have been dealing with lately. the patchy fog this morning. marine layer a thousand feet. slightly cooler in spots, for the afternoon, cool at the coast, another scorcher in land, dealing with spare of the air once again. a cool down on the horizon, though, i will have the temperatures coming up. breaking news in the race for the white house, republican presidential candidate mitt romney has chosen his running mate. >> it's an honor to announce my running mate and the next haven't of the united states, paul ryan. >> paul ryan joined mitt romney at the u.s.s. wisconsin. ryan is a 7 term congressman from wisconsin and favorite with the conservative tea party, proposing a plan cutting spending and overhaul social security and medicare, romney and ryan begin a four state bus tour today. a woman trying to cross the street in oakland was hit and killed by a chp motorcycle officer. we have details on what happened. >> reporter: the chp says the area where this happened is a particularly dangerous one for pedestrians. this is west mc arthur. you can see how wide the street is. there is a freeway entrance, an exit ramp to 580 and 80 through the middle of the road. around 10:00 last night a sergeant was going west on west mc arthur boulevard. where you see the concrete barrier, that's where police say a woman stepped off the curb to cross the street. the officer tried to swerve around her but struck her. the officer was thrown off-his bike. the woman died at hiland hospital after the accident. police haven't released her identity. she was a 47 year old african american woman. an autopsy will determine whether the woman was under the influence of drugs or alcohol. chp officers point out it's not uncommon for pedestrians to misjudge how safe it is to cross a busy street. >> often times we find pedestrians misjudge the speed of motor vehicles traveling in the area and feel they have enough time to beat the vehicle, they underestimate the speed. >> reporter: the officer went to the hospital with nonlife threatening injuries and treated and released. chp will conduct an investigation. this area, this street between market and sam pablo is a dangerous one for pedestrians. this is no crosswalk in the middle of the block. people are coming on and off of the freeway, 580, 80 off ramp is running through the middle of the road and it not well lit at night. chp says those are factors that contributed to this fatal crash. chp is investigating two other crashes on bay area highways overnight. first on northbound 280 between ocean and geneva avenues near the ball boa bart station. a mini van hit a pedestrian with a dog in the middle of the interstate. all northbound lanes were blocked backing up traffic for hours. around the same time, highway patrol officers in contra costa were investigating a fatal crash. there was a geotracker south of brentwood. the tracker made a sudden u turn in front of a toyota camry. a woman died at the scene. another victim was taken to the hospital with minor injuries. firefighters battled huge flames behind an apartment complex in concord. several garage type storage units burned near is a lana way and 242. police evacuated some apartments. the crews contained the fire to the storage area, smoke did get in to many of the apartments through open windows. that fire was one of three in contra costa county last nightch firefighters put out a fire at long view and cleburne after power lines collided with bushes. a different fire burned living room of a townhouse on little lane in pleasant hill. no one was hurt in the fires. we are learning about the deaths of three nay to troops in afghanistan. the military says they were shot and killed by an afghanistan worker in the heldman province yesterday. their nationalities haven't been disclosed. it happened hours after a deadly attack on three u.s. marines. the marines were having dinner with an afghanistan police officer when that officer shot and killed them. the taliban claimed responsibility for the attacks. one of the three marines killed was from the bay area. 29-year-old captain matthew, graduated from st. francis high school in mountain view. his parents are judges in the bay area. his mother is at the state court of appeals his father is a superior court judge in santa clara county. there is a call for volunteers to prepare a war memorial. 60 to 70 wooden crosses were damaged or ripped from the ground last week. each cross represents a service member killed in iraq or afghanistan. these are pictures taken by volunteers at the site. the crosses have been removed but a gaping hole at the memorial. volunteers are going to begin the restoration at 10:00 today, the site is north of the lafayette bart station. clean up efforts continue from monday's fire at the chevron refinery in richmond. officials are recommending residents use detergent and water that could have collected debris. one urban farm decided not to take chances and gave produce to animals instead of selling it. >> we would rather err on the safe side rather than giving them to somebody. >> officials with the eco village farm learning center say they haven't decided whether to ask chevron to reimburse them for topsoil and plants. chevron plans to make the first up close inspection of the refinery monday. the fire was in the number four crude processing unit. production analysts predict it will be offline for months. the rest of