at the morning commute. first, we go to steve paulson. >> about a tenth of rain in redwood city. four to six inches at lake level. about a foot at higher elevations. what i want to draw your attention to is what's upstream. we have reports up there. but gilroy reporting light rain. santa clara, that system moving through and livermore and the altamont pass. that could give us a possibility of storms. here's sal. >> the harbor bay ferry has canceled all of its morning runs because of high winds. they said they don't know about the afternoon runs. it will depend on the weather. you will not be able to use the har about bay ferry. i want to show you the san mateo bridge. show you the whitecaps on the bay. it's ouncing up and down. driver also have to deal with high winds, gusty winds, a lot of them under a wind advisory issued by the chp. we have a power outage in shout san francisco. this is because of a truck that ran into a power pole here near east grand and forks in an industrial area of south san francisco. the driver suffered minor injuries but the pole didn't do so well. it was sheared in half. pg&e is on the scene. we're trying to determine how long it will take before service is restored. we've got developing news. an earthquake rocked mexico. a 6.5 quake center southeast of mexico city. they really felt it in the capital to the north and as far south to the border with guatemala. there are no reports of damage or injuries. we're also told a tsunami is not expected as a result. now closer to home now a wild overnight fire in berkeley chased about four people out of their homes. this is a story we've been telling you night. claudine wong is at dwight way. this was a tough fear to fight. >> reporter: the fire investigator is on the scene. we have a second fire investigator who showed up. we have new information. there were two front doors here. one person lived on the right side. two people lived on the left side. the fire investigator told me -- see this pile of debris in front of the front door of one of the units, he said that's where it looked like the fire burned the hottest. in the next few minutes they will start digging through that, looking for clues. the four people who live inside one woke up to flames. they found flames outside of the window. that's where they first saw the flames. they woke everyone up. everyone got out safely. police were the first on the scene. when they arrived, they realized they were dealing with more than just a fire. >> the electrical line was down in the street and the gas line as our crews were approaching, two gas meters on the building and they both exploded one after another because of the amount of flames. >> reporter: they avidded that power line until pg&e was able to cut it down and shut off power but that will cause a problem. it took pg&e about 90 minutes to get out. in the meantime they have the two gas meters sending out flames. they were actually able to get into a shutoff valve. they shut off the gas meter valves to get that fire shut down. then pg&e declared the scene safe. back out here on dwight way, you're taking a look at the roof. the fire made it through much of the unit. we're taking a look at all the damage and all that's left behind. the new information at this hour that we just got from the fire investigator is it looks like the pile you're looking at right now, that will be the focus of where the fire started. claudine wong, reporting. in about two hours phillip garrido is expected to plead guilty to kidnapping jaycee dugard and holding her captive for 178 years-- 18 years. he will spend the rest of his life in prison and dugard will not have to testify. ktvu will be in court for the hearing. we'll have a live report from the courthouse. that is coming up at 8:00. a shake-up at the top of pacific gas and electric. the chief operating officer and senior vice-president of engineering has chose ton step down after -- chosen to step down after their positions were eliminated. they will reorganize in an effort to improve operations. the changes follow the deadly san bruno pipeline disaster last september. a muni bus operator is back on the job after being caught texting while driving during her shift. kraig debro is showing us the cell phone video taken by a passenger. >> reporter: i just talked to the muni spokesperson paul rose. he tells me that, according to muni records -- one of the allegations is the bus driver kicked the man and his partner off the bus. according to records, the driver pulled over at 15th and castro and asked everyone to get off the bus because she was ill. >> our lives are in their hands. >> reporter: he was riding the bus in february when he saw this -- a driver texting while driving. not only texting but receiving text. you could hear the sound queue for the receiving message. >> this is against our rules. anytime something like this happens, we take immediate action. >> reporter: i spoke to two drivers this morning. neither had heard of the incident. higgins asked the driver to stop texting. her response? >> took out her iphone and started recording us on the bus and said i'm going to show you. i'll never pick you up again. >> reporter: higens wants the driver -- higgins wants the driver fired. she is back on the job. i spoke to a lot of passengers this morning. after hearing what happened, the reaction isn't unanimous. reporting live from san francisco, kraig debro, channel 2 news. at 9:00 this morning we could learn the verdict in the case of two athletes accused of rape. a woman claimed she was raped at an off campus