Its going to be nice today. Temperatures will be warming up a little bit on inland areas but on the coast it looks good. Upper 40s, low 40s unless theres a breeze then near 50s or 60s. Today its clear. Clear breezy for some. Wind is definitely turning northly. Northerly. That means higher fire danger. Entire bay area and santa clara valley. Everything is rotating around a pretty strong low up towards montana and salt lake city. But the High Pressure behind that. That means a north wind. Sunny and breezy for some. Right now highs today in the upper 70s or low 80s. Heres sal. We have a problem on the bay bridge. Westbound bay bridge right at the base of the bridge past the metering lights. Its a motorcycle crash and the Fire Department and medics are on the scene. Kind of blocked by the tree. The traffic is moving through slowly but its very slow after the metering lights. It does look like the medics and tow truck are leaving. Looks like everything is moving now which is certainly good news. We were able to catch that live there. Looks like all the lanes are now opening up westbound and everyone is moving off to the Treasure Island are or completely off the bridge. That will help a lot. This is the toll plaza. It is backed up all the way out to the macarthur maze. If you take the bay bridge, add 15 to 20 minutes to the normal time it takes you to cross that bridge. Theres a crash in Solano County just past 680. Couple lanes blocked there and traffic is going to be slow approaching highway 12. Lets go back to the desk. Thank you, sal. We begin with developing news. San Francisco Police are investigating an attempted carjacking and shooting in the citys mission district. Brian flores has been on the scene for the past hour and he joins us with a live update. We understand an limo company is involved. Reporter yeah, i just got off the phone with the owner of that company. The driver that may have been involved in this shooting is doing okay. He was taken to a nearby hospital with nonlife threatening injuries and has since been released. You are taking a look at clinton park and guerro here. Police left the scene about an hour and a half ago. Probably about 100 yards from where we were standing is where the Lincoln Town Car came to a rest after a possible carjacking and shooting. Lets go to the video that we have just about an hour ago. Again, the car that we saw was a Lincoln Town Car. May have been involved in an attempted carjacking. Belongs to a Company Called abolo limo in San Francisco. Started around 4 17 this morning off 18th and mission. Unclear what that driver was doing at that location and when or how this carjacking and shooting took place. That driver was able to escape and make it to clinton park where the car came to a rest and police soon arrived and the driver was taken to a nearby hospital with nonlife threatening injuries. There was some damage to the car. A little bit of damage to the front end of the bumper and what appeared to be a bullet hole from the car as well. Other than the driver, there doesnt appear to be any other injuries or extensive damage to cars. Were live here in mission district, brian flores, ktvu, channel 2 news. Well come back right after this break. It is 7 07. New this morning. Some of San Franciscos most popular tour sites are closed due to the government shut down. That includes the cliff house. The restaurant known for sweeping views of the Pacific Ocean. Its operated by the National Park service. But if youre looking for an ocean view, you can still eat at the family owned loui restaurant which overlooks since 1967. We were told we do not have to close. Were not a concession. At this time we get to stay open and i hope it remains that way. Other iconic locations that are closed include alcatraz, fort point and parking lots and restrooms. Already having a negative Economic Impact. Muir Woods National monument and Golden Gate National Recreation Area and point rays National Sea Shore are all closed for business. That means fewer visitors at nearby hotels, restaurants and shops in the area. And some hotels are also reporting cancellations. Just about a half hour from now, president obama is scheduled to deliver remarks at a Construction Company in maryland. Hes going there to talk about the ongoing government shut down. And coming up at 7 15. What House Republicans are doing they say could help ease the pain of the shut down. New this morning, Police Investigating a knife attack and theres now a Police Sketch of the man accused of attacking a driver for no reason last saturday night. Detectives say this suspect pulled a knife on another man having car trouble. The attacker slashed the victims arm four times. The suspect described as latino, 25 years old, five foot six, 160 pounds with short black hair and a short well groomed beard. Also live and happening right now, bart unions are holding a News Conference. Lets listen in on the update on trying to avert a new strike. That we are going to arrive at a deal because the unions are committed to do so inspite of barts recalsitrance. This is our third proposal. And what we are counting on the fact that bart will change bargaining stands and decide to give us a counter proposal. I would note that we have achieved an agreement by employees in exchange for a pension swap and the union has made a proposal to pick up almost 3 million of additional money in healthcare. And on top of that the unions have made a creative proposal on wages. I want to say however that its now time for bart to respond. The district has not given us a new proposal as i mentioned, in 53 days. And thats unacceptable. They now must respond and give us a counter proposal. We want it today. We want it to