All right, tori, dave, thank you. This is about as good as it gets for us in a long time. An impressive area of low pressure. Barometers were troping. Now theyve dropping. Now they are rising a little bit. This system will play into our weather all of the rest of the day and probably saturday. It will be a bigtime system for maybe thunderstorm activity later today. We had the front go through early, then a little bit of a break. Now the next band is moving onshore near the san Mateo Santa Cruz coastline. Its going south to north. In marin county, its on its way. Some areas picked up intense rain. There are a few breaks around the north bay. Concord, crockett, moderate to heavy. There was heavy rain in the San Leandro Hills earlier. Theres the band that went over to concord, la fayette as well. It looks like santa cruz. The heaviest rain is going into the Santa Cruz Mountains. Some of that is heading into san jose as well. Really intense activity. You might get a break for a little bit. As long as this low is off the coast, were in line for brief, heavy rain. I think ponding and flooding will continue this afternoon. The heaviest rainfall looks to be in the Santa Cruz Mountains as we heed into tonight and tomorrow head into tonight and tomorrow. Rain and wind here. Heaviest for the morning. But there will be a possibility of very unsettled conditions. Highs today, only upper 50s and lower 60s. Heres sal. Steve, weve had a lot of weatherrelated traffic incidents flooding on the roads, people driving into standing water. It mostly happened when it was dark. 580 is a mess coming in from the altamont pass. As the wet weather moved through, you saw more people getting into crashes. Niles canyon road, Fremont Police out there with a closure because of mudslide in the area and its been very slow traffic. I do want to meges that traffic is mention that traffic is slow in the south bay on 101. 87 at taylor, theres flooding blocking the southbound lanes. Be careful everywhere. 85 is not that bad. But 280 and 101 are a little bit slower than that. I want to mention some of as we look at some of these live pictures, the bay bridge is about a 35 to 40minute delay as people are driving slower. The backup may look the same but people are driving slower. The drive times are up a little bit. Instead of being 25 to 30, this morning were at 35, 40. Maybe 45 minutes. San mateo bridge moderately heavy heading out to foster city. Allow yourself extra time as you drive this commute. Everywhere will be slower. Now we go to brian flores. He was at the scene of a fatal crash in oakland which has now cleared but its causing some traffic. Brian . Reporter yeah, sal, as you mentioned, maimer problems out there this morning. In fact, the chp had to move us. They are moving quickly to move that scene there on westbound 24 near the 580 interchange. Were overlooking traffic this morning, though, at the come caldecott tunnel at the caldecott tunnel, it is moving fine. The chp says around 4 45 a toyota rav4 stalled in the number three lane west of telegraph avenue. Moments after that the driver of a lexus slammed into her. Its unclear whether he saw her or not. When chp arrived, they found the driver of the car hit, actually in the back seat of the car, the impact was so great there. The other driver injured. All lanes are opened at this moment, the chp says they will continue to investigate. Well have to contact witnesses to see who saw this vehicle to see if it had its lights on or any flares out. Well have to conduct some followup investigation. Reporter the chp says the driver that hit the stalled car was taken to a nearby hospital with moderate injuries and they do not believe alcohol was a factor. As we take it back out here live, its unclear the roll rain or speed played in this. Here on traffic 24, near the caldecott, traffic is fine. If you are hitting the roads this morning, you have to be care extra careful out there. The rain causing major problems. I even saw standing water on my east bay commute as well. Definitely take it easy on the roads. Were live in oakland, brian flores, ktvu channel 2 news. Check this out the rain is causing dangerous flash flooding around the bay area. Thats a real hazard for drivers. This might be one of the worst situations. This is video of standing water in the area of santa clara street where it turns into the alameda san jose. At least two drivers had to be rescued when they drove into high water and got stuck. They say they never saw the water before driving into it. Another traffic issue, this crash happened at the hickey boulevard exit on 280 in daly city around 2 30 this morning. No one was hurt. But a couple of lanes were blocked for a short time. 7 06. Thousands of bay area homes and businesses have no power. Pg e says the biggest outages are in the north bay. Two separate blackouts affecting 5700 customers near napa. In the san jose area, 660 homes and businesses are without power. In pittsburg, 328 customers are in the dark. A power pole was knocked down. More than 100 have no electricity in San Francisco. Just a handful of people on the peninsula have no power. In most cases, the problems are weatherrelated. Were liking live at sfo right now. Flights have been canceled at sfo. The weather is blamed for that. Live picture of the airport. There are several cancellations this morning, including United Airline flights to Southern California including ontario, palm springs, and orange county. Happening today in just a few hours, the officers tied to the scandal thats rocked the San FranciscoPolice Department are due in court. The five Police Officers and one former officer face federal charges that could send