the help of people with boats and kayaks for this volunteer search that they've organized. it's going to start at about 8:00 this morning right here next to peers 30, 32. this is the same place where the nearly 18-hour search was conducted monday night into tuesday afternoon. 27-year-old victor marieio is a security officer. he and his friend went to a baseball game. he is believed to have fall into an the bay, and his friends and family members are very concerned that he may have drowned. the coast guard did take part in that search on monday night. they call it off late tuesday afternoon. but his friends and family are continuing their efforts to find him, and they are asking for the help of anyone who has some free time this morning, free time in especially a boat or a kayak. they are starting this volunteer search at 8:00 this morning. he is originally from southern california, so one of the organizers i spoke to this morning said his family members have flown up from southern california to be here for this search. again, that starts around 8:00 here at peers 30, 32 here in san francisco. a backyard game of dice erupted into gunfire in oakland. a group of people were gambling on the 1700 block of 12th street yesterday afternoon. the gunman suddenly pistol whipped a player and then shot him in the leg, and then grabbed some cash on the ground and ran away. no arrests have been made. police blame a bomb square for interrupts an ethics committee hearing. >> the neating is adjourned. -- the meeting is adjourned. >> is security escorted mayor ed leaf out of homes were also destroyed by a fast-moving wildfire in idaho. about a thousand people have been forced to leave their homes. the fire is burning in the eastern part of that state, and so far it is only 30% contained. officials haven't released details about what may have sparked it, but said people are to blame. well, bone dry condition conditions are sparking concerns about wildfires in texas. there is no relief to the drought in sight. firefighters are monitoring conditions and urging residents to take precautions including creating a defensible space around their homes, and reporting fire hazards. casino billionaire adelsten is donating $10 million to a fund to elect more republicans, including mitt romney. aidle son and his family donated $20 million to a committee for newt gingrich. congress passed a $105 billion transportation measure. some of the projects would have run out of money without a deal between both parties. barbara boxer says it will create or save nearly 3 million parade that starts at costano elementary school. there will also be a community festival from noon until 4:00 p.m. in bell street park, and a fireworks show will light up the sky once it gets dark tonight. also opening day at the marin county fire. this year the fair will celebrate the agriculture of marin with a new exhibit called grown in marin. fairgoers are can also enjoy the classic francisco pier is resuming the search for him. police believe 27-year-old victor marie go of vacaville fell awful pier 32 monday night and drowned. marieio and is a friend had just left the giants-dodgers game when they went to the end of the pier. his friend told police he looked away for just a second, and marieio was gone. a search turned up nothing. today's search is being organized getting ready to leave her morgue were hill home for school. 21-year-old antolin gar see do torres has been arrested for the kidnapping and murder of lamar. san francisco firefighters stumbled on to a pot farm while battling a grass fire in the silver terrace neighborhood. flames hit several homes, and it was in one of those hopes where authorities discovered several dozen marijuana plants, along with a complex wiring and air filtration system. police are now looking for the tenants. fire investigators are checking to see if someone at the encampment may have started that blaze. and investigators think an apartment fire in san francisco may have original nateed this air shaft. about 65 people. a few of those units were damaged. a broken gas line prevented all of those residents from returning for hours. one woman did suffer smoke inhalation. and a fund-raiser for victims of a fire back on may 6th that damaged an apartment building in the city's mission strict. 37 people lost protest earlier this year. they claim 400 gallon straighters are were unlawfully arrested when they tried to take over a ymca building on january 28th. they claim police core don't them outside the fitness center and wouldn't let them leave. this was during the same protest in which they tried to take over the henry j. kiser convention center and vanda lied city hall. federal authorities cited two marin county men on charges of flying a remote controlled helicopter around alcatraz. the park service said that the drone chopper flew close to the island, frightening birds and flying right by tourists. one of the men told the newspapers no one was armed. they were apparently taking aerial pictures of alcatraz. federal emergency officials are drafting new floods down and ross valley. the maps show which areas are at highest risk for flooding. people who live in the high flood