Could be mist or drizzle in there. But not too many reports. 40ss on temperatures or 30s. 44 menlo park, palo alto. Woodside 42. But 50 foster city. Also bemmont, upper 40s la honda. Higher clouds will clear. Well have the fog and it will burn off for most. Some areas it might be a tall order to get above 58, 59 especially out to the east. Clouds, sunny. Some afternoon sun. Well, weve been telling you about the king tides, those seasonal high hides that can cause flooding. A warning is out tomorrow and the tide has caused a couple tricky rescues. Tara moriarty is in foster city to tell us about fishermen who got stuck when the tide went back out. Reporter good morning. Its pretty foggy. Were near the san mateo bridge. You cant see it because of the conditions. We want to point outs the tide out the tide is starting to come in. The water has just started to creep in. Now, what happens during king side, the fishermen, they go out during the high tide but when the low tide hits, they get stuck in the mud. The high tide is higher than usual. Yesterday two men had to call for help. They accidentally dropped their cell phone in the water. It took the caurg hours to it took the coast guard hours to pick them up. There they for us to spot them in the dark is pretty difficult. Reporter sunday, emergency crews pulled another two boaters to safety when their vessel got stuck in Shallow Water in the al vitso maria. We know up in marin the ride and parking lot where highway 1 and 101 meet is closed because they are expecting some flooding there. Live from foster city, im tara moriarty, back to you. Thank you. And early this morning, a 4. 4 magnitude earthquake hit the central coast. The etchpy center is he epicenter is near green county. So far no reports of damage or injuries. 7 05. Japans Prime Minister angrily vowing to save the lives of two japanese hostages. They are being held by isis, the islamic terrorist who now threatens to behead the hostages unless they get a 200 million ransom. A militant speaking in english with a british accent threatened to kill the hostages unless 200 million is paid within 72 hours. The militant criticized japan for contributing 100 million for the fight against isis. Jambs Prime Minister demanded that the hostages be freed immediately. But gave no indication if the ransom will be paid. Right now, the japanese Prime Minister is the in the middle east. Hes on a sixday visit. President obama will focus on an improving economy later tonight. Alex savidge has more. The president s time in office has been dominated by the great recession. He said that will bring in about 320 billion in revenue. Republican leaders call the president s plan a nonstarter and a clear sign hes unwilling to work across party lines. Following the state of the union speech tonight, iowas senator will deliver the republican response to the american public. This will be a big test for the freshman lawmaker. Happening today, the two brothers accused in a brutal meeting inside levi stadium are due in court. The attack was caught on cell phone video. The two brothers prosecutors say punched a 32yearold man who tapped him on the shoulder to let him know a bathroom stall was open. That man suffered critical injuries and part of his skull had to be removed. The brothers are charged with felony assault. Jury selection in the trial for james holmes accused of one of the worse Mass Shootings in u. S. History is set to get underway. He admitted to the attack. The jury will have to decide whether or not he was insane when he opened fire on movie goers. 250 potential jurors will be in court to answer questionnaires. The Selection Process to find 12 jurors and 12 alternates is expected to take months. 7 10. Police in one Silicon Valley neighborhood warning people lock up. Coming up in 20 minutes, well tell you about several reports of a suspicious man spotted peeping into windows in one south bay neighborhood. But first, controversial new devices being used by dozens of police departments. The raidars that allow officers to radars to allow officers to see right through homes. The Eureka Valley association is working to get Additional Police patrols there and they want the help of an outreach counselor. Theyve seen an uptick in the Homeless Population. A mentally homeless man was arrested in the castro in 2012 following a series of fires in that community. New radars are being used by several departments across the nation that allow officers to see inside homes. Its called the ranger r. The raidarses were first designed for use in iraq and afghanistan. But now they are raising concern about government surveillance since there was no Public Disclosure that the devices are being used. As you drive down to the fremont area which is to say its typical and 580 coming out of livermore and dublin, its slow. Its the typical slow traffic. Lets go to the been. We seem have a robust commute. Its backed up beyond the macarthur maze to 58024 and 80 is backed up through 580, 24 and 80 is backed up. The dont use the high beams. Pretty good bands of it, the bay, the coast. Golden gate park, plenty of bridges. Cooler lows by 10 degrees for some. It will be mostly sunny this afternoon to partly sunny. The higher clouds up above giving us a double whammy. Two layers of fog, clouds. Low clouds and higher clouds. Maybe a little misty at times here. Nothing too great but the higher clouds are almost on the back edge. Underneath that, its all of that nothing. The fog has been sneaking back in east to west. There is a slight component of a northerly or easterly breeze. 