them to prison for years if convicted. Ktvu news broke this story yesterday. We learned the six are accused of taking part in a series of raids at San Francisco residential hotels. And those raids were captured on video as you see here. They were going into the rooms without warrants. In some cases, we believe they were stealing items and there was no accountability. This was our worst fear or i dont know that it gets any worse than this. The head of San Franciscos Police Officers association has released this statement in response to the scandal. These indictments are apparently based on the questionable testimony of unreliable informant witnesses. The chp still searching for a gunman who opened fire on a crowded east bay freeway. The gunfire shut down a part of westbound 580 in Castro Valley during last nights rush hour commute. Those bullets hit the windshield, the hood and the front grill of the victims black chevy blazer. The driver was not hurt and he talked exclusively with ktvu news. Ktvus pam cook will have more from him. Thats coming up later here on mornings on 2. In the meantime, investigators want to talk to any drivers if you were in the area of 580 and 238 when that shooting happened. Right about 3 40 yesterday afternoon. The man accused of drying to throw his trying to throw his wife off the san Mateo Hayward bridge has been ordered to stand trial. A judge made that ruling yesterday and in the in the bizarre case. Investigators say the man got into a heated argument with his wife while they were driving across the bridge last december. They say he then cracked into a guardrail, dragged his wife out of the car and tried to throw her off the bridge. The chp says several drivers jumped out of their cars to rescue the woman. 7 10. Happening today a toll hike on the Golden Gate Bridge is almost a done deal. This morning, the bridge District Board will vote on a plan to raise the toll to 7 starting in april. Now, after that, the toll will slowly go up to 8 over the next four years. The bridge district says they need that money to close a growing deficit. Those hikes would be incre mental. In april of this year, the toll would go to 7. Two years later, 7. 25 and then the next year 7. 50 and finally 8 in 2015. If you drive and have a fastrack, that will stay in effect for each of the toll hikes. Still encourage people to use that. Yes. 7 10. A rather Unusual Police response after a fatal crash in pittsburg early this morning. Mum at 7 30, why cops approached a crash car with their guns drawn on a major roadway. Get me out of here. Two men face vandalism charges in Sonoma County for damage done to tomales high school. The school is not far from highway 1 in the town of tomales. The 19yearolds are accused of ramming their cars through the school fence and tearing up a field by spinning doughnuts on the grass. Damage is estimated at 20,000. 7 14. In seattle, after getting complaints from Cab Companies in seattle, that citys city council is limiting the number of ride share cars on public streets. Last night, the Seattle City Council voted to allow each company to have 150 cars in service at a time. Now, a tougher proposal was turned down. That would have capped the number of drivers for all services at 400. The Ride Share Companies included San Franciscobased lyift, uber and side car. 7 15. Governor jerry brown makes it official he will seek re election in november. He is the heavy favorite to win a record fourth term as governor. In his announcement, brown points to the success turning a 27 billion budget deficit into a surplus. But he says challenges remain to make sure the Budget Surplus endures. The 75yearold governor says at this stage of his life theres nothing he would rather do. Brown joins two republicans who have already announced their intenses to run for intentions to run for governor. Neil kashkari and tim donnelly is a tea party favorite. Members of Congress Took free trips last year worth more than 3. 7 million. The highest price tag for privately paid for travel in ten years. According to the political moneyline members of Congress Took 493 private funded trips in 2013. Family members, mostly spouses, went on more than 40 of those trips. Now, east bay congressman John Garamendi had the most expensive itinerary. He took almost 70,000 worth of privately funded trips last year. They had missed their bus to the v. A. Hospital. That bus is on a set schedule. Obviously a frustrating morning for them especially because of the rain and it being so wet. Of problems bunch of problems this morning the we had that problem at 680 and 24. Slow traffic in livermore as you drive through, theres been flooding. As tara referred to, as the sun comes up, its easier for people to see the flooding. So they are not driving into standing water. We have they a lot of fender benders on 280 and 580 near the Castro Valley y and a lot of flooding closures. I want to mention that ignacio valley road, there was a crash there. Walnut creek tweeted its still gonna be a rough go on ignacio valley road heading down to 680. You know how bad that gets anyway and when there is a crash, it gets worse. I dont recommend it, really. Marsh creek road at Morgan Territory road, a headon collision there. Traffic is slow. This is a popular shortcut for people. The bottom line, take it easy out there. This is a look at the bay bridge toll plaza. It may look like just a 20 minute delay. Its going slower this morning. Your drive time is up to 40 minutes. 