This hour. As youre traveling into the city right now, a little under 12 minutes for your drive time. We hit and earlier hazard there. But were only gone up and drive times just a minute or so. At 11 minutes headed across towards the peninsula, about 12 for you as youre traveling and all 92 westbound. And the richmond, sandra fell bridge about 8 minutes as you head out of richmond darya. James, back to you. Thank you. Ray 6, 0, one. And our top story this morning, a fortyniners fan is in a coma. Now after being found beaten. In the parking lot of sofi stadium at sundays nfc championship game against the rams and the victim. Is from the bay area. And police are now trying to figure out what led up to that attack and who is responsible. Kron fours will tran join us live from levis stadium with more on what we know at least at this point, will. But we do know that he is in the hospital still, it appears that his wife is by his bedside at this particular point. They dont have a description of the attacker or attackers in this case. We do know that it was not at levi stadium, but although james and area, we did report all last week, we saw it during the game. It felt like a home game. He was wearing his jersey at the time. Let me show you his picture nominees from the bay area. He actually owns a restaurant in oakland. He was down at so fi stadium by himself and people found him at around 4 oclock in the afternoon. So about 30 minutes after kickoff. They rushed him to the hospital. They checked his belongings. And right now, investigators do not believe that daniel luna was a victim of a robbery because he had his wallet is watch his phone on him on his personal items were still on him when he was rushed to the hospital. So early on, they do not appear that this was a robbery attempt. As far as what happened. They have Surveillance Footage all over the parking lot. Of course they are looking at that particular footage as well to see if they can get a description out to the public. He was at the game. He went down there. Reportedly he was supposed to come down with friends, but it turns out at the very last minute. He went down by himself. This case is eerily similar to what happened 11 years ago. James and we all know the name now, bryan stow. He was a San Francisco giants fan. He was at dodger stadium. In his particular case, the san jose paramedic, he was walking out with his friends in the parking lot when he was attacked. They did eventually find his attackers and they are in prison at this current moment. As far as bryan stow, he was savagely beaten to the point where he never became a paramedic. Again, as far as daniel luna, we dont know his condition, whether or not hell make a full recovery, but they are still working to find out exactly what happened in this case. They dont believe its too early on. Yes, he was wearing his 9 is jersey with black pants and there is a heated rivalry between the rams and the niners. But at this point, they dont know if that rivalry played any role in his and im a little to do. We know will. Do they think that he was hit before the game and they after or was it after the game . Was there anybody who witnessed anything . What it stands to reason that he never made it into the ballpark because he was found at 4 oclock. A lot of times people show up a little bit later. Theyre not there for the National Anthem or kickoff right fact that he was found at 4 oclock 2 scenarios either. He never made it inside or more than likely if this was the case, which is highly unlikely he walked out. But they always say once you walk out, you cant walk in playing pop psychologist investigator more than likely. He never even made it into the ballpark because he was founded for kickoff at 3. 30, right . You spend all that money. There is no way other than dire emergency. Would you walk out of the ballpark because youre not allowed back in, of course, ok . So they find him before the game, which means if it did happen before the game, then like my next question was, did anybody see it was or tailgate with didnt want to talk about seeing him . Give the social or something. Anything. Not at this point. I mean, there was a big Tailgate Party all over so 5 stadium. And then we saw the footage with the niners fans and what not. But at this particular time, you have to believe that there are witnesses, you maybe this case now being reported here and in Southern California, maybe that will jar some memories and have them call the Police Department. There is no way that he was attacked with no one around thousands of people in attendance with security guards there. There is. I dont even have to be colombo you that, yeah, theres no way he was alone, right . Right. So were going figure something out, ok, hopefully. All right. Thank you very much. Well, 6, 0, 5 is the time now to another big story out of butte county. One person is dead and but for others hurt after a mass shooting up in oroville. Yeah, this happened last night. A person was arrested there and then taken to jail after Police Found Evidence giving them reason to believe it was the shooting suspect. The sheriff corey hony. He says that hes quite shocked by this. And of course, it is sad to report this happened in their area, but they dont believe that this is these are people for from their area. Absolute tragedy. Well check back with you later 6, 0, 7, on the clock. Lets turn our attention to the latest with the pandemic and an alarming new study that suggests people with covid are actually likely still contagious. Even after that 5 day isolation period. So the study is in direct contrast with the cdcs current guidelines that call for just 5 days of isolation. If you test positive uc berkeley, Infectious Disease expert doctor john swartzberg, though, isnt surprised by the data. He says the cdc guidelines are based on data from primarily the delta strain and he thinks it maybe the the need exists to reassess. How long people are contagious after a period of isolation. If you have a positive rapid test. After day 5, even if your symptoms are gone, youre still contagious. And you need to do everything you can to prevent spreading the virus to other people. Ideally, it would be staying in isolation. Thats what the studies showed about health care workers. If you say 10 days, its not perfect. There still will be a small, very small percentage of people who still potentially be contagious after 10 days. Although doctor swartzberg acknowledges that covid data is always changing. He also says the recent study is in its pre print form, which means it hasnt yet been peer reviewed. 