the refinery is currently operating. several thousand richmond residents filed legal claims against chevron seeking compensation. hundreds of people lined up outside chevron's new claims center yesterday. many residents submitted claims by calling a hotline for those affect by the fire. chevron says 3800 people submitted claims. the claim center is located a at the community center at 5989nevon avenue. it is open today and opens in less than an hour at 8:00 a.m. and staying open until noon. those are on saturday hours. a cloud of soot leaves residents covered in ash. coming up at 7:15 what may have caused that ash cloud and why this isn't the first time something like that has happened. outside inmates transferred from state prisons is starting to slow down, cog to the california department of corrections there were more than 134,000 prisoners at the end of july. california began requiring counties to keep custody of low level offenders. the goal was to reduce the population by more than 1000 inmates each month. the man who shot former congresswoman gabrielle giffords is receiving treatment for mental illness. he is back in a missouri prison. on tuesday, laughner pleaded guilty to shooting giffords and 18 people in january. he will spend the rest of his life in prison as as part of the plea agreement. a u.s. soldier given two life sentences for a plot of blowing up troops. he chose to represent himself. in may he was found guilty of plotting to bomb a restaurant investigating a fatal accident involving a chp officer and a pedestrian in oakland. it happened after 10:00 p.m. on west mc carthur near market street. a chp motorcycle officer was unable to stop after a woman stepped off the curb and started crossing the street. the woman died at the hospital. chp officer was treated for moderate injuries and has been released. >> very dangerous area wetion physically injured but traumatized was taken to the hospital. the gunman escaped on foot. australian tour cyst facing negligent homicide charges in hawaii in in connection with a jet ski accident. baggily made his appearance in a honolulu courtroom yesterday. investigators say he was riding a rented jet ski last weekend in the waters off of honolulu when he rear ended another water craft. that jet ski was driven by 16- year-old kristen, from vacaville who would have been a junior at vacaville high school in the fall. he died tuesday at a hospital in hawaii. clean up begins this morning exploded. construction stopped last week after a contractor damaged a two-inch gas line in the same spot where the deadly blast took place. a dozen homes were evacuated officials will monitor the project daily. a new natural gas plan is expected to bring clean energy for rapid transit. the plant will replace the coal generated energy used by state water projects which provide drinking water to 25 million californians. 7% of the electricity will go to the bay area rapid transit district. other energy will go to the silicon valley. the plant is expected to produce power by october 1. a thief has been stealing street signs. 8 signs disappeared in the past few weeks. steeling the signs may seem like a prank but could have serious consequences. >> it's dangerous because cars can get hit and then people won't know where they are going. >> the city plans to replace the signs each which costs $100. kansas city missouri police will use video to help investigate a major crash. a car pulled in front of a bus, slick roads caused the car to lose traction. the bus swerved to avoid hitting the vehicle. the bus slammed in to a curb and rolled over twice and a dozen passengers were hurt. the driver of the car may face charges. pilot of a small plane died after crashing in to a residential neighborhood in los angeles, it happened after 6:00 yesterday evening not far from ucla. investigators say the plane was approaching the santa monica airport when something went wrong, witnesses say they saw the plane falling from the sky. the crash sparked a fire but the flames were quickly put out. the name of the pilot has not been released. no one on the ground was hurt. two planes got in to a bit of a fender bender at washington dulles international airport. a spokesman says the wing of a airbus clip teds tail of a commuter plane on the taxi way yesterday. there weren't injuries but both planes sustained minor damage. the transportation safety board is investigating. a catastrophic mistakes. police are investigating a deadly double shooting. officers were called to birch and 89th this morning. they found two men had been shot. they performed cpr on one victim but could save him. the other victim was taken to the hospital with wounds to his leg. a woman traumatized was also taken to the hospital. a gunman escaped on foot. authorities are also investigating a fatal accident involving a chp officer and a pedestrian in oak land. it happened after 10:00 p.m. west mc ar through near market street. a chp officer was unable to stop after a woman stepped off the curb and started crossing the street. the woman died at the hospital. chp officer was treated for moderate injuries and been released. >> very dangerous areas we have pedestrians that attempt to cross in both the daylight and after dark time. visibility was reduced fl the accident is under investigation. the woman was not in a cross walk. chp investigating two other crashes on bay yeah highways