880 northbound and southbound is moderate. Now, lets go to steve. All right. This goes until 7 00 okay. This is an angry sky. Theres gonna be thunderstorm activity today. The Flash Flood Warning, San Mateo County. Santa clara county and parts of Santa Cruz County goes until 7 30. Another ten minutes. But this area right there, thats where some of the heaviest cells. Pouring in pacifica, one report i have. The lowest tracking towards central and Southern California, possibility maybe even of tornadoes down there. Would not shock me. This is a really powerhouse system. Until that gets east and south of us, it will continue from the south, dragging across well, very unstable air which is why a possibility of thundershowers exists later today. Napa, 16 miles an hour. Happening today it is the 20th anniversary of the brady handgun violence act. This requires a background check before a person can buy a gun in a store. The brady law was named after james brady shot during an attempted assassination of president reagan in 1981. James brady, who is now 73, and his wife sara formed the group to push for tougher gun control laws. Sara brady and others were gather at the u. S. Janine de la vega checking weather problems in san jose all morning. Sal, of course, watching the roads for you. Lets start with meteorologist steve paulson. Steve . Reporter well, all sorts of warnings and watches. It looks like they just ended around 7 30 now for parts of the peninsula, San Mateo County, santa clara to santa cruz. That doesnt mean there are not areas where theres heavy rain, especially from petaluma down to gilroy. There will be areas where it will be pouring. You might get a break. The warnings and watches of heavy rain is moving so fast. Its all courtesy or you can blame or thank that system right there. Really strong low and what it is doing is taking moisture from the south and bringing it up over us. Until it gets into California Well be in line for relative rain. It looks like the warning has ended. Theres still a watch, though, for other areas to the north, to the east. All the way down to the santa clara valley, especially morgan hill and gilroy. Lets take a look at at some of the rain. Pouring in pacifica. One report i had, Half Moon Bay, marin county and into Sonoma County as well. It looks like breaks around palo alto and parts of the pill. That of the peninsula. That was 15 minutes ago. Now beginning to pick up in the north bay. I expect that to continue, heavy rain around Castro Valley, union city, hayward, san ramon and danville and just blowing up as we say towards morgan hill and gilroy. This is closer to the radar site up in the Santa Cruz Mountains. But still, this is really intense, heavy rain. And the the low will continue to make a bline towards central and Southern California. Until that happens tonight or tomorrow morning were in line for a very unstable pattern. The heaviest rain is Santa Cruz Mountains south. 3, 3. 25 to 2 inches elsewhere. Most locations are approaching an inch already. Rain, wind. Heaviest in the morning. But there will be a possibility of thundershowers and intense, heavy rain later this afternoon. 50s and 60s. Another busy man, sal . In my experience, doing this for a long time, rain is always correlated with more collisions, flooding and bad driving. Lets take a look at what we have now with the videotape of an earlier crash, 24, westbound near 51st, 580. This fatal crash occurred just before 5 00 this morning. One person was killed. Apparently her car had stalled out and it was blacked out. Another car came along. Did not see the vehicle and hit that vehicle. One person, again, died at the scene. One lane was open. But most of the lanes were closed. This caused a huge traffic jam. The traffic has recovered now that the lanes are open. They opened up the lanes about an hour and a half after the accident happened. All right. I want to mention that 680 southbound is still very slow, especially 242 and 680. That interchange heading down to walnut creek. Ignacio valley road is slow because of an earlier accident at civic. They cleared it. But Walnut Creek Police say ignacio wont be a very good drive. Also contra costa county, marsh creek road at Morgan Territory road, they are clearing an injury crash there and a lot of people use this pretty big commute road there. I want to mention some traffic times. 580 grant line to 680, 23 minutes. High street to 24, six minutes. Highway 4, lone tree to loveridge, 8. 680, 240 through the 24, 15, b. A. R. T. Systemwide delays because of transbay tube problems. Caltrain and muni, no significant delays right now. Bay bridge, about a 30minute delay and it doesnt look like that but people are driving slower because of the wet weather. Now, lets go back to janine de la vega shes been covering the floodwaters all morning long. You are in san jose . Reporter im standing in the southbound lanes of highway 87 near taylor where you can see the roadway flooding here. They just have one lane of traffic open. The fast lane is open in this section of the road near taylor. Caltrans is on the scene working to try to see if they can drain all of this water out. At one point, this morning, all three lanes of southbound 87 were flooded. Two cars got stuck in the water and the Highway Patrol had to cut out and assist them. Their cars were towed. An officer said that caltrans is trying to fix a generator that pumps the generator at this section of the freeway because it was broken. He was told because copper thieves hit it. The northbound lanes of highway 7 were flooded at julian at about 6 30 a. M. And traffic was down to one lane there. The chp was able to clear the drain. Its back open there. The situation on 87 was dangerous for a while. It affected a fire captain on his way to a rescue. I came across four feet of water across the street. It was very sudden. Came up on me very