zones could face stricter building reinstructions and higher flood insurance rates. the map shown this week investigators said a fire that destroyed two homes was accidentally caused by a resident. authorities say the person was working on the engine of his car on limestone drive thursday afternoon when the san jose firefighters are warning residents about an arsonists who they say is bee heinz at least four fires intentionally set in spa enabled around blossom hill road. that fronted firefighters and in the search for a missing dodgers fan believed to have fallen off a san francisco pier. alley is live aptty waterfront, where in the past few minutes, be there has been a possible discovery? >> reporter: well, we haven't confirmed that just yet. we can tell you what we know so far that is about 10 minutes ago, taxi driver and a couple of people down at the end of this block where you see the fire trucks came up to us is said they had seen something in the water and were planning on calling the police and fire department. a few minutes later, we saw these fire trucks pull up. this is probably a half a block away from piers 30, 32. that's where people were searching, the coast guard and police were searching for victor mario, who is believed to have fall into an the bay. they have been searching for him since tuesday, and no one has seen him since then. so the fear is he may have fallen into the water and drowned. again, at this point, we don't know what fire crews are doing down there, but like i mentioned, 10 minutes ago, be a taxi driver and a few people came up to us reporting that they had seen something that looked like a shirt floating in the water. they called firefighters and police, and then within minutes, they responded. so that's the activity that's going on over there. 27-year-old victor mario and a friend had parked on monday night at piers 30-32. they had parked on monday night at the pier, when they went to the giants dodgers game at at&t park. when they came back their car, the friend said mario stepped out of the car for a minute, and he was never seen again. the friend believed he may have fallen offer the pier into the water. on monday night, the coast guard began searching the water, all the way out to treasure island. the san francisco fire department and police also joined in the search, but with no sign of mario, they called off active sevens late thursday evening, but now mario's friends and families are beginning a volunteer search effort this morning. we haven't seen any of the volunteers show up so far, but i did talk to organizers by phone this in the morning, and said that they are expecting 30 to 40 people to shore up and help with this volunteer search. bust again what you're looking at now are about 2 to 3 -- 23 san francisco fire department trucks. they just aim rived here a few minutes ago, because fatal stabbing late last night. officers mound a man lying in a parking lot behind is a winchester auto store. police say the manner had. stashed at least once. he was i'll say that the man had been there's is a new effort to find a dodger fan believed to have fall into an the san francisco bay. welcome back to mornings on 2. >> within the last 30 minutes, a fire boat was launched after a report of something suspicious in the water. allie rasmus is live now in san francisco with them very latest on this development. allie? >> reporter: well, first of all, that something suspicious ended up being a false alarm, but it was just before 8:00 when a taxi driver who was parked in this area, piers 30, 32, came up to us to say he had seen something suspicious, something that looked like a t- shirt floating in the area. he said he was planning on calls police, and within minutes, police and firefighters arrived. they came to check things out, but it was confirmed to me was a false alarm. it turned out to be a bowie in the water with some stuff attached to it. they did do a scan of the area as a precase. the case of missing 27-year-old victor mario is still considered an investigation. he is a corrections officer in vacaville. he and a friend went to the giants-dodgers game on monday night at at&t. they parked at the end of the parking lot at piers 30, 32, when according to a friend, mario stepped out of the car for just a minute, but never came back. his family and friends fear he may have fall into an the water off the peer that doesn't have a fence or anything around it. they also fear he may have drowned. a search was launched monday night, they continued that search into tuesday afternoon, but found to sign of him. now five days later, volunteers are not giving up the search. i spoke to an organizer on the phone, and they are out here. they are parked at the far end of this lot. you can see some of the cars and people standing there. we can't drive out there because the clearance here at pier 30, 32 is too low for our truck to drive through, but later this morning, we'll talk to okay anizers are about what they are planning on doing today. they have asked when three fire stations in contra costa close this weekend. the reason for the closure is a failed parcel tax. that means the east contra costa county fire protection