overnight. first on northbound 280, ocean and geneva avenue, near the balboa bart station. a man with a dog was hit. northbound lanes were blocked backing up traffic for hours. highway patrol officers in contracosta were dealing with a fatal crab, started with a purple geotracker on the shoulder south of brentwood. the tracker made a sudden u turn in front of a toyota camry, a woman from san jose died at the scene, another victim was transported to the hospital with minor injuries. clean up efforts continue from monday's fire from the chevron fire. they are recommending residents should use the military says they were shot and killed by an afghanistan working in a military installation in the heldman province last night. the gunman was captured. others say he is affiliated with afghanistan security forces. shooting happened hours after a deadly attack on three u.s. marines. the marines were having dinner with an afghanistan police officer when that officer shot and killed them. the taliban claimed responsibility for both attacks. one of the three marines killed was from the bay area. 2-year-old captain matthew graduated from st. francis in mountain view. both parents are judges in the bay area. mother state court of appeals and father is a superior court judge in santa clara county. volunteers will prepare a war memorial. 60 to 70 crosses were damaged or ripped from the ground. pictures were taken by volunteers at the site. the crosses have been removed but there is a gaping hole. volunteers are going to begin the restoration at 10:00 this morning. danville week to rebuild the san bruno neighborhood where a gas pipeline exploded almost two years ago. construction stopped last week after a contractor damaged a two inch gas line in almost the same spot where the blast took place. a dozen homes were evacuated. the contractor shaw pipeline agreed to additional safety efforts and the city of san bruno says they will monitor the project daily and expected to finish next month. a natural gas plan is expected to bring clean energy for bay area rapid transit. the plant will replace the coal generated energy used by state water projects which provide drinking water to 25 million californians. nearly 7% of the electricity will go to the bart district. other energy will go to silicon valley. the plan expected to produce power by october 1st. a warning about contamination involving oysters. drakes bay oyster company issued a voluntary recall of the shucked and in shell raw oysters after three illnesses. they could be contaminated with a [ cheers & applause ] >> ryan is a tea party favorite who has been proposing budget plans and leading the republicans' charge to slash federal spending. ktvu's allie rasmus is live in alameda with reaction to romney's pick and more on the man trying to become the next vice president. >> reporter: paul ryan is a seven-term congressman from wisconsin. as mentioned, he is well-liked by the tea party. some political observers are speculating that mitt romney may have chosen him as his running mate in order to energize the republican base. the congressman ryan is also the chairman of the house budget committee and he got a lot of national attention last year when he proposed a budget plan with some tax cuts and also steep spending cuts to social programs on everything from medicare to pell grants. the ryan budget plan didn't end up passing. republicans applauded it as a way to cut the deficit and the plan made ryan very popular with the tea party. but democrats say it cuts to medicare in the plan were way too steep. political observers say now that ryan's budget ideas are part of the romney ticket, they will emphasize ryan's plan on the campaign trail, hoping voters will find his idea unpopular. ryan didn't say anything specifically today about balancing the budget through spending cuts. he spoke in more general terms and also used a quote from his late father to criticize his opponent. >> son, you're either part of the problem or part of the solution. well, regrettably, president obama has become part of the problem and mitt romney is the solution. [ cheers & applause ] >> reporter: now, according to one national poll, a lot of voters nationwide don't really know who congressman paul ryan is. only a little more than a third of voters are more questioning in terms of how it's going to impact the middle class. >> he's ultra conservative. wants to cut the budget to the point where i think it harms the disenfranchised. >> reporter: ryan deadly double shooting in oakland early this morning. officers were called to the area of first and 89th avenue just before 6:00. when they got there, they found one man who were shot. one victim died at the scene, the other taken to the hospital with a gunshot wound to the leg. police are now searching for the suspect. also new this morning, authorities are investigating a deadly accident involving a chp officer and a pedestrian in oakland. it all happened just after 10:00 p.m. on west mcarthur boulevard near market street. authorities say a chp officer was unable to stop his motorcycle after a woman stepped off the curb and started crossing the street. the woman died at the hospital. the chp officer was treated for moderate injuries and has since been released. >> very dangerous area. we do have pedestrians that attempt to cross there in both the daylight and after dark times. this collision