inland. for many, temperatures will come down especially away from the coast. 50s, to 80s. good morning on the -- on the bay bridge, traffic is moving along slowly. it doesn't have any sign of being lighter than usual. traffic is moving along slowly unless on the span getting into san francisco. so when you come up to the bridge you will see some slow traffic. 237, we also have some slow traffic there as you come through. there are no major problems. however, it's going to be a little bit slow as you drive through. i want to mention that nearby traffic on southbound 880 is slowing down. let's go out to katie utehs. she's live at the richmond-san rafael bridge to talk about delays from the construction work. >> reporter: i just spoke with a caltrans representative. he says the official delay at this time is only one minute. i want to show you the live look at traffic here. that's expected to increase. that delay, five to eight minutes. you can see the eastbound lanes that are closed down, and that's causing traffic to shift over and a lane reduction and there's also barricades that drivers might not be used to. there's no shoulder. caltrans crews are just now beginning work. you can see them starting to prep for the road resurfacing. the main thing, however, that drivers need to be aware of is the 45-mile-an-hour speed limit. >> we are reducing speeds to 45 miles an hour. we've asked the report of the chp, obviously, we've asked the support of the public to cooperate and slow down. but we are gonna have chp patrols out here to make sure the speed limit is maintained. >> reporter: so far this morning, the commute is going smoothly. here's a map at what the lane change looks like. the westbound lanes are shifted to the eastbound side for about a quarter of a mile. caltrans crews made the shift yesterday. the lane shift creates space for crews to replace the westbound bridge deck just east of the toll plaza. now, the construction is expected to last about three months and that caltrans representative i spoke with also said that the worst part of the commute will come around 8:10 this morning. we're, of course, tracking the current conditions out here and will bring you live reports. katie utehs, ktvu channel 2 news. >> thank you, katie. 7:03. three people have been rushed to the hospital after a shooting outside an oakland nightclub. ktvu's tara moriarty has been live at the shooting scene since 4:30 this morning. the scene is just a few miles from oakland city hall. >> reporter: good morning. that's right. police are looking for someone suspect who they say sprayed bullets all over the sidewalk. there are two cameras up in the corners of the bar. police will be looking at that video to see if they can get a suspect description. around 12:45 this morning, a male security guard and two women were shot outside the shadow ultrasound off 13th and webster. they were taken by ambulance to the hospital with non-life- threatening injuries. there were hundreds of people outside the bar. it had been packed to capacity. there was some type of argument so security lead the folks outside. about 300 people were having a private 18 and over party. >> i was having a conversation with, you know, a good friend of mine and i just all of a sudden, just saw chaos and people running, of course, at that point, i ran, too. you know, i wanted to get out, of course, it just seemed like it was dangerous. >> reporter: this woman stumbled upon one of the victims in the doorway as she was leaving the bar. she said she rendered aid by grabbing a jacket sand pressing on the woman's gunshot wound. hours after the shoot, police were still scouring the scene for evidence. back here live, you can see this furniture store was hilt by two shootings over the weekend. a 17-year-old boy was dilled and 11 -- killed and 11 others were injured. three of the shootings happened saturday night within the space of one hour. police have not made documents to wikileaks goes on trial today. bradley manning is being trialed in maryland, at fort mead. he said he leaked the documents to raise awareness of civil casualties of wars in iraq and was done. according to b.a.r.t., they are on time. northbound and southbound 101 looks okay. on the peninsula, they picked up late-running roadwork northbound 101 near 380. traffic is backed up into san mateo. it will take a while for this to unwind. 280 is a good alternate. let's go to steve. well, a pretty good fog bank. on the coast it's solid. it's not making that part of a surge in the south bay. a little over san pablo bay. we have a cooler pattern today and tomorrow. then it looklike another warmup toward the end of the week. it looks like a cool, foggy day for most on the coast. inland temperatures, they will still be sunny but they will cool off. inland temperatures were rather warm to hot. unless you are really far inland and you don't get a fog bank and a sea breeze, it will be hot. but for most, it will be cool. a little system off the marin coast, coastal eddy is what we call it. half moon bay bay, 54. sfo, 54. concord, livermore and fairfield, southwest 28. so pretty good little breeze going right from about cordelia out toward -- out towards fairfield. there's a southeast wind towards san jose. when that happens, the smell of garlic comes up from -- i kid you not -- from gilroy. if you are smelling it, that's why. you get the southeast wind coming up the santa clara valley. a -- a little low helps enhance that. a lot of fog in southern california. i mean, santa barbara, l.a., san diego there is a big fog bank town there. it's -- again, clearlake ukiah, it takes a strong low to cool things down. but for sonoma, petaluma, novato, cooler with 70s. down about 10 from concord from sunday to today but still upper 80s to near 90. antioch, brentwood, berkeley, 66. pleasanton in there. 