the "occupy farm" camp in albany. protesters are planning their next move later today. brian flores join us live from albany. what's happening there now? >> reporter: so far so good, tori. take a look behind me. there's about 30 or so i would say uc berkeley police officers as well as 20 "occupy farm" activists. they've been here since 4:00 this morning after uc berkeley raided the land. many officers guarding the land, making sure the activists go back in. there's been one arrest. now, "occupy farm" is concerned over a piece of land known as the guild tract. the owners of the land, uc berkeley, would like to see the development here and current proposals are slated to go ahead and include a sprouts farmers market and a senior housing complex. activists say differently. >> so the guild tract is home to some of the best agricultural soil in the east bay. we're learning to turn this land into a community farm. that could be an asset to us moving forward and thus relying less than industrial agriculture. >> reporter: the group says they've been able to grow things like kale and wild flowers. uc berkeley says they are willing to work on a solution. activists were told to leave this morning. many of their farm equipment and tends had to be -- tents had to be taken off the land. it doesn't appear to be over. berkeley police say they will be here all day along with the activists and the activists say they may reconvene sometime this afternoon and perhaps go back on the land. we'll stay on top of this development. we're live here in albany, i'm brian flores, ktvu channel 2 news. continuing coverage in the stabbing death of 8-year-old leila fowler. her brother is under arrest. alex savidge is live in calaveras county with communeny -- community reactionshtion -- reaction. >> reporter: good morning. the boy under arrest is a 7th grader here at this middle school in valley springs. i'm told grief counselors will be available for students as they return to class this week. this boy who is not being identified was taken into custody on saturday accused of the stabbing death of his 8- year-old sister. she was killed a little more than two weeks ago. her brother was the only one home at the time of her death and initially he told investigators that he saw a man running from the family's house and then found his sister dead. that prompted a manhunt in this area for leila's killer. eventually sheriff's investigators zeroed in on the brother. they are not saying what led them to arrest him or the possible motive for the crime. but the superintendent says this has been a difficult time for students and staff. >> look at it from the family's perspective. now they've theoretically lost two children. it's a double tragic. from a school district perspective, it carries on a different light because we're still dealing with the loss of leila and now we're having to grapple with this reality. >> reporter: the superintendent told me this boy didn't get into trouble and teachers never saw any behavior that caused them concern. under california law, the boy cannot be charged for murder. i've put in calls to the sheriff's office trying to find out when charges may be filed against this boy and when he may make his first appearance in front of a judge. we're live in calaveras county, alex savidge, ktvu channel 2 news. >> you can always rosa. it happened sortly after 2:00 at the zoo bar on barium avenue. police say 27-year-old anthony martinez had been drinking when he left the bar and fired four shots in the air. the brother tried to get the gun away and was shot in the leg. he's expected to be okay. police say they were unable to retrieve the firearm since an unidentified person grabbed the gun and ran from the scene. the search is growing for the man suspected of killing his wife and two young daughters in humboldt county last tuesday. investigators think 45-year-old shane miller is on the run near the rural town of pe petroila -- town of petroila. police believe he knows the area well. people are being told to stay inside and keep their doors locked. for the first time, the federal government is moving to seize a pot club in san francisco. medical marijuana is legal here in california, but it is banned by the federal government. reports indicate the shombala healing center on mission could be seized at any moment. in 2011, the united states attorney sent letters to that facility warning of a possible shutdown and jail time. right now, this is the only club in danger of being seized. the group that predicted the end of the world may be having their own day of reckoning. some of the money, $200,000, came from loans to for the radio. it is 7:07. california car enthusiasts may get the chance to put old style license plates on their cars. the dmv is taking orders for yellow and black, blue and gold, and black and yellow license plates similar to those used during the 1950s through the 1980s. at least 7500 car owners must preorder a plate before the style goes into production. right now the most popular is the black on gold one but it has fewer than 3,000 orders. they need double that. >> i >> reporter: dave, this all started last spring when tea party groups were complaining that their applications for tax exemption faced unnecessary scrutiny. a couple of weeks after that, the irs commissioner denied they did the targeting based on their politics but now we know that wasn't true. in fact, a year earlier, higherups at the irs were made aware of these groups. in the summer of 2011, the