The mayor called him into her office, gave him a brief interview and he was named chief. But a more thorough background check hadnt been done in time. Oakland police say their Mission Continues no matter who is in charge. There maybe changes at the top. But we havent lost sight of our mission you shall public service, and public safety. Council members say theyre not happy with the changes in leadership. You take ten steps forward and then you take 3,000 steps backwards. And so were going backwards. Were not going forward. I mean were all hoping that we can get a handle on everything thats going on. Its regrettable. We have a lot of explaining to do to the public. Certainly we want to continue making progress in the city of oakland. But its really a clear sign of failed leadership. For now opds leader is Paul Figueroa. The number two in the department. He was passed over as interim chief in the first place. All bets are off as to who the next top cop will be. I know youve been talking with opd officers. What are they telling you . A lot of them were frankly surprised when ben farrow was tapped. Theres been inklings of something going on with his past which clearly the mayor is aware of but theyre not talking about this. Who will lead opd . Musical chairs. We know that Paul Figueroa, well liked by some. Not liked by others in the department. Hes going to lead the force temporarily. His title is temporary interim chief. Now theyll conduct a nationwide search for the more permanent interim chief. And well see who leads the department after that. Has Paul Figueroa spoken since this decision was made today . We have not heard from them. We hope to hear from figueroa later. We heard the councilman say oakland is in shambles right now. This is a huge mistake, lets be honest. But on the flip side, the mayor came out quickly and said i made a mistake, im going to correct the mistake, were going to move on. She took ownership of her mistake, said shes glad to be here. Lets move forward. And the spokeswoman said no matter whos the chief, these line officers are day in day out trying to do the best they can with limited resources. Shes not saying what is it that was the mistake. Why she had to pull him from his post. But how long do you think this nationwide search and before we have a Permanent Police chief. Is anyone giving any timetable on that . The mayor said were not going to rush. Were going to make sure we pick the best candidate. Earlier we talked to two oakland civil rights attorneys about the ongoing sex scandal and theyre saying that they are threatening to say you know what, this federal monitor whos been over seeing opd reforms, they want him to potentially take responsibility of hiring and recruiting. Because a lot of these officers are fairly young. The ones who are being targeted in this case. Lets hear what john burr had to say earlier today. I believe that at this stage where we are now, that the responsibilities of the monitor need to be expanded, either because of an agreement that we can agree upon that allows the monitor that take control over the recruiting and hiring processes within the department. The training of the department. And or the matter should be brought under control of the judge as part of a limited form of receivership. At this point, this monitor and the federal judge very angry as is the mayor. But again, shes taking ownership, trying to move forward. Well see you leads the department. Anthony bats was sworn in then two years later he was out. And Howard Jordan was named chief. He too lasted only two years. Then anthony took over. His tenure lasted only a matter of days before sean went became chief. Then last week, went suddenly resigned and ben farrow was appointed to the position. And now hes out as well. Tonight were honoring Fallen Police officer michael. The San Jose Police motorcycle officer was killed yesterday in a crash. And today the support continues to pour in for the husband and father who loved his job. Ktvus Christina Rondon is live outside the departments headquarters with more. Christina . Reporter well, julie, we just received an update from the san jose poa who tells us that there will likely be a procession tomorrow for officer mike. They spent the day in meetings planning to make sure they get his memorial right. Anything that his family wants, they are doing to do their best to do. They say he was a devoted officer and a devoted family man. You can see this growing memorial behind us filled with flowers. Even the motorcycle similar to the one that he used to ride. And even posters for him. And late this afternoon, San Jose Police released this photo of him. It contains his badge number, 3900 and the date june 14th 2016 to mark his end of watch. Name ronald numerous Police Chiefs showed up to offer condo lances to the department. And it was followed by chp officers and families stopping by to leave flowers. One woman we spoke with said her husband is a san jose Police Officer and she brought her three children to the memorial to leave behind hand drawn notes. I just asked what are you talking about . And then they said a Police Officer died. I think it shows the kids how much the officers are appreciated and supported and what they