68. windy out towards dublin. 74 san jose, that's nice. a lot of 70s on the peninsula. then south san francisco, san mateo millbrae, burlingame, 50s, 60s on the coast. too much fog. coolest day will be tuesday. and then wednesday things start to even out. thursday, friday, outside and to cut back canopies from trees. this is a picture of the rescue that oakland firefighters posted on twitter. last night crews responded to a call of three children chuck on a marshy island near doolittle drive. the incoming tide prevented them from coming to safety. but with the help of the team, the children were safe. we want to check in again with sal, see what's happening on the roads. what's going on with the bay bridge toll plaza? >> well, it's still crowded. here it is june, we should have some lighter conditions coming any day now. if you look at the 880 ramp, it's not all that bad. we might be seeing clearing soon. it's still backed up for a 20, 25-minute delay coming into san francisco. 101 san francisco, looks good. north and southbound. they have cleared up the roadwork on the peninsula. but if you are driving on 101 out of san mateo still a little bit slow. gonna take a while for that traffic to unpack there. northbound 280 is your best bet or el camino real. by the time you get up to san bruno, it's improved quite a bit. let's go to steve. there is a rather solid fog bank out there. not making a strong surge inland. it's making somewhat of a push. there's a pretty good sea breeze for some, especially from san pablo bay out towards cordelia, fairfield and parts of the delta. there's a lot of fog on the coast. i can't find too many breaks. cassie jean said it's sunny in parts of pacifica. 50, 60. the fog bank, we call it the marine layer, is much, much stronger. it's lifted. it has no problem making it over some of the hills. sunday, we had cooler conditions, coast and bay. it was still hot inland. it will still be hot for some around the coast. the theme is to cool it down by tuesday and then right back up. see the little circulation? that's what's giving our cooldown today. it will be too far away on wednesday. low clouds, cooler for most. up in clearlake and antioch, it will be cooler than sunday. a lot of 60s 70s, coast and inland temperatures around the bay. low 80s, especially pleasanton, livermore, morgan hill and gilroy. tuesday will be cool. it starts to warm up on wednesday. no offshore breeze. large and in charge richmond-san rafael bridge. new lane configuration because of roadwork approaching the bridge. some of the eastbound lanes have been temporarily turned into westbound lanes approaching that span and we have a map of the area. this is really actually becoming a traffic jam. in this area, i think a lot of people have heard about it and we're not having a huge traffic jam. yesterday when they did it, it caused a huge traffic jam. meanwhile, a large tree is blocking a major street in san francisco. drivers have to find another way to drive around it. ktvu's janine de la vega is live where crews are working to clear the road. janine? >> reporter: i'm going to take you here on lombard street. we're here near laguna. this tree was completely blocking all of the -- all of the westbound lanes. about six men have been out here using saws eaning all of this up. they've been able to cut it up in pieces. i'm bying told -- being told with the street sweeper coming by, they expect to have this fixed in ten minutes. it's unknown what caused that to happen. but a police officer told us it was likely it was told and rotted. it's possible that winds may have contributed to it. fortunately, no one was injured but it slammed onto a parked car. a lot of people in the neighborhood sane they didn't come down. here's what one resident told us, they have been worried about this tree falling for some time. >> it's been to the point to get between the building and the tree, you have to squish. i don't know if it's leaning or growing quick. but it's gotten out of control for a while. i guess not anymore. >> reporter: again, public crews arrived here at about 7:00. it took nearly three hours for them to arrive. we put in calls to the department of public works to figure out why it took so long for crews to come out here. but police have been diverting traffic this time since 4:00 a.m. onto side streets. so the westbound lanes have been diverted at laguna to greenwich and chestnut. you can see the street sweeper trying to get rid of the wood chips left from the ground and you still have very heavy trunks that have crashed onto the gold lexus. just a minute ago, we actually ran into the owner of this lexus. he was completely shocked to find his car damaged here and obviously he's not gonna be on his way to work. he is trying to figure out who is responsible for this, the city or if he has to call his own insurance, but you will hear from him coming up on "mornings on 2." janine de la vega, ktvu channel 2 news. >> must have been quite a shock for him. thank you, janine. today, the search continues for people still missing after friday's deadly tornadoes in the oklahoma city area. reporter rene marsh is live from el reno, oklahoma, anarea hit hard by -- an area hit hard by the storms. good morning, rene. >> reporter: good morning. i can tell you that the top task here in oklahoma, beside the cleanup for officials, is locating the people who are still missing. we know that here in