party. she wants $7 1/2 million in damages. the barry bonds trial is coming to an end. the government will make closing arguments. barry a winter day in some areas. it eetion -- it's been raining in the south bay. the wind has been giving drivers pause. the wind on the bay bridge gusty. the toll plaza is backed up. the harbor ferry of alameda was canceled because of the high winds. this morning you're going to have to find another way to get to work if you rely on the harbor bay ferry out of alameda. a lot of people get in their car and it makes for a tougher drive. you're going to see slow traffic and some wet weather, although it's not heavy rain as it was a few weeks ago but wet enough to make it slippery. if you're driving on 880 southbound, you'll see traffic a little slow at highway 92 across the bay. and if you're driving in the south bay, i think the busiest traffic is 101 after blossom hill road. let's go to steve. here we g look at this. the wind has picked up, very windy, cool, temperatures in the 50s. i was talking to a friend. she said is it really going to get in the 50s and be cool, and i said yes. once you get to april we rebound. the next two days could be very, very cool and very cold in the morning, so there's some critical minimums. for agricultural interests, you may want to cover plants. this has a lot of cold air with it. most of it appears to be going parallel to the coast. some rain down to the south. sun breaks will help. we'll have pretty good clouds. some of the higher elevations, this rain has been turning to snow. this is just not a big rain producer. it's down towards santa clara valley and the east bay. 40 up in santa rosa. 42 san rafael. a west wind at 12. san jose 12. 46 oakland and san francisco. there will ab decent window for a couple of hours. then it will move out. there are some areas getting pretty good slow but it will move through pretty quick. for another couple hours they'll get some snow. that moves in later this afternoon. look at that thing starting to make its preens felt below. the days are longer. the angle of the sun is higher. hail and severe weather is on the men news. windy and cool, highs in the 50s, possible thunderstorms. snow level to 3,000 feet f -- if we do get snow it could be late tonight early friday morning. sierra will have snow. four to six at lake level, about five around the keys. there will be heavier amounts in the higher elevation. showers off and on, possibility of thundershowers. 50s. that's a moot point. they will be very cool. tomorrow morning it will be quite cold, about an hour or two. nights aren't that long. but on saturday after a cold morning we rebound. then we warm up rapidly on vat day and sunday. she's no internet hacker, but we'll tell you how an elderly woman managed to take down the internet for an entire country. also, breaking news about budget talks. we'll go live to washington, d.c. to see what the president will do to prevent a government shutdown. it's a race against time on japan's northeast coast. good morning. we have a little bit of rain towards the south bay. there's a lot of sun. it's windy and come and showers towards mendocino cloudy, maybe thunderstorms later on but a little bit of sun right now. happening right now in brazil, the gunman in rio de janeiro walked into an elementary classroom and shot as many as 15 people. police say many of the people are dead. the man also fired shots at police before taking his own life. a couple of the media outlets in the brazil area said the man was about 24 years old may be a former student. again, as many as 15 people were shot at an elementary school in rio de janeiro, brazil. it happened a short time again. we'll bring you more information as soon as we get it. moments ago the white house made an announcement about what the president will do today to try to avoid a government shut down tomorrow night. allison burns has more. >> reporter: the heat is on. the key players appeared side by side. we have learned that president obama has summoned them back to the white house. the word is they are far apart on a deal. >> we're not there yet but hope rises eternal. >> i think we made some progress. there's no agreement on the number or the policy riders. >> reporter: the policy riders include provisions like deep funding and parenthood and national public radio. president obama is keeping up the pressure to reach a deal. >> it would be inexcusable, given the relatively narrow differences when it comes to numbers that we can't get this done. >> reporter: the house votes on a republican bill today that would keep the government running one more week and fund the military for the rest of the year. democrats say it is a gimmick. barbara lee is doing something unusual to try to show solidarity with groups unfairly targeted by republican budget cuts. i'll have more on my next update in about an hour, alison burns ktvu. defense secretary robert gates said if there is a government shutdown, their paychecks may be delayed but they will be paid. gates said to him this seems the smart thing is and i'm quoting now, you pay the guys with the guns first. he also said this will probably be his last trip to iraq. >> i don't know how many trips i've made to iraq. this will probably be my last one. i just wanted to say thank you and tell you that working with you all has been the greatest privilege and honor of my life. >> gates says he plans to step down has defense secretary sometime this year. the departure of secretary gates is not the only thing coming to his team. mike mullen, the head of the joint