fast. The water raised over my hood which is i have a very tall truck and it almost caused me to have an accident. Reporter this cell phone video showing a car that to the stuck on santa clara street near stockton. The driver said he was only going 35 miles an hour and couldnt see that the road was flooded. He got stuck in the water and a passerby and a Police Officer helped him as water was coming into his car. He had to go out, out of his window. Now at the same time, another driver traveling the other direction also got trapped and had to be rescued. Santa clara street was closed until the water receded. Heres what one of the victims told uz the water started to flood in. I called 911. They are just telling me. Remain calm. They kept transferring me departments. Officer olsen, i think is his name, he was the one that drove he got here first and he started walking towards me. Luckily, that guy was there. He helped me climb out my window. Reporter and here is a photo of another rescue near the sma municipal golf course. A man believed to be a transient had to be rescued by san jose firefighters after he got trapped. [no audio] all right. A technical problem with janine de la vega. But you know shes out in the elements. Well catch up with her later on on where she is right now. Well, the storm is also causing a big mess in parts of San Francisco. Look at this. This big tree toppled down 37th avenue near lincoln. The weather blamed for this. No one was hurt. But it almost hit a parked car and it blocked that street for hours during the night. The public work crews there used their chainsaws to cut up the tree and remove that debris. Southern california weather is expected to be a lot worse than ours. 5 of rain may fall today. A nine mile stretch will be closed until noon. Theres several crashes and fenderbenders all over the area. Mandatory evacuations also ordered for parts of eastern los angeles county. It is 7 38. Well, it took a while but the sierra ski resorts are finally getting the snow theyve been looking for all season. This is video of the snow falling earlier this morning on interstate 80 at kingvale. The lens looking a little messy there. Some areas are expected to get between 6 inches and a foot. Chains are required on interstate 80 from sisco and Placer County to the donner lake interchange. Chains will also required on highway 50 on twin bridges to meyers. A bit of good news when it comes to the drought. State Officials Say we still have a long way to go. The northern sierra, 15 of normal. The central sierra including the tahoe area doing better. 32 of normal. While the southern sierra is at 24 . You can see live Traffic Cameras. 7 39. New this morning, the Investigation Continues into a deadly crash in the east bay city of pittsburg. A car hit a power pole causing power problems in the area. Ktvus alex savidge joins us live from the crash scene to tell us what is happening there right now. Good morning, alex. Reporter good morning to you, tori. Pittsburg police have confirmed this was a stolen truck killing the driver and the accident also took out a pair of power poles here on west 10th street near beacon street where we are. You can see both directions of the roadway blocked right now. More than 200 people are without power because of this accident and if you look down there, you can see a lot of crews are out here including pg e crews trying to do repair work and get the power turned back on. The accident was at 1 00 this morning. Because Police Believe this truck was stolen when they arrived here at the scene. Officers moved in with their guns drawn. That truck had slammed straight into a power pole and pg e workers had to come in and de energize some of the downed lines to make this scene safe for others. The man driving the truck was pronounced dead at the scene. And all morning this crash has made life difficult for people who live nearby. They woke up to find the power was out. Aint got no power out here. This is a dead zone for people running into power lines up and down the street. This is not the first and the last time this has happened. Its probably wont be the last time either. Reporter and police say the man who was behind the wheel of that stolen truck is from oakland. The truck was reported stolen from a home on rock Spring Circle which is about a mile away from here where the crash happened. West 10th street will remain closed in both directions for several more hours according to police as pg e crews work to get the power restored to more than 300 people still in the dark here in pittsburg. Forbl the second time in for the second time in 24 hours, bay Area Store Clerks fought back and overpowered an armed robber. The latest incident happened wednesday night at la raza market in san mateo. A 26yearold parolee pointed a gun at the manager and demanded money. But the manager grabbed the weapon and fought back. It was caught on video. The suspect was taken down and held for police. If he come with a small gun, i would not do anything. But he come with a big shot gun, i know its easy to take it from him. Easy way. Besides a few cuts and bruises, both clerks are expected to be okay. Hours earlier, at a Convenience Store in richmond, you may remember this, a clerk grabbed a robbers gun and then another employee picked him up and flung him to the floor. Richmond police say the store employee was heroic and may give him a medal for his bravery. However, they do not advise citizens ever to confront a person with a gun. It is 7 42. The b. A. R. T. s board to ban transit strikes in the future, coming up, why this controversial proposal may come to a stretching halt. And a driver gets out of a ticket for