district has to cut $3 million for you, coming up. well, a new search is getting under way for the dodgers fan believed to have fallen into the san francisco bay after monday's night game. allie rasmus is live in san francisco with more on today's effort by victor moreno's family and friends. >> reporter: that volunteer search effort is under way. we are at piers 30 and 32 in san francisco. off at the distance at the end of the pier, you can see cars parked there. twenty to 30 volunteers gathered and in about an hour they will set out in boats to scan the water along the embarcadero, searching for signs of their friend, family and coworker, victor moreno, who has been missing since monday night. we can't get to where they are live, because of the clearance, too low for our truck. we did meet with victor's uncle who did tell us about the inch efforts today. >> we're looking for closure. we want to know. we're going to stay here and find closure from evidence or until something happens today. >> reporter: now, the family did have a bit of a scare this morning, just before 8:00. someone called police to report seeing something suspicious in the water near piers 3032. police and fire immediately responded and the battalion chief told me it was a false alarm, bouie in the water that had trash or clothing or something attached to it. but it was not what the family was fearing. it was not a body. and they haven't found any sign of this missing man just yet. but san francisco police and fire boats launched out on the water to do a scan of the water as precaution. the case is still considered an open investigation. he is a corrections officer in vacaville. some of his coworkers from the corrections facility are vacaville are joining in the volunteer search. on monday night, he and a friend went to the giants-dodgers game at at&t park, parking at the end of the lot at piers 3032. he stepped out of his friend's car for a moment and according to the friend no, one ever saw him again. friends and family fear he may have fallen into the water. they are afraid he may have drowned. coastguard, fire and police departments launched a search for him late monday into tuesday. they did not find him. friends and family and coworkers of the missing man are out here today, starting a volunteer search a couple hours from now. next hour, hour and a half, they will take out boats and going on the boats looking through the waters here at the embarcadero all the way out to treasure island to try to find any signs of their missing friend. allie rasmus, ktvu channel 2news. santa clara county sheriff deputies are investigating a shooting and stabbing at a house party overnight. the party was being held on highland lane near the foothills. police say someone called 911 around 2:15 this morning to report hearing gunshots. all three victims were taken to the hospital and are expected to recover. no one at the party was able to provide any information about the gunman. san jose police are investigating the city's 20th homicide. late last night, officers found a man lying in a parking lot behind winchester auto parts store off south winchester boulevard. police say the man had at least one stab wound. he was pronounced dead at the scene. so far, police have not released any suspect information. the identity of the victim is not being released until his family is notified. a backyard game of dice erupted in gunfire in oakland. police say a group of people was gambling on the 1700 block of 12th street yesterday afternoon. the gunman suddenly pistol whipped the player, then shot him in the leg. he then grabbed some cash on the ground and ran away. no arrests have been made in that case. san francisco police blame a bomb scare for disrupting the ethics commission hearing. >> the meeting is adjourned. we will notify the parties and press when we can resume. >> there you see security escorting mayor ed lee out of the room, in the middle of his testimony. police said the city hall bomb threat was unrelated to the hearing. when he was on the witness stand, lee testified he would feel uncomfortable if mirkarimi returned to the job after pleading guilty to a misdemeanor charge of false imprisonment of his wife, eliana lopez. >> primarily his plea to that charge and the acceptance of the sentencing that goes with it. >> she felt betrayed by the neighbors, because they went forward to call authorities. i could see my wife was scared, concerned, and angry. >> this happened yesterday-- >> that was mirkarimi talking about his wife's reaction after this video of her describing the new year's eve incident went public. ethics commissioners hope lopez will testify in next month's hearing, but she wants the mayor's office to pay for her flight back from venezuela. the california air national guard will send two airplanes to colorado this morning to help fight the devastating wildfires there. two c-130 j cargo planes from the 146th air lift wing will leave the channel islands nair national guard this morning. the aircraft can drop up to about 3000 gallons of water or fire retardant in a single aerial pass. about 30 crewmembers will accompany those planes. colorado's waldo canyon fire is now 