actually do for this community. And what they do give up. Reporter this video that youre looking at now is actually a video that he made himself last month. He participated in the Police Unity Tour on the east coast which honors fallen officers. And we were told it was his first year participating in the ride. He was there actually to honor his friend, michael johnson, a san jose Police Officer who died in the line of duty last year. And we spoke with the president of the unity tour for Northern California who tells us its sad to know they were there honoring fallen brothers and sisters at a memorial in washington dc and now his name will be etched in the same memorial next year. And as you take another live look outside of San Jose Police, you can see the flag is at half staff again. A procession will likely be held tomorrow as Police Officers just try to plan the best way to honor him. He leaves behind a wife and two sons. He was with the department for 11 years. And there was a remarkable story right after the crash happened, a witness stopped and tried to help the officer and used the radio to alert authorities. Have you learned any more about that person who got involved . No, we have not. We did reach out the the Police Department to see if we could get in touch with that person. But we have not heard back from them. We do know that the driver did stop to render aid as well. Or at least is cooperating with police. And was not arrested. Police at San Jose State University are looking for the person who assaulted a student in her dorm room last month. This is video of a potential witness in the case. Investigators say he might have information that could help them. The attack happened inside Washburn Hall on sunday may 15th at 9 30 in the morning. The victim was 18 years old. Again, youre looking at a potential witness. Hes a white man, over 6 neat tall. Weighing about 200pounds. If you can help identify this potential witness, youre asked to call San Jose State University police. New developments tonight in a deadly early evening shooting in downtown oakland yesterday. Not far from city hall that ended up killing a 16yearold girl. It happened as she and others had just been at an event to remember two teenagers who drowned last month. Today Paul Chambers spoke to the girls mother. Its very devastating. The hard thing for the entire family to go through. Happening now, we can go from sky fox, Family Member of the 16yearold are gathering together at a park in oakland right now. They plan to release balloons in her memory. When i spoke with reginas mother, she told me she was angry, devastated, and hurt that shell never see her daughter again. My baby was perfect. She was my angel. She was my angel. A tearful plea from a distraught mother. I want justice for my daughter. 16yearold Regina Jeffers was shot and killed in downtown oakland around 5 40 in the evening on tuesday. She would have been a senior this fall. This video shows regina doing a praise and worship dance at the funeral for two 15yearold oakland boys. They drowned last month in stanislaus county. She watched her daughter perform and took her to the reception after the funeral. Then she dropped regina off. I called my daughter and asked if she was okay . She said yes. I got a phone call that my daughter had been shot at 5 36. Her daughter loved to dance. And this expression was a way to pay tribute to her friends. Now people will have to pay tribute to her. A growing memorial sits at the wall where regina was killed. Its sad. She was celebrating the life of another young teen that just lost their life. In the midst of celebrating their life she ends up losing her own life. If anybody know anything out there, please. Please let me know anything. I need justice. Theres another vigil tonight at 6 00 in downtown oakland at the area where regina was killed. Coming up on friday, theres a concert with rapper de brat and bow wow. Proceeds will go to reginas funeral. As of now, i tell you police have no leads in this case. One thing i was looking at when i was watching the video. Watching her dance in all white made it look like she was an angel. Thats what her mother called her an angel. Watching her dance, it was beautiful. Seeing the mom talk its heart breaking. I talked to someone who knows people who were at the event. There had been a dice game going on down the street involving some of the kids who had been at the funeral and another guy. The guy lost 5 paying dice. Wouldnt pay up. The kids beat him up. The guy left, got a friend, drove up in a car, got out and started firing wildly into the crowd. Got back into the car and left. Is that what youre hearing from police. Police are not making a comment on that right now. They wont go further. But i heard from people on the scene who said there was an altercation. You said something with dice, i havent heard that part. But everything after that i did hear. They got into a fight. The guy leaves and comes back with a gun and opens fire. All for what . So you can imagine all the different types of things that a victim or the family might need. Many First Responders, no strangers to gruesome scenes were shocked and mortified by this one. They stood toe to toe, went facetoface