The bay area is seeing some of the highest tides of the year. The National Weather service issued a warning saying it may flood low lying areas. You say the tides are also blamed for a pretty tricky rescue operation tara. Reporter yeah two actually over the past couple of days. What happens is fishermen go out during the high tide, when the low tide hits they get stuck in the mud. The most recent happened yesterday when two men called for help. It took them until 10 30 last night to pinpoint them near coyote creek. It becomes similar to flash a needling l in a hay stack. They are low boats sitting in the mud. So for us to spot them in the dark like this is pretty difficult. Reporter sunday emergency crews pulled another two boaters to safety when their vessel got stuck in shallow water. Everyone was okay in all of these incidents. The National Weather service issuing the warning about king tide because they cause flooding in low lying areas and create dangerous rip currents at sea. His first six years in office were dominated by the great resex but as the economy recovers, president obama says its time to do more for working americans. There has been talk for years about tax reform and i think its something we need. The tax code has gotten complicated. There was hope for awhile there would be a big bipartisan tax reform deal. As far as on paper, president obama proposes raising taxes on the wealthiest americans including bumping up the Capital Gains tax. But Republican Leaders calls the president s plan a nonstarter. And a clear sign hes unwilling to work across party lines. Now following the state of the union speech tonight, freshman senator joni ernst will deliver the president s response. Now were learning that the Eureka ValleyNeighborhood Association is working to get Additional Police patrols. They also want a Homeless Outreach counselor to help because a mentally ill homeless man was arrested on an arson charge back in 2012. Your time is 5 12. New police radar is being use bid several departments around the country. They let policemen see inside homes. Take a look. It called ranger r. They were first designed for use in iraq and afghanistan. But now 200 of these have been sold to 50 Law Enforcement agency. They allow the police to detect movement inside someones home. It doesnt show actual pictures of someone inside. The menlo park Fire District is gearing up to train its teams on how to use camera equipped drones. This is a picture from a hazardous spill in East Palo Alto in 2006. The district is planning to use the drone for incidents like this and really difficult rescue operations and major fires. We have a lot of cloud cover over us low and high. Tomorrow looks like fog and then sunny. No rain this week. It looks like a warm to very warm weekend. Especially by the coast. And that is going to be the big story this morning. Also looking at 580. We had no slow traffic on 580. And this morning a lot of truck traffic on the altamont pass. Its beginning to head into livermore. Lets go back to the desk. Police in atherton are warning people to be on the lookout for a man who has been seen lurking around neighborhoods and trying to get inside homes. Ktvu janine de la vega is joining us from atherton and in one of the areas the man has been spotted. Janine. Reporter were here near alameda and atherton drive. Now this is a very upscale neighborhood. Multimillion dollar home. Not a lot of crime happens here. So when it does, that is why police want to put out an alert to the public. There has been at least three suspicious incidents that have occurred in this area close to wood side high school. Over the weekend a man was Walking Around sutherland drive. He was found going into a pool house. Officer did a search but couldnt locate him. Police are not sure if this is the same man that entered a home earlier that month. A housekeeper found the rear door and bedroom windows unlocked. Nothing was missing. Heres a description of the suspect from the first woman incidents. He is described adds latino. 2530 years old. Between 58511 with a thin build and slim face and pointed nose. He has a closely cropped beard and wearing a blue shirt and green or brown pants. Dozens of stanford students expected to be back in class this morning after being arrested for blocking the san mateo bridge for more than an hour. They call themselves the stanford 68. Look at the pictures. The students spent the mlk holiday protesting against the recent police killings. The protestors road in cars out to the middle of the bridge and then climb out. This was before 5 00 last night. They stood across all the lanes blocking traffic. This is a call that ferguson put out. I think its quite amazing. The officers asked them to move over to the side. Some of them did it willfully. The others had to be moved by the officers. Now eventually a bus came and moved the protestors off the bridge. It took the chp two hours to fully clear all the lanes on the bridge. All 68 protestors were cited for obstructing went rid