oklahoma, six people are still missing, and take aca look at the -- take a look at the rubble. this used to be a school. now it's reduced to cement blocks, twisted metal, things dangling from the roof here. the cleanup will begin and they are vowing to rebuild. >> this was a bedroom. >> reporter: bobbi steinberg rode out the tornado in the basement of the neighbor's house. but when she returned to above ground, the place she called home in el reno, oklahoma was gone. >> i guess it was our time and -- so, you know, we just have to take it one day at a time. >> reporter: now she faces the same task that so many other people in the heartland are facing. they are picking up, clearing out and starting over. >> i have so many great friends and relatives helping. >> reporter: the severe system broke out on friday, tearing a path of destruction -- across the midwest. in oklahoma, three storm chasers died. floodwaters swept people away in at least three states. the search continues for some who sought shelter from the twister. but likely drowned and were swept away. >> this happening friday night, the likelihood and the chance of a survival of this would be slim. >> reporter: the neighborhoods are in ruins. schools, heavily damaged. cars smashed and trucks toppled. this will be a long recovery process. but with a little help steinbergen says a fresh start is possible. >> yes. have faith and hope and just, you know, not worry about the future so much. plan for the future but not worry about it. >> reporter: all right. back out here live. you are taking a live look now at the destruction at this particular school. you are looking at a plane, a small plane. it's upside down and just pretty much demolished here. this is a vocational school in el reno. just one of the many buildings to be destroyed by these tornadoes here. the folks here say that they plan on speaking with officials in joplin, missouri because they want to get some really good advice so when they do rebuild, they do it the right way and they do it in such a way that if and when a tornado rips through here again, the school is secure. back to you. >> all right. rene marsh live for us in oklahoma, thank you. more details now on those three storm chasers who died. one of them was 55-year-old tim samaras. the star of "storm chasers." his son and a colleague were also killed. the three chased storms hoping to warn people ahead of the tornadoes. the samaras family said he the three -- said the three died doing what they love. and three people from the bay area flew there to help out and joined seven other people from the bay area who were already there volunteering. we're continuing to following news in oakland where two women and a security guard have been shot outside of a nightclub at 1:00 outside of the shadow ultralounge, four blocks from city hall. witnesses say the shots were fired after a confrontation inside the club. the victims were rushed to the hospital with injuries. >> i was having a conversation with a good friend of mine and i saw people running and at that point, i ran, too. >> this morning, police are reviewing surveillance video to try to identify the suspects. meantime, oakland police are investigating at least seven other shootings over the weekend that killed a 17-year- old boy and left 11 injured. three of the shootings happened saturday night within the space of an hour. police have not made any arrests there. oakland police are scheduled to announce a new strategy to deal with dangerous sideshows today. the announcement comes after gunfire during a sideshow early saturday morning that left a woman in critical condition and wounded two men people who live near 106th avenue and macarthur in east oakland say sideshows are a problem almost every weekend. police believe the victims of the saturday's shooting were spectators. 7:36. the trial of two suspects accused in a gang rape outside of a richmond school homecoming dance is scheduled for opening statements. the two are accused of beating, robbing and sexually abusing a 16-year-old girl in 2009 while as many as 20 people watched. two other suspects accepted plea deals and two more are awaiting trial. the victim is expected to testify. a local case of hepatitis-a may not be an isolated incident. health officials suspect contaminated frozen berries caused a 62-year-old contra costawoman to be hospitalized and treated for the disease. the berries were labeled organic anti-okay can't blend of frozen -- frozenblerries. they carry the townsend label and were sold at costco in several states including california. costco has removed the berries from the freezer. anyone who has eight eaten the -- eaten the republic within the last two weeks have -- product within the last two weeks is encouraged to see a doctor. these symptoms can last for months. continuing coverage on the wildfire in southern california. the fire is 40% surrounded. the fire is burning in steep, rugged tartan about 60 miles forth of downtown los angeles -- terrain about 60 miles north of downtown los angeles. evacuation orders have been issued. six homes have been destroyed and 15 others damaged. >> i sent my wife out of here. we loaded up the car and i packed her up and got her out of here. but then, i just waited around for a while to see what was gonna happen. >> firefighters say cooler temperatures and rising humidity overnight helped firefighters build significant lines around the fire. 7:38. want to check in with sal, get an update on the monday morning -- monday morning commute. >> the traffic continues to be slow. we don't have a break. let's take a look at some of these things. i want