We had a 70 degree reading in santa rosa. You werent imagining it. It was the warmest day weve seen in some time. Even some hey fever sufferers contacted me saying i notice tree pollens are coming out a bit. Theres the number. 69 in napa, 68 in morgan hill. 67 in redwood city. Beautiful outside right now. You can see in oakland downtown, and i always like to look at the flags but i cant really see any flags blowing. Mostly a northwest wind right now. As we go through the next few days, things are going to start becoming more southwesterly and rain by the weekend. But look how warm it is. It wasnt just 70 up here. Look at palm springs and los angeles. Everybody in this region in the 60s and a 70s. Mid70s in the los angeles basin. These are the current temperatures. 67 in santa rosa, almost 70 at this hour. Tomorrow is going to be warm but these clouds are going to start to come in. Tomorrow morning with a few more clouds, temperatures will be a little bit warmer. There will be frost out there. You will see plenty of frost in those inland bay valleys. It has been a nice respite from all the rain. We showed awe graphic last night of the rainfall. Some of the heaviest rainfall events we have seen using the mountain index to determine how we are doing. In some cases we are on track to beat the wettest year we have ever seen or ever recorded in that eightmountain index, which is huge. The wettest year, 1982, teleanyone yow, the one that we talk about. I reference it all the time because thats the most rain i can remember. Were actually on track to potentially get more rain than that this year. Essential were looking at the clouds increasing tomorrow, then a little bit of rain in here on saturday, especially in the afternoon and evening. But tomorrow looks like this. But would i was going to say was were talking about two rainfall seasons in one year. Think about that. Some places are 200 of average, or close to 200 of average. Were not done yet. We will get more rain this weekend. Amazing to think that we could handle that much rain. In such a short amount of time. Yes. Its not a 12month deal. Its fourmonth deal. Brutal. Thanks bill. Today attorney general Jeff Sessions recused himself from any investigation into the 2016 election and possible russian tampering. We will talk to our political expert about the fallout. New at 6 00 bart sued by the family of a 12yearold boy who says he was robbed at gunpoint as he walked out of a train. Why the family says a lack of station security is to blame. I was really shocked because i always looked at bart as a safe form of transportation. As we told you at the top of the newscast attorney general Jeff Sessions today recused himself from any investigation involving russias interference in the 2016 president ial election. The announcement came in response to growing criticism over his contacts with the Russian Ambassador while sessions was serving as an advisor to the Trump Administration and while he was a u. S. Senator. At his confirmation hearing sessions denied having any contact. He now admits that he met with the Russian Ambassador but only in his capacity as a senator. Today sessions said he decided to recuse himself from investigations involving the Trump Campaign and russia on the advice of his staff. I believe those recommendations are right and just. Therefore, i have recused myself in the matters that deal with the Trump Campaign. Earlier in the day President Trump expressed full confidence in sessions and said he should not recuse himself. President trump also said was not aware that sessions had contact with the Russian Ambassador while sessions was serving as an advisor to his campaign. Joining us is our political analyst james taylor. Today california senator Kamala Harris tweeted out, recusal is not good enough, the attorney general should resign. I think its premature. I think we should see what comes out of these investigations. I think at some point he needs to go back to the Judiciary Committee and explain himself under the threat of per jury again in the sworn testimony because i think the democrats are overreacting to everything that trump does. In some of these cases theres real smoke. In some cases theres nothing. I think people are overreacting too much. If you do that to the point where people begin to stop hearing you, i think thats what the democrats have a danger of doing is overplaying their hand. I wanted to ask you about that because when you listen to the full exchange between senator franken and senator sessions and you take into context what they were talking about, do you think the democrats may be jumping the gun, trying to find everything wrong . Thats what it is. Parsing specific statements that Jeff Sessions made. In the broader context it makes sense but in the narrow way it does seem that he did sort of contradict his sworn testimony that he had no contact with the russians when he did have contact twice, and then we found out today more developments, Jared Kushner and flynn also met with