be equal in measure. Weve come down three and three quarters in the last week. So its important that they now respond and give us a new proposal so the public can be assured there will not be a strike in a week from today. Thank you very much. Weve been listening live to this News Conference, a Spokes Person for the bart union among other things. We have not received a new proposal since the cooling off period began. No. The union, this is our third counter offer. So, in fact, were negotiating with ourselves as opposed to negotiating with the district on wages. The other point is very important to make. Bart has also not responded to any of the safety proposals. We remain deeply concerned about the fact that the tracks are overrun with brush and debris. And if there were a need to evacuate people over and off the tracks, we would not unable to do so on miles and miles of the tracks. They told us yesterday that they refused to reopen the bathrooms that had been closed for 12 years. Those bathrooms are open in every other Transit System in america and as a consequence to that, we do not understand why bart is refusing to make bathrooms available to the public on their system. And finally, the lighting in the tracks is dangerous for the workers and again, if there was an evacuation of this required, were deeply concerned about this. They did tell us yesterday that they plan to go to the board of directors with a 4 million proposal to correct the lighting in the tracks. Thats a moment of optimism that theyve heard that we cannot settle unless our safety concerns are addressed. What were waiting for today is a counter proposal. One which we have not had in the last 53 days. Weve been listening live to a Spokes Person for the bart union. She said they have submitted their third counter proposal in as many days. They are waiting for a counter proposal from bart. They would like to have it today. The ch p is investigating a road rage incident that ended in a freeway shooting. Tara joining us live to tell us what the shooting victim did after he was shot. Reporter were along interstate 880. After the victim was shot, he drove for a half an hour before he pulled over for help. All of this happened at 9 45 last night. The victim ended up stopping at a Hardware Store parking lot in richmond. You can see a bullet hole on the side of the honda accord. The shooting was sparked by a heated argument. An altercation on the freeway where one shot was fired through the passengers side of the honda accord striking the passenger. We believe in the leg. Reporter were not sure why the victim didnt pull over. But there was a language barrier. They are trying to piece together how this unfolded. The victim was taken to the hospital and is expected to survive. A man accused of running a vast online black market for drugs is scheduled to appear in Court Tomorrow for a detention hearing. Prosecutors say ross olbrick ran a web site called sick road under the name dred pirate roberts. He was arrested in a San Francisco library on tuesday. Tomorrow a judge will decide whether he should be returned to new york to face charges there. Prosecutors believed he moved to San Francisco to live with a friend in hayes valley. Just sit and drink coffee and talk to people, i guess. I never spoke to the guy, ever. Prosecutors say he also sold hacking software, counterfeit money and forged passports on the site. President obama is scheduled to talk to reporters in 15 minutes. His focus . The economy and how the shut down is impacting it. Just minutes ago, the house returned to capitol hill. Kyla joins us live to explain what the house is working on this morning. Reporter house law makers are debating two funding bills today. Were taking a live look at the house floor. They will vote in a few hours on making sure the National Guard and reservice get paid. But the democratic led senate does not agree with the peace meal approach. They dont want republicans to determine which services deserve funding and which dont. This isnt the only fiscal fight in washington. The us is expected to reach Borrowing Limit two weeks from today. And Congress Needs to agree to raise the debt ceiling before then. We expect president obama to reiterate warning that if the u. S. Defaults, a new recession will kick in. The shut down has forced the furlough of hundreds of faa safety inspectors at airports across the country. That essentially guts the faas ability to oversee critical aspects. However, the airlines still do extensive safety checks before every flight. Social media has been active with people expressing their opinions about the government shut down and the new healthcare law. Has been analyzing twitter and heres what they found. In terms of the government shut down, 77 of tweets blame republicans for the shut down. 23 blame democrats and president obama. In terms of the Affordable Care act, 71 of the tweets expressed opposition to that. While 29 either supported the new law or opposed republicans efforts to defund it. 7 17. Sal, come on back. I know you are watching the toll plaza and whats happening. Quite a morning. They cleared an injury crash off the bridge westbound at the base of the bridge. Its gone now. But traffic is very slow at the toll plaza. About a 40 minute delay. One of the good things is traffic is moving again. All the lanes are open. And we do have traffic improving from what it was just a few minutes ago. Also looking at the commute 80 westbound near green valley road, theres been a crash there. And the traffic is very slow in this area. As a matter of fact, you can see its backing up all the way up to highway 12 in the area. I also want to mention traffic in Contra Costa County is slow on highway 