30% contained this morning, but firefighters worry today's conditions will be much hotter and drier and windier than yesterday. temperatures will reach to nearly 100 degrees today. the wildfire has so far killed two people and burned 347 homes. the cost of fighting the fire now stands at $7 million. president obama toured the region yesterday. he talked about aide to fire victims in this morning's weekly address. >> and you see that spirit and you see that strength here in colorado springs, where people are working together, promising each other to rebuild. >> president obama has designated the state a federal disaster area, allowing victims to receive financial assistance. we will have a live report from colorado springs, coming up at 9:15. right now, millions of people on the east coast are without power, thanks to a wave of violent thunderstorms. want to show you video of the weather yesterday in indiana that knocked down trees and power lines. utility companies say it could take several dayspower to custo. the storms are also being blamed for at least two deaths in virginia. the outage comes during record-setting temperatures on the east coast. heat is expected to continue throughout the weekend. in ohio, the series of storms knocked down at least 16 power poles, trapping people in their cars. the highway patrol says the 70 mile-per-hour winds also tipped over three tractor-trailers on the freeway. at least one person had to be taken to the hospital. there's no word at this point on any other injuries. new this morning, egypt's officially has a new leader. showing you new video of mohammed morsi addressing the nation after egypt's high court swore him in as president. egyptians waited at the main cairo square in anticipation of the ceremony. normally the president goes before parliament, but the legislature was dissolved by the court. morsi is promising more freedom and democracy. closing arguments are scheduled for monday in the priest beating trial in san jose. >> we're very glad that he got to tell his story. that was the thing he wanted to do most of all. >> the defense called will lynch as the only witness. lynch acknowledged feeling a sense of serenity after hitting lindner but denied he wanted the exclergyman dead. others say lindner should be the one on trial. >> people need to know how to protect their children and it's no longer, you know, just don't talk to strangers. this was a man who tucked me into bed at night, this priest. you know, this was a man that was trusted by my family. >> lynch faces two felony charges of assault and elder abuse. they carry a maximum four-year prison sentence. lynch refused a plea deal in order to try to publicize lindner's alleged abuse. oakland police will be using shot spotter technology to respond to illegal fireworks and celebratory gunfire during the fourth of july holiday. police say the crackdown is meant to prevent fires, as well as injuries from stray bullets. yesterday, officers seized illegal fireworks they bought during an operation on east 12th street near the embarcadero. >> extremely dangerous. some of the stuff we're seeing is commercial grade type fireworks, mortars, launchers with the dry season that we've had, you can imagine a rocket goes flying into an older structure, dry brush area and has the 59 degrees. three men died after the rental truck they were in went off interstate 80 in davis and slammed right into a tree. it happened just before 10:30 yesterday morning. police say the truck collided with an suv and then the truck driver overcorrected and lost control. the identities of the men have not been released, but officials say they are in their twenties and thirties and from the sacramento area. a public funeral service is being held today for rodney king. the reverend al sharpton will deliver the eulogy at the service in los angeles. sharpton says king was a symbol of civil rights who represented antipolice brutality of our time. today's funeral comes nearly two weeks after king was found dead at the bottom of his swimming pool. police are calling his death an accidental drowning, but are still awaiting the results of an autopsy. a 55-year-old palo alto woman is in jail, after causing thousands of dollars in damage at stanford hospital. police were called in early yesterday morning when the woman allegedly began screaming and throwing things. they say she also removed all of her clothes during the outburst. police say it was triggered by a disagreement over the woman's medical treatment. in total, $10,000 worth of hospital property was damaged. oakland's summitt medical center is paying an $84,000 fine for not protecting workers from meningitis. in december of 2009, a person checked into the hospital who was infected with the disease. yesterday, we talked to a man who worked at summitt and treated that sick patient. he says he didn't know the patient's condition until he started feeling those same symptoms. >> pain all over, real bad headache. my legs, i couldn't move them, and the disease spread to my knee. >> a police officer who initially worked on that original patient also got sick. both men are now permanently disabled. hospitals are required to immediately report