We continue to follow breaking news where a sig alert has been issued after a construction worker was hit. Two cal tran workers were removing a sign when they were hit by a driver of a nissan. One of the workers died. The other has minor injuries. The driver of the nissan had to be extricated and has life threatening injuries. We are not sure if alcohol played a role in the collision. He was coherent at the time he was extricated from the vehicle. Ktvu janine de la vega has been live at the scene since 4 30. She will have a report coming up in our next half hour. I want to go to live pictures now. Westbound as you can see at the toll plaza. We still have not had the metering lights turned on and you can tell because people are just kind of coming up and the metering lights or the toll plaza is not getting filled in. When that happens well let you know. Still a pretty decent drive. San mateo bridge the same thing goes. Traffic is still moving along pretty nicely over to the peninsula as you drive over to 101. As we look at a big view of the south bay, no major crashes that are reported anywhere. Lets go back to the desk. All right. We go back to our breaking news in san jose. Weve been following for nearly an hour now. The past half hour that situation changed. We are live overhead news chopper 2 of this victorian that caught fire. Flames no longer can be seen there from the roof. We did just get off the phone with the Fire Department and they tell us that fire is still not contained. So apparently still burning inside. That fire was raging at about 5 30 this morning. Heres the earlier video that we captured from news chopper 2. This is from the roof of the home. You can see how big that fire was at that point. The home located on north 12th street. We dont know ifth house is vacant or if somebody was living there or is living there at the time. That first emergency call came just after 5 00. Now the Fire Department posted this photo of the fire online as well. So there again you can see the flames in the back and a lot of smoke coming from the front of the hows. Emergency surgery for a woman who was shot last night in hayward. Ktvu Claudine Wong is at the apartment complex where the woman was found. Good morning, claudine. Reporter good morning, dave. That woman in Critical Condition this morning. She did under go surgery. Were not sure of her condition right now. We are trying to get an update. We can tell you the shooting is happening here. We are on Sleepy Hollow. Police tell us they got multiple 911 calls for shots fired. They got to the scene and found the woman outside. She had been shot multiple times because of the extent of her injuries he was not able to talk to police. Right now there is not a lot of leads for us to go on. Our inspectors are currently working every angle when we can. So police have been working through the fight and the morning talking to any witnesses. Anyone who might know anything. At this point we are not sure if she lived here or visiting someone here. The boys 13s and 13 the boys 12 and 13 years old were at a crosswalk when they were hit by a pickup truck driven by a 75yearold driver. One boy was flown to chinos hospital in oakland. Hes got a broken leg. The other was taken to healdsburg Memorial Hospital  with head injuries. Back in july in that same crosswalk an elderly woman was hit and killed and an 83year old driver was charged with vehicular manslaughter. Prosecutors say 68yearold maria was killed in a crosswalk at south cloverdale boulevard in healdsburg. She left behind nine children, 33 grandchildren, and 28 great grandchildren. Residents in the area are demanding more safety lights in that crosswalk. Hundreds of people packed San Francisco Castro District for halloween but no major problems are reported. Crowds were not as large as years past but some people came from as far away as taiwan. Is this your first time in the castros . Yeah. Reporter how did you hear about it . Costumes ranged from madam butterfly to a tribute to the seinfeld show. City leaders have scaled back the event after a string of violent incidents. Happening today members of barts two big unions they will start voting on a tentative agreement that was reached last week by negotiators. That atreatment ended bitter contract talks and a second strike. Ktvu katie utehs is live in oakland where members are expected to start voting. Katie. Reporter dave, barts Largest Union is scheduled to meet here at the downtown Oakland Marriott. Around 8 00 it starts. Then voting opens at 10 00. Members of siu their union requires rank and file members have five days to review the proposed contract before the vote can be scheduled. So Union Members have been mulling over the contract all week. That tentative agreement that was reached last week. And today it is it. Members will have from 10 00 this morning until 10 00 tonight to cast their vote regarding the greet. I spoke to a representative from atu1555 they will also vote today from 10 00 a. M. To 10 00 p. M. As well but they are not disclosing the location of that vote. If the two unions approve the tentative agreement, the text step is barts board of directors. They will vote at a regularly scheduled meeting on the 21st or call a special session. Union members and leaders we spoke to earlier this week when they received the tentative agreement said that they were in favor of it and thought the votes would be in favor of it as well. Again they have had about a week to review that. We will touch base with those members when they arrive here this morning. And we could learn as early as 11 00 tonight if the vote is reached in favor of extending that contract agreement. Katie utehs ktvu channel 2 news. Time 16 09 the time 6 09. This comes less than two weeks after two bart track inspectors were killed. The rules are first of its kind rail workers safety laws. They require extra training. Improved recordkeeping and better communication between the command centers and the workers out there on the track. They started considering the new safety rules in 2009 four years before last months deadly tragedy on the bart tracks. Law enforcement told the press democrat that bureau will now support local investigators rather than launch an independent review. Last week sheriffs deputy eric shot and killed 13yearold andy lopez who was