with a mass murder and performed heroically and courageously and im extremely proud of them. The investigation now centers on the killer, his wife, and those he might have known or interacted with. We want to hear from any member of the public who has had any connection or involvement with or any information about the shooter. No matter how big or small you think that information may be. The Justice Department warned those who have taken to intimidating innocent muslims that there will be consequences. The so called east area rapist is believed to have committed 12 homicides, 45 rapes. And more than 120 residential burglaries across the state of california, investigators think he committed the crimes in several bay area cities too, walnut creek, fremont, and san jose. Were told the fbi and local Law Enforcement agencies are now offering a 50,000dollar reward for information that leads them to a suspect. June 18th 1976 marked the first known rape. The man who broke into victims homes while they slept. You can see who you knowty meetings packed with hundreds of worried people. And women flocking to self defense classes. It was a time of innocence then in june of 1976, that all changed for this community. Theyre making a new plea for information. And revisiting some clues. We know what he sounded like, listen. We know he wore these ski masks, and he would use shoe laces to tie up people in the home and rape his wife. Based upon age ranges back in those times, we estimate him to be any where from 60 to 75 years old. The agencies area rapist went on to rape and kill in the bay area and southern california, the impact of the crimes has westbound long lasting. Investigators recorded an interview with his first victim from june 18th 1976 theres sometimes that i wake up and im upset and i dont realize what im upset about and then all of a sudden oh its the 18th. Authorities think the east area rapist may have been connected to military bases or hospitals in Northern California. Theyre looking at other criminal suspects around the country as they search for him. A driver plunged off of of a 150foot cliff and managed to get out of his car and walk away. It happened near los angeles. Authorities say the injured driver made it out of his car then walked along the beach until he could flag someone down for help. No one else was inside that car. Police are now investigating how that driver lost control an update on the horrible story coming out of disney world where an alligator snatched a twoyearold boy and pulled him under water. I cant express the feeling when you see your partner handcuffed by Immigration Services still in his pajamas with fear on his face. Eric is fighting to get his fiance and partner of eleven years freed from a federal detention facility. It pains me to think my last memory of seeing him through a glass window. Two weeks ago he says ice agents stormed into their home without a warrant and took martinez away. We came in in 2003 fleeing brutal violence in mexico. Francisco says martinez fled mexico because he was beaten and ridiculed for being gay. He says the 34yearold was on the path to citizenship. Upon returning to the u. S. He was stopped at the border and deported. That coupled with a recent dui prompted ice to step in. The things that hes suffered in mexico require the government to make a presumption that he will suffer future persecution. To us this is a no brainer. This is a winning case. Theyre asking ice to release the hold on martinez so he can prepare for his case. We received word that ice would do just that. Ice responded saying as a Foreign National whose case history includes a previous conviction, he falls under the agencys Immigration Enforcement priorities. Itll be up to an immigration judge to determine whether or not he has a legal basis to remain in the u. S. But he says martinez is not a danger to the community, hes well loved, works hard, and deserves to become a u. S. Citizen. We encourage each other. Were going to get through this and fight. Were tracking temperatures out there. Theyre running a little bit cool now. These are the highs from today. Just in the 60s for most of us. Thats below what you would expect here we are june 15th. You might expect temperatures in time of year, not 71 like antioch. I would expect that number to be 91. Easily good 10 to 15 to 20 degrees below average in these inland bay valleys. 70 in san jose. Not far off but the inland valleys definitely hurting for average temperatures. Whats happening is that low Pressure Center to the north of us is basically keeping things from well from warming up. And thats kind of where we are. If you look at the current temperatures, ill push you through to the next graphic here, we have that system to the north. And that system basically is setting us up with the potential for some very unsettled weather as we go into the next 18 to 20 hours. So tomorrow morning, we got a Little Something going on. Right now that Little Something going on east and south of redding by anderson. Some lightning strikes as the energy from the system begins to bleed into Northern California the energy gets to our area by tomorrow morning but in the mountains right now up in the alps, theyre getting activity.