cases of meningitis to the county and summitt medical center will have to pay a fine to cal osha. pg&e is drilling in parts of the marina district, stirring up concerns of toxic contamination. pg and e is doing the work as part of a voluntary program to manage any impact from older buildings in that area. but according to engineering reports obtained by ktvu, low levels of chlorinated hydrocarbons have been detected in air close to the ground. some of these have been known to cause heart defects, cancer and parkinsons disease. officials say the chlorinated hydrocarbons could be from three gas manufacturing plants that once operated in that area in the late 19th century. >> what we are working to do is really ensure that we are responsibly managing these sites, doing thorough investigations to identify if there are any impacts, environmental impacts that need to be cleaned. >> pg&e is currently drilling on beach street, near webster. five families have already been moved and notices have been mailed to other families in the area. so far, there is no evidence of any health problems. the santa clara board of education is denying a petition to close bull he is charter school, instead renewed its contract for another five years. parents in the los altos school district had petitioned to have the school close, saying it doesn't take it's fair share of special needs students, is expensive and abuses state legislation. . in the race for the white house, one of the world's richest men is helping load up the republican campaign war chest. casino billionaire sheldon aid ellison is donating $10 million to a fund to elect more republicans, including presumptive gop presidential nominee mitt romney. in the primaries, he and his family donated $21 million to political action committee for newt gingrich. eddelson's company owns the venetian and the pa las sew. republicans and democrats have agreed to a transportation bill with far-reaching ramifications. congress passed the $105 billion measure. some of the projects would have run out of money without a deal between both parties. california senator barbara boxer is one of the sponsors of the legislation. she says it will create or save nearly 3 million jobs. well, the transportation bill also includes a provision to keep the interest rates of some college loans from doubling. the rates of subsidized stafford loans would have mushroomed to 6.8%, adding an extra $1000 on average. that affects 7.5 million students. a record number of travelers could head out of town for the fourth of july holiday. aaa estimates 4.8 million californians will travel for the holiday this year. that's up 05% from last year. >> this is our first time going away as a family like this together, and this year we're going all out. >> aaa says falling gas prices are contributing to the increase in travelers. many people will also try to turn the holiday into a very long weekend. in addition to fires in colorado, dozens of homes have also been destroyed by a fast-moving wild fire in idaho. 66 buildings burned down and about a thousand people have been forced to leave their homes. the fire is burning in the eastern part of the state and so far is only 30% contained. officials haven't released details about what may have sparked it, but it is believed to have been caused by humans. bone-dry conditions are prompting concerns about the risk of wildfires in texas. the state has been experiencing extreme heat and drought and there is no relief in sight. firefighters are closely monitoring conditions and urging residents to take extra precautions. those include creating a defensible space around homes and reporting fire hazards. well, they were lost at sea for five days. how two men survived after tropical storm debby sank their barge. outside our doors this the ride. ride it at universal studios hollywood. . a deadly wildfire in colorado continues to burn this morning. nearly 350 homes have been destroyed. we have an update from colorado springs. >> reporter: the containment on this fire now stands at 30%. we just received an update. firefighters say they feel like they are getting a significant handle on this fire that has been going on one week now. it did grow somewhat overnight. however, the command center here did tell us that is to be expected. the destruction stands at more than 17,000 acres now. 346 homes have been destroyed in the blaze, making it the most destructive fire in colorado's history. two people have died and just under 10 people are missing. president obama made the battle in colorado a topic of his weekly radio address and the visit here he paid yesterday. take a listen. >> one of the things i told these firefighters is that, you know, we can provide them all the resources they need, but only they provide the courage and the discipline to be able to actually fight these fires. >> reporter: while in colorado springs, president obama met with some of the evacuees. he also met with some of the firefighters and told them that he is making a difference in so many of these residents' lives. right now, the evacuations stand at 10,000. that's down from 32,000. so many people have been allowed life raft north of tarpon