to mention that we do haven'tant -- that we do have an accident near a-street right here. the traffic is going to be very slow. it's a motorcycle crash. traffic is going to be slow. it's backing up at least to 238. it looks like it's backing up farther than that. the fire department is on the scene. i also want to mention that we do have a look at the commute northbound and that traffic will be slow past the accident as well. this is a look at the bay bridge toll plaza. you can see the traffic here is backed up for a 25 to 30-minute delay. it's nom improved once you make it on the bridge, it looks good. slow in antioch and baypoint all the way out to the 680 interchange. we have video of a motorcycle crash that happened just safer 7:00 near alum rock and kentucky place. an suv and motorcyclist got into it. the paramedics were called to the scene. the motorcyclist was taken to the hospital. the driver of the suv was being questioned by police. let's go to steve. well, really big fog bank on the coast, not making a strong surge inland. for some there is a little bit of a push. there is a west wind through the delta. 23 miles an hour. yet there is a fog bank. 50, 60s there. some inland locations will stay warm to hot. this time of year, once you set up shop for 90s, it's tough to break that down. san francisco on sunday was 66. we'll go 62 today. that was at sonoma county airport 87. not that hot in town. livermore was 88, 82. 84 in reedville. east san jose, down to 78 today. starting to wonder about the san jose temperature. it seems to be running much, much cooler than reedville. it will be cooler for everybody today. a bigger fog bank means cooler. sunday still had some hot conditions inland. clearlake, vacaville, tough to cool off this time of year. but the theme, the trend is to cool it down. that's what we'll do on tuesday. righbaup we go. maybe hotter than this saturday than the weekend. but the long-range lookout looks like a cooldown. 61 antioch. but a lot of 50s here. had a couple of 40s. they investors are seeing some positive numbers from auto numbers with chrysler sales rising 11% last month and nissan showing a 25% gain. u.s. construction spending rose .4% in april. taking a live look at the big board, the dow is up 41. the nasdaq is down 15. s&p down 3. many experts say we may be inching away from record-low mortgage rates for good. the national average 30-fixed mortgage jumped to 3.8%. economists say rates likely to reach 5% by the end of the year. but that's still relatively low compared to the 18% interest in 1980. and we just checked, bidding for lunch with billionaire warren buffett has increased quite a bit. the top bid is now more than $130,000. that's almost $95,000 since 5:00 a.m. the money goes to glide memorial church in san francisco. last year's winning bid was almost $3.5 million. bidding continues on ebay through friday. right now, president obama is hosting a mental health summit at the white house. the goal is to raise awareness and launch a national conference. he just wrapped it up about a half-hour ago. the conference includes healthcare providers, mental health advocates, government agencies and patients. the president says the goal is to will resume their search this morning for a teenager who was swept away over a nearly 600- foot water fall. the teen was swimming about 150 feet from the edge at yosemite's west end saturday afternoon when witnesses saw him get pulled under by the current. the 19-year-old sacramento resident had gone to the park with his church group. crews had been searching the area on saturday by air and on the ground. swimming above the falls is not illegal but the river is marked with signs warning people of the dangers. a pittsburg man was rushed to a santa rosa hospital in serious condition after nearly drowning in the russian river. according to sheriff deputies, the 23-year-old man was swimming yesterday when a bystander at the beach saw a man go under the water. an emergency helicopter was patrolling the area at the time and dispatched rescue crews who were able to pull the man out of the water. there is an app for just about everything, even crime fighting. a new upcalled myp.d. will allow people who live in dixon to report crime tips, send in pictures and get alerts. there are now concerns that syria's civil war will grow to become a regional conflict. >> thousands of syrians are 1510 on time. okay. let's go to sal. on interstate 880, that traffic looks good in both directions. it's 8:00 back to the desk. actually, you know, i'm sorry. let's go out to ktvu's katie utehs. she's live at -- katie, i didn't forget about you. tell us more about what's going on on the richmond bridge approach. some people have been complaining about slow traffic there, katie. >> reporter: well, we're about to reach the worst of the commute in this 8:00 hour. but i'll tell ya, theian of is not that bad -- the crunch is not that bad as we're research the toll plaza eastbound. you can see where crews have blocked off the eastbound lanes. caltrans began work on their resurfacing about an hour ago. now, this is the first morning commute with the lane reduction. and people are handling it quite well. there's now an s-curve with barricades and no shoulder. caltrans were concerned it would take a few commutes to get the hang of the new route. >> hopefully there will be an adjustment in the next week or two and people will adapt to the new condition. >> reporter: one of the adjustments drivers -- drivers must make is a tree duesed speed limit to 45 miles an hour. chp is patrolling the construction zone and enforcing the speed limit. let