We did just see videos where the flames had burned one car. That what you are hearing . Reporter yes, we did see a white porsche. It lacked as though this was the white car that started the fire. Firefighters were centered around that car. In looking at the vegetation, it seems to be heading southeast. There is air support. You can hear the helicopter overhead. So we think it was some kind of accidental car fire, like an engine fire on hot day, and from that it spread into the vegetation near the road . Is that what firefighters are telling you . We appear to be having some trouble right now with her audio. But you are looking right now at live pictures of that burned out car. You can see authorities on the scene. If you are just joining us we are watching a battle right now in the hills southeast of downtown san jose. A brushfire broke out near metcalfe and san felipe roads shortly before 4 00 this afternoon. We just got word that this fire has now burned 10 to 15 acres. Lets go to bill in the Weather Center for more on the conditions. Is it dry air out there . What are the conditions that they are facing . Lets talk about that car. Skyfox is panning away. If you look at that car, i dont know if you noticed how burned out that thing was. It wasnt just a small fire. That thing was melted. The wind direction is blowing west. So that would certainly stand to reason, it looks like the flash point. So often these rural fires, or these open space fires are started by a spark, by a car, even a troughstroke engine, weed whacker, things like that. The terrain is steep, but its not out of control. You see the oak trees. It doesnt look like a lot of trees got consumed in this. If you look you will see the grassland burn out under the oaks. Thats an indication. See those green oaks . So the dry grasses flash through there. They dont get hot enough to burn the oak. Those green ones are still intact. This fire probably just flashed through very quickly. The amount of smoke it put up was immense. Bill, if you stand by we have on the phone with us pam with cal fire. Pam, what can you tell us about the firefight and whats going on right now in the hills southeast of downtown san jose . I just got an update on acreage. Currently looking at 25 acres that have burned. We do have a potential for 500 acres. This fire started apparently over on san felipe word. The word im getting is it may have come from a vehicle fire. We are trying to make access into the head of the fire, and about 4 10 we did request Santa Clara Sheriffs Office to start evacuations in the san felipe road metcalfe road area. They have set up a onemile perimeter and started those evacuations through a reverse 911 call. About how many homes out there . Are they homes, ranches . What are they . You are going to find more homes probably around the san felipe road metcalfe area. We did have initially a minor threat to the structures along san felipe road, but as of right now i have not heard of any damage to structures. There good access in and out of that area for fire crews . Thats one of the things thats one of our biggest concerns, is the access into the area. Along with a number of eucalyptus trees in that area, the biggest thing is just getting up to the head of the fire so they can get a good look at it. Pam, it looks like the aircraft really did an impressive job. When we saw the first pictures it was really kicking up a lot of smoke, and now you can see the smoke has died down considerably. You had a lot of aircraft jumping on that. That made a big difference, didnt it . Yeah, it always makes a big difference when we have aircraft to get on it immediately. We had several air taskers that came in. I believe there were a total of four over the fire. Weve also got three helicopters working the fire as well. Plus the cal Fire Equipment and our equipment from those cooperating agencies. There a place for people to go if they are being told to leave . I have not been given any information if there is an Evacuation Center that has been set up. Like i said, it is going to be juanmile perimeter around the intersection of san felipe road and metcalfe road. I would tell folks in that area to do evacuate, make sure that they are taking their pets with them as well. Hopefully if they have a friend in the area, a Family Member they can go to, that would be great. And for people who may be trying to come back into that area, i would avoid it for now until wavy good handle on the fire. Have you heard about any Power Outages because of this fire . No, i have not heard of any Power Outages, but early radio traffic indicated that where this vehicle caught fire, it was underneath a power line. Really even more so than today, how hot it was building up to today last week, and the weekend we had temperatures in this zone, in the 90s, near triple digits. So it baked for a good three or four days. Todays temperatures are actually a little cooler but the damage is done at this point with three or four days of big, big heat. Today in fire conts only about 85 degrees. Winds are west blowing maybe five to six Miles Per Hour. Humidity is about 38 . So for firefighters, the conditions are not such that firefighters cant get a handle on it. Kenny and i were having an interesting discussion in the newsroom and we noticed that fire the other day how quickly the air support got in on that. That fire looked like it wanted to roll. Just as this fire looked like it wanted to roll, and they really hit it hard. We saw air drops fast and early in this fire which seems to be a slightly more aggressive tact than weve seen in years past. Kenny is a pilot, and youve covered a lot of fires. You would agree with that, huh . Yeah, it just makes sense. I think they have learned over the years, cal