An unidentified 38yearold yearold was 38yearold was hit on va necessary. Minutes before the van ness minutes before, the victim got into an argument. He then ran off before he was hit by a female driver of a honda. This is the third pedestrian death in the city since december 31st. Wanted to get to buffalo, new york, where they remain in a deep freeze. Fears of flooding are growing up in the upper Niagara River there after large chunks of ice have been spotted in the river. Blizzard conditions are expected to last through this morning. Temperatures are expected to reach 20 degrees today but after bottoming out at minus 5 degrees yesterday, which tied a record set back in tied a record set back in 1942. Weve seen several injuries and deaths as a result of this polar vortex. A homeless man died monday night in an empty lot in georgia. And another man was found dead after he slept underneath a freeway overpass in texas. There have been a few miracles, like a woman forced to deliver her baby in her home. She couldnt go anywhere because of the bad weather. I think she wanted to see the blizzard. She didnt want to miss out. The freezing weather is still disrupting travel plans. Flight aware. Com says more than 600 flights have been canceled. The airports effected the affected the most are chicago, cleveland, and buffalo. Sfo reporting several cancellations including flights to chicago, cleanland and Baltimore Cleveland and balt moral. While some say the freeze will ease up, some say it cant happen soon enough. The first person to die from the flu in Contra Costa County this season is a 48year old woman. Some drugstores are offering store discounts to shopper who get flu slots in pharmacies. Public Health Officials say the flu can be deadly. That latest victim is the third bay area death from the flu since last month. In Contra Costa County, 18 flu victims have ended up in intensive care units. It could be that theres more people that have been hospitalized but this is what we have so far. Reports of hospitalizations and deaths from the flu are completely voluntary and patients 65 years and older are excluded from the official count. Health Officials Say the flu season is start later this year so theres still some to get a flu shot to protect yourself. Almost 400 hospital jobs are being cut by Sutter Health at its three alta bates campuses. A hospital Spokesman Says by this friday, 175 fulltime and 183 parttime jobs will be eliminated in berkeley and in oakland. The hospital will also close down its Skilled Nursing facility at the oakland hospital. Nurses say they are already understaffed at alta bates. So to have the layoffs or to say you are going to layoffs is outrageous because you cant even staff with the nurses you have to provide adequate care now. The hospital says not all of the johns eliminated will be nursing jobs jobs eliminated will be nursing jobs. It says it may be forced to cut more jobs if finances dont get better. Crimes inside a locker room are raising concerns about gym security in one bay area city. The driver is in the hospital recovering. Police think black ice may have caused the crash. One person is dead, three others hurt after an avalanche in the back country of the vail city resort. A man who was killed, anthony sibert, hes the grandson of the founder of the ski resort. Its not clear what he and the others were doing in that back area outside of the normal ski country bounds. But the eagle county coroner says the avalanche was probably caused by the people who were caught in it. Three other peoples are expected to survive people are expected to survive. A fiery crash at a gas station was caught on surveillance camera in massachusetts. A driver says he accidentally stepped on the gas monday morning and lost control. His car. A Santa Clara County judge made his final decision on a lawsuit about leadbased paint. Legal experts say this is the biggest public nuisance award in california history. San francisco supervisors say enforcing the citys building codes are a top priority this new year. It will let you follow great white sharks. Why marin county leaders want to limit the number of tourists who can visit one of their landmark parks. Nearly 1 Million People visit muir woods each year. That includes a record 6,000 who pack the park on who packed the park on the 5th of july. There were complaints of traffic jams and damage to the local part. Governor brown may declare a drought in california next month. Californias drought manager expects an official declaration right after the february 1st snow survey. Now, the announcement would clear up red tape. It would let the state set up a water bank and help local districts with water transfers. Hetch hetchy and Crystal Springs, they make up San Franciscos water supply. While its holding up right now, the city may consider rationing and omother on huns options. We are looking at different scenarios. Were looking at a multiple drought. Were looking at improving ways to make sure that the supply lasts. Now, a drought emergency would divert more water to Southern California but allow reservoirs to release less water to the delta. That concerns environmentalists who are already worried that fisheries are not getting enough water. If San Francisco doesnt get more rain, the city could eventually issue voluntary or mandatory water conservations. Mendocino county just declared a local state of emergency because of really dry conditions. The county board of supervisors says wells and springs, theyve dried up. Many streams have stopped flowing. A couple of towns in Mendocino County are using up their emergency reserves of Drinking Water and they are worried they could possibly run out in a couple of weeks. 