irs took it a step further, flagging groups that criticized how the government was running the runt and educated people -- running the country and educated people. jay carney called this irs move wrong. but some in congress want president obama to personally address and condemn the irs and we expect to hear from president obama next hour. he's scheduled to have a press conference at 8:15 pacific. live in washington, kyla campbell, ktvu channel 2 news. 7:18. president obama is welcoming british prime minister david cameron to the white house to discuss the civil war in syria, ocesprand counterterrorismth will alsothe of 8 summit. that's coming up next month in northern ireland. we're learning several of the campuses for san francisco city college have surpluses even as they face closure. the mission district has the largest surplus with a net gain of $3.5 million after the 2011/2012 fiscal year. the downtown campus has a surplus of $1.4 million. san francisco city college has closed two campuses and an institutional site as it fights to save accreditation. after years of tuition hikes, some college students are also experiencing sticker shock at graduation. 15 of cal state's 23 campuses charge a graduation fee. at san francisco's state, students pay a $100 fee to graduate. that's an increase of $60 over two fee to graduate. uc berkeley does not charge a fee but commencement tickets are $10 a person. there is a new study out showing that teenagers who text and drive are more likely to do other things while they drive. more than four in ten teenagers admit they text, they tend not to buckle up and drive after drinking. this is the second stuty this month about teenaged texting and driving. a spokes person from the cdc cdc says parents should -- from the cdc says parents should show their kids how to drive and lead by example. >> that's true. we're seeing fog in some parts of the bay area. up next, meteorologist steve paulson will tell us about the change in the weather for the week. cyclists from around the world are making their way across california. when and where you are -- when and where you can see them pedal through the bay area. good morning. you can see slow traffic coming up on the pay gates. we'll tell you more about the morning commute and the bay area weather. hey, look! a shooting star! make a wish! i wish we could lie here forever. i wish this test drive was over, so we could head back to the dealership. "mornings on 2" continues. overpass graffiti has been an eyesore for bay area drivers. but now san jose has teamed up with caltrans and union pacific railroad to clean up the tagging. ktvu channel 2 reporter janine de la vega is live in san jose to show how the taggers have been gaining access to some of these locations. good morning, janine. >> reporter: we're near a homeless encampment near the union pacific railroad tracks. you can see -- hear some of their things. they are observing taggers coming in here all of the time with their spray gance. this whole area is saturated with graffiti. this is a trains trussle above highway 101. all of this graffiti will be cleaned up over the next three days. here's video of what drivers have been seeing every day in san jose, the city, caltrans and union pacific will be painting over the train trussle above highway 101 near the 13th street and old oakland road exit which is literally tagged from one end to the other. lanes in both directions will be closed from 10:00 p.m. to 5:00 a.m. the two southbound lanes will be shut down from taylor street to highway 880 and two southbound lanes from 4th street to north 13th street. one of the homeless people we spoke to who lives near the graffiti says he doesn't think the cleanup will help. >> i guarantee you as soon as they clean it up, it will be back to the way it was in the week. it's almost like a challenge for the taggers. they see the cleanup and they just come back. it's the next night. >> reporter: and that gentleman didn't want his face to be seen because he was worried about retaliation from taggers. officials have thought about what they could do to tee ter taggers -- deter taggers. there's also talk about cleaning up the overpasses on 280 and bird avenue as well as the one on mckee road. reporting live from san jose, janine de la vega, ktvu channel 2 news. the board of supervisors in lake county want governor brown to declare a state of emergency because of a massive landslide there. you can see why the situation is so critical. the hillside at the lakeside heights subdivision started to slide back in march. eight homes have been abandoned and ten more are under notice of imminent evacuation. the situation is so dangerous, in fact, that even mail delivery there has stopped. >> we've been hoping for a state declaration. somewhere between the county and governor brown's desk. he has not acted on it. we've sent petitions. >> according to the "l.a. times." governor brown says he's still assess egg the situation. last week a geologist and a representative from feinstein's office went to look at the problem. so far, no one knows what is causing it. a memorial service will be held tonight in florida for a bay area man who died just days after graduating from college. he died earlier yesterday morning after the car he was a passenger in crashed near miami. he had just graduated friday from the university of miami with a degree in business administration. he was getting ready to join his family's business. galotti construction is a company in santa