occurred during the hours of darkness, so visibility was reduced. >> the accident is under investigation. but authorities say the woman was not in a crosswalk. chp is also investigating two other deadly crashes on bay area highways overnight. the first accident happened on northbound 280 between ocean and geneva avenues, near the balboa bart station. officers say a mini van hit a pedestrian with a dog around 9:40 p.m., right in the middle of the interstate. at one point, all northbound lanes were blocked, backing up traffic for hours. around the same time, highway patrol officers in contra costa county were investigating a fatal crash on vasco road. it started with a purple geo tracker on the shoulder south of brentwood. witnesses say the tracker made a sudden u-turn in front of a toyota camry. a woman from san jose died at the scene. another victim from san leandro was transported to the hospital with minor injuries. fire crews in concord are trying to figure out what caused huge flames to shoot in the air behind an apartment complex overnight. several garage-type storage units burned on argyle drive near solano way and highway 242. police evacuated some of the apartments, although crews contained the fire to the storage area, smoke did get into many of the apartments through open windows. that fire was one of three in contra costa county last night. firefighters also put out a fire at longview and clay burn roads after power lines collided with some bushes. earlier last night, a different fire burned the living room of a town house on little lane in pleasant hill according to the contra costa times. no one was injured in those fires. new this morning, we are learning about the deaths of three nato troops in afghanistan. the military says they were shot and killed by an afghan worker in the helmand province yesterday. the nationalities have not yet been released. the shooting happened just hours after a deadly attack on three u.s. marines. officials say the marines were having dinner with an afghan police officer when that officer shot and killed them. the taliban has claimed responsibility for both attacks. now, one of the three marines killed was from the bay area. 29-year-old captain matthew mchokian graduated from st. francis high school in mountain view. both of his parents are judges from the bay area. his mother is at the state court of appeals, his father is a superior court judge in santa clara county. well, this just in. we are learning a probe into monday's fire at the chevron refinery in richmond is focusing on possible corrosion in decades-old pipe inspected last year. meanwhile, cleanup efforts continue. health officials are recommending residents use detergent and water to clean anything that could have collected debris from playground equipment to fruits and vegetables. one urban farm in richmond decided not to take any chances and gave all their produce to their animals instead of selling it. >> we would error error -- rather error on the safe side than somebody having health problems. >> officials with the eco village farm learning center say they have not decided yet whether to ask chevron to reimburse them for the cost of new top soil and top plants. chevron says it plans to make its first up-close inspection of the damaged refinery on monday. production analysts predict it will be offline for months. the rest of the refinery is operating. several thousand richmond residents have filed legal claims against chevron seeking compensation for the refinery fire. hundreds of people lined up outside chevron's new claim center in richmond yesterday. many residents also submitted claims by calling a special hotline for those affected by the fire. chevron says by yesterday afternoon about 3800 people had submitted claims. chevron's claim center is located at the nevon community center, open from 9:00 a.m. to 7:00 p.m. monday through friday and it is open now. it will be open from 8:00 until noon on saturdays. well, just days after the refinery fire, gas prices continue to go up. in fact, they went up while you were sleeping, overnight. the average price in san francisco is now $4.18 a gallon. the east bay and san jose are $4.07 a gallon. gas prices have gone up by 29-cents nationwide in the past month. someone in marijn county is waking up a big winner this morning. no one matched all six numbers in last night's mega millions drawing, but someone in marijn got all numbers except the mega number. that makes tir total winnings at more than half a million dollars. the winning ticket was sold at colonial liquors in kentfield. cash that president wants congress, though, to pass a farm bill which would provide more disaster relief for midwest farmers. the u.s. department of agriculture says drought conditions could cause corn prices to hit record highs, up to $8.90 a bushel. that could also cause a sharp increase in the price of meat, since corn is used to feed cattle. the man who shot former congresswoman gabrielle giffords is receiving additional treatment for mental illness. jared loughner will get the treatment back at a missouri prison and we'll stay there until his november sentencing. on tuesday, loughner pleaded guilty to shooting giffords and 18 other people last january. he will spend the rest of his life in prison as a result of the agreement. a u.s -- fired his lawyers on thursday, then chose to represent himself during yesterday's