South carolina. That storm is expected to continue up the coast through the weekend. Steve joins us with a look at where the storm is. Usually a hurricane impacts one area. That is usually winds damage. This is going parallel to the coast which is unusual. Now you start to get the Continental Shelf was gets more shallow going north. That is why they think the storm surge will be a bigger factor. A lot of flooding . Yes. The eye of the storm is weakening a little bit but not before 107 mileperhour winds office type cape canaveral. It off cape canaveral. It is heading towards Daytona Beach. Watch the bands. That is where you can get the tornadoes. You also get the ocean water piling up. That is a concern along with the 8 to 12 inches of rain. Cape canaveral might be on the better side. The wind has shifted. But the eye of the storm has stayed all share. Now off shore. The Continental Shelf drops pretty fast off of florida and then it gets very shallow. Georgia coast and South Carolina it gets very shallow. That is what they are concerned about. You take that storm surge as it begins to move, and that would adopt a tremendous amount of water. Will dump a tremendous amount of water. It is going to ramp back around and come back as a Tropical Storm in the bahamas again. But today it is a hurricane. Very quiet weather here. It will be sunny and nice. Temperatures above average. Another cool morning in the 40s and 50s, but sunshine warmer temperatures this afternoon. 80s and upper 80s. We could get up to 90 by tomorrow. President obama has already declared a state of emergency in florida allowing federal aid to come into deal with Hurricane Matthew. We have more on the white house efforts to deal with this historic storm. Reporter this is likely the most powerful hurricane to hit the United States in a decade or so. The preparations that we have been making in advance of the storm are indicative of how serious we think it is. Reporter the white house says the responsibility is with local and state officials but these but but fema is already working in florida, georgia, and the carolinas. Fema is trying a new approach, stationing equipment and supplies to expected area of damage. The agent showed a video showing agents. Congress made it clear after katrina that if we think a disaster has occurred or could occur, we need to start moving resources before the states ask for them. These preparations are designed for survival and then they assess the damage and repair. Nearly 2,000,000 homes in florida, south and North Carolina and georgia are vulnerable to storm surge. Rebuilding those homes after a category four storm in florida alone could cost nearly 190 billion. Along the gulf coast particularly in florida people have high hurricane deductibles. We think, not only it will be flooding, people underinsured for wind damage. Reporter fema expects a lot of people will need help rebuilding their homes and the agency will help those affected qualify for loans and grants. The us military is also preparing. The pentagon says officials immobilize a National Guard force across four states and made available military bases and staging areas. The navy has also moved three warships near Jacksonville Florida to safer waters. The department of defense says it has authorized 11 million for overseas disaster relief. With 300 these about 300,000 people in florida with no electricity utility crews across the nation, including pg e, or heading there to help where they can. 130 employees will leave this morning heading to the hurricane zone. They are based in santa rosa and fresno. We helped in sandy in 2012. Good guys that want to get to work. We expect to see a lot of wires down, a lot of devastation. Because some florida airports are closed, the crew will have to fly to an airport in the southeast that is still open. They are expected to be down there for more than a week. People in florida, georgia and the carolinas are all nervously bracing for the full impact of Hurricane Matthew today. More than 3 Million People have been warned to evacuate. But as pictures are coming in, the devastation you are seeing along the coast of florida should inspire people to get out of town today. Interstate 16 is only outbound. The of evacuation buses running through noon. After that they say folks are on their own. Our meteorologist is talking about your area in particular. Some of the areas of will not be so much about the winds but about the storm surge and a lot of flooding. What is georgia preparing to deal with . Reporter that is the big worry. A storm surge pushing all about water. It could be up to 1130 11 feet. That is a big worry. You think about the geography of the state. Inlets running through. We are upper river. That is where the problem will be today and tomorrow and perhaps even into next week as you have all of this water with nowhere to go. With a regular thunderstorm, you might get flooding in the streets here. They do not know what will happen if a strong hurricane hits because they have not had a hurricane since 1979 and it was a pretty weak one. What can they do to try to limit the damage . Reporter we have seen folks boarding up windows. Here on river street, i dont see any boarding up. Were right here on the river. So we have to wait and see. Folks without a memory of hurricanes here are not preparing. But i have seen about half and half. Some people are boarding up in other peoples are letting it ride. It was going more than twice the speed limit when it slammed into the train station in hoboken new jersey. Data recorder showed the engineer hit the emergency brake less than a second before the train crashed. One person died and more than 100 were injured in that crash. That investigation continues. That is why they are concerned about the storm surge. Usually the winds do more damage but in this case it will be the storm surge. 11 feet of water coming over and that will cause problems. It looks like matthew will turn into a Tropical Storm and head back towards the bahamas. Unbelievable to see that happen. We have quiet conditions here. It will be sunny and warmer. Patchy fog but that will not last long. It is cool with 40s and 50s out there.