rosa, it's been around for a hundred years. the investigation into the crash continues. one of five nurses killed in the limo fire on the san mateo bridge will be laid to rest today. the funeral for anna alkantara will be held today. lawmakers are debating tougher limousines after that deadly fire nine days ago. they include requiring yearly inspections for limousines and also requiring them to carry fish extinguishers. later this morning, oj simpson goes back to a los angeles courtroom. he wants a judge to overturn his 2008 conviction for armed robbery and kidnapping. simpson claims his lawyers were so bad during his trial, that his conviction should be reversed and he should get a new trial. simpson was sentenced to nine to 33 years after the las vegas hotel room robbery where simpson was trying to get back personal memorabilia that he says was stolen to him. also due in a las vegas courtroom is 27-year-old amar'e harris. he's accused of killing three people back in february in a shooting and fiery crash on the las vegas strip. this wrapper was one of the victims. he was driving a maserati when he was shot and killed a taxi driver and passenger. prosecutors are seeking the death penalty. the accused gunman in the deadly colorado shooting is expected to ask a judge to change his plea to not guilty by reason of insanity. if the judge accepts the new plea, james holmes would be sent to a mental facility and evaluated to determine whether he was insane at the time of the shoots. 12 people died and -- shootings. 12 people died and 58 others were injured in that massacre. upgrades to the dumbarton bridge may cause delays for you. the work starts today. it's expected to be finished in the next two weeks. now, on weekdays, a single dane will be closed from 9:30 in the morning until 6:00 a.m. the next morning. on the weekends, the work will last from 5:00 a.m. saturday until 10:00 p.m. on sunday. other bridges have had similar upgrades. the bay bridge will be th stem to be upgraded. b.a.r.t. is taking tubes to upgrade the transbay tube. that runs right underneath the san francisco bay. the transbay tube is constantly, supposed to corrosive saltwater. b.a.r.t. right now is the in the middle of installing -- is in the middle of installing a smart grid. a new one. it will notify riders any second there's damage to the tube. there could soon be good news for riders struggling to find a seat on overcrowded ferries. ktvu's tara moriarty is live in larkspur to explain the changes to service that could be approved and why some riders on board are not happy about these changes. >> reporter: well, it's just a little bit after 7:30 as you mentioned and already this parking lot is so full. there's only a couple of spots left. a lot of folks have to park out on the street or in overflow parking across the street and they have to pay $4. in this lot, it's free but perhaps not for long. this fall, the golden gate bridge district may be adding parking fees but may add more ferries and bus service. it's all part of the vision plan approved last week. there's too many people who want to ride the ferry. about 100 people may end up having to jump on a backup bus to san francisco and others may choose to drive themselves. we asked people if they were charged for parking, how much they would be willing to pay. if they said it would be $5 a day would you still do it? >> i may have to find another means of transportation. that's pretty pricey. >> reporter: >> $3 is something i think. >> reporter: one woman we spoke to said adding more ferry once was a great idea. >> there's times when i get here in ten minutes, it's booked. i go to sf state and i have issues with that because i have to wait sometimes. >> reporter: how long do you have to wait? >> 30 minutes to an hour. >> reporter: all of this talk is really in the preliminary stages. coming up we'll tell you about a shuttle to the ferry that bombed in years past but may be brought back. right now we're gonna check in with sal for the roadways. >> good morning. the traffic is not all that bad or unusual, i should say, if you are driving around the bay. let's take a look at some of these live pictures that we have for you. show you that highway 4 is going to be slow coming up to the willow pass grade. there's some slow traffic over the hill and no major problems but it's pretty slow and then when you get there, 680 is going to be slow as well. now the morning commute at the toll plaza has not become better. in fact, it's been slower in the last few minutes. it's backed up for a 25 to 30- minute delay. san jose, still looks pretty good. we've had some minor fender- benders here and there. for the most part, 101 is the busiest getting into sunnyvale. thank you, sal. we have a lot of low clouds in place for some. not for all. some locations already sunny. a little bit cooler pattern today and a much cooler pattern by the end of the week as a couple of systems move into the pacific northwest. it looks like this will be the warmest day. the coast won't change that much. the fog will lift here in the fix couple of days. coastal fog, sunny, breezy. cool, mild, warm, hot. morning drizzle. tomorrow there's been a little bit today. it will be cooler. but the extension looks much cooler. a lot of fog. temperatures coming down a good 20 degrees for some inland areas. a weak system up there. that will help enhance the fog. a couple of reports of some drizzle. i think that's a bigger issue for tonight into tomorrow. the next 24 hours i would