springs, florida. brian and chesler say they climbed onto the raft after their barge sank in debby's high surf. >> it blew us probably a hundred miles like a beach ball at the beach. >> the boaters say they did not have an emergency radio beacon with them. they say they will never set sail without one again. time now, 9:25. the giants game this afternoon, and rosemary east coast, as violent storms leave millions of people without power. good morning, everyone. welcome back to mornings on 2. i'm mike mibach. >> i'm claudine wong. nine people have been killed in new jersey, maryland and virginia. storms are also hitting dc. you're looking at video of lightning seen over the white house. the severe wind also downed trees and power lines. in ohio, people were trapped in their cars. forecasters say the storms could continue throughout the weekend. the third round of the at&t national pga tournament in maryland has been delayed because of the weather. a storm knocked down several trees onto the course overnight. play is expected to get under way in about 30 minutes, but that course has now been closed to spectators. this morning, family of a dodgers fan believed to have disappeared from a san francisco pier is resuming the search for him. police believe 27-year-old victor more rio of vacaville fell off the pier 3032 monday night and drowned. allie rasmus will have a live report in about 15 minutes. right now, volunteers are searching for missing teenager sierra lamar. the search is being organized by the class kids foundation. lamar was last seen by her mother on march 16th, as she was getting ready to leave her morgan hill home for school. 21-year-old ant lean garcia-torres has been arrested in connection to the disappearance of lamar. volunteers can check in at burnett elementary school in morgan hill. an update to a story we first reported on yesterday's ktvu morning news. police have seized computers and other items from the st. timothy church in fairfield, collecting evidence against 65-year-old pastor robert rork, now in jail this morning on charges of child molestation. some of the alleged victims were as young as 11 years old. >> you know, it was explained away as being normal, but it was really contact that was inappropriate and illegal, but it was done under the guise of let me teach you things about life. >> investigators say many of the reported abuses happened inside the church. rork has a wife and family. he's being held on half million dollars bail. arraignment is scheduled for monday. more than a dozen firefighters will be out of a job when three fire stations in contra costa county close this weekend. stations scheduled for closure are in bethel island, knightsen and brentwood. the reason for the closure is a failed parcel tax. the firefighter district has to cut $3 million from its budget, causing three stations to be closed and 15 firefighters to be laid off. >> it's going to be very sad. spent a lot of time in this station, spent a lot of time with the firefighters here that we'll lose and it's going to be a sad day. >> one of the stations scheduled for closure is station 54 in brentwood. it has been open for 80 years. well, san francisco firefighters stumbled right onto a pot farm, while battling a grass fire in the silver terrace neighborhood. the fire burned some brush near a homeless encampment off charter oak avenue near interstate 280. flames threatened several homes for a short time. it was in one of those homes where authorities discovered several dozen marijuana plants along with a complex wiring and air filtration system. police are now looking for the tenants. fire investigators are checking to see if someone at the encampment may have started that fire. and investigators think an apartment fire in san francisco may have originated in an air shaft. about 65 people lived in the seven-story building in the city's tender loin district. while a few of the units were damaged, a broken gas line prevented all of the residents from returning for hours. one woman suffered smoke inhalation. budget cuts could jeopardize the accreditation for san francisco city college. the chronicle reports an evaluation of the school should come out next week. the report suggests city college has too few experienced administrators and is too low on financial reserves. members of occupy oakland are filing a civil lawsuit against the city over a rowdy protest earlier this year. they claimed 400 demonstrators were unlawful arrested when they tried to take over a ymca building back on january 28th. the protesters claim police cordoned them outside the broadway street fitness center and would not let them leave. this was during the same protest in which occupiers tried to take over the henry j kaiser convention center and vandalized city hall. the body of a former administrator of a city in los angeles county was found on angel island on the same day a critical report from the state's auditor's office was released. park rangers found the body of eric fresh on thursday. rangers say fresh was found floating in the water near his bicycle. now, fresh is the former administrator in the town of vernon, which is just 5 miles from los angeles. fresh's death came on