me show you a map of what the zone looks like. the westbound lanes are shifted across the median to the eastbound side for about a quarter mile. caltrans crews made the shift. it caused major delays. the crews will be replacing the bridge east of the toll plaza. the construction is expected to last three months. we have minor slowdowns. i'm told at the peak, they expect a three to five-minute delay. katie utehs, ktvu channel 2 news. >> thank you, katie. police are searching for suspects in a triple shooting outside an oakland nightclub. tara moriarty is live with what may help police reconstruct the crime scene. tara? >> reporter: police are looking for one person they believe is responsible for the shooting who basically sprayed bullets along the sidewalk. there are two security cameras located in the cameras of this bar. they are hoping, police are hoping, that that video will provide them with a suspect springs. around quarter to 1:00 this morning, a male security guard and two women were shot outside the shadow ultralounge and were taken to the hospital with non- life-threatening injuries. there were hundreds of people outside of the bar. it had been backed to capacity. about 300 people were having a private 18-and-over party. >> apparently, there was a verbal argument inside the party. they were asked to leave shortly after the groups left is when the shots rang out. >> reporter: tasha thomas stumbled mon one of the victims -- upon one of the victims as she was leaving. >> people were kind of walking over her. i just want to -- grabbed the jacket right quick and tried to hold down the wounds. nobody had yet called 911 or anything. people are kind of in panic. >> reporter: hours after the shooting, police were still scouring scene for evidence. this furniture store was hit by two bullets. one ricocheted off the tiles and pierced the window. all of this ed will be used to reconstruct the -- evidence will be used to reconstruct the crime scene. tara moriarty, ktvu channel 2 news. a 17-year-old boy over the weekend was killed and 11 others were injured in the sheetings. three of the shootings happened saturday night within a space of an hour. police have not made any arrests. we'll have much more on the response to oakland's gun violence and ktvu news at noon as well as ktvu.com. it's 8:04. new this morning, the police are investigating the death of a woman found at a santa rosa park. yesterday, two girls discovered the body in paulin creek while playing at happy valley park. the body has not been identified. but police say the woman was white and appeared to be in her 50s. police say there are no signs of trauma or foul play. an autopsy is scheduled for later this week. mookie blaylock could face more charges in connection with a deadly crash in georgia on friday. blaylock is already charged with driving on a suspended license and failing to stay in his lane. a woman was killed in the head- on crash. blaylock was seriously injured but his condition has improved. investigators plan to talk to him today to find out what caused the crash and determine if he will face more charges. 8:05. in a fishing trip near bodega bay, a man was rescued. his boat was hit by a huge wave yesterday morning. he was able to call for help using a backup radio. a coast guard crew called him and got help. he was rescued but his boat was not able to be saved. sal? >> on southbound 101, i'm looking around to see if there is a crash that's reported. i want to show you what we see here. southbound 101 heading towards cesar chavez, it's a big mess, it's not moving very well at all. it could be something blocking the lanes. again, i'm looking around here. i don't seep anything reported -- i don't see anything reported. it doesn't mean it's not there. you might want to use 280 as an alternate instead. a lot of times we find out about things before the chp does. let's take a look at the westbound bay bridge. that's improving. we have seen it improve down to the parking lot. the traffic is not all that bad once you get into the city. once you get into the skyway. 880, hayward, we still have the crash clearing near lieueling. let's go to steve. a westerly breeze in place for many or a southeast, especially towards parts of the peninsula. 66 yesterday, 62 today. that was at sonoma county airport. 76. livermore 88. down to 82. san jose at reedhill view yesterday, 74. sunday had the cooling trend start. it was still hot. upper 80s, there will be some 90s left over. that's clearlake, vacaville, antioch. those areas tough to cool. once they hit the 90s or 100. some low 60s already. fairfield, 62. antioch is in this there. fairfield has had a west wind at 20 miles an hour. that will really take the edge off. but the biggest cooldown will be for concord and livermore. a westerly breeze for most, although a little easterly or southerly breeze in advance of the little low off the coast. wraparound is giving a southeast wind for some. south for hayward. southeast for sfo which has actually gone all over the map. some temperatures have come up. others with the west wind are cooling down. 50s, 60s, 70s and in southern california, a huge surge down there. santa barbara, l.a., cooler. fog, sun, cooler for us. a lot of low clouds in place. they've been lifted a little bit. they've moved in. but anywhere from 50s to 90s. this will be a tough tell to get clearlake and middleton to cool off. walnut creek, 80. 90 antioch. 64 alameda. livermore, 82. 74 downtown san jose but warmer in east san jose. santa clara valley, not that bad. santa clara, 75. 60s on the peninsula. 