4. Almost all the way through to concord and 680 backed up to 242 to highway 24. The system thats responsible is up into idaho and montana and heading towards utah. If it was digging into the sierra, wed have a bigger issue. It will bring in a lot of cold air. At least 94 african migrants including a pregnant woman and two children have died after a boat caught fire and sank. It appears the crew was trying to smuggle 500 undocumented immigrants into europe from africa when the fire broke out causing the disaster. In tennessee, 8 people have died and two others in Critical Condition after a firey crash involving a church bus. The bus was carrying a group of Senior Citizens back home to North Carolina yesterday afternoon. They had just attended a religious conference. The bus blew a tire, veered across the highway and then crashed into an suv and tractor trailer. This morning, the pastor of the church spoke at a News Conference. We are thankful for all the prayers and support that weve been receiving. Its been a tremendous out pouring of love and support from all around the community and beyond. 14 people were injured in the crash. 18 people on the bus at the time. Time now 7 24. Back here at home, the bay area is home to some of the worst overall Road Conditions in america. 60 of San Franciscos major roads are in bad condition. Thats according to a report from the Transportation Research group trip. Thats the second highest of any big city in america. And according to trip, bad Road Conditions cost drivers of hundreds of dollars every year. San jose is ranked number 3. Concord ranked 15th. Mid size cities, antioch number one. Happening today San Francisco supervisors are due to hold a hearing on how Police Investigate bicycle crashes. Supervisor jane kim called for the hearing after amali was hit and killed by a truck making a right turn. The driver has not been arrested or charged. Police declared him at fault after watching Surveillance Video of the crash. 7 25. There are fewer cyber crimes. But cheefbs are getting more from their victims according to new research. Part of the reason is because many people use their mobile devices for both personal and professional reasons. That gives cyber criminals access to information held by their employers. The problem is magnified because 48 of all smart phone and tablet users dont take basic security precautions like using passwords with their mobile devices. Westbound bay bridge, earlier crash at the toll plaza or just beyond it in the left lanes and traffic is still backing up. Although the lanes are clear. You are here now to tell us what Union Members were saying in that News Conference. Reporter thats right. That News Conference wrapped up about 12 minutes ago. Bart unions say they are sick and tired of negotiating with themselves so to speak. They say this is their third counter proposal to bart on the wages and the economic package. They havent heard anything new from bart in the last 53 days. We can take a look at video here. We are about one week away. This time next week on midnight on thursday the 60 day cooling period will be off and the possibility of a strike will be on. They presented a significant cost saving proposal to bart. The unions latest counter proposal lowers increase to 3. 75 for the two first years and 4 for 2016. Thats still 2 less than barts 1. 78 for all three years. According to the seiu, the unions are willing to increase Health Contributions more than 15 for all bart workers. Now, the unions also say they came down 1 in wages on monday last week alone. There was some headway made in the negotiations. On tuesday, both sides came to the agreement on the pensions. The next question is can both sides agree on the healthcare and wages before next thursday . We did ask if bart was thinking about a strike. They dont want one at this time but a bart negotiator did say this . So far bart has yet to give us a new economic package in the last 53 days. However, we are optimistic that we are going to arrive at a deal because the unions are committed to do so inspite of barts recalsitrance. Reporter negotiates are going on right now. She will do negotiations at 1 30 today. They wrap add up after 6 30 but bart left the board room at 5 45. So once again, they are negotiating on their own. They are hoping bart will come forward with new information. We will contact bart and set a response from them about the latest allegations just made by the union representatives. Yesterday members of a Transit Union local 192 rejected a contract that would have given them a 9. 5 pay raise over 3 years. The unions now deciding its next steps. 7 34. Police are warning people about a rise in car burglaries. Tell us how the thieves are operating and how to protect yourself. Good morning. Reporter good morning, tori. We are here at a city parking garage. This is one of the areas thats been hit. Its actually been hit nine times cars have been broken into in the last month. But these thieves are not just operating here in parking garages. They are hitting spots all over the city. Lets go to a map that shows how spread out the auto burglaries are happening. This shows the 61 incidents that occurred in september. Thats the highest total for a single month since 2008. Police cant seem to find an identifiable pattern to these thefts. Another place that has also been hit hard is the oak crest apartment complex on sand hill road. Theres been 16 break ins there in the last month. Or happening during the day, evening or in the overnight hours in various locations in the city. Typically the thief is smashing a window or using a punch tool. Police say in some cases after a window is smashed, the crook is using the trunk release to