There are some new developments this morning from manchester, england about last nights suicide bombing at a Ariana Grande concert. In a statement, british authorities announced that they have made an arrest of a young man in connection with the attack. Here are some new information about this attack. Reporter the Greater ManchesterPolice Released a statement a short time ago it reads, with regards to the Ongoing Investigation into last nights attack at the Manchester Arena, we can get for we have arrested a 23year old man in south manchester. Authorities believe the suicide bomber who detonated the explosive died in the attack. This morning, areas around Manchester Arena under lock down. These pictures of the building came in to our newsroom a short time ago. Armed police are now patrolling a popular Shopping Mall about 20 minutes west of the area because of early reported problems they are although police now say there is no specific terror threats and their patrolling the area out of an abundance of caution. Oh my god. [ screaming ] chilling video showing the disturbing moments after you hear that boom at the arena. Ariana grande had just finished her final song and was backstage when concertgoers reported hearing that loud explosion then saw a blinding flash and smoke. The suicide bomber is believed to have blown himself up at the entrance of that arena which was packed with about 20,000 people, mostly teenagers. The crowd ran for the door survivors report sing victims, many children, injured and lying helplessly on the ground. We were in the building when one went off and as we laughed, thats when the second explosion was detected once weve already left the building. We ran to the car. Back here and the bay area, the chp is investigating a deadly crash on byron highway near discovery bay. That happened last night just before 6 30 pm. The chp says a car crossed onto the other side of the road and crashed head on into another car. A third car swerved to avoid the crash and ran off the road into a pole. The chp tells us the driver who was heading in the wrong direction died at the scene. Another person was treated but for minor injuries. Both directions of byron highway were closed for several hours but are now open this morning. A suspect was hit and killed on highway 101 in sunnyvale after jumping over the Center Divide during a police chase. That happened just after 10 pm last night near lawrence expressway. The chase started in san jose and involved the Santa Clara CountySheriffs Office but we do not know why the suspect was being chased in the first place. That suspects name has not been released. Sonoma county Sheriff Deputies are still searching for a missing woman who is not been seen since friday. Investigators say 54yearold, catherine huberty, was seen on a neighbors video about 6 45 pm friday night walking on Mark West Springs road north of santa rosa. Deputies say she has schizophrenia and walks with a cane. The area where she disappeared is very steep, and mountainous. She is about 5 feet, 6 inches tall, 115 pounds with brown hair, blue eyes. The Sonoma CountySheriffs Office said if you see her, called the sheriff immediately. The wife of an alameda in court today in connection with the deadly dui crash that killed a threeyearold boy. Yarenit malihan of pleasanton is accused of slamming into a car parked on the shoulder of interstate 680 and san ramon in september. Threeyearold, elijah dunn, was killed in the crash. His mother was injured. Malihan turned herself into authorities yesterday and is being charged with gross vehicular manslaughter while intoxicated and driving under the influence. Court records show a blood test revealed she had prescription medicine in her system. Its a relief that shes been charged, finally, because its taken quite a while but theres also some sadness and disappointment in that she was not impressed with Second Degree murder charges giving the circumstances. A few months before the crash, malihan was arrested for driving with an alcohol level of 0. 13 while her child was in her car. The santa clara vta said the decision by levis stadium in the group u2 to extend last wednesdays concert beyond the 10 pm curfew was an expensive decision for the transit system. The vta said the plan for its last trains to leave the stadium after the concert by 10 pm. Instead, that was when the concert ended. The vta had to run a special concert trains an hour longer than planned, costing 61,000. Vta said it requested to be reimbursed from the stadium and the 49ers but that was rejected. Now its proposing charging venues including levis stadium, and others, for extra services. That policy basically defines the cost and defines how we can recoup that money from this specific venue. We have to look at the whole situation. What monies are being requested . How are they justifying these funds and these payments . Santa clara officials said they were surprised by the idea since theyve never had to pay before but they understand a need to discuss the idea. Vta board is expected to take up the proposal at its meeting on june 1. There