and movement on public lands. They were released about 8 30 last night and started making their way back to the stanford campus. The message was black lives matter. Message thousands of people were trying to send as they marched through oakland on mlk day. Protestors went to the Fruitvale Bart station and moved on to the coliseum bart station that had to be shut down for awhile. The marchers called their action reclaim dr. Kings legacy. And linked their demonstration to recent protests. But not everyone is on board with how some of the protests have been carried out. They just dont understand the difference. Thats what i think. And so they are doing it the wrong way. They are going about it the wrong way. The windows and all the you know as far as traffic stuff doesnt solve the problem. Yesterdays protest was part of a series of demonstrations that started friday and continued through the long mlk holiday weekend. We are seeing some very high tides around the bay area. Two fishermen called for help last night around 6 30 after they went out and got stranded. It took the coast guard until 10 30 to pinpoint them near coyote creek. And then a menlo park fire airboat picked them up. When the tide is in and water is up, they have plenty of water to get in the areas and do fishing. When the tide goes out and the water leaves, they find themselves in position where is they cant cut across the same areas. And they become stuck. Investigators say the overpass was going through was under going demolition when this happened late last night. A witness said he heard a big boom and a couple days later he saw a police car heading to that scene. You have a lot of heavy equipment and a very, very heavy construction site. Who moes what happened. But we will find out. A tractor trailer was also damaged. One driver was rushed to the hospital but is expected to survive. The Contra Costa CountySheriffs Department is investigating a gruesome discovery made by people that were fishing in the delta. A body was spotted on sunday. The sheriffs marine patrol unit retrieved the body. Investigators are urging anyone with information to contact them. Belmont police are hoping newly released Surveillance Video will help them find a woman that is responsible for using a counterfeit 100 bill. You can see the woman wearing hospital type scrubs with a hello kitty print and dark pants. People in vein that ran out their homes you have until the first of next month to register with the city. But dont expect to sign up online. San francisco requires hosts to register in person with the planning department. That is because you have to show proof you are a permanent residence of the city and lived at that current address at least two months. Its a team of organizers for super bowl 50 which will be played at levi stadium next year. They are not likely to be seeing much of the matchup. Tonight the city council is expected to approve the time off for the trip and only private money will be used to to pay for the travel costs. Right now there is a rush of activity in phoenix as they welcome tens of thousands of guests. Construction crews have a little more than a week to create what is being called the downtown campus. It will feature a 30foot tall rock climbing wall. Seven downtown buildings will be wrapped in new images including a bank which turns into a giant replica of the lombardy trophy which is awarded to the super bowl winner. Very cool to see. A San Jose Company is predicting the sea hawks will take home that trophy. Ride smart is basing its winner on unemployment numbers. Ride smart says in the last 25 years, the team from the area with more people working has won 20 times. The Company President says it may be more than coincidence. Greenfield is in monterey county. Its a very small city. Almost like a town. But we havent received any reports of damage. We will keep monitoring that for you. Just so you know. I want to show you some maps if i can. 580 is slowing in Livermore Valley westbound. Highway 24 near central lafayette there was an accident in the middle of all of that fog. The reason im asking you is our next story. Eating while driving is a reason a man was pulled over and cited just outside of atlanta. Hes got a beef with the police. Im sorry i had to say it. This is madison turner. Pulled into a mcdonalds drive through one day last week, ordered a double quarter pounder. Give me some cheese on it. He had the burger in his hand, drove off and pulled over a couple blocks away. He knows georgia has a law for distracted driving but says he wasnt doing anything unsafe as he was driving. Not tweeting or skypeing or playing video games. Just driving. And noshing. Noshing. He told the Police Officer look i will put down my burger and keep both hands on the wheels if you just let me go with a warning. Well that didnt work and he got hit with a citation. So now he plans to fight it. He says every american has a right to safely enjoy a burger when you drive. Well see what happens with that. 5 51 is the time.
