All the lanes back open this morning here and its a good thing for commuters because this weekend was pretty rough for a lot of people. There was major backups as a result of the san mateo bridge being shut down. It was a trickle down effect on many bay area freeways. This was the toll plaza at the bay bridge last night. It was packed with cars. The metering lights stayed on well into the night. A similar story in many spots throughout the weekend. Heavy traffic as hows of delivers were delayed. As they tried to find their way around this closure. And this is why the bridge was shut down. This is what things looked like on the san mateo bridge after things were shut down. Crews were out there removing part of the roadbed right down to the steel deck so a mile long section could be paved. A new polyester concrete mix was put in place which will mean a quieter, congresser bridge. Bridge back open this morning. Investigators are look for the person who shot and killed a man after he attended a Memorial Service for a paren in if marin counties. Reporting shots fired early yesterday morning on colorado he was taken to Marin General Hospital where he died thursday. The victim is a 35yearold man from vallejo. He was in marin city to attend a Memorial Service for a family trend. Investigators are still trying to figure out if this was a random act or if he was targeted. Police officers killed during a traffic stop will be remembered at a city wide Memorial Service. 34yearold officer Benjamin Dean pulled over a car for speeding and then called for backup. When corey tate arrived the officers walked up to the car together and someone inside the car started shooting. The mayor is calling on his city to help the families and each other as this investigation into the shooting continues. Governor jerry brown will announce his may revision of the state budget. It comes as the states revenue has climbed by as much as 8 be in the last four months. Californias Public Schools will receive most of the additional money. Proposition 2 which is approved by voters in november requires a percentage of the new revenue be saved in the rainy day fund. The hyundai dealership across the street had 7080 cars destroyed. This is a look at the damage from the may day demonstrations that turned violent. Several businesses downtown have had their windows still bordered up. Oakland mayor libby schaaf reported the city would help. They talked about low interest loans but so far there has been nothing concrete just empty promises. Business owners say they shouldnt have to pay a dime for something they are not responsible for and something the police didnt prevent. The woman who organized it says she is motivated. She is still in the hospital. His grandmother says he is not doing well. Police are still looking for suspects. I wanted to just do something and i told people it wasnt for him but it was because of what happened to him that as a community we needed to just talk. Communicate. She says she planned it for mothers day because it is often the mothers who are left behind to mourn the violence that injuries or kills hair children. Time is 5 35. Concert goers were asked to wear the color gray in honor of the 25yearold who died of injuries he suffered while in police custody. Now newly released records in recent years thousands of people have been brought to the Baltimore City jail with injuries too severe for them to be admitted. The Baltimore Sun looked at records from june 2012 through april of this year and found the Correctional Officers at the Baltimore CityDetention Center refused to admit almost 2600 detainees because they were suffering from medical conditions. Intake officers in central booking noticed a wide variety of injuries including fractured bones as well as facial and head trauma and hyper tension. A new report finds that several Police Departments where officers are using body cameras have synedrialmatic declines in police use of force complaints. The city of oakland began equipping officers with the wearable cameras five years ago and according to the San Francisco chronicle, use of force complaints have declined 72 in oakland. Chief shawn whent told the paper the act of being recorded has a civilizing effect on both sides of the camera. In oakland use of force reports dropped from nearly 2200 in 2009 to 611 last year. Oakland the last to equip their officers from body cameras but that is likely to change as other programs roll out their new programs. San francisco unvailed its plans to equip officers with cameras. The city of oakland park has been using body cameras since 2012. According to the chronicle campbell and brentwood have seen similar crimes in the number of reports of use of force by their officers. San franciscos mayor pitching a plan to tear down part of interstate 280. According to the chronicle, mayor ed lee has asked transit officials to consider tearing down the section of 280 that runs from mara pro is a street to king street. Its an ambitious plan that includes moving the now that would open up a big area of the city for potential development. There is no price tag announced on the cost but Officials Say it would be billions of dollars. Two private Transit Companies to compete with San Franciscos muni they are picking up fans. San jose recently became the biggest city in california to ban filling up pools. It takes about 20,000 gallons of water. Homeowners you can top off existing pools. If you are driving farther south on 880, southbound 880 looks good from hayward to free mob. We are off to a good start here. Lets go to steve in the weather center. We do have a rather cool pattern in place. It will stick around not just today but all week and for the next 78 days. The outlook going into the third week of may shows below normal temperatures. This could be our first below normal month i think since february 2014. At least for San Francisco. April was perfectically normal but before that there were 13 straight months of below normal temps. We are long over due for a cool pattern. A little rain to the north. We will take it. We will take it up toward the oregon border. Not a lot. There is a little bit there. For us the fog is getting chewed up. So we will have a little bit more sun today but we will not be warming up much. You couldnt divide this any better between colder and warm. We have a system coming out of the rockies and warm gulf air coming up. But first we see what was left of Tropical Storm ana now a tropical depression. This is a whopper of a system. And then all the way into texas just outside of houston all the way back toward del rio and coming out of colorado we just had about a week of rain, snow, hail. The parents of a student who committed suicide in his dorm room last year are filing a wrongful death suit against san jose state university. They claim School Employees ignored clear warning signs just hours before brandon tiggs death. He showed up drunk to his dorm the night before. Two resident advisors recognized him and let him in. Campus police also showed up and advised him to seek campus counseling but the suit claims they never directed him to Mental Health services and the ras never followed up to check in on his welfare. The school has not commented on that lawsuit. Despite a big push by the federal government, new numbers out today shows there has been little change in the number of children taking part in Early Education programs. The Obama Administration has made prekindergarten programs a center piece of its education roll city dedicating more than education policy dedicating more than 1 billion to it. It also found big differences among the states. While some had expanded their programs, ten states had no program at all. Early education is widely recognized as a critical component to headache sure children of all backgrounds are successful in school. More than 21,000 people have gone out on shuttle becauses to the National Park since december. They have been coming out to watch gray whales migrate south and now north and the show is not over yet.