6, 0, 9. And lets talk about whats going on in the north bay. Petaluma. Police are investigating a covid testing site that may have been operating illegally. And how does that happen with kron fours camila barco live this morning with what we know so far. Good morning, camilla. But were made aware of this. A covid testing site after they received multiple reports and calls from people about weather. This site was actually fake or real. Now officers check out that location and even they were sure that this site was running properly. But in the end, that was not the case. This is the fight that theyre talking about. Its that 3. 20, in mcdowell boulevard and has sense of pain it taken down. But according to kind the Police Officers drove to the Free Covid Testing site and they found at the site how the right people work to be up and running. Police say that the document showed Crestview Clinical Laboratory was operating the testing site. But the company crestview later told Helena Police it did not have a testing location in the city. Now officers went back to the site, but by that time it was gone. People were tested there. Thats panel of the police are saying they also received their covid results and those people did Contact Police about this site. Now, investigators havent determined whether those patients have been victimized and this isnt the First Time Police in the bay area have heard about suspicious testing sites. Other places in california like San Francisco and marin county have also received similar reports. And those reports also say that people receive their test results from crestview. But at this time put a lot police. Have got it yet whether that pop up site is related to the other sketching testing sites platte kind the police are still investigating whether there is a crime here being committed who is responsible for all of this. In the meantime, head of the police say that if you are in this not county area, if youre looking for a covid test, the best way to ensure that it is a legitimate, a legitimate site is to go to sonoma countys website, james. Hey, you could be liz. Anybody questioning their results like they said, oh, i it said negative and really i had it or anything. You know. We havent spoken to the people who have gone to that site, but im sure at this time theyre probably wondering whether test was fake or positive. I mean, i would if i was going to the site and then later found out that it wasnt real site. Trying to get answers. We contacted kind the police to find out more. But thats all the information that we have at this time the incident to hear from some of those a test site. Goers to find out what were the red flags, what kind of made them suspicious that this was possibly not legitimate and called police in the first a lot that still needs to be answered. So do bundle up as you venture out there. A few clouds at time to time today. But nothing to really make for a great day. Its going to be a nice and bright one. Even with those passing clouds towards the middle of the day, High Pressure ridge still in place. We still do have breezy conditions forpa few spots, but nothing like the winds of yesterday. You have to head into our upper elevations, the north bay like atlas, peak to see any sort of windy conditions gusting up to 20 to 30 miles per hour. Thats a lot calmer than yesterdays 50 plus mile per hour gusts. Rest of the bay area coming down. Really nice. And those wind advisories, high wind warnings. Theyre all but expired at this point. So today just a more enjoyable one. Were keeping the Cool Temperatures in the upper 50s to low 60s around. Its to better chance to enjoy it without the nuisance of the wind throughout the course of the day saying carlos down through Mountain View each at 60 to south bay. Its a 29 minute drive from 85 to menlo park and highway for slowing down just a bit. 21 minutes as youre traveling from one 60 to conquer to 42. James, back to you. Thank you very much. A huge budget surplus. Has some lawmakers sinking about maybe cutting checks to californians so that surplus right now is totaling about 45 billion dollars and state senator brian jones says with that kind of money. Well, each california could get 1100 or maybe 4,000 for a family of 4. He supports spending rebates or what we called last year. The golden state stimulus checks. He wants to do that again. If its 2500 of its 1500, any amount that the state that we can convince the state, the governor and the democrats in the legislature to send back i think is a benefit to every californian. Well, governor newsome didnt include that as part of his proposed state budget last month. But he also says he hasnt ruled it out either. So well see. 6. 