look for more in the way of mist or drizzle. a lot of systems spinning to the northwest. each one of these will take the high-pressure system system. that will allow the -- high- pressure system out and that will allow the door to open. travis, southwest at 24. picking up a after he said that's amanda berry and they were in your brother's house. >> pay -- pedro and onil say their brother is a monster who should rot in jail. they say they were completely in the dark but there were signs that there missed -- that me missed -- that they missed in retro recht. >> i didn't go in but when i did, i passed the kitchen. >> could you see anything. >> no, there were curtains. >> now they also say the brother also had a radio playing. they are now hiding in an undisclosed location after getting death threats. police say there's no evidence they played a role in the abductions. one of the cleveland hostages -- hostages has been released from the hospital. michele night was released from the hospital. but they don't know where she is. she's refusing to talk to her family reported of -- reportedly because of a history of abuse with her family. she was pregnant five times in castro's custody. he beat her and she miscarried. the city of cleveland is debating what to do with the house where the three missing women were held hostage for a decade. they've put up a ten-foot fence trying refresh -- trying to keep onlookers away and they've boarded up the doors and windows. the neighbors want the home torn down. some have even threatened to burn it down. legal analysts say it is probably likely the house will remain standing for some time so evidence can be collected in the case. investigators in pennsylvania are trying to figure out what caused a fire that killed six people overnight. the fire broke out shortly before midnight in potsville. about two hours northwest of philadelphia. fire officials say seven people live in the home. but the mother was across the street doing laundry when she saw her house go up in flames. her two sons and daughters were killed in the fire as were her husband and sister-in-law. all victims were found in the bedrooms and were believed to have been sleeping when the fire broke out. new orleans police have released dramatic new video of a shooting that at a mother's day parade that left 19 people injured. the video captured the exact moment the man fired. you can see panicked paradegoers rushing to get away and the suspect right there in the white shirt at the bottom of the screen. two children were grazed by bullets. >> police were everywhere. we hope anyone who saw anything, we hope they will call crimestoppers as soon as possible. >> a $10,000 reward is being oered that leads to the gunman's arrest. a former nfl wide receiver is facing several charges after being arrested three times in just one week. 23-year-old titus young was first arrested last sunday in riverside county on suspicion of dui. he was arrested later that same day after allegedly trying to take his car from a tow yard. his third arrest came friday after police say he broke into a home in san clemente and fought with officers. he was drafted in 2011 but he was released earlier this year. a fatal shooting happened in brian? >> reporter: hi, dave. good morning. there were about 30 police officers roughly about an hour ago. that number has dwindled to about 20 or so. take a look behind me. the police officers as well as the activists have been here since 4:30 this morning. officers raided this piece of land owned by uc berkeley about 4:30 this morning. as you can see as well, officers are here, protesters kind of having a dance party as well after they were raided this morning. about 20 activists were told to leave. there's been at least one arrest. the isern asked -- the group is concerned over the guild land. they say the land should be used for urban research. the owners of the land, they would like to see development. proposals slated to go i a head include a sprouts market and a senior housing complex which they say is needed. the activists say otherwise. >> the guild track is known as the best soil in the east bay. we're looking to turn this land into a farm. this cobbin a -- this could be an asset to us moving forward. >> we don't want them back. we've been involved in a five- year community process with the city and the residents in this area who are definitely supportive of mixed development >> reporter: activists say they've been able to grow things like kale, squash, herbs and wild flowers in a short period of time. uc berkeley says the farm has not been -- land has not been farmed in 40 years. they are willing to work with the group. back out here live, it doesn't appear to be over. uc berkeley police will be here today, so will the activists. they will try to occupy the land later this afternoon. groundbreaking is slated for next year. brian flores, ktvu channel 2 news. police and volunteers in lake county, they are searching for a missing 9-year-old autistic girl who cannot speak. mikaela lynch was reported missing yesterday afternoon from her clearlake home. she was last seen out in the front yard. the lake county sheriff's department is using a boat equipped with sonar to check the lake. no amber alert has been issued. police say in her case right now, it does not meet the criteria. continuing coverage on the stabbing death of leila fowler. her 12-year-old brother has been arrested in connection with his sister's death. ktvu's alex savidge is live in calaveras