sentencing. back in may, he was found guilty of plotting to bomb a restaurant frequented by soldiers from fort hood in killeen, texas. four major retailers are suing a mall north of sacramento. macy's, sears, express, and abercrombie & fitch are blaming westfield galleria in roseville for millions of dollars of damages suffered in a devastating 2010 arson fire. the lawsuit claims if the sprinkler system would have stayed on, those stores would have suffered little or no damage. the mall is telling the companies to take it up with their insurance agents. the fire caused about $55 million in damage. part of that mall was shut down for months. a new natural gas plant in lodi is expected to bring clean energy for bay area rapid transit. the plant will replace some of the coal-generated energy used by state water projects, which will provide drinking water to 25 million californians. nearly 75% of the electricity will go to the bay area rapid transit energy. other energy will go to the silicon valley. the plant is expected to start producing power by october 1st. what may have caused a mysterious soot cloud that left residents in oakland covered in ash. the soot appear to have come from a freighter docked at the port. at least one person told us the ash irritated her eyes. >> it's actually like black snow falling from the sky, falling onto oysters from inverness drakes boy oyster company issued a voluntary recall of shucked and in-shell raw oysters after three illnesses were reported. the oysters could be contaminated with a bacteria 10:00 p.m. last night on west mcarthur boulevard near market street. authorities say the officer was unable to stop after the woman stepped off the curb and started to cross the street. the woman died at the hospital. new this morning, we're learning federal investigators are looking into the cause of monday's fire at the chevron refinery in richmond and are now focusing on possible corrosion in a decades-old pipe. investigators with the u.s. chemical safety board say they are trying to determine why chevron did not replace the pipe when it had a major inspection in november. chevron did replace another pipe connected to the one that failed in richmond after the inspection. a high profile marijn county teenage in mate had quite the wakeup call on his 18th birthday. early yesterday morning, deputies swarmed the county juvenile hall in lucas valley after a report of a possible escape in progress. when they arrived, they found holes in fences, a smashed window right above the room where max wade was being held. >> unknown suspects had breached two security perimeter fences at the juvenile facility using bolt cutters. they then had attempted to break down the wall, the south wall of the housing unit, using a sledgehammer. >> the people who are behind the break-in ran from the scene and were not found. wade turned 18 years old yesterday and was scheduled to be transferred night while walking home from the beach boardwalk. officers confirmed that a van found on fire thursday morning, 12 miles away, is connected to the case. they say the van was stolen and stripped of its license plates. investigators are now checking with nearby businesses in hopes that security cameras may have recorded video that shows vehicles and the people involved in that shooting. residents of atchison village will hold a fund-raiser today to assist the family of a richmond teenager who was shot and killed last weekend. 16-year-old died last sunday in a shooting on mcdonald avenue in richmond. a fund-raiser will be held at collins and curry streets in atchison village from noon to 4:00 p.m. today. that fund-raiser includes a car wash, music, as well as food. donations can also be made at the atchison village credit union. the bay area sikh community is remembering the victims of a deadly temple shooting. the sikh temple organized a candlelight vigil last night at berkeley city hall in honor of the six people who were shot and killed in a sikh temple in wisconsin last sunday. community members were invited to the vigil to learn more about the sikh faith. >> why would someone do this. >> and thousands of people also gathered in oak creek, wisconsin to remember the victims of that sikh temple shooting. mourners came from as far away as india. wisconsin's governor and attorney general, holder, both spoke at the service. authorities say the shooter was a white supremicist who opened fire on nine people, including a police officer, before taking his own life. president obama says the attack on the sikh temple in wisconsin is an attack on the freedom of religion and no american should be afraid to worship in public. >> we declare with one voice that such violence has no place in the united states of america. the attack on americans of any faith is an attack on the freedom of all americans. >> the president made the comments at a white house dinner he hosted last night to celebrate the islamic holy month of ramadan. an australian tourist is facing negligent homicide charges in hawaii, in connection with a jet-ski accident that killed a bay area teenager. 