the embassies and envoys, so i think that poses a problem. How big a deal do you think it will become and do you think at some point donald trump might say, look, i need to cut my losses here, i have just started, ive got a big agenda and i dont need this distraction, i would like to you resign . I dont know. I think he is going to stick with Jeff Sessions. He is the first person to come out to support him. I think trump will be loyal to him to the end. I dont think he will turn on him anytime soon. Donald trump will grow from this. He will get strength. We all have watched. As much as donald trump has suffered setbacks he has grown from his losses. I think that is something you have to watch. Dont count this man out. We all have. Each time we have donald trump has found a way to prove us all wrong so i think we have to see how it plays out. Do you think the timing of this is curious at all . Here President Trump add very big night on tuesday, a big win for the president , and then this story with sessions is now the meat of the day. Yeah. What do you make of that . Donald trump add great night monday night, then the sun came up tuesday and now theres controversy. He has some serious enemies in the department of justice. These are illegal leaks and thats what the republicans are trying to focus on, the illegality of the leaks, but at the same time there are high level leaks that want to do harm to Jeff Sessions and donald trump and it causes a problem for this administration thats only six weeks old. We went through eight years of relative scandalless administration, and now weve had six weeks of scandalous administration. Some people would say Loretta Lynch talked to bill clinton on the tarmac and did not recuse herself. And i would say fast and furious in benghazi. But a twoterm president usually gets scandalized in the second term. Although in fairness, i dont know if what has happened so far in the Trump Administration would rise to the word scandal. There are possible investigations. We dont have anything concrete. Its a tough start, a rough start. In terms of trying to get your message out did he that on monday at least in terms of passion some tests to satisfy some people in terms of beg president ial in a moment like that. But now enough real problem of what is his administrations affirmative agenda, and he cant get that out if he has to constant protect and guard against these surrogates, and so many have been questioned, and some have had to step down. This is a problem for him. James, thank you. The u. S. Senate confirmed secretary ben carson 5841 in favor of the former neurosurgeon. Critics worry about carsons plan to shrink the department. The city of San Francisco is suing the Hertz Rental Car Company for alleged price gouging on bridge tolls. City attorney Dennis Herrera filed a suit ago cook us hertz and a Business Partner of swindling millions of dollars out of a company. One woman said she was charged more than 30 to cross the Golden Gate Bridge just one time. Reporter it costs 7. 50 to cross the Golden Gate Bridge without fast track. For people renting a car from hertz, could you be forking over five times that amount a without even realizing it. I was being charged 5 a day, whether or not i went over the bridge. This tourist used the golden gate once during a weeklong trip to San Francisco in 2014 but a charge for 31. 75 popped up on her credit card statement. I was outraged. I was very angry, because i felt was absolute deception. Hertz calls at Daily Convenience fee. I do think that these service fees are a Profit Center for them. The City Attorneys Office says hertz, which also operates thrifty, dollar, and firefly car rentals, uses a product called plate pass run by american traffic solutions. Plate pass is supposed to be optional for customers to cross bay area bridges hassle free, but herrera says theyre forced to use it and later wind up with surprise credit cards charges. We think that they have earned millions of dollars in fees from consumers here in San Francisco over the last four years. Hertz customers we spoke to said the Company Never mentioned anything about plate pass or bridge tolls but on page 4 of the sixpage rental agreement it says you can opt out of plate pass and just use cash. But four years ago the Golden Gate Bridge stopped using cash and only collects tolls electronically. This is a particularly deceptive and misleading practice because the Golden Gate Bridge converted to cashless several years ago. Theres no option to avoid the service at the time you cross the bridge. Reporter regarding the lawsuit a spokesperson said we cannot comment on pending litigation. I feel cheated. Reporter this man is visiting from france and rented a hertz car. Did they say anything about how the tolls would work . I wasnt aware there was a toll. Reporter the lawsuits aim is to stop hertz from charging the fees. If you are visiting San Francisco you can get around golden gate tolls by using the bridge districts onetime payment system. The