county, where the close-knit community is reacting to this news. good morning, alex. >> reporter: this community is stunned by the arrest of leila fowler's brother. the 12-grade boy is a student here at toyon middle school. the superintendent says this school will have grief counselors available for students as they return to class later this morning. this boy was arrested saturday for the stabbing death of his sister. he attended the vigil for his sister. her brother was the only one home at the time. he initially told investigators that he saw an intruder running from the family's house and then found his sister dead. that prompted a massive search for leila's killer. police were on the alert. it's unclear what led authorities to arrest the brother. but the superintendent in calaveras county tells me leila's death is painful for students and staff and her brother's arrest now makes things more difficult. >> this is a whole different arena in terms of what i've had to deal with. i'm confident in our staff. we'll band together and to what's best for the kids and 0 each other. >> reporter: and the superintendent also told me this boy didn't get into any trouble here at the school. teachers never saw any behavior that would cause them concern. under landfill cau the boy -- under california law, the boy cannot be charged for murder. he's too young. it's unclear when he will be charged and face a judge. his fellow students will start class here at capsize. simpson was trapped under the wreckage. his funeral is set in his own country, england. he leaves behind a wife and a small son. this morning, police are investigating a fatal shooting in the berkeley hills near tilden park. it happened before 6:00 yesterday morning on grizzly peak boulevard in for its sweeping views. when police arrived, they found a man dead of gunshot wounds. >> i never considered that there was a shooting up here. kind of scary. >> no arrests have been made but police say the public is not at risk. new information this morning about an officer- involved shooting in antioch. a man from baypoint says his son charles burns was shot and killed by condition cord police on friday. police say burns was a passenger in a truck that took off after they tried to serve a warrant in a drug surveillance operation. officers say they opened fire when burns to tried to run from the truck after the driver rammed a police cruiser. his father says he does not believe the shooting was justified. yesterday on "mornings on 2," the interim chief for oakland talked about the shakeup of the department and his first couple of days on the job. whendt took over just days after howard jordan stepped down because of medical reasons. he plans to redirect resources with the goal of reducing crime. meantime, we're finding out more about jordan tea sudden departure. last week jordan said he never met with anybody with the city or the police department on the day he announced his resignation. several sources say jordan told his officers he had just been called for a meeting at city hall before he made his announcement. governor brown will release his revised budget tomorrow with an unexpected surge in tax revenue. the legislative analyst's office says the state collected $4.6 billion more than the governor predicted in january. some democrats say they would like to use some of that money to restore social programs that were cut during the lean budget times. governor brown says he's committed to fiscal discipline to avoid repeating. excesses of the past. 8:06. want to check in with sal and see what's happening in san francisco right now. >> that's right. we've had a couple of things going on. 101 southbound, we had an earlier accident at cesar chavez. that 101 freeway is not good. 280 in san francisco, heading north. you can see it's overcast, this is the only college geneva exit. traffic is moving along pretty well. let's move to the bay bridge toll plaza. westbound, that's backed up for a 25-minute delay. it's been steady and slow. a little bit better, a little bit worse but for the most part it's the same coming into the city. southbound 87 at kurtner we had an accident blocking all of the lanes. the accident has been removed. northbound traffic is slow in that area. so is 101 and 85 northbound slows at 87 on the way to los gatos. let's go to steve. we have a lot of low clouds and fog around. now, some of this lifting a little bit. still around 1,000 feet. need to get up 2,000, 3,000. it will. it's a sign of what looks to be a cooler pattern here. today, inland it will still be warm to hot. we'll have a 30-degree spread. morning drizzle had a little bit. i think we'll have more so tomorrow the. the extended outlook looks like the low will continue. high pressure is squashing some of the fog. it's mainly on the deck. what is there can reduce visibility, also give us a little bit of drizzle. i think it's a bigger story tonight/tomorrow. a couple of systems continue to rotate in. one, a little low forming -- not much of a front. it's record lows. minneapolis and chicago, 40s. kind of a cool pattern there. cool for us pie the coast. there -- by the coast. there will be a lot of sunshine. the sea breeze is showing signs of kicking up its heels. warm to hot. 70s and 80s to upper 80s to near 90. closer to the bay, a lot of 60s. temperatures, i think they top out today and then a slowdown tomorrow. a lot more fog, low clouds. pretty strong system coming in. friday looks to be the coolest day of the week and will rebound on the temperatures a little bit on the weekend. 