50s, 60s on the coast and in san francisco. cooler day will be -- coolest day will be tuesday. high pressure builds in. it will really kick in on thursday. and friday and saturday look warm to hot. it doesn't last long. it starts to break down on sunday. >> all right. continuing coverage now from southern california where a wildfire is still burning. firefighters were, though, able to make gains overnight and the fire is now 40% contained. gygy graciette is live in lancaster with more. good morning, gigi. >> reporter: good morning. a new concern has just popped up. that's the high winds as you can probably see from my hair. we have a wind advisory set to go into effect. i can tell you that firefighters are on high alert. this fire has already burnt through 30,000 acres. while it is 40% contained. these erratic winds while the concern is, it could fuel the fire back into the communities, again, over 2,000 people remain evacuated over 1,000 homes remain threated. cooler temperatures overnight and this morning have helped them stop the fire from advancing on one of the fronts but it continues to burn and firefighters describe what happened this weekend as extreme firefighter behavior. the powerhouse fire exploding almost 25,000 acres in just two days. and with dry vegetation and plenty of it. some it has not burned since 1929, fueling this fire coupled with high and often very erratic wind, with gusts clocked up to 50 miles an hour, pushing it and high temperatures and lower humidity. it all made for a perfect storm of a fire. at last count, the powerhouse fire has destroyed six homes, burnt to the ground, damaged at least nine others and firefighters are out counting to see if that number has gob out. we're talking about green valley, lake hughes, elizabeth hike, for those of you familiar with the antelope valley. we're near the fairmont reservoir. behind it is where the fire continues to burn. the aerial assault just started a short while ago. but these winds fueling fire,en faking the flames out and everybody is on high alert. >> any word on how this fire started? in prison if convicted. the boston marathon bombings are the main focus of an online magazine produced by al qaeda in the arabian peninsula. that's according to the middle east media research institute which monitors jihadist websites. the magazine reportedly praises the boston marathon bombing suspects and encourages more violence against americans. three people were killed in the boston trains are slow. the transit agency is planning to improve service. clouds across the bay area will keep temperatures down. the cooler weather is not expected to last. your forecast is next. westbound 24, the traffic here, moderately heavy and also improving on 680 nearby. a recent report shows muni's light rail trains had an on-time performance rate of just under 50% in may. the transit agency blames old trains and rail tracks for the slow service. muni plans to make rail repairs, adjust the turnaround schedule at the embarcadero station and hire more supervisors. it also plans to bid on new trains next year. despite the bolt problems on the bay bridge, size mig work on the golden gate bridge is going according to plan. there have been no major problems on a project to strengthen the bridge. when the project is finished, transit yet officials say the bridge -- transit officials say the bridge will be able to withstand a 8.8 magnitude earthquake. this is expected to be finished by this fall. we want to check in with sal and get an update on the hayward commute. >> we had an accident southbound. they are still clearing it up. the traffic is actually -- the crash is on the shoulder. however, the traffic is still very slow out of marina boulevard ed, heading south -- boulevard, heading south. i want to move the maps to contra costa county. 680 from pleasant hill to we'll go live to oklahoma. configuration approaching the richmond bridge. it's before you get to the bridge on 580 westbound, heading out of marin county. one of the lanes of traffic is back open in san francisco where a huge tree smashed into a car. ktvu's janine de la vega talked to the owner of the car and tell us why people in the neighborhood saw this coming. >> reporter: this boom truck was brought in. they are going to lift the tree off the car. the owner was just walking up in his brief -- with his briefcase, completely stunned. he said this was the first time he parked his car there. this is what lombard street looked like earlier this morning. at around 4:00 a.m., this 40- foot tree fell down across the westbound lanes on lom ward and -- on lombard and went on top of the car. nobody was injured. neighbors say they were concerned about the tree because it had been enlaing for some time. a spokesperson said they are looking into whether the rage of the -- whether the age of the tree contributed to it falling down. the owner said someone knocked on his door at 4:30 this morning. he thought it was strange. here's his reaction. >> i just saw the street closed and saw this and realized my car was right here. the car is old, i'm not too worried about it. i'm more shocked than anything. >> reporter: it took public works crews nearly three hours to show up. the department says it had to wait for workers who were on call to show up. a spokeswoman says the acacia tree is one of 105,000 city- maintained trees. they only have ten on staff. she said they don't do routine inspections. they only respond to calls for service. they are saying it's a budget issue. now, public works did tell me they will be responsible to the damage of the car. as you can see, it looks like they are about to lift off the trunk off of the car