chiefs of staff is leaving. if that happens, general david petraeus is the top commander in afghanistan and may take over as director of the cia. the city of belle is moving forward in light of a corruption scandal. the fifth former member was not arrested but he did lose his bid for reelection. a new poll of republican voters shows former massachusetts governor mitt romney appears to be the front run are. donald trump tied for second place with mike huckabee with 17%. newt gingrich got 11% and sarah palin had 10%. in the country of georgia, south of russia, an elderly woman is blamed for sabotaging internet access for a whole country. she was digging for copper when her shovel sliced through a fiber optic cable. that cut off internet access for all of neighboring armenia, parts of georgia and by john. it took six hours to get the service back on. the elderly woman faces three years in prison if she is convicted. rescuers in japan are racing against the check to get deadly bodies. the official death toll stands at 12,000 with another 14,000 still missing. crews have not been able to search much of the coast because of fierce of radiation. now they've brought in heavy machinery. u.s. search teams from new york are also helping with deputies are looking for a bank robbery in san mateo county. the man told the teller he had a gun. he was wearing a bright yellow jacket and had on a baseball cap. there's a new report out on bank robberies. it shows most happen mid-morning on friday in the southern and western states. california topped the list with 805 bank robberies last year. north dakota had the least, only with two. for the whole u.s. robbers stole more than $43 million over 5500 bank robberies. most of the money was recovered. lifeguard crews acted quickly to save a family from a yacht. they sent an emergency call. cells could be used to treat blindness. japanese researchers say they created an eye with embryonic stem cells from miles. it's an optic cup and contains the light sentive cells and neurons to see. control. the san francisco chief was among those at the scene. >> we have no civilian injuries. there were also some self-evacuations. we have a firefighter who sustained an injury. he was fighting the fire on the inside, fell from an attic extension ladder, approximately four to five feet. >> he is listed in stable condition. the red cross is providing shelter. investigators have been on the scene all night long looking for the cause. >> an oakland firefighter is being treated for burns he suffered battling a vehicle fire. this happened on reading avenue. the driver of a disabled rv was working on the engine when the fire started. firefighters arrived and put out the flames. the injured firefighter suffered burns to his face. >> on capitol hill, democrats and republicans will meet again trying to beat a deadline of midnight tomorrow to approve a new spending bill and avoid a government shut down. late last night president obama summoned congressional leaders back to the white house. after the president said it would be inexcusable to allow a government shut down. here's a quick recap of some of the consequences if there's no agreement by midnight friday. military personnel would not get paid. national parks would be closed, including alcatraz island. federal tax return check would not be written. the epa would stop issuing permits. the small business administration would stop making loans and loan guarantees would be put on hold. >> the impact is very personal for some middle school students in san rafael who have been saving for a year now to take a trip to washington, d.c., kind of a rite of passage for a lot of eighth graders. jade hernandez is there to see what happens next. >> reporter: for some of these students, this trip cost $2,000. they fund raised for this trip and raised money for other students. we spoke to the principal who told us their eighth grade class planned to go to washington, d.c. they planned to leave tomorrow night but they're concerned about a possible government shutdown. take a look at this. these are students arriving this morning. the principal told us this trip also includes travels to philadelphia, and she said these students are going to be very, very disappointed if they don't get a chance to see some of the sites they had planned to. >> i think about the kids in their hotel rooms with their roommates being disappointed. i hope there will be other things they can go to and would see from the exsteer your -- exterior. >> but not the same thing. >> they would tour the white house, capitol building. that's a wonderful experience. >> reporter: i checked in with the washington, d.c. came -- chamber of commerce. i contacted the representative of the 6th district in marin county. she's in meetings the rest of the morning. she has offered the class to contact her on what to do with the local eighth graders who get to washington, d.c. and may not get a chance to get into some of the places they it happened on redwood road near the 508 on-ramp. the motorcyclist was driving recklessly, ran two lights and about to go through a third one when he collided with a truck. no one else was hurt. a 23-year-old concord man faces serious charges for trying to strangle a police officer. it happened after joshua carter was arrested for drug charges. he attacked an officer during the booking process. carter is being given a mental evaluation and faces charges of drug possession and assault on an officer. a richmond woman is facing felony charges after a police chase sent five people, including a