is good news this morning for caltrain and its riders. The federal Transit Administration approved almost 650 million in grant money to electrify the train tracks from san jose to San Francisco. The transformation from diesel to electricity will almost double the number of riders caltrain can carry. The money needed to be approved by the end of next month or caltrain would have lost critical construction contracts. There were concerns the federal government will not give caltrain the money after republican said some of it would be used for the controversial highspeed rail system. Local leaders say that decision is huge and overdue. Today is electrifying for those of us who have been fighting for two decades to electrify the caltrain Commuter Rail system which has been running since Abraham Lincoln was president of the united states. The total 2 billion project will create 9600 jobs throughout the state and the rest of the country. Riders are hoping the project will stay on track. 5 25 am. A bay area woman is suing bart over one of its apps saying it invades the users privacy. Pamela moreno of albany says the bart watch app which was released in 2014 is secretly collecting personal information about users. It was advertised as a way for riders to discreetly report criminal activity using their cell phones. The lawsuit claims when the bart watch app is active, it allows bart and the app maker to track a phones unique numeric identifier and its location. Across industry standards, companies dont do this, they dont collect the type of information is being collected by defendant in this case. Bart did release a statement on its website denying the claims. It says users can opt out of location sharing and also there are several places that information is posted. Not a bad commute so far from that, field, fairfield and vallejo. There is slow traffic on highway 37 heading away from Solano County. Nothing out of the ordinary. If you are driving to the bay bridge, there was a minor crash with minor injuries, westbound past the toll plaza. The traffic is slow because they have turned the metering lights on as they normally do at this time and you will see slow traffic. This is a look at interstate 880 in both directions. Traffic is moving well. Lets go back to the desk. Firefighters in San Francisco are battling a house fire in ingleside. Is started about an hour ago on brighton avenue. At least two people were treated for injuries and taken to the hospital. We do not know their conditions. Officials say four adult and one child live in the home. The red cross is being called in to help them. The fire itself was quickly brought under control. They were able to keep the flames from spreading. The cause of this fire in the ingleside section of San Francisco is under investigation. State Health Officials are confirming in antioch man has died after eating nacho cheese sauce contaminated with botulism. 37yearold Martin Galindo was one of 10 people who became sick after eating the snack food from the valley oak food and fuel station in walnut grove near sacramento. Investigators are looking for the source of the contamination. Golinda was married in two children. Relatives say they are devastated by the loss. Its tough. As a son, as a brother, especially being the great person he was. Its hard for everybody. Botulism is a nerve toxin that can cause vomiting, blurry vision and full paralysis. Doctors are treating other victims with antitoxin. They say full recovery is possible but it could take as long as a year to fully recuperates. Police in palo alto released a photo of a man wanted for robbing a bank of america yesterday afternoon. Authorities say this man went to the bank on light and avenue just after 1 pm, gave the teller a note demanding money and ran away with an undisclosed amount of cash. No weapon was seen or mentioned. Authorities in pleasanton identified a man who was shot and killed by police over the weekend as shannon estill. Police said his family called them to their home saturday morning because they say he was acting erratically. He allegedly pulled out a shotgun and then a fake gun at those Police Officers who responded. Reportedly, henry lee was told that officer keith batt shot and killed estill. In 2000, officer batt was a weekly Oakland Police officer when he came forward and later testified about alleged misconduct involving officers known as the writers. Was quote a visit to a popular tourist spot in San Francisco led to some terrifying moments for a family visiting from missouri yesterday. This happened at the Ferry Building yesterday morning and witnesses say a woman who appeared homeless try to grab a 2 1 2yearold boy from his mothers arms. Two employees at the Golden Gate Meat Company took action. They pinned the female suspect to the ground until police arrived. People were trying to pull the suspect off the kid and there was screaming and fall. We are reviewing video at this time. On the video it appeared the subject had attempted and actually grabbed the child. There was a struggle that ensued. The suspect identified as Jessica Peavy