8:10. minnesota, 40-mile-an-hour winds pushed an ice tsunami right on the shores. this is happening like it's in slow -- like it's in slow motion. the ice is creeping closer and closer to shore to homes. a half-dozen units were damaged yesterday. so far the ice is covering ten miles of the shoreline. some of the ice, 30 feet tall. they are bringing in heavy equipment to cart away this frozen wall. for the first time ever, the federal government is moving to seize a pot club. medical marijuana is legal in california but banned by the federal government. reports indicate the shambala healing center on station could be seized at any time. in 2011, the u.s. attorney for california sent letters to this facility and seven others warning they face a possible shut down and jail time. but currently this is the only one in danger of seizure. the oakland-based evangelical radio network that predicted the end of the world two days ago, may have their own day of reckoning. they spent $100 million to publicize the doom's day prophecy. without stations, the rest of the network may not survive. a gruesome discovery made in oakland. what police are saying about a mummified oakland school found at a recycling facility. this is chilling. this is what happens. >> the growing scandal following the irs admission that it targeted certain groups for special scrutiny. a lot of low clouds and fog. sunny inland for some. it will be cool for some. deadly gases that built up because of poor ventilation. is -- 108 miners working there, all been accounted for. the coal mines in china are among the world's deadliest because the poor regulation, corruption and bad operating procedures. the bangladesh military says they are calling off the search for bodies in the wreckage of that eight-story garment factory that collapsed last month. more than 1100 bodies have been recovered. it's believed there are no more victims. the building owners illegally added three floors to the building and they allowed heavier equipment inside. the big wasn't designed to hold that. eight people have been arrested in connection with the building collapse. in minutes, president obama is scheduled to start a joint press conference with the british prime minister. we expect the supporters to ask the president about the irs targeting conservative groups. as kyla campbell reports, members of commerce promise to take immediate reaction on this growing irs scandal. kyla? >> reporter: tori, ohio republican congressman mike turner is introducing legislation today that would punish irs employees that discriminate with up to five years in prison. as it stands right now, they only risk getting fired. at least two health committees have promised to hold hearings to call on irs officials to testify afterthe agency admitted they targeted conservative groups. tea party groups complained their taxes had extra scutny. nine months earlier -- scrutiny. we now know that nine months earlier, that the irs was targeting groups with words like tea party and patriot in their names. the aclu says even the appearance of partisan politics with the tax code is constitutional troubling. >> i don't care if you are a conservative, liberal, democrat or republican, this should send a chill up your spine. >> reporter: the irs says they were just trying to -- they were just trying to deal with an influx of tax requests. some say they are being full little forthcoming because the full details are expected to be released this week. back to you. new this morning, italian prosecutors are demanding a sentence of six years in jail and a life-time ban from public office for former premier berlusconi in his sex for hire. this occurred at a party he hosted while premier for italy and then is accused of covering it up. this spring, the fda agreed to lower the age limit from 17 tosa for the morning of a after pill. but a judge said any age restrictions on the morning- after pill are based on politics, not science. so on april 5th, the judge ruled the plan b pill should be available to anyone with no age limit. however, he agreed to delay implementation to give -- to give time for the graffiti to appeal -- for the government to appeal. police say a mummified skull found on wednesday at was solutions probably came from a homicide victim. police also say the person had been dead for months, maybe even years and the skull probably came from this sketch of the man they say hit another man several times with the skateboard at the fairmont shopping center off hickey boulevard last month. police say the ville and the suspect had been involved in a car crash on highway 35 and they were exchanging phone numbers. this woman is a suspect in the passenger -- is a suspect in the passenger's car. the services for nadia holober will be tomorrow in millbrae. she served on the city council since 1999. she passed away from cancer last week. she will be not only missed by her husband and two sons but also the residents of millbrae. a candlelight vigil will be held tonight to remember officers killed in the line of duty. the names of 321 officers will be added to the national law enforcement memorial and one of the names is chp officer kenyan youngstrum killed while making a traffic stop in alamo last september. each year, officers are chosen who were killed in the line of duty the previous year as well as the ones killed in the last few decades whose stories have recently come to light. at noon today, mayor ed lee will