grab valuables stored in the trunk. Very difficult for witnesses to actually observe an auto burglary happen. If a witness isnt looking at the crook when they smash a window, reach in and take your property, it wouldnt appear anything were out of the ordinary unless someone noticed the broken window. Reporter while police are investigating leads, they have increased patrols. They are also using a special Enforcement Team and plain clothe officers and doing surveillance hanging out in parking garages looking for anybody who is suspicious. They are advising people to make sure you dont leave any valuables in sight. One of the things they are going after are iphones, any sort of personal Electronic Devices or cash. And also, if you see anybody thats loitering around cars trying to pull on door handles to report it to police. Ktvu, channel 2 news. Thank you. 7 36. Oakland police are investigating a violent Armed Robbery at a habitat for humanity construction site. Four men robbed the crew at the new construction site on east avenue about 1 30 tuesday afternoon. One man pulled out a gun and stole wallets, cell phones and tools from the workers. One of the workers was hit in the head with a gun. Criminals have been robbing construction sites because they see it as a crime of opportunity. Kind of an isolated area when they were approached by these individuals. For the suspect in this case, it was a no brainer for them. Officials say the incident will not slow the project. Former president jimmy carter is involved in the program scheduled to tour the site next week. The National Rifle Association Says it will sue the state of california if Governor Brown signs a bill to ban the sale of most types of sem owe automatic rifles that use detachable ammunition. The bill approved by state law makers aimed to close up loopholes that allows gun makers to get around previous weapon bans in california. The nra claims that bill is unconstitutional. New revelations about the National Security agency. Tried to track cell phones in the u. S. Including location data. Nsa chief told congress ran tests in 2010 and 2011 to see if it was possible to gather smart phone information. He says the information was never used. Department of justice has rejected a request from Technology Companies to release more information about surveillance. Google, yahoo, facebook, linkedin and microsoft asked to disclose requests from Government Agencies for user information. The Justice Department says the release of information could encourage terrorists and violate existing laws. Not clear if those companies will appeal. 7 38. Some people in concord may have been awakened by a loud noise. The navy planned to set off fuses and rocket accelerators at the station about half an hour ago. Firefighters were at the site as a precaution. And people who live in North Concord may hear a humming noise. The refinery is relieving pressure from lines ahead of a planned shut down. It was taken on a popular hiking trail. You can decide if its innocent or disturbing. Either way, police are investigating. Thats after women became scared over this video filmed by someone on a hiking trail in pacifica and posted it online. You can see the woman walking and pans over to this guy who can be heard laughing in the video. Police identified and contacted that man who made the video. So did the producers at the Cox Enterprise show right this minute. The video was a joke and i thought it was obvious a joke that i wasnt a rapist in waiting. He also says he wears a ski mask because theres bugs up there. Got in contact with me and they really just wanted my name, address, personal information, date of birth, all that and make sure that i, in fact, had not raped and murdered somebody and left a bloody mess. Pacifica police began looking into the incident after women in the area became concerned. Investigators believe it may be an attempt to get attention and what they described as sick humor. A major decision in an emotional legal case tied to the Asiana Airline crash is expected in three weeks. Deciding if a firefighter should be criminally charged for running over a 16yearold survivor. That student from china was laying on the run way shortly after the flight from south korea crash landed on july 6th. A man accused of running naked through a bart station is due to appear in court today. The lawyer for yainer perez garizbaldo is asking if he can be released from jail. Hes a trained acrobat. Stripped naked, called on turn styles and grabbed passengers. His lawyer says he may have had a mental breakdown. 7 46. Californias standardized testis set to make a big change this year. Instead of paper and pencil tests, students will start taking math and language tests on computers. The electronic tests follow new National Curriculum standards. Students will take them this year only for practice. There will be no individual school or state report on results. And that could mean california schools dont get federal money tied to results. New data shows one in every three High School Seniors may not graduate. Thats 1300 students. The San Francisco chronicle reports the district may choose to suspect requirements. And robbery attempt. I did get o the phone with the limo company. He tells me the driver that was involved hes doing fine. He was taken to a nearby hospital. Police removed that car two hours ago. Lets go to video of the scene of what happened here. This is a car police say may have been involved in that carjacking as reported earlier. It is a town car sedan belonging to a limousine company. The driver of this car was around 18th and mission. He says a while male opened fire at him trying to rob him. Its unclear what was inside the car at the time as police try to figure that out as well. The driver was able to escape and make it to clinton and gui erro. That driver reported pain and taken to a nearby hospital with nonlife threatening injuries. The chp is investigating a suspected road rage incident that ended in a freeway shooting. They heard very little back from bart and getting upset and now time that bart steps up. Since monday of last week, theyve dropped nearly 1 point in the wages they are asking for. We can take a look at video now. Bart unions say in the last 53 days they have not heard anything back from bart about the economic package. So were one week away from the cooling off period. The unions say they presented a cost saving proposal to bart. Lowers the wage increase from original asking of 7 to now 3. 