experts say that San Francisco is home to roughly 6,000 or 7,000 homeless people, and a lot of them live or gather around popular spots for tourists. Tom vacar shows us for some visitors the homeless are a reason not to come back to the city by the bay. Reporter 76,000 workers have jobs because almost 25 million tourists will visit the city by the bay this year. Some of the sights they will see are a tiny fraction of homeless folks who hang out in the tourist areas. San francisco is home to more than 6,000 homeless people. Theyve never been in a city in a first world country where they see the activity that you see on the streets. Rampant drug use, did he defacation. Weve had complaints from visitors. They love the restaurants, the sights, but theyre not coming back. Sometimes you notice them more. Sometimes you notice them less. Today we noticed them less. But San Franciscos Homeless Population has remained constant for decades. I go back to mayor feinsteins time. If you look at the numbers then, 6,000 living on streets or parks or shelter beds. The city has got kept pace with the problem in San Francisco but hasnt solved it. Reporter with that long a track record one wonders if the problem is solvable, or how much more money it would take to eradicate it. This family visiting from australia, also home to a huge homeless problem, thinks it may not be solvable but says the bad taste that it leaves in tourists mouths is the same. Theyre just happy around the city. Theyve got security in their group, and they dont want to move. Reporter but if a primary reason for visitors not returning is homelessness, then the citys primary business, tourism, has to find a solution, like it or not. Tom vacar, ktvu fox 2 news. That is such a cute story. I was about to say the same thing. One of those stories where you cant help but smile after watching it. Cant help but smile with our weather. Oh my gosh. We havent been that long into march. Just a nice pattern for sure. These are some more of the highs. Highs tomorrow are going to take a little bit of hoyt because more clouds are coming our way w. More clouds, the rain coming, were going to definitely see a hit. Instead of upper 60s, low 70s, were going to be seeing mid 60s tomorrow. Weve got 67 in santa rosa. As you look at the satellite and the idea beg with increasing clouds tomorrow, with this westerly flow, and then the showers move in as we head into saturday and sunday. I think sunday is the best day on the weekend. Saturday morning doesnt look bad, either. Not only will there be some showers but the thing will you notice is were going to go from the sick, even low 70s, back into the mid50s. So a cooler type storm with lower snow levels. Heres the computer model. Tomorrow morning at 7 00 a. M. , clouds increasing. Tomorrow afternoon, theres your day. Not bad. Good day. Here comes saturday. Saturday morning, not bad. But saturday around lunchtime, into the afternoon, some sprinkles. So saturday after lunch it starts to get moist. Anything you want to do saturday get it done saturday morning. Then we go into saturday night and then into sunday. We get some residual scattered showers. There will be some breaks in the clouds. The real story here is going to be saturday, 2 00, 3 00, until sunday morning. Early sunday morning. Heres the fiveday forecast. Some rain in the forecast. A different variety of storm. I cant even call this a storm after what weve had this year. This is not going to be much of anything in terms of accumulation. A quarter inch, a half inch. You might find an inch, but you are going to be lacking hard. Saturday morning is your best bet, then after that wait until sunday, then it should be nice again. Thank bill. Im being told its as high as 570 vaferg inflow into this reservoir. So this reservoir has worked very hard this month. Reporter but to fix it they have to keep water off of it. And to do that they will to have find another way for the water to go. Thats where this Hydro Power Plant comes in. But there are two problems. First, the channel for that plant is clogged with pieces of the broken spillway. Now, thats the powerhouse you see off in the distance in front of that crane working there. A little bit closer, you see a barge floating on the water. Thats at the head of the channel. Theyre going to have to cut through all that earth and rock and debris that came rushing down that spillway when it failed. Figuring out a place for the water to go is only part of the problem. There needs to be a place for the electricity to go, too. Before they can hit the switch on that high i dont plant again theyve got to hook up power lines. Lots and lots of power lines. Once that is in place, then they can use the hydro plant to get water out of the lake. Then crews can start working on the spillway itself. Getting the power plant up and running will give us another chance to take a deep breath. Reporter the ultimate goal, getting this spillway in shape somehow before next winters flood season comes around.