the same day the state auditor issued a report criticizing the way fresh and others managed that small scandal-plagued city. federal authorities cited two marijn county men on charges of flying a remote-controlled helicopter around alcatraz. the park service says the drone chopper flew close to the island, frightening birds and buzz tion right over the heads of tourists. authorities confiscated a video shot by the mini helicopter. one of the men told the newspaper no one was harmed and they were taking aerial pictures of alcatraz. federal emergency officials are drafting new flood zones for roth valley. the maps released thursday by fema show which areas are at the highest risk for flooding. people living in the area could face stricter building restrictions and higher flood insurance rates. the maps shown this week are working versions. once complete, there will be a 90-day appeals period. four lawsuits have been filed on behalf of the victims of a collision between an amtrak train and a truck in northern nevada. the lawsuits claim railroad crossing gates were defective and that the department of transportation did not post effective warning signs for drivers. the fatal collision happened last year, in june. amtrak conductor and four passengers were killed, and about 100 people were injured. california's ban on foi gras goes into effect tomorrow. customers packed into this french bistro last night for a farewell event. everything on the menu involved the delicacy made from duck or goose liver. producing or selling it will be against state law starting tomorrow. >> i'm seeing the culture go away. i'm seeing the pride in a technique going away. >> animal rights activists say foi gras is cruel because the animals are force-fed through a long tube down their throat, causing their organs to swell up to 10 times their normal size. supporters are vowing to get that ban repealed. well, there are several other new laws taking effect tomorrow. among them, a mandatory commercial recycling measure which will expand recycling to all multifamily homes and commercial businesses in california. there's also seth's law, which is an antibullying measure that provides schools with tools to prevent bullying. there's a new law requiring car dealers to register new vehicles with the dmv, also allowing dealers to charge as much as $80 for document processing. starting tomorrow, muni passengers in san francisco can start using the back door to enter the bus, but that's only if you have a clipper card or valid transfer. riders paying in cash will still have to board at the front of the bus. the goal here is to speed up the boarding process. muni has also hired more fare inspectors to make sure everyone is paying their way. well, there's a fund-raiser today for victims of an apartment fire in san francisco. it all happened back on may 6th when the fire severely damaged a building at valencia in the city's mission district. 37 people lost their homes and while many have found new places to stay, others are still in need of permanent housing. today's fund-raiser is at 3:00 at the casanova lounge on valencia street. well, it is opening day for the marijn county fair. we were there yesterday, as workers were putting on all the finishing touches. this year, the fair will celebrate the agriculture of marijn county, with a new grown in marijn exhibit. fair goers can also enjoy the classic carnival rides and a fireworks show every night. that fair opens today at 11:00 a.m. and runs through july 4th. . good morning to you. for many of us, it's a great looking start to the day. for some of us, we're dealing with this. [ male announcer ] send money from one bank account to another, with citibank popmoney. easier banking. every step of the way. . 9:45, recapping top stories this morning, more than 2 million people on the east coast are without power after a series of summer storms. utility companies say it could be a couple of days before full power is restored. forecasters say more storms could hit that area throughout the weekend. this morning, president obama is promising federal aide to help victims of a raging wildfire in colorado. the president toured the damage from the most destructive wildfire in colorado's history yesterday. close to 350 homes have been destroyed by the waldo canyon fire. two people have died. friends and family of a dodgers fan who is believed to have fallen into the san francisco bay have launched a volunteer search effort. ktvu's allie rasmus is live in san francisco with the new search under way now for victor morillo. >> reporter: we are next to pier 3032, next to red's java house, a landmark in the area. about a couple blocks away from at&t park. this parking lot, this area that you're looking at, that was the place where 27-year-old victor morillo was last seen on monday night. right now, you're looking at a group of about 20 people parked and gathered at the very end of this pier. they are the friends, coworkers and family members of morillo who have organized this search effort today. >> we have rented one boat that can fit four people. we've got a friend of ours bringing a boat that can fit up to seven. we're trying to get as many boats out