20-year-old tyson dagley made his first appearance in a honolulu courtroom yesterday. investigators say dagley was riding a rented jet-ski last weekend in the waters off of honolulu when he rear ended another water craft. that jet-ski was driven by 16-year-old kristen fonseca from vacaville, who would have been a junior in high school this fall. she died tuesday at a hospital in hawaii. a free health clinic in san pablo park for the uninsured today. attend dees today will be able to get their teeth checked, as well as multiple screenings. vision advocates will also be on hand to help enroll online. the healthcare runs from 11:00 a.m. to 3:00 p.m. oakland treatment center for women battling drug and alcohol addiction faces eviction this week. officials at serenity house say they have until wednesday to pay $12,000 in back rent or be evicted. serenity house's program director says the landlord refused to lower the rent or give them more time to come up with the money. serenity house serves as many as 100 women a day, many of whom have been victims of physical or sexual abuse. there's a call for volunteers to help repair a war memorial in lafayette today. some 60 to 70 wooden crosses were either damaged or ripped from the ground late last week. each cross represents a service member killed in iraq or afghanistan. now, these pictures were taken by volunteers at that site. the crosses have been removed, but there's still a gaping hole at the memorial. so in just about 30 minutes, volunteers will begin the restoration project. the site is just north of the lafayette bart station. the fcc figured out the source of emergency radio failures in oakland. investigators say radio frequency interference is causing problems with the public safety radio system. oakland may get rid of the $18 million system, which is only a year old, and join a regional system instead. the city's review of the regional system should wrap up in about two months. the number of california inmates being transferred to county jails from state prisons is starting to slow down. according to the california department of corrections, there are more than 134,000 inmates in the state prison system at the end of july. that's about 26,000 fewer state inmates since october of last year. that's when california began requiring counties to keep custody of low level offenders. the goal was to reduce the state prison population by more than 1000 inmates each month. well, voters will see a lot of tax measures on the november ballot. proposition 30 would raise income taxes for couples making $500,000 or more and ask for a quarter cent sales tax hike. prop 38 would boost school funding with higher taxes. prop 39 would make out-of-state company -- more than 30 bay area cities and school districts and a few counties also want to raise taxes. two northern california business partners are going to federal prison for mortgage fraud. they were part of a multimillion dollar mortgage fraud scheme that inflated prices for dozens of new homes and triggered an international manhunt. the men are accused of inflating the sales price of 46 homes in chico between 2006 and 2008. southern california authorities raided a neighborhood at the center of last month's protests. there were four straight days of violent demonstrations after police shot and killed two people. now, yesterday's gang crackdown included a poor, mainly latino neighborhood, known as anna drive, where officers gunned down a reputed gang member on july 21st. about three dozen people were arrested in yesterday's raid and police say they would have picked up that gang member if he had not been killed earlier. the pilot of a small plane died after crashing into a residential neighborhood in los angeles. it happened just after 6:00 yesterday evening, not far from ucla. investigators say the plane was approaching the santa monica airport when something went wrong. witnesses say they saw the plane slowly falling from the sky. >> we just saw a thing coming down, didn't know what it was at first. then next thing we saw a big ball of smoke, you know? >> the crash sparked a fire, but the flames were quickly put out. the name of the pilot has not been released and no one was hurt on the ground. well, two planes got into a bit of a fender bender at washington dulles international. an airport spokesman says the wing of a lufthansa airbus clipped a tail of a united express on the taxi way yesterday. there weren't any injuries, but both planes sustained minor damage. the national transportation safety board is now investigating. a bay area company plans to test a 22-foot long submersiblible in lake tahoe this october. hawks ocean technology says the submersiblible will be capable of performing maneuvers that no other underwater craft is capable of. one of the company's first goals is to perform an underwater loop of the lake. the company also hopes that submersiblible will one day be used to explore the world's oceans. want to bring you up to speed on breaking news from overseas. iranian state tv is reporting that at least 20 people have been killed in a 6.2 magnitude earthquake in northwestern iran. the report says dozens of others were injured and hundreds of homes damaged in the earthquake, which hit near the town of ahar. . good morning to you. a live going to feel the hottest temperatures. when we get the summer heat mixed with the ground level pollutants, it creates that poor air quality. good to moderate around most of the bay area, but we're all under that umbrella of spare the air. so one more day to go. we will see changes as early as tomorrow. today, not so much. the satellite radar here, ridge of high pressure still in control of our weather