meet with members of the bay area's super bowl committee. the goal for their final bid in the bay area's effort to host super bowl l at the 49ers' new stadium in share, next week -- in santa clara. next week, they will decide if the super bowl will be held here or in miami. right now, the bay area ago. >> the group posted a website with an interactive map for otter spotters. nearly 3p 5 sightings have been reported -- 375 sitings have been reported. so far 100 miles of coastline is being monitored. state budget cuts are having an impact on a san mateo county court system. the court system is facing a $4.5 million deficit. the court is planning to lay off more than 20 employees in june. administrators say the cutbacks mean longer wait times for cases to make it through the court systems. even traffic court is affected. administrators say people who call in have to wait 30 to 40 >> reporter: this is a small homeless encampment here. you can see some of the things they've stored. this is above the railroad trucks on highway 101. they tell me they are not the ones who are tagging. they say they see taggers come here to the train trestle with spray cans and spray i every weekend. this is finally getting painted over. this is what the graffiti looks look outside the trestle when motorcyclists drive by -- mostists drive. beginning tonight -- motorists drive. beginning tonight, they will have lanes closed from tom p.m. to 5:00 a.m., two southbound lanes will be shut down from taylor to 880 and two lanes from 4th street. drivers are pleased about the cleanup. >> that's great if they can find the resources to do it. yeah, i drive that route every day. it would be nice not to see it. >> reporter: there are also plans to schedule cleanupsen the overpasses at 280 and bird avenue as well as the one on mckee road. residents have noticed the increase in the amount of graffiti. the police department no longer has a unit dedicated to catching and investigating the taggers that had to be cut down severely because of budget constraints. back out here live, again, this cleanup will start tonight. er we're told it will take -- we're told it will take about three days to complete. janine de la vega, ktvu channel 2 news. 8:31. one man is in jail this morning after an overnight shooting outside of a bar in santa rosa. it happened about 2:00 this morning at the zoo bar on barham avenue. police say anthony martinez had been drinking when he left the -- left the bar and fired four shots in the air. they say his brother tried to take the gun away. he was shot leg. he's expected to be okay. police say they haven't been able to retrieve the weapon since an unidentified person grabbed that gun and ran away from the scene. a search is growing now for a man suspected of killing his wife and two young daughters in humboldt county last tuesday in their home. investigators think that shane miller is on the run in the rural town of petrolia. his truck was found there last week. police say miller knows this area well and they also think he's heavily armed. residents are being told to stay inside their homes keep their doors locked. ferry officials are busy considering a plan to add more service in larkspur. however, some of the riders are not on board with this proposal. tara moriarty joining us live. she's at at larkspur ferry terminal this morning. how are these changes to service gonna end up costing passengers? >> reporter: well, they could. this is all stuff on the table right now. no decision has been made yet. but we just saw the last ferry take off. behind me you can see that the parking lot is packed. that's one of the big issues here that officials say they will have to deal with in the coming months. now, this fall, the golden gate bridge district may be adding parking fees. it will also add more ferry and bus service. it's all part of the vision plan approved last week. the problem is that there are not enough seats for passengers at peak times. about 100 people may have to jump on a backup bus to san francisco some days. >> they relimb nateed free shuttles -- eliminated free shuttles. they still don't have the bus connections. if they would restore this, i'm sure a lot of people would leave their cars. >> reporter: now, we spoke to mary curry with the district this morning. she said there weren't enough riders on the shuttles years ago so the district was forced to cancel them. curry says if you offer free parking at the main terminal, no one wants to hop on a shuttle to get here. this is why paid parking is on the table. part of this plan will -- part of this plan will still need to come back. the idea of a shuttle is popping back up. so it will be interesting to see if that takes off again. tara moriarty, ktvu channel 2 news. the amgen tour of california is officially underway. cyclists took off from escondeso yesterday morning for the first leg of the 750-mile trip. the netherlands contender was the winner of the first stable. today cyclists will -- stage. today cyclists will ride to palm springs. this is the first year the route tables cyclist the all the way -- takes cyclists all the way up to mount de's blow. that's on -- diablo. today in sacramento, amtrak will unveil the next generation locomotive. >> amtrak hopes this will be the first step in increasing reliability and efficiency for the rail service. the new engines will be able to diagnose mechanical problems with an on-board computer system. the first locomotive will be tested and carrying passengers before the