police officer, to the hospital. police say javas tai already was driving yesterday when she hit four cars during a high-speed chase. police spotted the car linked to a robbery. it ended after the police car was hit. none of the injuries are critical. vallejo police are investigating vandalism to three light poles. police say someone cut three light poles down in the middle of tuesday night, probably someone who was trying to steal the copper wire inside. there's growing concerns about the people living at that abandoned site but the property owners are talking to new investors. in a couple of hours a coroner is expected to tell us the name of a young man who died in a house fire in richmond. the home caught fire yesterday afternoon on highland avenue and south 58th street. the young man's grandfather said he thinks the young man was asleep when the fire broke out. witnesses said strong winds did not help the firefighting effort. in fact the flames spread even faster. police were called to a mountain view elementary school after a 10-year-old boy brought an aerosol gun to school. he never threatened any students at huff elementary school. in fact, he didn't know what he did was wrong until officers explained to him why he cannot bring the toy to school. >> the golden state warriors are hot right now. they beat the l.a. lakers. scored 26 points. warriors beat the plans on doing spring skiing, it doesn't get better than this. three children dead in chicago after an early morning house fire. the -- children were two, four and nine and trapped in the back bedroom. more than a dozen people lived in the house but everyone else got out. the cause of the fire is under investigation. there has been an arrest in alabama after a deadly campus shooting. the cameras were on -- look at this -- has police arrested the suspect at southern union community college. police say a 63-year-old woman was killed. two other women were wounded and a 4-year-old was hit by flying glass. police say three hours after the shooting the suspect went back to the campus and told reporters he was the shooter. investigators believe that shooting stemmed from a domestic dispute. google is giving back by donating millions of dollars to support science. the company is donating $12 million that will be divided between seven museums around the world. the california academy of sciences will receive $2 million each. google's chief technology advocate posted that museums helped influence many of google's workers to become engineers. new research shows those cravings you get for caffeine could be something you inherited. the study noticed two genes that were more active in people who consumed the most caffeine. both are associated with a breakdown of breaking news. moments ago another huge quake hit japan. this was an after shock from the quake last week. >> reporter: it's a 7.4 that hit just a short time ago off the northern coast of japan. we're getting a lot of information in here, a lot of information on twitter, from the japanese television over there that there is a tsunami alert, not a warning, but a tsunami alert off the coast of sendai, which we know has been hit hard in the past. it's a three-foot tsunami watch. this is off of miyagi. people are told to evacuate to higher ground. we did calls to see what's going on on our coast, the california coast. the harbor master at santa cruz said he has not heard of an alert here off of the coast of california. the last time was a one-foot tsunami surge. it doesn't sound like a lot but can do a lot of damage. here's a map. here's what we know, a 7.4 aftershock hitting off the miyagi perfect churr. this is through -- various reports from nhk, the japanese television. there's no reported damage to the nuclear power plant. everything seems to be fine. the trains are fine. power in tokyo fine. those are the reports we're getting. they're calling for people in the area, along the northeastern coast of japan to evacuate to higher ground as a precaution. as soon as we get more, we'll bring that to you. >> i'm sure people are shaken up and are now getting hit with this strong aftershock. a little while than an hour ago another earthquake struck mexico in the central and southern regions it. was a 6.5 quake center 370 miles southeast of mexico city. they felt it in the from now he is expected to plead guilty to kidnapping jaycee dugard and holding her captive for 18 years. >> reporter: in less than an hour phillip garrido is expected to enter that guilty plea, but the legal fate of garrido's wife nancy remains unclear. garrido will spend the rest of his life in prison. he is accused of kidnapping then jaycee dugard in 1981. dugard was one of a long list of missing children. his wife, nancy garrido admitted to her role. her defense claims she was under her husband's control and it appears likely she will stand trial. the attorney said the plea deal never materialized. her trial date could be set today. now phillip garrido's guilty plea will spare jaycee dugard and her family from testifying in at least one trial. well in brazil today a gunman opened fire unside of elementary school school and killed at least 13 people. police say the 24-year-old man walked into the classroom in rio de janeiro, had two handguns and started shooting children as well as several adults. the suspect was reportedly shot to death by the police. he was a former student at this elementary school. 