30s, 40s and 50s. 39 in santa rosa. They finally checked in there but a couple of low 50s. Including San Francisco, snowe and hayward. San jose is at 48. 50s low and the Higher Elevations in the santa cruz mountains. A lot of 40s, including gilroy and morgan hill. 42, 43. There is an easterly breeze. Most locations are calm. It will be with us for the morning and mostly sunny this afternoon. Theres higher clouds up above. Cloudy, cool, thick, thick fog. Mostly sunny, cooler lows, though. That will translate into highs. Probably similar to what we had yesterday. Cloudy to mostly sunny skies here this morning. The band of higher cloud will move out. Were almost on the back side of that. Maybe a little mist, drizzle. 40s for many. A couple of upper 30s and a few low 50s. Lakeport is in the 40s. So is ainge wing. A lot of fog around petaluma. 42 calistoga. Fog in the valley, higher clouds. The fog coast and bay giving us the cloudy morning. By this afternoon, some of that fog will burn off. Well start in the south bay as we look at the red on the maps. 17 through los gatos. 85 basically from 101 all the way up into ktvu. And 280 is very slow. 101 slow as well. Not not a lot of major accidents. Just slow traffic. There is a crash reported southbound 280 at westborough in south city. But traffic out of daly city is slow. Lets go to live pictures. This is 880 in oakland. You can kind of see the cars down there. I just wanded to show you how dense the fog is. When you get to the bay bridge tone, you will see that document has lifted a a see the fogs that lifted a little bit. We couldnt see the overcrossing. But we can. Back to the desk. Suspicious activity in an affluent neighborhood on the peninsula and the police out there are on alert. They are looking for a man who is lurking around trying to get into homes. Were surrounded by multi Million Dollar homes. Police say a homeowner came came face to face with someone peeking in their window. Theyve have been three incidents. Police say a man was walking on southerland drive looking into windows. When he was spotted by the resident, the suspect left. He was down the street enter a property and going into a poolhouse. Officera search but couldnt officers did a search but couldnt locate him. A housekeeper found the rear door and bedroom windows. Nothing was missing. Here is a of the suspect. Latino, 21, 31 years old. Between 58 to 511, a thin build, a pointed nose. He has a closely cropped beard and was wearing a blue greet and green or blue pants when he was seen. Meantime, the Contra Costa County Sheriffs Department investigating a gruesome discovery made by people who were out fishing in the delta near baypoint. A decomposing body was found in a marshy air near malard island area near mallard island. The coroner is trying to figure out the identity of the body. Veaferls are saying anyone dash investigators are saying anyone with information, call them. A family from stockton taken hostage and killed during a bank robbery are calling a claim against the city. Misty holtssingh was killed last july when three men robbed a bank of the west. They took her as hostage and used her as a human shield. Her family said Police Officers fired more than 600 bullets at the suspects car even though they knew there was a hostage inside. They say every bullet that hit her was fired by police. Theres been no comment by the city on that claim. 7 35. With more and more cars packing south bay freeways, metering lights are now stay on for longer periods of time. New metering lights will remain on until 11 00 in the morning on the northern section of highway 85 between interstate 280 and cupertino and highway 101 in mountain view. Caltrans says that area has been a huge traffic trouble spot for a long time as thousands of tech workers had to facebook, google and yahoo. Investigators in Cincinnati Ohio want to know what went wrong after an overpass collapsed last night killing a construction worker. Investigators say the overpass was undergoing demolition when it collapsed late last night. Officials say several hundred tons of concrete fell onto the road. A witness says he heard a big boom and then a couple of seconds later, he saw police cars rushing to the scene. Its a workplace incident. Youve got a lot of heavy equipment in a very, very heavy construction site. Who knows what happened. But we will find out. A tractortrailer was also damaged. Driver was rushed to the hospital but is expected to survive. Our time 7 36. Dozens of stanford students expected back in class this morning after being arrested last night for blocking the san mateo bridge for more than an hour. They call them the stanford 68. They spent the mlk day holiday protesting