75 for the first two years and goes to 4 to 2016. Thats still roughly 2 less than barts 1. 7 wage increase they are asking for for all three years. The unions are also willing to increase healthcare contributions more than 15 for all of bart workers. Its time that bart respond s to proposals as to avoid a strike. Beside wages and healthcare, bart still needs to address the safety issues. Its important that they now respond and give us a new proposal so the public can be assured there will not be a strike in a week from today. Also says the lighting is inadequate on the tracks and want the restrooms to be reopened. There was headway made in the negotiations. On tuesday, both sides came to an agreement on pensions. Oakland Police Investigating a violent Armed Robbery on tuesday at a habitat for humanity construction site. Four men robbed the crew about 1 30 tuesday afternoon. I see a lot of news vehicles. But seems as if cars are still getting by. The plane which is a single engine small plane landed just about a few blocks away from the airport there. Good morning to you. Were live here off clinton park and valencia streets here in the mission district. I got off the phone with the police a half an hour ago. Earlier they thought it was a shooting and possible carjacking. Behind me, no scene any more as the car that was involved was taken away by a tow truck. As we look at video this morning, this is a car that police say may have been involved. Lincoln town car sedan belonging to an limo company. 4 17 this morning with the driver around 18th and mission. All of a sudden police say shots were fired. The only description the driver gave was that it was a white male that opened fire. Soon after the driver escaped and made it blocks away off clinton park where the driver came to a stop after complaining of pain. Its unclear what that pain was. It was not a result of the gunfire. I also spoke with the owner of the limo service. He says the driver is doing fine. He was taken to a nearby hospital with nonlife threatening injuries and later released this morning. There was damage to the car which include damage to the left front bumper and what appeared to be a bullet hole through the window. This whole incident also took place near the San Francisco Friends School. As we mentioned it happened around 4 17 this morning. The issue of kids being around would not have been an issue. Two men are facing charges on suspicion of shooting a 14yearold boy with a pellet gun. Two pellet guns were seized yesterday after the arrests. One was modified to look like a submachine gun. A passing suv towards several students in mill valley. The suv was spotted by a sheriffs deputy. The wounded 14yearold boy was not seriously hurt. Women in pacifica are scared after seeing a video posted online. As pam cook reports from our news room, the man behind the video is not cooperating with police. The mans actual name has not been released but he is getting a lot of attention online and from police in san mateo county. Take a look, this is on a popular hiking trail. And you can see a woman walking there alone. Then the camera pans over to a man in a black ski mask. There he is. He can be heard on the video laughing in whats being described in an sinister tone. He also appeared on the Cox Enterprise show right this minute. The video was a joke. And i thought it was pretty obvious a joke i wasnt a rapist in waiting. He goes on to say he wears a ski mask because theres bugs up there. The police really just wanted my name, address, personal information, date of birth and all that and make sure i, in fact, had not raped and murdered somebody and left a bloody mess on top of the mountain. Now, Pacifica Police admitted it is not illegal to create a disturbing video as long as no crime has taken place. However, the investigating Police Captain says an average person would apologize. We are learning more this morning about why it took firefighters so long to put out a deadly fire in San Francisco on friday. Firefighters say they were forced to use a power saw to breakdown a security gate at a home in the sunset district. And they were given the wrong address. Firefighters say both problems delayed the response by at least 11 minutes. Actually took crews, the responding crews, about six blocks away. 33yearold raymond died in the fire along with his one year old granddaughter. Redwood city police are trying to identify a suspicious man who approached a child outside a school. A 13yearold boy told police a man drove his black pickup truck into the parking lot yesterday morning at kennedy middle school. The man asked the boy if he wanted marijuana and tried to entice him into his truck. The boy said no and ran to the school office. He described the man as african american, about 30 years old with a medium build and a scar near his right eye. Time is 8 56. California standardized tests is about to see a big change this year.