120 others -- 20 others were wounded. we want to go to sal. apparently a wrong way driver caused a major crash on i-0 in berkeley. >> this was on 80 westbound at university avenue. in fact, we have a look at the freeway. police received word of a wrong way driver. then there was a crash at university avenue. the good news is they removed it from the freeway. was out there quickly for maybe 15, 20 minutes. which means no one was injured severely. now the traffic is really slow because 15, 20 minutes is an eternity. we've been getting tweets from people saying what is wrong with 100 -- 80 and richmond. it takes awhile for the crash to actually get -- make the traffic better all the way up into berkeley. if you drive 80, give yourself more time. let's go out to the toll plaza. the lanes were blocked for a while. the toll plaza became light. no major problems on the bridge itself by the way. a little windy. saratoga road there's a crash. look at the backup. 280 is slow getting up to highway 17. let's go to steve. >> sunny for many, cool, windy. that colder air continues to race down from northern california to mendocino county off the coast. mostly cloudy and a very cool breeze has developed. one band has sliced through. that went by get to the afternoon, someone tweeted why do the longer days help with the thunderstorms. you get better buoyancy. thunderstorms love warm air. combine that with cold unstable air aloft and the recipe to 2500, 3,000 feet. the key is there's not a lot of rain snow with this. there's a band going through the sierras. it will slice through the tahoe area and start to decrease. another five to 15 inches of snow. so cold air is on its way. this will continue to get cool. windy at times, showers, temperatures in the 50s for everyone, low to mid- now tomorrow will be sunny to mostly sunny. very cold in the morning. critical low unless the morning on fry disaip and saturday near freezing inland areas. the nights aren't that long. once you get to the daylight hours we warm up pretty fast. right now fire investigators remain at scene of a duplex fire in berkeley. this started about seven hours ago on dwight way. claudine wong will tell us what the investigators are focused on. >> reporter: they're out here shifting through what's left. we told you earlier they are focused on the front of this duplex. there were two units. one person was on one side and on the far side that's where the owner lives. they are digging through this. still think it started here? and are you closer to finding a cause? >> it's an are a of concern. we'll start in our area on concentration. >> reporter: how long do you think this will take you to figure this out? hard to say? >> hard to say. we have to work methodically. from there put our minding to the and look at some of the indicatetors and patterns and take it from there. >> thanks for talking with us. again, they're underway. this all started about 1:00 this morning. that's when the four people inside woke up. one of them said they saw the flames outside. got everyone up. got everyone out. they had a couple problems to deal with, not just the fire but had two gas meters that exploded. that sent flames shooting out 90 minutes until they could dig through the debris and turn off the gas valves. they also had a power line that cram down the road. they couldn't cross it. set up to two different fire hydrants. they've been out here most of the morning. the two fire investigators now focused on the front of this duplex on dwight way. looks like they'll be out here for a few hours. claudine wong reporting. a muni bus operator in san francisco is back on the job after being caught texting while driving with a bus full of passengers. this happened in february on a 24 divisadero bus and was cause the on cell phone video. the passenger who shot the video said he was kicked off the bus after congress fronting the driver. he believes the driver should be fired. >> all of our lives are in her hands. at any time we could crash-land die. >> anytime something like this happens we try to take immediate action. >> muni said the driver has been on the job for nine years. she was suspended for three days bush, she is now the company's chief operating officer has chosen to step down after their positions were eliminated. it is restructuring the organization. each unit will be overseen by the own vice-president. the changes follow the deadly san bruno pipe disaster last september. a short while ago president obama called congressional leaders back to the white house. as ktvu alison burns reports, there's a possible government shutdown looming tomorrow night. al -- ali son? >> reporter: president obama has summoned the key negotiators back for a meeting. the budget talks are stalled. we just heard from house speaker john boehner. he said no one want as government shutdown. >> talks to resolve last year's budget are progressing, but there is no agreement yet, no agreement on numbers and no agreement on the underlying policies that were passed by this chamber oar democrats and republicans are deadlocked over the size of spending cuts and deep funding planned parenthood and npr. the house votes on another temporary budget that cuts $12 billion, keeps the government running for one more week and funds the military for the rest of the year. oakland congresswoman barbara lee is fasting today. she's holding a one-day hunger strike going without food to shows solidarity with those unfairly targeted, people on food stamps a and out of work. we're also learning what would happen in a said this will probably be his last trip to iraq. >> i don't know how many trips i've made to iraq, maybe 14. this will probably be my last one. i just wanted to come and say