holding a toy gun that resembled an assault rifle. Lopezs family will file a lawsuit in San Francisco federal court today against sonoma county. They are also planning a News Conference about their case on monday. Time 6 11. He drove his tenyearold daughter and eightyearold son to a friends house tuesday afternoon. Police say the kids were left inside his suv for 13 hours. The next morning neighbors called police when the children hit the car horn with their feet. It was about 46 degrees out that evening. They didnt have any blankets. They didnt have any method of heating themselves in the car. They didnt have keys. Police say the children were hungry. They looked like they hadnt had a bath for days. They were given something to eat and turned over to family as well as childrens services. Reyes is now facing charges of child endangerment. He turned down our request to be interviewed. The mother of the children have been contacted by police. If you are a pg e customer you will pay less than expected for upgrades to the pipeline system. The oakland tribune reports pg e now expects to replace 145 miles of natural gas pipeline by the end of next year instead of 185 miles. That means customers will have to pay 900 million rather than the 1. 1 billion expected. The upgrades come after the 2010 pipeline explosion in san bruno that killed eight people. We are now finding out exactly how many people were able to sign up for Health Insurance on the troubled healthcare. Gov website during the first few days it was launched. Informal notes from a meeting shows just six people successfully enrolled on the first day. By the end of the second day 248 people. Todays chronicle reports at least one worker for the state department of social services went to the Valley Springs mar man nor after most of the is workers have left. The residents were being taken care of by a cook and a janitor who have no medical training. Mercury news reports that homeless men and women are using the 22vta bus as a shelter every day. But that is after their school bus flew off a bridge and plunged into a creek. The kids who were returning home from school yesterday when the accident happened. Investigators still dont know why the 60yearold driver lost control. Now the students ages 13 and younger climbed through am hatch on top of the bus and waited to be rescued. They and the driver were pulled to safety from the fast moving waters. We climbed out and got on top of the bus. I thought i was going to die. The bus driver was air lifted to the hospital and is listed in serious condition. Time now 6 26. Today in oakland a major redevelopment project kicks off. Ground breaking set for 1 30 this afternoon at the former Oakland Army Base right next to the port of oakland. This 1. 2 billion project includes a logistic center, a rail yard, and warehouses for exporting and importing goods. Its estimated the first part of this plan will create 1500 construction jobs. Weve had a rough one this morning with some of the commutes starting off where its getting slower at the bay bridge. Westbound you can see traffic is backed up for a ten minute delay. It may be a little less than that in some of the lanes. You can get an advantage by approaching the bridge from 880. If you do that you will bypass a lot of the traffic there. Provided you have a fast track transponder. And also the morning commute if you are driving on the san mateo it looks pretty good. There are no major problems heading out to the highrise. We do want to mention news chopper 2 is over milpitas on northbound interstate 680. About a mile back up here. Approaching this fatal crash. Live at the scene is ktvu janine de la vega who has been there since 4 30 with more on what happened. Janine. Reporter we are still waiting for the chp special Accident Investigation Team to arrive on scene. You can see it is slow going in the northbound lanes of 680 here just before the scott creek road exit. Lets go to a live picture of chopper 2 where you can see quite a backup. A little bit more than a mile it is backed up in the northbound lanes and that is because just two lanes are open. The slow lane is closed so the chp can investigate. Now this is all because two construction workers were standing next to their flat bed truck on the right shoulder when they were hit. Police say the driver was drunk. This all happened at 2 40 a. M. The chp says the two contracted construction workers again were on the northbound lanes. Right before scott creek road on the right shoulder. When for unknown reasons a silver nissan traveled out of the lanes and struck both of them. One worker was pinned against the nissan and his work truck. He died. The other man hit is suffering from minor injuries. We are told they were moving a road sign that alerts the motorist to construction workers. The driver of the silver nissan was trapped and had to be extricated. There is an officer right now. The investigating officer sat hospital. So when those were formed i cant tell you. But he was intoxicated. It is confirmed that alcohol was a factor. Reporter that driver was taken to the hospital. We were originally told that he was suffering from life threatening injuries but since then we did get an update that he is stabilized and suffering from serious injuries at the hospital. One of the things that the chp mentioned is that they did see a mask it appears it might have been a halloween mask but they had no idea if this gentleman was coming home from a party or not. That is just pure speculation on his part. We did get new information about the two construction workers. They worked for statewide Traffic Safety and science. That is a company that cal trans contracts with that is out of fairfield. Its unknown if the men are from fairfield or if they are local. We are told they were wearing their reflective vests at the time that they were hit which is a reminder to all motorists to slow down when you see those construction workers with the yellow vests. As far as this backup is concerned and how long it will stay that way, its really unknown at this point. We dont have an estimated time of when the third lane of traffic is going to open up in northbound 680. But again we will stay on top of it and monitor the situation. Reporter yeah, pam, good morning. Still a pretty heavy fire presence here on north 