end of the year on the east coast which is amtrak's biggest service area. amtrak expects to have all 70 of the new engines run i bag -- running by 2016. california's plan to bring back old style license plates is actually attracting some car enthusiasts to this. the dmv is taking orders for reproduction, yellow black, blue, gold and black and yellow license plates. at least 7500 owners must preorder a plate before the style will go into production. some say the state is cheapening the work they do to make sure that older cars have genuine license plates from the proper eras. >> interesting. >> yes. speaking of cars, let's check in with sal, see what's happening on the roads this morning. >> tori and dave, i remember too much. >> i know you do. >> i'm old. i was like yeah, i knew him. i would see him around schools and he -- around school and he had friends. it was just a shock. it's crazy. >> reporter: now, according to one report, this 12-year-old boy accused of killing his little sister has been described by his mother as being "protective" of his younger siblings. despite the seriousness of this crime, this 12-year-old cannot be tried as an adult for the killing of his little sister. we're live in calaveras county, alex savidge, ktvu channel 2 news. 8:48. new this morning, we're hearing from the brothers of the man accused of holding three men hostage in a cleveland home. >> i want the world to know that onil and pedro, me, pedro, had nothing to do with this. >> pedro and onil castro say their brother, ariel castro, is a monster who should rot in jail and they say they were completely in the dark about the abductions. but in retrospect, there were signs when they visited the brother's house they missed. >> if not the radio, the tv. something had to be on at all times in the kitchen. >> they say they were never allowed past the kitchen in the brother's home when they visited and he kept that section of the house walled off. the brothers are hiding in an undisclosed location after receiving death threats. police say there's no evidence they played any role in the abductions. >> one of the cleveland hostages has been released from the hospital. but her family does not know where she is. michele night was released from the hospital. knight has refused to speak with her family, reportedly due to a history of abuse. officials say knight became pregnant five times while she was held in ariel castro's home. but he beat her until she miscarried. her injuries are so serious, officials say she will need facial reconstruction surgery. the city is debating what to do with the house where the three missing women were held hostage for a decade. the city has rerechted a ten- foot -- erected a ten-foote fence around the home and board -- and boarded up the doors and windows. neighbors want it torn down. analysts say it's likely the house will remain standing for some time so evidence can be collected. a memorial service will be held tonight in florida for a bay area man who died just days after graduating from college. 23-year-old dino g:lotti -- gillott died after a car he was a passenger in crashed. he just graduated from the university of miami with a defree ins about administration. he was getting -- degree in administration. the investigation of the crash continues. one of the five nurses killed in that limo fire on the san mateo bridge will be laid to arrest today. the funeral for 46-year-old anna alcantara of san lorenzo will be held later this morning. lawmakers are debating tougher safety regulations for limousines after that deadly fire nine days ago that includes requiring annual inspections for limousines and also requiring them to carry fire extinguishers. nine minutes before 9:00. bad situation in lake county is getting worse by the day. the landslide threatening several homes that has county leaders asking for -- asking the governor for help. westbound 237, you can see traffic is moving along pretty well until you reach stager road. it picks up -- stager road. it picks -- stager -- zanker road. it picks up after that. befleck, and many actors have played the part of u.s. servicemen in the movies, but for veterans like james crosby their service and their sacrifice are real. and too often when they come home, their struggle continues. for over sixty years, paralyzed veterans of america has been fighting to help our injured veterans get the benefits they need, and have earned. paralyzed veterans of america was there for me when i came home. join me in supporting our paralyzed veterans. visit p-v-a dot org. in lake county, the board of supervisors want governor jerry brown to declare a state of emergency because of a massive landslide threatening homes. take a look. the situation is very critical. the hillside of the lakeside heighting subdivision started to slight in march. eight homes have been abandoned. ten more are under notice of imminent evacuation. it's so serious, even the mail delivery has stopped. >> we've been hoping for a state declaration. it's somewhere between the county and governor brown adesk. he's not acted on it. we've sent petitions. >> according to the l.a. times, governor brown says he's still assessing the situation. last week, a biologist and a representative from senator feinstein's office went out there to look at the problem. so far, no one knows what's causing it. all right. this is exciting. the warriors heading back to san antonio where the series is tied at two games apiece. >> curry to the basket. ! >> there you go!