thank you and working coming to the president's national security team. admiral mike mullen, head of the joint chiefs of staff is also leaving. a possible replacement for gates is leon panetta. if that happens, insides said lieutenant general david petraeus may take over as cia director. a close friend of president obama is in trouble with the law. honolulu police say robert tick couple is one of several under arrest for a sting. the two often played golf when the president visits hawaii. the white house has made no comment on that arrest. the city of bell in southern california is moving forward from a huge corruption scandal with the swearing in of an all new city council. four former council members were arrested on extraordinary sal rims. the city manager earned nearly $800,000 a year. four of the five council members earned over $100,000 a year for part-time work. the fifth person, not arrested, lost his bid for reelection. former massachusetts governor mitt romney appears to be the front roner -- runner for president. donald trump tied for second place with former arkansas governor mike huckabee with 17%. former house seem -- speaker newt gingrich got 11 act and sarah palin had 10%. the northeast coast of japan was just hit by a huge after shock. u.s. officials say the 7.4 shock is not expected to create a tsunami threat in hawaii or here on the west coast, but there is a tsunami warning for a wave of three to six feet for the coastal area of jazz -- japan. officials at the tsunami ravaged nuclear plant said there are no signs of new problems but there was swaying and shaking as far away as tokyo that lasted for one minute. the body of an american teacher in japan last been found after that huge earthquake and tsunami. the family of monty dixon was notified. he was teaching in japan as part of an exchange program. he is the second american teacher to die in the disaster. still ahead, we'll tell you why many bank tellers may be a little nervous tomorrow. also, a good samaritan ends up in a bad situation in sacramento. if you're driving in the south bay, some wet roads from overnight rain. we'll tell you more about that and the rest of the morning's commute. sheriff's deputies are searching for a bank robber in san mateo county. deputies say the man told the teller he had a gun. he wore a bright yellow bicycle jacket and a baseball cap. police are asking anyone with information to give them a call. a new report on bank robberies show most take place mid-morning on friday in the southern and western states. california topped the list. north dakota had the lefte with -- least with only two. robbers took more than $43 million over 5500 bank robberies, but most of all that money was recovered. in sacramento police say a good samaritan was shot trying to help a carjacking victim. the carjacking victim left his car rung, ran into this store. he ran back out after seeing someone stealing his car. the good samaritan was there. he jumped into the car and the two of them chased the car thief. police say that suspect fired shots, wounding the good samaritan, but we're told he is expected to be okay. in san rafael a home owner interrupted a burglary, the suspects, three teenage girls. two 14-year-olds and a 15-year-old got into a home on c street through an unlocked door. the horn was in the basement but came upstairs after hearing noises. he saw the girls and they ran over. the homeowner struggled with one of the girls in the driveway. the girls have been booked into juvenile hall. we want to check in with sam and keep a close eye on the commute. i assume it as windy, so probably two hands on the wheel. >> some of the wind signs are still up. we had a minor accident on the golden gate bridge. the traffic didn't get too bad. san mateo just rocked japan. we have a spokesman from the u.s. geological survey. who are you? >> my name is don blakeman. i'm part of the u.s. geological survey. >> thank you. i appreciate you being here. what just happened in japan? >> we know there's been a major earthquake. the magnitude has been revised to 7.1. a 7.11 very significant. it's east of sendai. clearly, there's been a tremendous amount of shaking. >> what does this portend? what are you gathering from all this? >> well it doesn't indicate there will be another larger earthquake at all. this is actually to be expected with an aftershock series after a magnitude 9 earthquake. >> the prospects for a possible tsunami, what about that? >> clearly the pos spect of a -- prospect of a tsunami like we saw with the nine is not there, but this is a major earthquake. there could be local wave activity. >> is it unusual to have this large of an aftershock three weeks art the main event? >> it is not. with a nine it's not unusual to see magnitude seven shocks even a month out, perhaps more. >> we've heard reports after the aftershock that the damaged nuclear reactor was not damaged further. is that something you would imagine after something this strong? >> that's something difficult to estimate. given the fact there was substantial damage in the main shock, it's a matter of how much more can it be damaged in these other earthquakes. >> can you explain the difference. because a 7.1 sounds really significant. compare it with a 9.0. the magnitude nine was 83 more times than ground movement than in this one that occurred today. so this is a very much smaller earthquake. because the main shock was so large, this 7.1 is significant in its own right. >> so mr. blakeman, how should we be feeling? should we see possible surges here? how should we be