12th street. This victorian home caught on fire. You can see firefighters still here taking care of any hot spots that they may see this morning. About half an hour ago they called this fire under control but again firefighters looking for any hot spots. We want to make sure this fire is completely out before moving on. But you talk about the huge flames. I want to go to video from earlier on news chopper 2. You can see the huge flames from there. This happened around 5 15. The flames were coming from the roof. And from fire investigators and fire officials we spoke to off camera, that is where the fire likely started. Speaking with family members that were displaced about nine of them displaced this morning. They talked to firefighters and Say Something electrical may have started this fire as well. But again well be speaking with fire investigators shortly. They are in a meeting to debrief before speaking to the media this morning. But again this fire under control as of 6 03 this morning. I want to take you back out here live. These are the family members that were displaced. About nine family members. Six adults, three kids. Without a home this morning. Fire investigators say they will continue to look for the hot spots before allowing them to go back in before they can gather any belongings. Time is 6 37. New this Morning Police are investigating who shot and critically injured a woman at an apartment complex in hayward last night. Claudine wong has been out there talking to some of the apartment tenants. What are they telling you . Reporter it was apparently very busy last night when all of this happened. We are on Sleepy Hollow but this apartment complex actually stretches very far back down practically a city block. We have been talking to folks out here who say they didnt hear anything but saw a lot of people out. This all happened around 11 00 last night. Police tell us this morning that they got multiple calls about shots being fired. They got on scene and found a woman critically injured. She had been shot multiple times. She was not able to give them any information about what happened because her injuries were so severe and she was taken to the hospital and we know she under went surgery this morning. Folks out here say violence is actually a fairly common thing in and around this area. And they are frustrated. One man we talked to said he was very upset when he heard about the news this morning. Yeah i woke up and saw you guys on the news and i wasnt surprised when i heard it. I just shook my head. 13 years ive been here and seen this place go down hill. Spiral down hill. And its really sad because i really liked it over here. He says hes now looking for a new place to live for him and his family and that is something weve heard federal other residents when weve been out here for other shootings in the past. Police say at this point they have been interviewing other people in and around this area. Through the morning and over night as they tried to figure out what happened. They cannot tell us if the woman lived here or was just here visiting. If she was at a party. Although there were multiple parties in and around here over night for halloween. Police in watsonville are searching for three men accused in a halloween Home Invasion robbery. A man and woman were passing out candy to trick or treaters at their home on gonzalez street when three masked men rushed into their home. The man suffered face injuries. Was rushed to the hospital. If you do have any information, please call watsonville police. Stanford University Investigating the cause of a suspected norovirus outbreak on campus. Officials say 52 students became sick this week. Four were hospitalized for dehydration. Some of the students say they became sick. It felt like food poisoning. Stanford says they are thoroughly cleaning out the dorms and plan to sanitize the entire dining hall but the school says the food as well as the food workers dont appear to have been the cause of the illness. However the investigation continues. Starting today people here in the bay area who live on food stamps you are going to feel the brunt of some deep budget cuts. 47million americans we lie on food stamps every month but an increase in benefits from the 2009 stimulus package has now expired. A quarter of a Million People here in the bay area will be effected. Family of four would get 632 in food stamps. 36 less every month. 62,000 families in Alameda County and additional 51,000 in santa clara counties are on food stamps. There are picket lines up at uc San Francisco this morning. Professional workers including pharmacists and registered nurses are handing out pamphlets to hospital visitors. They say the uc system wants to cut their pay in benefits. There are similar picket lines outside four other Uc Medical Centers around the state. Time is 6 42. Sciu members will arrive here at the Oakland Marriott around 8 00 this morning and their Voting Period starts at 10 00 a. M. And goes until 10 00 p. M. Members of barts two Largest Unions have been mulling over the tentative agreement for about a week. Sciu representatives represent some 1400 of barts mechanics, custodians, and clerical workers. Union bylaws require that rank and file members have five days to review the opposed contract before the vote can be scheduled. And today is it. They will have from 10 00 this morning to 10 00 tonight. I also spoke with a represent i from the other major union. They will also vote today from the same time slot but they are not disclosing the location of that vote. Meantime orinda county city councilman steve glazer has been to make it illegal for Public Transit workers to walk off the job. Glazer says new york city, chicago, and washington, d. C. Have all banned transit strike. By the way the orinda city councilman is running for a seat in the state assembly. Starting today the bike path on the eastern span of the bay bridge will have new hours. The bike path will be open from 7 00 a. M. To 5 30 in the evening. Since the paths historic opening, bicyclists, and walkers have been able to travel on the path from dawn to dusk. But with darkness coming sooner they decided to implement this new change. The lights on the bay bridge will shine a little longer. Starting tonight they will be continually it will from dusk until dawn.