looking at a map on his cell phone. How this ruling could change state law. Still kind of bad out there. However, its improving a little bit as we look at the san mateo bridge. It looks like is that a rainbow there . It looks like it. Pam cook has a ktvu exclusive interview with the man shot at on 580. Very scary incident. The chp continues to search for a gunman who opened fire on a crowded east bay freeway. Now, the gunfire shut down a section of westbound 580 in Castro Valley during last nights rush hour commute. Bullets hit the windshield, hood and front grill of one mans car. Ktvu news got an exclusive interview with that driver. Hes jake. He said he was just driving along 580 near the 238 interchange when he says a passenger inside a silver chevy fired a half a dozen shots at his suv. They pulled out a a handgun, i guess. [laughter] all i did was just duck, slammed on the brakes and got over as fast as i could. Reporter he says the silver chevy sped away. The chp is urging witnesses to step forward as they try to search for a motive. Investigators want to talk to any drivers who were in that area of 580 and 238 when the shooting happened. That was about 34 3 40 yesterday afternoon. The witnesses, call the number on your screen, thats 1800 tellchp. In our next hour of mornings on 2, well tell you what the driver told us what happened right before the shots were fired and how that could give the chp some clues on a motive. The driver says he was stopped in traffic and looked at a map on his cell phone. He was cited but he says the law did not apply because he was not talking on or listening to his phone. The Appeals Court agreed and threw out the ticket. Chp says they could still cite drivers, though, who use their phones that way but under distracted driving laws. Getting a ticket to this years burning man festival could be hard to come by. The festival held its Largest Online sales event for the main portion of tickets and 38,000 tickets sold in just 44 minutes. More tickets will be made available later this year. A recordbreaking 68,000 people attended burning man last year, making it the largest population in the events history. The event runs from august 25th through september 1st. Wow. But its better than it was as you drive down to the bay bridge toll plaza. 35 to 40minute delay and some water on our lens here as to be expected. We still have the closure at 87, taylor, southbound, because of flooding. Caltrans says it will be there for a while. 680 240 has been very slow. Yahoo says it didnt know anything about a British Spy Agency collecting photos from millions of webcam users. That announcement comes after new documents were leaked by former nsa contractor edward snowden. The documents say the british spies collect still images from millions of yahoo users even if they werent suspected of illegal activity. Yahoo says an encryption program, that will keep it from machining in the future. The maker of a new Electronic Device calls it a selfdestructing phone. But the phone called the boeing black doesnt actually explode. It just erasers all its data if someone tries to break into the known. T. s board president is not getting much support yet in his fight to urge state lawmakers to ban future transit strikes. President joel keller introduced the advisory measure during the Board Meeting last night in response to two strikes last year. We are getting somewhat of a break for some but san bruno mountain, 1. 50. Clayton over an inch. Pleasonton, 1 inch. Mountain view. 90. I know near Lake Berryessa theres been over an inch. The big low continues to dominate our weather. It sends a ban. The barometer at sfo dipped to 29. 38 inches of mercury. Thats not something thats happened here for a while. I have to go back and check it out, the last time we saw that. There are urband and flood stream advisories for the entire bay area until 8 30. It goes down to monterey. Some of the rain is lifting more towards the north bay and pockets wrapping around san pablo bay, vallejo, benicia, hercules, pinole and over towards crockett and the east bay. Along that line looks to be the heaviest. Knock too bad nothing too bad. Brentwood, livermore. And then drier air not as intense as we saw swinging up. It will still be cloudy. Look at this line south of livermore to the east of san jose, also morgan hill and gilroy. That looks really intense. Overall, were seeing the system that will play into today and tonight. Rain and wind. There will be a few breaks here. That will help give us the possibility of Severe Weather. It would not surprise me as that whole core gets closer to central california. 50s and 60s. Heres sal. Weve been busy. Things are Getting Better now nat commute has advanced a little bit. You can see at the toll plaza, it is still backed up, though, for a 30 to 40minute drive time into San Francisco. Thats including the time waiting at the toll plaza and then driving on the bridge itself. Weve had some slow traffic in the area. Some of the slowest traffic has been on some of the other bay area bridges and the wind advisories that youve mentioned its been gusty on some of the spans. Be careful. San mateo bridge traffic has improved a little bit. Weve had slow traffic on ignacio valley road this morning in walnut creek because of earlier problems. But really the biggest problem is 680 right through concord and walnut creek. Driving down from 242 to 24, its taking 25 minutes or so and then down into san ramon. 