fire, that you just jump on these things. Even though they appear to be potentially pretty small in the beginning, if you jump on that and put a perimeter around it, you can slow the fire so that a little fire doesnt turn into a big one. You heard her say this fire has the potential to grow to 500 acres, but they jumped on sought fast with the aircraft, and its daylight, so that helps. As they go into the night they want to get the line around the fire. Fairs like to go uphill. If the wind is going uphill as well, they can jump a fair line, then you have more trouble. Crews from alameda, san francisco, hayward, fremont and san mateo all left for the fire lines yesterday. The California National guard is helping out. It is deploying several aircraft and personnel to help on the fire lines up and down the state. The guard is sending five helicopters to Northern California fires and three helicopters and two c130 air taskers to southern california. The National Guardsmen and women will provide transportation, security, and fire line support. Alameda county prosecutors said they intend to refile felony conspiracy charges against ryan walterhouse. Authorities say he was off duty when he paid a sex worker 200 at a Castro Valley hotel and later warned her about undercover prostitution stings. Last month the defense made a motion to disclose the identity of the prostitutes pimp who was a confidential informant in this case. The d. A. Refused saying doing that would put the witness life in danger. As a result the prosecution dropped two felony counts of conspiracy. The oakland mayor, police chief, and City Attorney appeared in federal court this afternoon to respond to allegations that the city of oakland mishandled a police sex scandal. Reporter well, ken, the Oakland Police department has been under a federal judges oversight for more than 14 years, ever since the misconduct case. When the sex scandal erupted last year this judge was none too pleased. Today he ordered oakland city and Police Officials to appear before him to explain why they bungled an internal investigation. Cameras were not allowed in federal court today as the federal judge henderson took city officials to task. Jasmine abuslin said officers sexually exploited her. A Court Appointed investigators filed the report saying the departments internal affairs probe treated abuslin more as a suspect than a victim. The report also said then Oakland Police chief sean whent did not consider the case a priority. One attorney said he has seen plenty of broken promises from a revolving door of police chiefs. I hope this isnt as i said this is deja vu all over again, meaning weve had many hearings over the years where the police chief would come before the court, whether it was chief tucker or others, and they would come before the court and tell them all the great things they were going to do, and then nothing happened. City officials said they are now lowering the threshold for when they report suspected officer misconduct to prosecutors. Police chief Anne Kirkpatrick told the judge, quote, i am the chief now, so is i apologize. She and mayor libby schaaf pledged to do better even though some of the same officers have been criticized for botching the investigation. We will after clear direction about how opd will become the best agency that we can be. Its certainly my vision and my mission for the Oakland Police department to not only heal and to apologize for our shortcomings, but to also move forward. The city has learned that we not only have to do a better job of holding individual officers accountable, we have to hold ourselves accountable as leaders for the systems, for the policies, for the training that we provide. This judge has been on this case for so long hes retiring next month and handing over the reigns to a different judge. One of the reasons, the temperature is down cooler than yesterday. The winds are relatively light, but what we have is this really shallow inversion left over from the last couple of days of heat. A shallow inversion caps it. So what you are seeing, especially in the south bay, the smoke is in the able to clear. Its sort of trapped. You can see how its laying down. Thats not necessarily laying down because of the wind. Its laying down because of the atmospheric pressure thats pressing on it. So its giving new really unhealthy air quality. So we will be tracking that. Thats why the fire looks immense, because that smoke is not clearing the area. Were going to come back to this. Kenny and julie will have more. We will talk about your weather right now. The last couple of days, this kind of setup here is kind of whats capping that smoke. Thats why were seeing smoke trapped. That lid is going to let off a little bit as we go into the next couple of days. That means cooler for us. It would also mean its not going to happen tonight. It would also mean that smoke would start to clear because would it start to mix out of the atmosphere. If youre feeling a lot of smoke and youre noticing it down in the south bay, even up towards fremont and milpitas, its pushing the smoke that way. Right now the fire does look like its it actually looks like theyre getting a good handle on it. We suspect its because they hit it so hard with the air support. Temperatures today were a little cooler than yesterday. Heres today, then heres yesterday. Fairfield six degrees cooler, livermore eight degrees cooler. Still pretty warm. Its 87 in livermore, 95 in concord, but its cooler. And thats going to be the trend for the next couple of days as we move into a milder period. But this fire that we are tracking, and the winds are relatively light, but this fire that we are track hag sort of been born or fueled in the days before today, the days of 95, 