there as possible. >> we're looking for closure. we just want to know if we're going to stand here until we find closure from evidence, or until something happens today. >> reporter: now, the family did have a scare this morning, when fire and police responded to a call about something suspicious in the water. fire and police boats were launched in the area, scanning the waters near the piers and the embarcadero. the fire battalion chief tells us it was a false alarm. it was a bouie in the water with trash. morillo has been missing since monday night. he and a friend had parked at the pier to go to a giants-dodgers game. morillo stepped out of the car for a minute and his friend never saw him again. morillo is believed to have fallen off the pier into the water. friends and family are very concerned that he may have drowned. the coastguard, fire and police departments launched a search for morillo late monday into tuesday afternoon. they canceled the search after not finding any sign of him, but friends and family members, again, have organized this volunteer search effort. back out here live, they are meeting at the end of piers 3032. you can see a large group out there, planning on taking a couple boats out a little later on this morning to continue their search out on the water, and they are putting out a call to anyone who may have a kayak or some sort of boat that person may be willing to take out onto the water, asking for whatever help they can get to try and find clues on their loved one's whereabouts. a powerful earthquake has struck western china. the magnitude 6.3 quake toppled buildings and cut off electricity to remote mountainous regions. at least 34 people have been injured. there are no reported deaths at this time. the earthquake also triggered some landslides. the family of a 7-year-old girl shot and killed in chicago are demanding justice. heaven sutton died on wednesday. police say she was caught in gang crossfire as she sold candy in front of her home. community members and heaven's family gather order thursday to ask anyone with information to come forward. >> you are cowards! you're a baby thief! i just want you to turn yourself in. you took her life. so it's time for you to do life. >> it's not about crime. it's about values. where were you raised and who raised you? stay away from the kids! >> police say they know which gangs were involved and they are anticipating arrests soon. heaven was the fourth person killed in her neighborhood just this past week. there have been 250 homicides in chicago this year. that's up nearly 40% from the same time last year. next week, a florida judge is expected to rule on whether george zimmerman should be released on bail for a second time. one month ago, zimmerman, the man who police say shot and killed trayvon martin, had his original bond revoked for allegedly lying about his finances. prosecutors say he had more than $200,000 available, which his wife and sister tried to hide. zimmerman's attorney says his client should have come forward about the money, but does not deserve to be kept in jail. a fema investigation suggests penn state officials new about allegations against jerry sandusky, but failed to report them to police. cnn obtained four reported e-mail exchanges between school president graham spaniard, vice president gary schultz and athletic director tim curley. they discussed the 2001 incident in which a grad assistant said he saw sandusky assaulting a boy in the showers. sandusky is referred to as the subject or person. school officials decided to raise the allegations to sandusky and to his charity, but not to police. an attorney for one of the victims holds penn state fully responsible. >> the fact of the matter is that we can't begin to talk to penn state until we have full and complete disclosure and this, i would believe, is the tip of the iceberg. >> schultz and curley have been charged in the case. sandusky is going to be sentenced within the next three months, after a jury found him guilty on 45 criminal counts. the coastguard has seized $48 million worth of cocaine in the caribbean. the seizure is part of an operation to crack down on drug smuggling from central america. the coastguard displayed the 3800 pounds of cocaine at a dock in miami beach. the drugs were seized in three different stings off the coast of nicaragua and colombia. formal doping charges have been filed against cycling champion lance armstrong. the u.s. antidoping agency is accusing the seven-time tour de france winner of using blood transfusions, steroids as far back as 1998. charges now go to an arbitration panel for hearing. if he is found guilty, armstrong could be stripped of his tour de france titles. san jose firefighters are warning residents about an arsonist who they say is behind at least four fires. officials say the fires were intentionally set in a neighborhood around blossom hill road. that prompted firefighters and police to go door to door yesterday, asking residents to come forward with information. one resident told us someone took one of her recycling bins, pushed it up against the house and then set it on fire. >> it's a big concern. it's like, why are they doing it?