and i know the owner has been under thatting by just -- not -- has been standing by. i know he's not going into work today. i'm sure he will be happy the city is taking responsibility for this. only one westbound lane is open. they are hoping to have the other lanes opened up in about a half-hour when they get all of this cleaned back up. reporting live from san being considered dangerously unstable in a powerful earthquake. a lack of funds prohibits any action. right now, the building is used by hundreds of city workers and more than 600 inmates are held there as well. the hall was built in 1958 and is not up to current seismic codes. two more deaths in taiwan are being reported following the earthquake there, bringing the death toll to four. all of the victims were killed by falling rocks and landslides. more than a dozen other people suffered serious injuries. two people are dead after shots rang out at a birthday party in vallejo over the weekend. two others were hurt saturday night when a man walked up to a home on lynnfield drive and opened fire on the crowd. police say the shooting does not appear to be gang-related. police are asking anyone who was in the area to come forward with information. more police officers were on duty in san jose this weekend as part of an effort to reduce violent crime. saturday, acting police chief, larry esquivel held an emergency meeting to discuss ways to handle the recent surge in violence. just last week, five people were killed. according to the mercury news, faith leaders will be hole -- will be holding a prayer meeting on thursday for the families. president obama will be returning to the bay area to attend two fund-raisers for democratic campaigns. he will arrive on thursday afternoon. he's attending a fund-raiser at a private home in palo alto and another in portola valley. he will spend the night in san jose and then travel to palm springs on friday, where he has a meeting scheduled with the president of china. a $1 million special election is coming up tomorrow in santa clara county. voters are being asked to choose a replacement for supervisor george shirakawa junior. he was convicted of corruption and gambling away public money. analysts say it will be tough for one of the six candidates to get 51% of the vote. that would be a runoff and spending another million dollars. new jersey senator frank lautenburg died at 89 years old. he was the oldest member of the senate. he was a multi-millionaire businessman and liberal who was called out of retirement for a second tour of duty in congress. he was principal sponsor of a law banning smoking on domestic flights. he reportedly died of pneumonia. let's see where the slow spots are with sal this morning. are driving southbound on 880 you will see some slow traffic heading down to hayward because of earlier problems that are now clear. also this morning we're looking at the commute at the toll plaza. that's improved quite a bit. no major problems here as you drive into san francisco. we're finally beginning to see some of the summer vacation effect on the bay bridge toll plaza approach. 80 westbound getting better as we refresh the maps. just a little bit of improvement between richmond and berkeley. i want to show you video of a motorcycle accident that happened in san jose. there you see the back on the ground on alum rock and kentucky place. the motorcyclist was injured and taken to the hospital. the medics took care of him on the scene. police officers were questioning the lady looks hot. cooler inland but still hot inland. well, today, the search continues for people still missing after friday's deadly tornadoes in the oklahoma city area. reporter rene marsh is live in el reno oklahoma, an area hit hard by the storms. rene, good morning. >> reporter: that's right. good morning. you know, the first thing that officials were concerned about this morning was searching for six people who are still missing right here in oklahoma. we've also seen a lot of utility trucks on the roads trying to get the power back on for people who still don't have it. and then take a look at this particular scene where we are. the cleanup is well underway. this used to be a school, hard to tell right now, from all of the debris that's all collected in piles. they are beginning that cleanup as we speak. >> this was a bedroom. >> reporter: boston marathon bombing bisteinbergen rode out the -- bobbi stein berg read out the storm -- rode out the storm. >> i guess it was our time. so i guess we have to take it one day at a time. >> reporter: now, she faces the same task that so many other people are facing. they are picking up. >> clearing up and starting over. >> so many friends are helping. >> reporter: this system tore a path of destruction in the of the m. in oklahoma, three storm -- destruction in oklahoma. three storm chasers died. the search continues for some people what sought shelter from the twisters in storm trains but likely drowned and were swept away. >> it's a recovery. at this point in time, this happening friday night, the likelihood and the chance of the survival of this would be slim. >> reporter: neighbor neighborhoods are in ruined. schools damaged. this will be a lock recovery process. but -- long recovery process. but with a little hope steinberg says a fresh start is possible. >> not worry about the future so much. plan for it but not worry about it. >> reporter: all right. imagine this -- taking a look at this destruction here live, this was a vocational school here in el reno, oklahoma. a teacher and about 15 of his students were inside of the school at the time. they all roed