98, 100degree heat. An Oakland Elementary School is cleaning up after vandals broke in over the weekend. Many at the school say it is one of the worst cases of graffiti they have ever seen. Reporter here at acorn woodland Elementary School in the heart of east oakland the mess is massive. Graffiti is on the walls, floor, desks, and even the ceiling. This is one of two rooms the vandals struck, not to mention the hallway. All nine members of the cleaning crew have been called in. Its hurtful. Oakland city officials are taking steps to terminate a Collaboration Agreement between the Police Department and i. C. E. Officials. The agreement was made under a Previous Police chief when president obama was in office. At that time i. C. E. Officials were only target aing immigrants who committed crimes. But Council Member Rebecca Kaplan told us the environment is much different now under president trump. She says i. C. E. Is now going after all undocumented individuals, and thats a direct conflict with oaklands status as a sanctuary city. Were very concerned about the new move by i. C. E. To go after people who are not criminals, and even theyve gone after people who are victims of crime. Kaplan says she is concerned about racial profile, and that immigrants who become fearful of police may not report crimes. Her resolution will go before the Public Safety committee tomorrow night. If it passes watt then go to the full council. We learned new information today on a highspeed chase across Alameda County last night. Oakland police say around 10 00 they saw a suspicious man with a handgun in a car. Officers tried to stop the driver which led to a chase that reached speeds stroupe 100 Miles Per Hour. The hourlong chase went through several freeways and cities including berkeley and san pablo. It finally ended near 24th and adalein streets. You can hear when officers were taking the suspect into custody. A group of people started cheering. The drivers name has not been released. So far a gun has not been recovered. There is more destruction tonight following that major fire in oakland on friday. People who work in the Office Building at 180 grand avenue near the fire scene had a chance to gather their belongings. Those offices were shut down yesterday when glass panels began to shatter from exposure to the heat. Most of the people who were evacuated for fear of the crane and scaffolding possibly collapsing have been allowed back home. Tom vacar was at the scene today. Today was both a cleanup day and another atf investigation day into the origin and cause of the fire that ravaged this nearly complete oakland residential complex on friday. Atf used a drone to check for any dangers that would keep investigators from going into the project that burned to its raised reinforced concrete foundation. A standard industry warning sign offering 1,000 for anyone reporting theft or vandalism stood in front of tense of millions of dollars of damage, but today the atf upped that reward to 110,000 for this and the two other oakland fires. Crews made progress over the weekend clearing the fire scene, and workers dismantled that large crane. Engineers cut the giant crane into smaller pieces so they could remove it. We have population growth and the growth in the number of Housing Units has not been keeping up. So at spur, we really believe that it is important to grow for all income sectors, but in oakland it is particularly important for there to be lots more development of market rate housing. Reporter but these four construction fires are destroying that goal. These fires threaten to drag oakland backward. That will make it more difficult for builders, developers to borrow money to finances their projects. It will make it more expensive to get insurance, and it will make people scared of oakland again. I believe that we cannot get ourselves out of this Affordable Housing crisis by building alone. But without building, theres no way we can get out of it. Were going back to our lead story this evening, the fire down by san martin in the south bay. 40 acres. Started up quick. Really took off. But now 40 contained. As you look at these live skyfox pictures you get a feeling for the containment. They got on it quick. Hopefully that 40 will grow more rapidly. With you as we said before this whole fire, even though it wasnt hotter today, it was actually cooler, maybe eight, ten degrees cooler, the real story here is the heat that led into this fire. It was hot, hot, hot, dry, dry, dry for four or five days. The thing was set and ready to go. This was most likely started by a car. Thats what were hearing, and thats what weve been seeing. This is not a typical fire in the open space. Cars do create a lot of sparks from catalytic converters and such. 40 acres, 40 contained, but a lot of smoke lingering. In the south bay youre seeing a lot of smoke. Its not able to go high into the atmosphere and disperse. Its just sitting right down. A little bit of fog along the coast. Theres been fog the last couple of days. Less fog today but temperatures in a couple of days are going to trend down, as they did today. Although look at concord. It is 95 degrees right now. 87 at livermore. Fairfield six degrees cooler. So that trend i just showed you should continue for the next couple of days. A little bit of haze out there. Air quality doesnt look so great. You dont need the air quality district to always tell you whether its good or bad. Theres indications that the atmosphere is starting to get mucked up, which is very typical as High Pressure builds in. The fog forecast, fog right offshore, temperatures tomorrow, hundreds are going south. Mostly 80s and low 90s in our hot spots. Thats tomorrow. So its not going to be as hot tomorrow as it was today.