was taken into custody. She faces a felony kidnapping charge which carries a minimum five year sentence. A controversial idea and it helping heroin users in San Francisco is a step closer to becoming a reality. The city has formed a task force to study whats called a safe injection site. The goal is to give adickes a safe place to inject drugs where counselors and medical staff would be nearby. Supervisor london breed proposed the idea and says the 15 Member Task Force will spend three months studying how much this would cost and how its going to work. If we can reduce the number of people that we know are out on the streets using, we can reduce the number of needles that are being picked up are left in playgrounds and on the sidewalks. To me, that does something. Some drug users like the idea. They say it would take away the shame of using drugs in public. However, the California Police chiefs and state Sheriffs Association do not like the idea. They say it sanctions illegal drug use. If the city of San Francisco approves it, a safe injection site could open by the end of the year or early next year. The legalization of Recreational Marijuana in california is giving some people a way to clear their names or get out of jail. One part of the law says that people with previous marijuana convictions may have those charges either reduced or dropped. According to a survey of the drug policy alliance, more than 2500 californians are trying to clear their records of pot related drug charges. Californians in jail on federal marijuana charges do not get the same benefits. Tonight the Alameda Unified School district could decide if an Elementary School will be shutdown. Parents at a lum elementary on sand creek way held rallies to try to save the school. Thats after the School District announced the school is not earthquake safe. Officials recommend closing the campus and sending the 500 students to other schools this fall when classes begin. But parents hide their own experts to determine seismic safety. The experts that we have gathered have all said that the data just isnt there. The district does not have sufficient information to say there is any safety risks posed. The parents say their experts came up with an inexpensive way to retrofit the school. But now the district says it has a second recommendation to shutdown the school for safety reasons. Tonight, the district will hold a meeting at Alameda City Hall to get an update from all sides and hear from the parents. That meeting starts at 6 30 pm. I imagine its going to be quite heated. Southbound 680 traffic will be okay from dublin down to the sonoma great. Yesterday we had a bad start with that accident. Unfortunately unfortunately we do not have anything yet. On 280 in san jose, its okay. In the south bay, an opportunity to get there before the crowds at the. Likewise for 880 in oakland. This commute does get busy later on. Right now its a good shot from the coliseum up to downtown oakland. We had a minor accident at the toll plaza in one of the toll lanes. That made it a little slower at the toll plaza but its only about five minutes extra. A 25 minute wait before you make it onto the span. 5 47 am. Lets bring stephen. You can see her sfo camera from there, right . That fog layer is close. There it is. But not down on the tarmac. We will keep an eye on that. Sometimes that fog can impact sfo. I have not seen anything. Foggy coast. Warm inland. Again, you are going from 58, 59 up to 95 in some locations. It does look a little cooler for those inland. Not the mid90s but upper 80s for some. Again, the coast cooled down. And the temperatures were pretty warm although some did drop. Santa rosa, we will drop more today. Livermore 96 yesterday, only 90 today. East san jose 88 yesterday, down to 82 today. This fog needs a little kick. Water temperatures have come up a little bit. But these are about average. They are still cool enough. Reporter we just got out here and are seeing firefighters do their work we see them up on the letter, looking over at the roof. We do not know the extent of the damage to some of these buildings or stores. It looks like their may be four stores in total in this building. Just before 3 30 am, a fire broke out and he became a 2 alarm fire. Sunnyvale had to battle this. Firefighters had it knocked down just after 4 30 am. So far, no reported injuries and the cause is under investigation. It is still early in the morning. We have not seen anyone show up from the businesses so we do not know exactly the extent of some of the damage. From what were sing, it does look like firefighters have gone into what looks like a tea shop, nail salon and a Computer Repair store as well. The Monterey CountySheriffs Office plane flew over the site, took this video. You can see how much earth slid down that mountain and across highway 1. They are estimating millions of cubic feet of dirt and rock crashed down on the road that was already closed because of a landslide earlier this year. Caltrans said they will wait for that hillside to stabilize before they can start clearing the highway again.
