Also it said they did not disproportionately use force against minorities. However the report did come up with several damaging findings. Reporter while the report found no proof of racial bias it did find officers stop africanamerican drivers in disproportionate numbers and that black and latino drivers were more likely to be searched than whites. The findings state that there was no proof of racial bias by officers of the sfpd or by the agency as a whole. Still there is perception out there. How do you go about changing what even the report found as that ace whole sfpd is doing a pretty good job and in some community is not how they feel. Reporter i think the best thing to do to deal with that is to make the recommended changes by the doj. This is an outside agency coming in giving us a report card. It identifies all the areas that were deficient in and think as we do this and move forward and make these changes the belief will come through. Its up to us to do that and i know the leadership of the commission and of whoever our chief is going to be going to be dedicated to doing that. What about stun guns isnt it time. Reporter well, its a recommendation. You know. Its funny ive always said were only one of two cities that dont have stun guns and now were the last city because i think detroit is now picking up stun guns. And so its one of the recommendations as far as im concerned. We like to have all the recommendations because even though the city has traditionally its here and thats what they are asking for. Ive been to the Police Commission meetings for about 10 years and the topic of tasers has come up every year. And still they are not approved. How much weight do you think this report will have in actually getting your fellow commissioners to approve tasers for the department. Reporter i dont know. Well i think it will be something is added to the weight of something that the city deserves the Police Department deserves especially if restraints arent going to be there. Well see. The doj report makes all these recommendations, i think it will help. I dont know that it will be guaranteed but certainly can help in making the case for tasers. A man is officially murder charges. 26yearold john felix will face two counts of first degree murder along with one count of attempted murder. He will face charges for ambushing officers along with a host of other charges. Officials say that felix used an af15 Assault Rifle when he opened fire through a screen door on those three officers. Today ktvu Monty Francis takes a look at two tax proposals and a move to legalize recreational marijuana. The tax in prop 55 is not new but extension of an a personal income tax increase approved by voters in the last election when they voted for prop 30. Prop 55 would extend that income tax by 12 years but only for californians earning more than 250,000 a year. Its estimated tax would generate between 4 and 9 billion a year for Public Schools and 2 billion a year for healthcare for low income patients. Prop 56 would also help fund the states medcal program by hitting jet smokers where it hurts most, their wallets. The measure proposes increasing the tax on a pack of cigarettes from 87 cents by 2 to 2. 87. You might think this proposed tax on cigarettes is steep but actually california has one of the lowest cigarette taxes in the country. In new york, for example, the tax per pack is 4. 35. Equivalent tax would also apply to other Tobacco Products and e cigarettes. Tobacco companies have spent 56 million to defeat prop 56. If it passes the measure would bring in an additional 1 to 1. 4 billion to state coffers during the next fiscal year. If prop 64 passes, california would become the fourth u. S. State to legalize the use of recreational mann. It would allow adults 21 and older to possess up to an ounce of marijuana and would allow individuals to grow as many as 6 pot plants. Voters turned down a similar measure in 2010. This Time Initiative was partially bank rolled by former facebook president shawn parker backed by lt. Governor gavin newsom. A 15 sales tax would generate a billion dollars annually for youth programs, Environmental Protection and Law Enforcement across the state. Monte francis, ktvu fox 2 news. All right for more on the Marijuana Initiative proposition 64 im joined by spokesperson and Rodger Morgan from the take back America Campaign who is urging people to vote no on prop 64. First of all lets start with you. Why not wait a too years . You know, colorado is out there with oregon but why not wait 2, 3, 4 years get real data on this before making a decision like this . Well right now we have a broken system when it comes to nonmedical marijuana in california thats something that proponent and opponents of this measure can agree on. We have a system that isnt working. Its important that we tax and regulate marijuana in order to bring in more tax revenue for the state. This is something this measure is based after carefully studying the initiatives that passed in colorado, in oregon and other states and weve really crafted the measure that brings the best possible scenario to california. Rodger, to that point, medical marijuana is an absolute joke in this state. Anybody can get a card and go in this and get weed for whatever reason. Why not take control of it, put some drug dealers out of business . Number one i dont think you can control marijuana or an illicit drug. Weve seem to have proven that in the last 19 years in california even where i live in placer county, we have bans on dispensaries and grow sites. And we have 4,000 illegal grow sites. Its out there why not legalize it make a little tax revenue and maybe put some bad guys out of business . Number one dont put the bad guys out of business. In colorado 40 of the sales are still from the black market. It doesnt put them out of business. They dont pay taxes and with prop 64 were talking about 6 Marijuana Plants that can be grown in any residence, any apartment. You