feeling? >> well, i wouldn't expect there would be any tsunami effects in the bay area, but you have to, us a always, be cognizant of the fact you live in a seismic active area. >> and there's talk about how it hit in three corners and we would be next. does that hold any water? >> we don't see that sort of widespread triggering like across the entire pacific. i think you have the same base sick changes. it is prone to earthquakes and they may occur. the fact that the aftershocks are happening doesn't make it likely in the bay area. >> we all do need to be prepared because we do live in earthquake country. >> that's right. >> don blakeman, thank you for your time. >> you're welcome. >> again, we have the breaking news in japan. another aftershock hit in japan. there's a threat of a tsunami. pam cook has the latest. >> reporter: just to recap some of what he said and the latest of what we've been able top find out. there have been hundreds of aftershocks after the quake that hit japan march 11th. the earthquake now graded to a 7.1, still very big hit off the northeastern coast of japan. the japan meteorological agency has issued a tsunami warning for the coastal area, that same area that was ravaged last month along sendai. the agency is precicting -- predicting a wave surge of three to six feet. most of the predictions have been about three feet but we are hearing reports could be as high as six feet. we want to show you some new video we received from tokyo where people have felt the shaking. the shaking lasted for about a minute. we understand that power is fine. trains, we understand, were stopped briefly. so people, not commuting right now. here's some nighttime shots there. you can see certainly that camera shaking quite a bit. word from the nuclear power plant is there's no new signs of damage or problems as a result of this latest quake, that coming directly from, who are quoted as officials at the plant. just to continue to talk about tsunami warnings, what is going to happen here. here's what we've just learned from u.s. officials out of honolulu. they do not expect to create a tsunami threat. that would include us here in california, oregon, washington, alaska. they're saying no warning, watch or advisory in effect for a tsunami along the western coast. we did contact the harbor in santa cruz. they also reit rated thy have not heard of -- reiterated they have not heard of a threat headed towards california. that earthquake, 7.1, hit just within the last hour. they're in japan. reporting live hours from now democrats and republicans will meet again at whrowls trying to beat a deadline of midnight tomorrow to approve a new spending bill and avoid a government shutdown. this follows another meeting late last night when president obama summoned congressional leaders to the whrowls. afterwards the president said it would be inexcusable to allow a government shut down but there's no agreement yet. if an agreement on a spending plan is not reached by midnight tomorrow, military personnel would not be paid. national parks would be closed, including alcatraz island. federal tax return checks would not be written. the epa would stop issuing permits. the small business administration would stop making loans and federal home loan guarantees would be put on hold. the possible government shut june has some middle students in afscme concerned about their -- san rafael concerned about their trip. >> reporter: eighth graders at davidson middle school are headed to washington, d.c. no matter what mappens on the hill tomorrow night. this trip is expensive for students. $2,000 per child. students and parents have held fuzz -- fund-raisers. the trip includes visiting several cities and a jam packed itinerary. even if the 100 or so students won't get a chance to see the white house they will still head to washington, d.c. this is an annual event, sort of a rite of passage. the school is prepared for anything. >> when the company with which we travels ring world strides, they do have contingency plans. if worse comes to worse and we can't see some of of the government sites, the national parks will find plenty of other things to do. >> not only decide we speak with davidson school we talked to the chamber of commerce who said their office will not close. she represents the sixth district in marin county. she's in meetings the rest of the morning. she hopes that the program director will contact her office so in case there are any problems, the school trip shutdown. he said it's time to stop the federal spending binge and make significant spending cuts. he's supporting a measure to extend the bill another week. the democrats in the senate say they do later, very cold unstable system. the days are longer. we get a little afternoon heating. it will help things develop. 