out this tornado in the basement here. i just -- rode out this tornado in the basement here. i just spoke with a school representative. they said they want to rebuild. i asked log he thought it would take, he estimates about two years. >> rene marsh, reporting live from el reno, oklahoma. thank you. one of the storm chasers who died was tim samaras, the star the "storm chasers." his son and a colleague were killed. the samaras family said the three died loving what they did. this storm has sent winds and heavy rain into northern new england now. the storm knocked down trees at utility poles over the weekend. in maine, development and vermont, there's no power. an outbreak of hepatitis, including one case in the bay area, that involves people who consumed a certain item from costco. some hollywood celebrities joined president obama at the white house this morning to try to stamp out the sigma of mental illness. >> reporter: an argument at an oakland bar escalates to gunfire in the streets. three people are shot. hear from one >> reporter: it all started inside of a bar. there was some sort of an argument. security had to escort people outside. when they got outside, that's when the bullets started to fly. right now, police are reviewing surveillance video from these two cameras above the bar so they can get a better look at the suspect. it happened around 12:45 this morning. a male security guard and two women were shot outside of the shadow ultrasound on 13th and webster. they were taken to the hospital with non-life-threatening injuries. there were hundreds of people. it was packed to capacity. there was a private 18-and-over party. >> i was having a conversation with a good friend of mine and it seemed like chaos ruptured. i saw a young lady laying in the doorway. at the moment, i didn't know what was happening but then i found out she was founded. >> reporter: tasha thomas was rendering aid to the. hours after the -- aid to the victim. hours after the scene, police are still scouring. one bullet ricocheted off the tiles and another one went through the window. police will be using that evidence to reconstruct the crime scene. we'll let you know if we get any update from police this morning as to exactly who they are looking for. live from oakland, i'm tara moriarty, ktvu channel 2 news. >> tara -- thank you, tara. the trial for those accused of a gang rape outside of a homecoming dance is scheduled for opening statements today. the two are accused of beating, robbing and sexually abusing a 16-year-old girl in 2009. while as many as 20 people watched. two other suspects have accepted plea deals and two more are awaiting trial. the victim is expected to testify. a local case of hepatitis-a may not be an isolated incident. health officials expect contaminated frozen berries caused a 62-year-old contra costa county woman to be hospitalized and treated for the disease. the berries were labeled organic anti-oxidant blend of frozen berries and carried a townsend farm label and were sold at costco stores in several states, including california. 30 cases have been linked to the berry blend so far. costco has removed the berries from the freezers. but anyone who -- who has eaten that republic is encouraged to see -- product is encouraged to see a doctor. happening now -- the white house is hosting a national mental health summit today. the goal is to focus attention on the issue of mental illness and eb courage people to reach -- encourage people to reach out and take action. here's more. >> brian, just in the past hour a panel discussion with glenn close wrapped up. president obama gave the opening remarks. he says the cole is to reach out to -- goal is to reach out to the millions of americans who suffer mental health problems. the president said in particular there will be a new effort to reach out and help u.s. servicemen and women through summits set to be held at 151 v.a. facilities. >> we see it in veterans who come home from the battlefield with the invisible wounds of war. but who feel somehow that seeking treatment is a sign of weakness, when, in fact, it's a sign of strength. >> the conference includes healthcare providers, mental health advocates, state and local government agencies, leaders, patients and their families. a panel discussion this hour included actor glenn close to founded a nonprofit called "bring change to mind" it tries to end discrimination to those with mental illness. she has family members who have suffered with bipolar disorder and schizophrenia. >> one of the mang things that has to happen is inclusion, stigma is huge and everyone has to work together to start the conversation and to end it. >> and this conference will wrap up later today with an address by vice president joed byp. live -- joe biden. back to you. >> thank you. nine minutes before 9:00. it's official kim kardashian and kanye west are having a big girl. the big reveal came last night on "keeping unwith the --ians." she said --" keeping up with the kardashians." she said they are both excited. she's due to give birth in about one month. the winner of the $590 million powerball has still not come forward. the ticket was purchased in zephyr hills, florida. residents say other than rumors, the winner remains a mystery. the winner has 60 days after the may 18th drawing to claim the lump sum payment or until november to claim the payments. home inspections for some marin county residents. the advice that could save your home in the event of a wildfire. good morning. totally different this morning near the richmond bridge. find out why a new lane configuration may mean big delays.