8 03. Back to the desk. One person says, i should have driven to work today. Another b. A. R. T. Delay. One says i should have stayed in bed. One man just tweeted avoid b. A. R. T. This morning. Its going two feet an hour. B. A. R. T. Doesnt know when the problem is going to be fixed, they say. We were in San Francisco earlier this morning. We saw some people standing near a bus stop trying to stay drive. They just came in. It took them an extra half hour. Te missed their bus. A lot of unhappy riders. If you need to take this into the city, you are looking at an extra halfhour commute. Back to you. A deadly accident on westbound 24 near the 580 interchange in oakland, it caused a major backup. The chp says around 4 45 this morning, a toyota rav4 had stalled in the number three lanes just west of telegraph avenue. But moments later, another car slammed right into that car killing a woman at the scene. Another passenger in her car was also hit. The chp says theres still a lot of Unanswered Questions in their investigation. Well have to contact witnesses to see who saw this vehicle to see who had its lights on. Well have to conduct followup investigations. Chp is also looking into the role that rain and speed played in the crash. If you saw this crash, you are asked to call the chp. Well, this mornings rain causing dangerous flash flooding around the bay area. A these are live pictures these are live pictures. This is a hazard for drivers. This is a live picture from san jose where right along highway 87, several lanes have been shut down this morning because the flooding out there on the roads. The rain has been causing several problems all over the bay area like this. This one happened at the hickey boulevard exit on interstate 280 in daly city. This was about 2 30 this morning. Believe it or not, no one was hurt. But a couple of lanes out there were blocked for a short time. 8 06. Thousands of people in the bay area are still without power this morning. Here are the latest outage numbers from pg e. The biggest outages are in the north bay where 5200 homes and businesses are in the dark because of two separate blackouts near napa. 630 pg e customers dont have electricity in the san jose area. An hour ago, we told you there were 328 customers without power in the east bay. Well, that number was nearly doubled to 620. And more than a hundred homes and businesses dont have electricity in San Francisco. And just a handful of people on the peninsula are without power. You can stay up to date with the latest weather conditions where you live with the new ktvu weather app. Its available for apple and android phones. 8 07. 90 minutes from now, the Police Officers tied to the scandal thats rocked the San FranciscoPolice Department, they are due in court. The five Police Officers and one former officer face federal charges that could send them to prison for years if they are convicted. Ktvu news broke this story yesterday. We learned the six are accused of taking part in a series of raids at San Francisco residential hotels. Those raids were captured on video. They were going into the rooms without warrants. In some cases, we believe they were stealing items and there was no accountability. This was our worst fear. Our i dont know that it gets any worst than this. This statement was released the man accused of trying to throw his wife off the san Mateo Hayward bridge has been ordered to stand trial. A judge in San Mateo County made that ruling yesterday in the bizarre case of mcclinton. Investigators say mcclinton got into a heated argument with his wife while they were driving across the bridge last december. They say he then crashed into a guardrail, dragged his wife out of the car, and tried to throw her off the bridge. The chp says several drivers stopped and jumped out of their cars to rescue the woman. 8 08. Happening today a toll hike on the Golden Gate Bridge seems almost a done deal. This morning, the bridge District Board will vote on a plan to raise the toll to 7 starting in april. After that, the toll will slowly go up to 8 over the next four years. The bridge district says they need that money to close a growing deficit. Now, the hikes are gonna be incremental. It will be in april of this year, the toll would go to 7. Two years later in 2016, it would be 7. 25. Then the next year, 7. 50. And finally, 8 in 2018. Driving from downtown oakland to the hegenberger exit, its about a fiveminute drive. I want to check out marin county, slow to san rafael. Somewhat unusual for friday. We dont usually have that. But its raining. 101 is the slowest. 85 almaden valley, it looks pretty good. A little bit of slowing in saratoga. Flooding near taylor, still there. Lets go to steve. But they are lit up down towards monterey and carmel. I know theyve had very heavy rain. Mount toro, 2. 90 had an email on that. For us, we are looking for the low to start tracking more towards big sur. But it will give us very wild weather today. Rainfall projections favoring areas south to the south. There could be more Santa Cruz Mountains, monterey tonight, tomorrow. By noon on saturday, we should onen the western edge we should be on the western edge, things should start to calm down. Possibility of thundershower activity. You get this low close enough. That will give us cooling aloft. We call it a shear in the atmosphere. That could set the stage. Now, east bay congressman John Garamendi, according to the report, had the most expensive itinerary. He took almost 70,000 worth of privately funded trips last year. Congressman garamendi says taking a trip funded by a private group saves tax payers money and gives him more flexibility than official congress tal trips. A new report claims a group tied to a black muslim bakery lied to win a contract. The tribune said they found Court Records showing that bmt Security Services faked documents to win that deal. The reports say the