cant control that. If we brought in the u. S. Military we couldnt control that. So, whats happened we havent had any enforcement at the federal or state level so the whole burden of Public Safety has fallen on local Law Enforcement. They are already overwhelmed. Proper prop 64 would put the nail in the coffin. Smoking i wanted to point out this is most californians agree that the system is in fact broken right now. Thats why the polling shows that between 57, 60 of california voters already agree that its time for reform. They just want to make sure its done right. And proposition 64 gets it done right. By regulating and taxing marijuana and bringing it out of the shadows, we could put a real dent into the black market that rodger is talking about. And i think the fact that you know youve seen that decline overall in colorado thats something that californians need. Again this could generate up to a billion dollars in new tax revenue. Doesnt legalizing though take stigma way from it wont it inherently over time increase usage and increase usage eventually with teens . The the studies show thats not the case. And to your point about minors actually its a very important one because we want to make sure that there is safety in this this was built into the measure. Right now its actually easier for minors to get their hands on alcohol than it is to get their hands on marijuana. And the reason is that drug dealers dont im sorry, easier for minors to get their hands on marijuana than alcohol. It will make it even easier though. It will not by regulating it taxing it we want to make sure minors are not allowed inty store that will be sold in supermarkets or anything other than government regulated businesses that are allowed to sell marijuana. Sounds good but practical . No. Its not practical. Number one the medical Marijuana Program doesnt go away. We still got 18 and over that can buy marijuana with a doctors recommendation for a hang nail. So we put this on top of it. The other thing thats never spoken in this whole prop 64 campaign is the fact this is a harmless drug. Okay. This causes brain damage for anyone 25 and maybe even 30 or under while the brains are still forming. It can cause loss of iq. Mental illness, psychotic breaks leading to violence. Addiction, suicide. I want to say a lot of those studies have been debunked. This is not about people under the age getting their hands on marijuana. We want to restrict that. This is mind altering what about driving under the influence . Thats something that hasnt been ironed out. Theres no way to really detect if somebody is at a level where they shouldnt. The measure actually provides 15 million over several years for the c hp to study and train Law Enforcement officers to detect Impaired Driving actually when it comes to marijuana. Test state along with the handful of others . Why not just wait . Because i think its time for reform. The system isnt working. I do want to go back to your point about Impaired Driving it is important. We want the chp we want the Law Enforcement experts to develop those measures that statewide standard. We wouldnt want advocates whether its myself rodger or anybody else setting take standard we want the expertise of the chp thats why the measure brings in 15 million for them to study how best to do that and train their Law Enforcement officers to detect Impaired Driving. There are black and brown people incarcerated for marijuana. Wouldnt this relieve that issue safer a lot of money in enforcement in our judicial system which is clogged up with marijuana cases . No it really isnt clogged up with anybody for simple possession. Colorado is a good example if you want to look at it. 26 increase in latinos since legalization and 56 increase in arrest of blacks since legalization. Actually went down 8 for whites. Okay. Secondly on the income question, all of the gallon intentions of taking this money and using it for good causes is a joke. Social costs like alcohol and tobacco the social costs are 10 times greater than the income. Colorado has proven that. They havent had any excess income to give to schools which is one of the reasons it was passed. Its destroying the neighborhoods, the traffic fatalities are up 68 . They have actually doubled in california and washington because of marijuana impairment. And weve got at last count 12. 6 of drivers in california were impaired by marijuana and that statistic is old. I think its probably elevated one of 8 people you get so many different numbers. Some numbers say that fatalities have acutally gone down in colorado. I believe that aaa study that rodger is citing, there are issues with that study in colorado. I mean, look its important, Impaired Driving you know the chp must set a standard for that. Again there measure provides funding for that to be done. I think the bottom line is look, you know 60 of californians agree that its time to reform our marijuana system. Okay, thats the support roughly for proposition 64. Thats why its important that they know that its being done right. They want reform they want to make sure its being done right and this gets it done right. Final thoughts. Why should i vote against prop 64 . I think it has potential for destroy this state and nation. This whole proposition is financed by out of state bill ayers as was prop 215. Thats not true. We have a few drug dealers financing itly as well. Thats absolutely unsubstantiated. We dont need more marijuana brain damage we cant keep dumbing down our kids destroying our communities and Natural Resources thats exactly what this would do. We needless marijuana not more. We need to stick to the facts. The system when it comes to nonmedical marijuana in california is not working. People are being incarcerated over this. Resources are going to waste. This is an issue thats been studied. This measure is a carefully crafted measure that includes strongest safety protections for children of think other similar measure in the country.