7 23. He says it will take more Police Officers and more awareness by pedestrians and drivers here in San Francisco to curb what has become a troubling trend in this city. 2013 saw a surge in pedestrian deaths in San Francisco, a surge in crashes as well. 20 people were hit and killed by cars across the city last year. And just since new years eve, there have been three pedestrians who have been hit and killed. The latest crash on van ness near grove street last night. At the meeting last night, city leaders said improving Pedestrian Safety needs to be a top priority. And scott wiener is calling for stepped up Traffic Enforcement, coupled with design changes to city streets. We also need to aggressively make the physical improvements to our streets that weve been trying to make for years and that are starting to move forward. Thats where police say a 38 yearold man ran out into traffic on van ness right near city hall. He was struck and killed by a honda sedan. Some cars are getting through. Some people are taking the exit at 7th. But 101 is a huge mess. This is an overturned vehicle. It happened about 20 minutes ago. The Fire Department and the medics had to come in going the wrong way and they had to temporarily shut down the freeway and northbound 101 is just a mess. Its backed up like a bad afternoon commute trying to get out of San Francisco. If you live in San Francisco and you are trying to get to oakland to the east bay. It is going to be a tough one for you. My suggestion is to go down south of market and get on the freeway at the last onramps here exessex, first essex, first street and take the 280 extension. Go up second street. Make a right on bryant. You can do that as well and get on the freeway that way. Otherwise, you will be stuck in a lot of slow traffic here. Westbound highway 4 as you come up to the highway 4 exit with 80. That lane is blocked that ramp is blocked because of an earlier accident. Big time traffic delays. And 7 32. Lets go back to the desk. Thank you. Police in los gatos want to know if a violent attack on a woman may be part of a disturbing trend thats sweeping the country. She was randomly punched in the face. Ktvus janine de la vega is live in los gatos now to tell us what the police are saying and also how the community is reacting. Good morning, janine. Reporter good morning, dave. Well, people who live and work here are horrified that a woman was attacked for no apparent reason. Police say it is unusual for an assault like this to happen in los gatos because its considered a safe community. The woman was taken down right in front of this dance studio here during the daytime hours. Now, police say that on monday afternoon, the woman was in the strip mall on blossom hill road near harwood when a man approached her and sucker punched her in the face. She fell to the ground and witnesses reported seeing the suspect running away towards harwood. Investigators say the assault was unprovoked and appeared to be random. Police know the incident sounds similar to a criminal phenomenon happening across the country, where assailants try to punch unsuspecting people hoping to knock them out, purely for amusement. People we spoke to are wondering if thats the case here and if he are shocked. Hit me in the gut and i got a chill. Reporter had you heard of this if he none none . Police phenomenon . Police are not sure if its related . No. Itch dont know if i dont know if its something that has come up online or if its gang related. Its disgusting. Reporter police are investigating. He was shot and killed after going to oaklands boys and girls club on new years eve. Witnesses say he was walking home with two other boys when a dark fourdoor car pulled up. Two men got out and opened fire. Police are surging for suspects and a motive. This morning, police will release important new information about the killing of a young emeryville man last summer. The 22yearold was driving home from a pickup basketball game when he was involved in a minor accident in north oakland. Police say the crash led to an argument and one man in the other car shot and killed him. Today, police will release a photo of the car hoping that will lead to an arrest. Its not clear how police obtained that picture. 7 35. The new year means Vallejo Police are changing the way they fight crime. That includes making police more visible as part of Operation Safe net. Ktvus Claudine Wong is in vallejo. You just talked with police and also with a crime victim. Reporter thats right. Weve been talking to residents and police, and they both agree crime is a problem and its getting worse. In fact, statistics back that up. But now vallejo are trying Operation Safe net. And they already say they are seeing results. This morning, though, let me introduce you to one of the faces behind the statistics. This is jim cox, the latest victim. Hes lived in the sit for ten years city for ten years and came down here before the sun came up to report a crime. I park my pickup truck about 7 00. I live in glen cove. I got up to go to work and the pickup was gone. Reporter broken glass or no, just gone. Reporter how does Operation Safe net help him . It increases the number of officers rn on the street. Officers that can saturate the street and help regular officers do their job. At this point, the surge in crime was such an unacceptable level that we had to do something in the meantime during the process of hiring more officers. Reporter is it just people stepping up to work overtime . Yes, at this point, its been on a voluntary basis. Weve been hearing anywhere from 8 to 12 officers and all they do is go out and respond to Violent Crimes and beproactive. Reporter is it working . Yes. The first night we had this done, january 2nd, it was very successful. In a span of 18 hours, ten officers that were working netted 32 arrests, about 99 citations and dozens and dozens of contacts. Reporter 12 of those arrests were made at hogan junior my where Police Responded to a burglary call and ended up arresting those people who they say they were stealing radios