>> reporter: a large chunk of businesses were affected by the fire and you can see if you look over here in the front of the building some of those businesses are basically serving as the bottom floor to that building and so not only are loans available but they are settling up shop here on tell graph. many of the tenants that lived here were uc berkeley students however the bottom floor of the building on tell graph sides houses businesses as well. students and business owners are here and they are both eligible for the small business administration loans. tenants are eligible for up to $40 million and they are offering low interest rates as well. they are scheduled to open this morning and the office will be located at the center for independent living which is down on tell graph from what i understand from the published report. people have donated so that loans could be set up as quickly as possible and so that people who need the point in can get back on -- who need the money can get back on their feet as quickly as possible. reporting live in berkeley kraig debro ktvu channel 2 news. time now 5:32, a damaging overnight fire set up a coffee shop today. it started at 10:30, strip road on center road. it started in the kitchen and the cause is being investigated. the area will be closed until repairs are made. tomorrow is sentencing day for barry bonds. he will return to the federal court house where he first gave his grand jury testimony eight years ago. he was later convicted for lying to that grand jury about his steroid use. they are urging prosecutors to sends bonds to jail and lawyers want a probation while they appeal his conviction. the surge continues following a police shooting which happened during a traffic stop which happened yesterday afternoon. now police shot an injured a man who they say opened fire on two officers. one neighbor took the home video of the scene you were looking at just moments after the gunfire on the street. >> it happened boom, boom, boom, i heard the sounds and came down and looked out the window and you can see all the gruesome stuff. >> now the suspect was taken to san francisco general hospital with what police are calling serious injuries and police are still looking for a woman to drove off in the man's car. a new record this morning, we will have more on how many americans are poor or at least close to it. almost half of all americans are considered low income. they are barely scraping by because the number of people considered middle-class is falling. they are blaming the number of job cuts, fewer full-time jobs and continuing unemployment. now the u.s. marine corp is teaming up with a local radio station to make this is happy christmas season. >> reporter: good morning, we are at blossom hill road and we are where the marine corp are collecting toys for tots and they have raised 32,000 dollars from listeners and they will go inside this toys-r-us and they will start buying all the toys they can with that 32,000 dollars and it will go to local kids out here. right now i am live with the marine corp out of a san francisco area -- san francisco area and you guys are excited to be collecting toys? some of the top stories we are following, those in mission district are on edge this morning following two violent sexual assaults. police are now increasing patrols in the course door and they are offering a $25,000 reward leading to an arrest. and residents affected by the fire can now start applying for low interest loans which is after the city declared the area disaster zone. and in baghdad iraq, it marked the end of the u.s. military mission after nine years of war all american troops are scheduled to leave iraq by the end of the year. a holiday display is causing controversy in fairfield. a nativity scene and menorah were set up to celebrate the holidays but a group called the religious freedom foundation wants the displays to be taken down. they say it is unconstitutional particular belief but the u.s. constitution. >> commanders are considering the request to move the display but no decision has been made. president barack obama will sign a defense bill just passed by terrorists. in the meantime the white house still has provisions for the spending package unveiled by the republicans. it shows the funding day-to-day operations of cabinet members along with thousands of programs. funding for programs runs out midnight on friday. 700 rescued minors were rescued following a rock burst. it happened in the lucky mine. several safety officials are investigating the incident. two miners died at that mine earlier this year in separate incidents. a report that a man was out enjoying a night out in downtown palo alto ended up in the emergency room after being beaten. it happened at the university avenue and emerson street. the victim was out bar hopping when he was attacked yesterday morning. police only have a vague description of the suspect longer have to dig for change pay for parking. the city's new pay by phone system is up and running in the castro district. they are able to download a smart app and get a payed sticker. there is a 40-cent fee every time you use it and the service will be all over the city of san francisco. 5:48 let's check in with sal for a look at your traffic. >> some people have been sliding off the roads, and on the right shoulder, big-rig went off the shoulder so we are trying to figure out how serious this crash is. let's look at the san mateo bridge, wet weather with no major problems but steve says it has not rained a lot but it has rained enough to make the roads slippery and wet. westbound bay bridge from it traffic is moving a long well. it is doing well heading to the 580 interchange and also looking at interstate 880 between hayward and fremont, that traffic is doing well. 5:40 let's go to steve. so far rainfall amounts, new valley quarter of an inch and our system is almost done, no advisories for any snow but wind advisories start at 10:00 as the system dives south, it will start to intensify and it will start to move. county airport, 18 / 100th, ken field, .06, concord oakland .04 and lesser amounts as you head towards the peninsular. there is not much left of the system, and actually more towards sacramento valley. still even there less than 2 / 10th. it will build to the