against the recent Police Killings of unarmed africanamerican men. The protesters rode in cars out to the middle of the bridge, then te then they got out and stood across the lanes blocking traffic. This is a call that ferguson put out. I think its quite amazing that were unified this way. The officers asked them to move over to the side so we can get traffic flowing. Some of them did it willfully. The others had to be moved by the officers. Eventually a bus arrived and moved the protesters off the bridge. It took the chp two hours to completely clear those lanes. The protesters, all 68 of them, were cited for blocking entry and movement on public land. About 8 30 last night, they were released and then headed back to the stanford campus. Well, the message was black lives matter. Thousands of people were trying to send that messages this as they marched through oakland on mlk day. The protesters went to the fruitvale b. A. R. T. Ation then to the coliseum station which was shut down for a short time. The marchers called their actions reclaim kings legacy and they linked their demonstration to recent protests against the Police Killings of unarmed african americans. But not everyone agreed with the way some of the protests have havent carried out. They just dont under the difference. Thats what i think. They are doing it the wrong way. They are going about it the wrong way. The windows and all of the you know, as far as trashing stuff, it doesnt solve the problem. Yesterdays protest was part of several demonstrations. It began on friday and continuesed through the long king holiday weekend. A Bay Area Team is planning a trip to the super bowl in arizona. But they are not going to watch the patriots playing the seahawks. Brian flores is live in santa clara and says they will be scouting for tips on how to put on super bowl l at levi stadium next year. This time next year, levi stadium and the region, the bay area will be buzzes with thousands of people from all over the country because the super bowl will be played here. Wouldnt it be great to see the raiders and 9ers in that game . Before then, officials are planning a trip to glendale, arizona to see how the super bowl is being planned out to make sure our super bowl will be really good because before, the clock ends there in arizona, that means they have a year to get the group organized. The group going includes Santa Clara Police and fire officials. City hall officials, including city officials and Building Department officials. Members of the Valley Transportation Authority will be there also. Their main goal plan for a whole host of issues including security, building, planning, transportation as well as thousands of people will be here in the region next year. For right now, there is a rush of activity in phoenix, arizona. That city prepares to welcome tens of thousands of guests for this years big game. Construction crews have a little more than a week now to create whats being called the downtown campus. It will feature a 30foot tall rock climbing wall, sound stages where music am acts will perform musical acts will perform. And a bank will turn into a giant replica of the lombardi trophy awarded to the super bowl winner. This trip for the officials going here from santa clara is estimated to cost around 52,000. A deepening mystery in the east bay, more and more sea birds are turning up on the shore covered in some kind of gray, sticky substance. Today, the state is conducting tests to find out whats killing the birds and where its coming from. Pam cook is in the newsroom with the tests and also the costs. Pam . This is really becoming an issue. Its not been declared a state of emergency or disaster. The International Bird rescue in fairfield is having to pay the bill which is now about 7,000 to 8,000 a day. Many volunteers are the ones who bling who find and bring the birds in for treatment. But the cost of water, food and heat for the birds is ongoing. The center is looking for donations. The center helped clean oil from hundreds of sea birds during the bp oil spill five years ago. But rescuers say theyve never seen anything like this. The birds are covered with a sticky substance that does not come off easily. We call it the window of opportunity to get the birds in time so they can be healed. Unfortunately, 20 birds have died so far even after coming to the center. Volunteers have found many more already dead on the shoreline in alameda county. A state lab is scheduled to start examining the dead birds today to try to figure out what is killing they. Scientists from the department of fish and wildlife say it may take a while, though, to determine if this is some sort of pollution or a nationally occurring substance. A lot of the enplas come through of the planes come through and cross over through sfo. After 9 00, ground delay programs are expecting delays of about an hour. If you are expecting someone sore taking a or taking a flight, check with your airline. It looks like the fog is lifted. The best commute is the commute the carpool lane, but the traffic is just moderate. It will be heavy like it is on a normal day. Authority