and other equipment from the school. All of those items were recovered. How long will Operation Safe net last . At part of this part of this program is unpredictable about when the saturation efforts will happen and where. Documents obtained by ktvu news are raising disturbing new questions about the death of patient Lynne Spalding at San Francisco general last fall. Her body was found in a hospital stairwell 17 days after she disappeared. Hospital and Sheriffs Office records show delays and confusion in this tragic case from the very store. One note we obtained from the Sheriffs Department indicates concerns about overtime may have directly affected the search. They literally didnt continue the search because they werent gonna get paid. How disrespectful is that . To the best of my knowledge, that was not related to the overtime issue. Other records show authorities describing the missing woman as both African American and asian during the search. Lynn spauding was as a 57year old was a 57yearold white woman. A man accused of kidnapping a 7yearold girl friday night is due in court today. Charges are expected to be filed today against david douglas. He was interviewed by ktvu in a 15minute jailhouse interview and admitted kipping her after kidnapping her after following her family home from a walmart store. He called the abduction a cry for help as his life was spiraling out of control. He shared the emotions with the girl. We were both shaking. She said im scared. I looked at her and said im scared. We kind of laugh cried. Reporter did you hurt the little girl . I did not know. Douglas insists he did not Sexual Assault the girl as Police Suspect he did. Douglas said he spent the four hours after the abduction trying to calm her and bought her food from mcdonalds. A bail hearing is set for the man accused of setting fire to the chinese consulate in San Francisco. A judge appointed a public defender to represent yan feng. Investigators say feng told him he set gas containers on fire outside of the consulate on new years day because all of the voices he had been voyeuring in his head were hearing in his head were in chinese. The parents of 13yearold andy lopez making some new accusations now against the sheriffs deputy who shot and killed their son. Yesterday, they amended their federal lawsuit adding allegations that Deputy Gelhaus has a history of using excessive force. The lawsuit cites one incident when the sheriff allegedly pulled his gun on a driver during a routine traffic stop. Another where he allegedly pointed his gun at a woman and her child during a neighborhood argument. Gelhaus shot and killed lopez last october in santa rosa saying he believed the bb gun the boy was carrying was a real ak47. Meantime, the lawyer for jahi mcmaths family says hes been getting Death Threats since he took a lead role in this controversy case. Christopher dolan has been representing the family since the 13yearold girl was declared brain dead at Childrens Hospital in oakland last month. Other lawyers have accused him of exploiting a familys grief. Dolan says hes willing to take the heat. Hes very proud he helped get jahi mcmath out of Childrens Hospital. Today is the deadline for opponents of californias new gender identity law to turn in signatures to put the issue back on the ballot in november. If another ballot signatures are collected, the law could be suspended. The law allows transgender students to decide if they want to use the boys or girls bathrooms and play on male or female sports teams. Its used in search and rescue operations. Officials say the investigation into the cause of the crash may take several days or even weeks. People in venezuela are reacting to the killing of ms. San Francisco Police busy investigating a deadly accident. Alex savidge is at the scene to tell us what city leaders plan to do to make pedestrians safer. Reporter i talked with supervisor scott wiener. He says a recent surge in pedestrian deaths in this city is unacceptable. San francisco saw a Record Number of deaths or i should say a sixyear high in terms of pedestrian deaths in 2013. It was a deadly year on the streets of San Francisco. 20 people last year were hit and killed by cars in this city. Just since new years eve alone, three pedestrians were hit and killed. The latest crash last night near city hall. At last nights board of supervisors meeting, city leaders said improving Pedestrian Safety has become a top priority. Supervisor scott wiener is calling for stepped up Traffic Enforcement coupled with design changes to city streets that can create shorter crossing distances for pedestrians. Im hoping that with the increase in the number of pedestrians being injured and killed that well see even more pressure to get those improvements done because its been harder than it should be to make these improvements. This is a matter of life and death. The latest pedestrian crash in San Francisco was last night at around 6 00. Thats when police say a 38 yearold man ran into traffic on van ness near city hall. He was struck by a honda sedan and killed. The woman who was driving that car stopped after the impact and is cooperating with police. Investigators dont believe the driver in this case did anything wrong. Next week, city leaders will, once again, look at solutions to this troubling trend of pedestrian deaths as the supervisors on thursday will hold a joint hearing with the Police Commission to look at how to make it as safe as possible to walk the streets of San Francisco. A 48yearold woman is the first person to die from the flu this season in Contra Costa County. Health officials are not releasing her name or where she lives but they are urging people to get flu shots. Some drugstores are even offering store discounts to shoppers who get vaccinated in the pharmacies. Public Health Officials say the flu can be deadly. The latest victim is the third