county supervisors canceled the contract. The tribune reports that some of the people at the Security Firm used to work at the your black muslim bakery. Prosecutors say it was a front involved in extoergses and extortions and murders including the killing of chauncey bailey. Two men are phasing vandalism charges in Sonoma County for 20,000 worth of damage at tomales high school. That school is not far from highway 1. Were still looking at challenging conditions and drive times are still up because of the storm that moved through. Southbound 280 at 17, looks like there is a crash in one of the lanes here. You can see it from our camera. The traffic is going to be slow here as you drive, southbound. Whats going to mess people up is that you usually dont expect a you dont expect a backup here at this time. You expect it to be northbound. Northbound is also slowing to take a look at it. Paramedics are on the way to this crash. Lets take a look at the bay bridge toll plaza. 30 to 45minute delays. Drive time into San Francisco. Looks like it stopped raining there temporarily but the traffic is slow. Nimitz freeway, southbound slow. Fremont not all that bad. 880 slows from union city up to slrd and then into cass san leandro and then into Castro Valley. We have traffic getting to dublin. But westbound 580 looks better. B. A. R. T. , caltrain and muni are reporting delays. I would still say it would be better than driving. Back to the desk. As weve been telling you, the rain is causing major flooding all over the bay area including some dangerous flad flash flooding on streets. Janine de la vega is in san jose. Youve seen several drivers rescued from cars that were driving into deep water, janine. Reporter yeah, and now im standing on highway 87 in the southbound lanes. Now, progress is being made out here. You can see the roadway was flooded but at one point, it was all the way up to where i was standing. Now, this has been a problem since 4 00 a. M. You can see one lane of traffic is open at this section. Caltrans is on the scene working to try to see if they can drain this water out. It does appear its receding. We were told by the chp that caltrans is trying to fix a generator that pumps the water out along this section because its broken. Now, at one point, this morning, all southbound 87 lanes were closed because of the flooding. Two cars got stuck in the water. The Highway Patrol had to come and assist them. Their cars were towed. At 6 30 a. M. , the northbound lanes of highway 87 were also flooded at julian and traffic was down to one lane there. Chp was able to clear the drain and its back open now. Theres also been problems mon city streets on city streets. We have cell phone video of one car that got trapped on santa clara street on autumn in downtown san jose. The driver had to climb out of his window. He then pushed his car with the help of a passerby and a Police Officer. On the other side of the street, a second car traveling the other way also got trapped in the water that was waist deep. You couldnt see the water. I just i mean, i thought it was clear. Drove right in and my car started getting flooded in. Reporter what were you thinking . How do i get out . Do i stay in the car . Do i push it out . What do i do . Im asking 911 what do i do . And they are like remain calm. Reporter and here is a photo of another rescue off oakland road near the san jose municipal golf course. A man believed to be a transient had to be rescued by san jose firefighters of a he got trapped in coyote creek in about 4 feet of water and debris. They had a difficult time locating him. When they finally got to him, he was dehydrated and suffering from hypothermia. Had a tough time locating him. We located him behind the golf course in a creek in 4 feet of water. Very dehydrated, very cold, very hypothermic. Our search teams went in and brought this individual out safely. Reporter and back out here live, i want to show you this is whats clogging all drains. You can see. At one point, the water was all the way up here. But behind me we started to see it. They had given us an estimate at 11 00 a. M. To have the lanes open. Happening now both directions of marsh creek road are shut down after a headon collision near Morgan Territory road. No question about that. Its a mess out there this morning. Not just on the freeways but on the twolane highways as well. As you mentioned, this was marsh creek road and Morgan Territory in clayton where the chp says the trifner of one car was going way too driver of one car was going way too fast for the conditions. If we go to the video, this is marsh creek road near Morgan Territory in clayton. According to the chp, the driver of the mazda was going it way too fast for the conditions, when the driver slammed head on with an acura with two passengers inside. The chp says the driver of the mazda was taken to a nearby hospital with serious injuries while the other two passengers in the suv were not injured despite some pretty heavy damage in the front and the air bags were also deployed. According to the chp as well, oneway Traffic Control has been issued for the area. Theyve been out there for the past hour or so. Its unclear when they will have both lanes open at this time. As we take it back out here live, messy conditions from the rain and the wind. Again, not just on the freeways but on the twoway highways as well. For the second time in 24 hours, bay Area Store Clerks fought back. They overpowered an armed robber. The latest incident happened wednesday night at la za raw market in san mateo. Look. A 26yearold parolee pointed a gun at the manager, demanded money. But the manager fought back, grabbed the weapon