pattern. we have that monsoonal moisture you see here to the east. it is creeping a little closer to lake tahoe. isolated thunderstorms in the forecast more so for tomorrow. take a look at the little patchy fog over the bay area this morning. we are beginning to see it burn off with a rapid warmup under way. as we told you just a couple minutes ago, breaking news overseas. we are getting reports of a deadly earthquake in iran. early reports say it was a magnitude 6.2 earthquake, centered in the northwestern part of the country. iranian tv says at least 20 people have been killed. let's recap our top stories this morning. police are looking for the suspects of a deadly double shooting in oakland early this morning. officers were called to the area of birch and 89th avenue just before 6:00. when they got there, they found two men who had been shot. one victim died at the scene, the other taken to the hospital with a gunshot to the leg. a woman trying to cross the street in oakland was hit and killed by a chp motorcycle officer. it happened just after 10:00 p.m. last night on west mcarthur boulevard near market street. authorities say the officer was unable to stop after a woman stepped off the curb and started crossing the street. the woman died at the hospital. and mitt romney has chosen wisconsin representative paul ryan as his running mate. ktvu channel 2 reporter allie rasmus is live in alameda with what political observers are saying about why romney may have picked ryan. >> reporter: congressman paul ryan is a seven-term congressman from wisconsin, well liked by the tea party. ryan is also the chairman of the house budget committee and he got a lot of national attention last year when he proposed a budget plan that included some tax cuts, but also steep spending cuts to social programs. the ryan budget didn't end up passing, but republicans applauded it as a way to cut the deficit and the plan made ryan very popular with the tea party. democrats say the cuts in his plan were too steep, especially to medicare. political observers say now that ryan and his budget ideas are part of the romney ticket, the obama campaign will probably try to emphasize ryan's budget in campaign ads and on the campaign trail, hoping voters will find his ideas unpopular. at his acceptance speech earlier today, ryan didn't say anything specific about balancing the budget through spending cuts, but he spoke in more general terms and also used a quote from his late father to criticize his opponent. >> son, you're either part of the problem or part of the solution. well, regrettably, president obama has become part of the problem and mitt romney is the solution. >> reporter: now, according to one national poll, only about 38% of voters nationwide know who congressman paul ryan is. we went to park street in alameda to get reaction from voters about this new vice presidential candidate. >> i don't know if i have much of an opinion on him. never heard of him. >> first impression, he seems like, you know, an intelligent candidate. i'm just more questioning in terms of how it's going to impact the middle class. >> romney's sort of flip-floppy. ryan might be a big influence and we just can't stand that kind of polarization, i don't think. >> reporter: california's state gop chair tom dell vicaro sent out a statement, saying, quote, for two years, our nation's dealt with undelivered promises and irresponsible spending. paul ryan's expertise on fiscal issues and our nation's out of control debt are what we need to move our nation forward. while democrats think ryan's budget plan in the past could be a liability in this campaign, republicans, lot of republicans certainly think this will strengthen romney's chances. live [ cheers & applause ] >> president obama also flubbed a line back in 2008 when he introduced joe biden as the next president. the obama campaign spent little time reacting to the ryan announcement. in fact, the president's reelection team has already posted a video on youtube, denouncing ryan as a severely conservative figure who wants to return to failed economic policies. this morning, danville police, asking for the public's help in finding the thief who has been stealing street signs. at least eight signs have disappeared in the past few weeks. officials say stealing those signs may seem like a harmless prank, but it could have serious consequences. >> it's pretty dangerous, because cars can get hit and then people don't know where they are going. >> the city is planning to replace the signs. each one costs about $100. work will continue next week to rebuild the san bruno neighborhood where a gas line exploded almost two years ago. construction stopped last week after a contractor damaged a 2-inch gas line in almost exactly the same spot where the deadly blast took place. about a dozen homes were evacuated. the contractor, shaw pipeline, has agreed to additional safety efforts. the city of san bruno officials say they will be monitoring the project daily. it is expected to finish next month. one of the biggest events of the summer in san jose starts again at 10:00 a.m. n]♪ >> the san jose jazz summer fest in downtown san jose is centered on the plaza across from the fairmont hotel. 100,000 people are expected to enjoy music from more than a hundred acts on 12 stages. >> swing, blues, straight ahead, funk, r & b, soul. >> it takes me back, way back, you know!