bay area death from the flu since last month. In Contra Costa County, 18 flu victims have ended up in icu units. A Santa Clara County judge ordered three paint manufacturer res to pay a manufacturers to pay a record settlement because of lead pant, more than a billion dollars to pay for cleanup. San francisco supervisors are enforcing the city builds, making that a top enforcing the City Building codes, they are making that a top priority. A man on a hang glider really glad to be back on the ground this morning after being stuck 50 feet off the ground in a eucalyptus tree. The 63yearold pilot crashed yesterday into the tree at ed lavin county park. Rescuers had to use a helicopter to lower someone down to the helicopter. They secured him on a line and were able to pull him down to safety. Marin county supervisors want the National Park service to limit the amount of tourists allowed into muir woods. Now, almost a Million People visit muir woods every year. That includes a record 6,000 who pack the park in july of last year. Marin residents are complaining about traffic jams and also damage in the park. Marin Officials Say attendants should be capped on a daily, weekly and yearly basis. 8 23. Governor jerry brown could declare a state drought next month. Californias drought manager expects an official declaration after the february 1st snow survey. The announcement would clear some red tape and allow california to set up a water bank and help local districts with water transfers. Hetch hetchy and local reservoirs such as Crystal Springs make up San Franciscos water supply. While it is currently holding up the city may consider steps such as rationing. We are looking at different scenarios because were looking for not only a oneyear drought, were looking at improving ways to make sure that our supply lasts. A drought emergency would divert more water to Southern California but it would allow reservoirs to release less water to the delta. This concerns environmentalists who are worried that fisheries are receiving enough water. If San Francisco does not receive more rain, the city could issue voluntary or mandatory water conservation. Mendocino county has declared a state of emergency because of bonedry conditions. The county board of supervisors says wells and streams have dried up while many streams have stopped flowing. A few downs are using their emergency towns are using their emergency reserves of Drinking Water and they worry they will run out in a matter of weeks. The weekend cold weather in indiana forced a pregnant woman to dliv her own baby. Mariah said she was home alone sunday night during a snowstorm when her contraction, started. Her contractions started. Her water broke. She contacted midlives and her mother, the weather was so bad, nobody could get to her. Shes always planned on having her baby at home, she said. But never thought she would be doing it all by herself. Her due date was not until the 21st. I think she wanted to see the blizzard. She didnt want to miss out. Yeah. A woman minding her own business randomly successor punched in sucker punched in the face. Police are searching for whoever did it and they are wondering if this is called the knockout game, a nationwide phenomenon. Well, police are looking for leads in this case to help them track down the man responsible for what happened in the strip mall. Im told it gets very busy in the afternoon. As you can see, thats a walgreens, pizza parlor, hair salon. This it happened in tront of this happened in front of the dance studio. Police say at 4 30 monday afternoon, a woman was walking near harwood when a man approached her and punched her in the face. She fell to the ground and witnesses reported seeing the suspect running away towards harwood. Investigators say the assault was unprovoked and appeared to be random. Police know the incident sounds similar to around the nation where assailants punch unsuspecting people. Sometimes its videotaped. People are wonder if thats the case here and are disgusted. People who are desperate commit crimes. But this isnt in the category this is someone who is trying to earn points or the whole aspect of people videoing people hurting people doesnt seem to be any morality or regret or its very upsetting. Reporter police are investigating they have not ruled out that this is part of the knockout game but at this point, they just dont have enough information to substantiate it. They have increased patrols in the area. They describe the suspect as an africanamerican man in his early to mid20s, 59 to 6 feet tall with a slender build, short brown hair and was wearing a white tshirt, blue jeans and a white basketball cap backwards at the time. There will be a campus memorial for Lee Weathersbee he was shot and killed new years eve after leaving the oakland boys and girls club. Witnesses say he was walking home with two other boys when a dark car pulled up, two men got out and started to shoot. Police are searching for suspects. They are still trying to figure out a possible motive. Also this morning, police will give us new information about the killing last summer of a young man from emeryville. 22yearold iya was driving home from a pickup basketball game when he was involved in a minor car crash in north oakland. Police say the crash led to an argument and one man in the other car shot and killed him. Today Police Released a photo of the car hoping it may lead to an arrest. Still not clear how police obtained the photo. In the last year, the number of homicides in vallejo jumped from 16 to 25. So the new year means new ways that the citys Police Department will try to fight crime. Ktvus Claudine Wong is live in vallejo with the new initiative to address this disturbing trend. Good morning, claudine. Reporter good morning, tori. Weve been at the Police Department this morning talking to them about Operation Safe net. Its a new program Vallejo Police say crime in this city is at an unacceptable level. Its not hard to find residents who agree with the statement. One man told us this morning that he thinks it will get worse before it gets better. So this new program is underway. Its called Operation Safe net. Its about getting more officers on the street. Officers sign up to work before their shift, after their shift and on their days off to staff neighborhoods at unpredictable times of the day. We decided at this point, the surge in crime was at an unacceptable level, we had to do something during the process of hiring more officers. Reporter the program started on january 2nd in an 18 hour period, police say 32 suspects were arrested and 99 citations were hished. 