and fought back. Everything was caught on video. And then you can see another store employee join in. That suspect was taken down and held for the police. If its my night to get shot, he will shoot me right away. Its not my night. If he come with a small gup, i will to the no anything. He come with a big shot gun, i know its easy to take it from him. Besides a few cuts and bruises both clerks are expected to be okay. Hours earlier, we showed you the Convenience Store in richmond, a clerk grabbed a robbers gun there and then another employee came in, picked up the robber like a wrestler and threw him to the floor. Now, Richmond Police say the store employee was heroic. May even get a medal for his bravery but they still dont advise citizens to confront a person with a gun. A tragedy, this morning a woman was killed this morning. Her car stalled on westbound highway 24 and then another car slammed right into her. This happened about 4 45 this morning on westbound highway 24 near the 580 interchange. Some b. A. R. T. Riders are dealing with delays waiting up to a half an hour for their train this morning. Equipment problem in the transbay tube has caused a systemwide b. A. R. T. Delay. No worst yet on when no word yet when b. A. R. T. Will fix the problem. A stolen truck slammed into a power pole at west 10th street. Officers drew their weapons and formed a shield as they approached the crashed vehicle. There was one person inside that was pronounced dead at the scene. A second person was able to get out and run away before officers arrived. The crash knocked down an electrical line and power was out for some nearby homes. This morning, the chp is hoping other drivers come forward as they search for whoever opened fire on a busy bay area freeway. Pam cook is in our newsroom with what happened that may provide some clues into why those shots were fired. Good morning, pam. Reporter ktvu news spoke to the driver who was caught in the middle of that gunfire on 580 yesterday afternoon. Now, a section of westbound 580 in Castro Valley had to be shut down while in the middle of last nights rush hour commute. Thats after bullets hit the windshield, hood and front grill of one mans car. Now, jake tells us he was driving his black chevy blazer on 580 near the 238 interchange when he spotted a silver chevy weaving in and out of traffic. They were in the fast lane, stepping on it and slamming on the brakes every time someone got behind them. Whatever. I ended up passing. Pulled out a handgun, i guess. [laughter] i all i did was just duck and slammed on the brablgs and got over as brakes and got over as fast as i could. The silver chevy sped away. The chp would like to hear from anyone in the area at the time of this shooting. Now, again, it happened on 580 near the 238 interchange at about 3 40 yesterday afternoon. Witnesses should call the number on our screen. 1800tell chp. California highway investigators are looking into whether or not this is a case of road rage. Reporting live in the newsroom, pam cook, ktvu channel 2 news. A california man appealed the traffic ticket he got for using his cell phone while driving and he won. The driver was ticketed for violating the vehicle code that bans drivers from talking or listening on their phone without a handsfree device. But he says he was stopped in traffic at the time and was looking at a map on his phone. The judge threw out his ticket. However, the chp is warning drivers you still should not be looking at phones while driving. Even if you are not using your cell phone, you can still receive a violation for distracted driving. No section specifically prohibiting for reading a book, drinking a latte but you can still receive a citation if we can articulate that its unsafe. 8 49. This morning were look at the toll plaza, its been steady and slow. 30 to 40minute wait into San Francisco unless you are in the carpool lane. Systemwide delays on transit although i would still recommend transit rather than driving. B. A. R. T. Caltrain and muni. Nothing too bad. But there are some delays if you time the trains, you might be more upset if you go up there and catch the next one. Lets go back to steve. A couple of breaks in the clouds. Its only going to kind of juice things up here. I think the possibility of thundershowers. Lightning strikes off big sur. Our powerhouse low is sending in impressive totals. Some heavier rain totals, no doubt about t we thought the heaviest would be in the Santa Cruz Mountains. Thats exactly whats happened. Bonny doon is probably at 3 inches. Fill roy, 1. 70. I think this is michael on the alamo wc, walnut creek border. 1. 14. There it is. Right there. The low. Its heading towards central california. If it was going over us, all bets would be off. This would probably produce waterspouts, maybe Severe Weather in the valley, maybe tornadoes down to Southern California. So until this gets east and south of us, we are a even though there might be sunbreaks, things could pick up. Most of the rain up in cloverdale, santa rosa over to cal city so ga, clearlake, Mendocino County wrapping back out towards the valley. Things are just really kind of blowing up. Especially east of san jose. Have to keep an eye on that. Watsonville, heading over to morgan hill. Thats south of monterey. Numerous reports. The potential is there. I would not be surprised if some of this develops over us. Some of that developing. Showers. Some of these could be breaf and heavy. Might have some sun. Midwest weather. Wait five minutes. 50s and 60s. Temperatures not a big deal today. Any sun might help in the development of some Severe Weather, would not surprise me. Theres definitely potential there.