are investigating the force of a bomb threat that forced the evacuation of two planes in new york city. One of those planes originally took off from San Francisco International Airport. An anonymous caller warned of a pipe bomb on the delta flight shortly before it landed at j. F. K. Airport last night. Passengers were told to evacuate while bomb sniffing dogs searched the plane. Ladiesant gentlemen, theres been a ladies and gentlemen, theres been a bomb threat on the plane. We need to deplane. You can take nothing with you which was kind of a pit in the stomach moment. A connecting flight to tel aviv with the same flight number was also evacuated and screened. But no explosives were found on either plane. There is a warning out through tomorrow about the winter high tides known as the king tides. They can cause flooding in low lying areas along with dangerous rip currents. Tara moriarty says its the low tide that got fishermen in trouble. Good morning. Reporter the tide started to roll in about two hours ago. When we be first arrived on scene, around 5 00 a. M. , it was all mud. All of this was covered. You can see how the tide is coming in quickly. King tides are the highest tides. That means the low tides that happen at this time are the very lowest tides and that can be a problem for anyone who goes out on the water on a boat. Two fishermen called for help around 6 30 last night after they went out and got stranded. They accidentally dropped their cell phone in the water. So this took the coast guard helicopter until 10 30 to pinpoint them near coyote frequent and fremont coyote creek and fremont. When the tide is in and the water is up, they have plenty of water to get in the tule area and do fishing. And when the tide goes out, they find themselves in positions where any cant cut across the same areas that got them in the areas and they become stuck. Reporter sunday, emergency crews pulled another two boaters to safety when their boat got stuck. Everyone it turns out was okay. The high tide expected to peak today around 11 00 this morning. I want to mention that if you are driving on 80 all the way down to berkeley, it will be stop and go traffic. 8 31. This is a look at 280. Just a few moments ago, i was able to see this. Now i cant. Fog is moving around. Back to the desk. Boy, thats fog. Well, police in atherton warning people be on the lookout. There is a man lurking around neighborhoods trying to get into holes. Janine de la vega has more on that. Reporter this neighborhood in atherton is full of multi Million Dollar homes. Some of them with private driveways and very high walls and gates but police say theres been reports of a man who has been scoping out the properties. Police say theres been three suspicious incidents, this month that have occurred in this neighborhood near aer thiston avenue. Over the weekend, police say a man was Walking Around subjecterland drive and looking around the home. When spotted by the homeowner, the man left. He was spotted entering a property and going foot poolhouse. Officera search but couldnt locate him. There were reports someone entered a home on maple avenue and entered doors and windows. Nothing appeared to be missing. Man is described as 25, 31 years old. Between 58 to 51. A thin face, pointed knows and crowsly cropped beard. The Contra Costa County Sheriffs Department investigating a gruesome discovery made by people who were out fishing in the delta near baypoint. They found a decomposing body near mallard island. The sheriffs marine patrol unit retrieved the marines. The coroner now trying to identify the person. Investigators are asking anyone with any information to give them a call. The family of a woman from stockton who was taken hostage and killed during a bank robbery is filing a claim against the city. Misty holtssingh was killed last july when three men robbed a bank of the west. They took her as hostage and used her as a hue man sealed. Her human shield. The family says the officers filed builts at the car even though they knew there was a hostage inside. Every bullet that hit her was filed by the police. The city has made no comment about the claim. Dozens of stanford students expected to be in class after being arrested last night for blocking the san mateo bridge for more than an hour during the evening commute. They call themselves the stanford 68 and spent mlks day holiday protesting against the recent Police Killings of unarmed africanamerican men. Protesters rode in cars out to the middle of the bridge and got out shortly before 5 00 last night and stood across the lanes blocking traffic. This is a call that ferguson put out. I think its quite amazing we are unified. The officers asked them to move over to the side so we can get traffic flowing. Some of them did it willfully. Others had to be moved by the officers. As you a bus came out and moved the protesters. 68 protesters were cited for blocking entry and movement on public lands. They were eventually released about 8 30 last night and then they headed back to the stanford campus. 8 35. Calfire is investigating a small fire at the Governors Mansion in sacramento.
