridge. There are also some folks in yellow vests providing directions for anyone who might be confused. All this is because of emergency repairs to the light rail going on north first straight and clayton. There is no Light Rail Service between civic center station and saint james station and this disruption is scheduled to last for four days. The vta is providing a bus bridge, like i said, and one commuter tells us he didnt have much advanced notice and this will make his commute to work a bit longer. Half hour going home and 20 minutes to work and the buses are real crowded but at least they have a way to get there. Its not hopeless. Reporter also two bus lines, 66th and 181 will be rerouted to north Fourth Street and for anyone driving through this area, there will be lane closures on north first in both directions near the japan town station. The vta says this work is necessary because it recently discovered a crack in a device that allows trams to transfer from one set of trails to another. If the problem isnt fixed, the trains could potentially derail so, again, a heads up to commuters that this repair work is impacting Light Rail Service from today until sunday. Instead it will run only train shuttles between the two stations. Now, during a meeting yesterday, bart officials said they still have not been able to pinpoint whats causing power surges on the tracks. So its now putting together a team of seven new experts to tackle the problem. A group of engineers, supervisor, managers, a small group from the disciplines involved, primarily maintenance and engineering, the Electrical Group and rolling stop and shops. The electrical surges started appearing last week, damaging about 50 cars and putting them out of service. Those cars are still being repaired. Test boats will drop crab pots tomorrow morning and on monday crabs will be cooked and buyers will crack them open to check how meaty they are. A section of a marin county road which was shut down for more than a week because of mudslides will reopen today. This months storm caused multiple mudslides along balloonas fairfax roads. County engineers say the road is now clear between shoreline highway and ridgecrest road in fairfax. Sal, thank you. New this morning, we are working to get information on a violent string of incidents in hayward that reportedly included a Home Invasion, carjacking and chase. Ktvu fox 2 Paul Chambers is live in hayward this morning with what youre learning. Reporter we reached out to Hayward Police several times over the last few hours. We are still awaiting word. I looked at some of the videos, we saw someone was injured in this incident. Its unclear exactly who that person is. The information we did find out we got from Hayward Police scanner and we are working to confirm it. We can take a look at a video, this happened after midnight overnight here, a resident on barry avenue here in hayward called police to report a Home Invasion robbery. Once officers arrived on scene, they saw a vehicle leaving with what appeared to be four suspects inside. Now, officers later located the vehicle and thats when the driver tried to get away. The car later crashed about half a mile from where we are here at the Police Station at the intersection of myrtle street and whitton avenue. Officers talked to the two women inside the vehicle. They claim they were not only carjacked but kidnapped by the two male suspects. Those two male suspects were also said to be the ones that committed the Home Invasion robbery at barry avenue address. Now, once again, we have reached out to Hayward Police several times, hopefully within the next hour or so they will get back to us and contact us to get information so we can confirm the information we gave to you. Police in campbell say a group of armed men broke into a home while a family was sleeping looking for marijuana. The masked men broke a back window, entered the house on elwood drive early yesterday morning. They confronted a man in the home, stole some valuables and then took off. Investigators believe the robbers targeted the home because marijuana is being cultivated there but we talked to the victim who says the robbers were looking for computers and phones and not marijuana. He says he does grow pot for medicinal purposes. The Home Invasion, though, has left neighbors upset. You know, its kind of one of those things you dont expect to happen in your neighborhood or a neighborhood like this. Stunned, nothing ever happens like that here. This breakin comes as the city of campbell recently passed an ordinance banning marijuana grow houses including people with a medical marijuana card. Shock and concern in the city of concord. Police are notifying residents that a convicted child molester is now living in their community. 51yearold robert bates spent 12 years in prison for abusing three boys. Now, he went to a State Hospital afterwards where doctors say he is rehabilitated. The city of oakley succeeded in keeping the violent sexual predator from moving there but bates placed in concord. Hes list as a transient bouncing from motels every five days. Thats unfortunately where they sent him, was concord. It was our decision and we dont endorse it and i know and i understand that our citizens are upset. Concord police say they will track bates through an ankle monitor. Police in gilroy have arrested a man on suspicion of a series of child molestations dating back 15 years. 46yearold Antonio Garcia was booked into the Santa Clara County jail yesterday. While investigating allegations that he molested a 5yearold boy. Officers say they learned about additional victims. Police say anyone who has any information should come forward. Time 6 35. And marin county sheriffs deputies will start wearing body cameras as soon as this summer. The marin independent journal says the county approved the purchase of 100 cameras this week at a cost of about 916,000. The money includes the purchase of iphones as well so deputies can quickly store video footage on the cloud. The sheriff says the use of body cameras will help allow for a clear understanding of incidents and help enhance community trust. Some San Francisco pet owners are asking the city to contain the citys growing coyote population but Officials Say there isnt much they can do. Coyotes have killed at least two small dogs in the city in the past seven months. Jeff marquises terrier mix dede, there she is, one of the dogs killed three years ago. Its estimated that there were only 15 coyotes in San Francisco. Now they are everywhere from the prosecute sidio presidio to lake merced, twin peaks to fort funston. Its time to euthanize them or at least inject them with some kind of birth control. People have tried throughout the country to eliminate coyotes and they just come back. Park and rec Officials Say killing and relocating coyotes is not an effective option. They are urging pet owners to learn to coexist by keeping their pets indoors and cutting off any Food Supplies to the coyote. A longtime Homeless Service center in downtown san rafael may have to move or shut down because of serious concerns from People Living and working nearby. For the past 35 years the Ritter Center has been helping the homeless and low income families with things like food, showers, laundry and medical care. But the city may be forcing ritter to either move out of the downtown area or drastically reduce the number of people it serves. The problem is many of the people attracted to the center are drug users and are hanging out around businesses and nearby schools. Ritter says its willing to move with the citys help but it wont be easy. We cant move because we cant find a suitable place. Its a real catch22. Tough enough living out there on the streets and then to not have a place to take a shower and wash your clothes and look and like a productive, normal person, it would make it more difficult. We will have a little bit more coming up at 7 00. People in a minnesota town will not be allowed back into their homes until later today after a huge propane explosion. That blast was caught on video. The fireball lit up the skies about 10 30 last night in callaway, minnesota. This happened hours after a Freight Train collided with a protein tank propane tanker truck. Crews were venting the tank and putting water on it when the explosion happened. Two crew members on board the train were treated for nonlife threatening injuries. The town was evacuated but just as a precaution. Uc berkeleys chancellor has promised new discipline, Additional Resources and staffing to combat Sexual Harassment and assaults on campus. The new plan comes after several high profile harassment cases including a Law School Dean who resigned earlier this month and an assistant basketball coach who was fired just last week.