40s for everybody, mid, upper. it develops to southern california. the low is right there. it doesn't look like much. anytime you get a low of this magnitude in april, that's good. it will go over us. that's when we'll get thunderstorm activity. we go offshore and move over into southern california tomorrow. today and tomorrow it's wind and cold air more than anything else. thunderstorms are possible, possibility of hail, maybe severe weather. funnel clouds out in the openings wouldn't surprise me. snow level 3,000 feet. if we can have any system come by with moisture we could get a light dusting. had snow into mendocino county and the sierra, a pretty good band. that should move through in about an hour or two. weather advisories until 5:00. we'll see showers with 50s for temperatures. windy and cool, partly cloudy on friday. the key will be the morning lows for the inland valleys. they will, maybe for an hour or two be near freezing. cover plants. don't forget your plants. that will take us into early saturday. in april we warm up quickly. we will on the trial nears the end. a bus driver was caught texting and why they're looking into further action. it is 8:46. let's bring you up to date on some of the top stories. japan is on tsunami alert after a 7.4. a warning was issued along the coast. it's already ravaged from last month. however, we can tell you no tsunami threat is for hawaii or the west coast of the united states. today in rio de janeiro, brazil, a gunman opened fire in an elementary school killing 13 people, including children and adults. that gunman was shot and killed. there's no known motive. in a couple moments, phillip garrido is expected to plead guilty to kidnapping jaycee dugard. he will spend the rest of his life in prison and jaycee dugard will avoid testifying in the case. we have new video of barry bonds arriving in the san francisco courtroom a short time ago. lawyers will make their closing arguments an the jury could begin its deliberations by the end of the day. testimony came to an abrupt end when bonds' defense rested. today the caltrans board will sign off on a plan that would have riders paying more for less service but avoid drastic cuts it. would avoid baby bullet trains and increase fares and parking fees. weekends and late night service would be saved and there would be trains for special events. caltrans face as $30 million deficit. the meeting starts at 10 a.m. in san carlos. a muni driver is back on the job after being caught driving on her shift. kraig debro has more. >> reporter: it was taken aboard one of the buses. this is at market and castro. muni suspend the driver. the man who took the video wants the driver fire. some support the driver saying everyone texts while driving. the driver was suspended three days without pay. the man said he was on the bus with his partner. he got out his cell phone and started taking pictures. when he did that and confronted the bus driver, she confronted him while taking more video of him while he was taking video of her. we talked to people and got reaction from muni riders. a lot of people said what was done was not the right thing to do. we talked to some people who supported the driver. they said they knew her and didn't believe this happened. >> we believe she's a wonderful lady. >> reporter: what do you think about what she did? >> i think it's a wakeup call for her. >> reporter: what about her. she's texting while driving. >> a lot of people do it. >> one person in charge of some people. if they get into an accident, we're all like -- >> reporter: shawn higgins, the man who took the videotape said the muni driver confronted him and told him to get off the bussments muni said the driver stopped and told everyone to get off the bus because she was sick. muni will be looking into the alleged threat she made against the man who took the videotape. kraig debro reporting. overnight firefighters are watching -- tackling a fire near valencia. ktvu's sal castaneda shot the video last night. this video contains both homes and businesses. it took 100 firefighters nearly two hours to get the fire under control. one firefighter was hurt. >> he was fighting the fire on the inside. a firefighter fell approximately four to five feet. >> he is now listed in stable condition. the red cross is providing shelter for the several dozen people left homeless. investigators were on the scene all night long looking for the cause. an oakland firefighter is being treated for burns to his face while battling a vehicle fire. it happened on reading avenue. the driver of the disabled rv was working on his engine when a fire started. firefighters arrived and were working to put out the flames when the engine blew up. in castro valley a motorcyclist was killed after he collided with a truck. it happened last night about 8:00 on redwood road near the 580 on-ramp. the cyclist was driving recklessly. he ran two red lights and was speeding through a third red light when he collided with that truck. no one else was hurt. a 23-year-old concord man is facing serious charges for trying to strangle a police officer. police say it happened after joshua carter was arrested for drug possession. he attacked police officers during the booking process. the officer suffered minor injuries but was able to go back to work. carter is being give an mental evaluation. he faces charges of drug charges and assaulting a police officer. we're getting new information on the devastating aftershock in japan and the threat of a tsunami. we're still following this developing news story from japan. just over an hour ago a 7.1 earthquake hit the area. a tsunami warning was issued but we haven't heard any reports of any major damage. as you can imagine, residents were jolted awake that aftershock hit there just after midnight in japan. san francisco's herd of bison could double in size. they are descended from a gift to the city by senator feinstein's husband. he is offering the city another $50 harks to up grade the pad dock but he wants the heard to grow. and there is a grant that could buy seven more bison for the space. a disney cruise ship will make stops here. the cruises are all in september and october. fares begin at $770 per person. the disney wonder can carry 2400 passengerrings and san francisco businesses are hoping they will spend their travel dollars