12 of those suspects were arrested at hogan junior high after officers responded to a burglary call. All officers are on overtime which leads to the question how is the department paying for this. Currently, we have salary savings because we are slotted for 110 officers. But with our current staffing ofle 3, there are of 83, theres salary savings and i believe were using some of that money to help offset the costs. Reporter the unknown is how long this operation is going to last. The Department Says despite the positive response that it is seemingly getting from the community and the positive effect that seem to be happening, they say the money at some point will run out and then Operation Safe net will come to an end. New documents obtained by ktvu news raising disturbing new questions about the death of a hospital patient, Lynne Spalding at San Francisco general last fall. Her body was found in a hospital stairwell thats rarely used 17 days after she disappeared. Records by the hospital and the Sheriffs Department show delays and confusion in this tragic case from the very beginning. One note we obtained from the Sheriffs Department indicates concerns about overtime may have directly affected the search. They didnt continue the search because they werent gonna get paid. How disrespectful is that . To the best of my knowledge, that was not related to the overtime issue. Other records show authorities twice describe the missing woman as an African American woman, one time described her as an asian female. Lynne spalding was a 57year old white female. It is 8 37. An antioch man accused of kidnapping a 7yearold girl on friday night is due in court today. Prosecutors are expected to file formal charges against 43 yearold david douglas. Yesterday, ktvu news conducted a 15minute jailhouse interview with the kidnapping suspect. Douglas admitted kidnapping the child outside her home after following her family back from a walmart store. But he called the abduction a cry for help after his life swirled out of control. Douglas says he even shared the same emotions with the little girl. We were both shaking. I mean, i was shaking in fright. She was shaking in fright. She looked at me and said im scared. I look the at her i looked at her and we kind of laugh cried. Did you hurt her . No. Douglas insists he it not Sexual Assault the girl as Police Suspect. Douglas said he spent the four hours after the abduction trying to calm her buying her food from mostly cloudy mostly from buying her food from mcdonalds. A law that allows transgender students to use boys or girls bathrooms and play on male or female sports teams, and tomorrow debra bowen will determine if those signatures collected on this are valid. The Obama Administration is issuing new recommendations about classroom discipline. This is part of an effort to address parent disparities and how students of different races are treated. Recommendations encourage School Personnel to make sure they are trained in classroom management, conflict res kution and also reducing resolution and also reducing classroom resolutions. The Sonoma County supervisors has approved funds to help the home also. Some of the money will help pay for shelter beds. Others will help a charity buy tent, heaters and other tents, heaters and other supplies. Theres also a grant to move them into permanent housing. Last year, 20 people were hit and killed by cars. Thats a sixyear high in San Francisco. And just since new year tea eve, in fact, three pedestrians have been killed. The latest crash was last night when a man was killed near city hall. Supervisor scott wiener spoke to us this morning and said this recent surge in pedestrian deaths is unacceptable. There was a board of supervisors meting last night, city leaders meeting last night, and city leaders made it clear improving Pedestrian Safety is priority. Wiener is calling for designing city streets to create shorter crossing distances for pedestrians and he says drivers need to do their part. Drivers, since you are driving something that can kill someone, have to be extremely conscious of everything thats around us. Pedestrians that may be crossing the street, bikes that may be coming up from behind. We need to be very careful and very conscious all of the time. Reporter last nights deadly pedestrian accident happened on van ness close to city hall. Police say a 38yearold man ran into traffic and was struck by a honda sedan and killed. The woman was driving that car stopped after the impact and did cooperate with investigators and police dont believe the driver in that case did anything wrong. Next week, the issue of Pedestrian Safety, once again, will be front and center. The board of supervisors is planning to hold a joint hearing with the Police Commission on that very issue. Now, gates writes the fundamental problem in afghanistan was that his political and philosophic preferences for winding down the u. S. The political journalists who have received a copy of the book, say that gates is highly critical of many people, including joe biden, Obamas National Security staff, members of congress, hillary clinton, and president george w.