19, right now, President Biden has ordered the u. S. Military to send more forces to europe in response to a russian troop buildup along the border with ukraine. Another escalation of tensions. We have Reshad Hudson once again. Joining us live from dc with the very latest on these latest actions. Good morning were shot. James darya. The pentagon says it is sending 3,000 troops to eastern europe. This comes as a request from nato allies that are concerned russia will invade ukraine. These movements are unmistakable signals to the world that we stand ready to reassure our nato allies into turned and defend against any aggression the pentagon says 2000 soldiers will be leaving from fart bragg in north carolina, headed to germany and poland. Another 1000 troops will be moving from germany to romania. These are not permanent moves. They are moves designed to respond to the current security environment. Moreover. These forces are not going to fight in ukraine. North carolina, republican senator thom tillis supports the president s decision to send troops. This is a time where we have to show strength. Putin only response. The strength. Just takes advantage of appeasement and he takes pause when he sees as project power. And thats exactly what were doing. It is the first Major Movement of u. S. Forces and the white house says it is still hoping for a diplomatic solution. Even though there are no signs of de escalation. Theres one aggressor here. That aggressor is russia. Theyre the ones who have gathered tens of thousands of troops on the border. They are the ones who are threatening to invade a sovereign country. Now the pentagon didnt provide a timeline as to when those troops will be deployed to eastern europe. Reporting in washington Reshad Hudson, back to you. All right. Then vice President Biden was put in charge of it. But the effort sort of fizzled out after biden announced that he was not going to be running for president in 2016, but now he wants to restart at me, says hes optimistic about its goals. Congress this year. This is they can tell you one of the truly bipartisan issues, United States congress. Yeah, the initiative is a personal one for the president. He lost his son beau to cancer back in 2015. And as part of the effort, he says cancer screenings have to get back on track. Its 6. 25. You could be on candid camera. Check out how this would work as look at some traffic, the transportation secretary, Pete Buttigieg says theyre they are speed Safety Cameras are proven tools for reducing traffic accidents. And so theres a push part of this multibilliondollar strategy to fix roads and stop deaths. And this will be part of that. According to federal data, annual traffic deaths are rising now county for about 40,000 people dying every year. Thats not normal. We would never tolerate 40,000 people year dying in airplane crashes. We would never tolerate 40,000 people a year dying on subways. Secretary buttigieg says it the new federal grants for speed cameras. Its 6. 26. And still ahead, a project to house the homeless in the tenderloin is approved. The growing feud between the San FranciscoPolice Department and the District Attorneys Office and police chief bill scott is terminating an agreement that allowed the das office to investigate incidents involving Police Officers. That resulted in serious injury robbers. Taylor sack explains what went awry. It stated in the letter this is about essence of the animal you itself and what eu is supposed to stand for. San Francisco Police chief bill scott spoke out at wednesdays Police Commission meeting regarding this letter that he sent a District Attorney chesa boudin. In the letter, chief scott says hes terminating the memorandum of understanding or agreement between the department and das office that allows the das office to investigate police shootings, incustody deaths and use of force incidents. Chief scott cites recent Court Testimony revealing that the das Office Withheld evidence in investigations as the reason for his decision spirit of year. When i was in most of the meetings with the former da and the current da. And is that this variant of you . Is fairness, transparency, cooperation and an agreement that works for all concerned parties. Including the Police Officers, the d a has once again showed his explicit bias towards Police Officers and crime victims in general you know, appears that was the catalyst for that shooting. What he did president of the San FranciscoPolice Officers association, tony montoya says. Some investigations will now fall back on sfpd and other Partner Agencies upon the cancellation of that agreement, which will take effect in 15 days. Meanwhile, cheesy Buildings Office responded to this decision in a statement on wednesday, writing in part, quote, since you between our office and sfpd went into effect. Our office has made enormous progress towards reducing Police Violence against san franciscans and particularly people of color. It is disappointing, but no coincidence sfpd chose to withdraw from this agreement during the firstever trial against an onduty San FranciscoPolice Officer for an unlawful beating. Us of p gs decision comes a week after an sfpd Fatal Police Shooting which police falsely characterize the deseeded as being in possession of a firearm and weeks after a criminal case was dismissed after officer Excessive Force came to light. However, chief scott says this decision has nothing to do with oversight and everything to do with a process that is fair. He says hes now working to find alternatives for independent investigations. Also has been in the letter reached out to the state attorney general for guidance on. How we can get through this with the appropriate independent oversight. Im Taylor Bisacky reporting kron. 4 news. 6. 34 the time a new project to house people who are homeless is moving forward in San Francisco, a committee within the citys board of supervisors approved a new 250 bed shelter right near the tenderloin. And the plan is to house the homeless at a vacant building at 7, 1, one post street. Its in the lower not hill area. Now there was a delay in approving the site because Community Members there were concerned about security and rules with the shelter. But one San Francisco supervisor says that most of those worries you think of bin addressed. There will be 24 hour security. And services on site. I think a lot of progress is made. The past month was worthwhile. And i think were moving for the much better plan support creating more shelter space. And this is a big step forward. 200, 50 beds is a significant with. For your money this morning here pg e bill could be going up in the near future and this comes after a state Agency Issued the utility a new safety certification. Not everybody is happy about that. Fours dan kerman explains. Californias office of Energy Infrastructure safeties issued pacific gas and electric, a Safety Certificate allowing utility to seek recovery of wildfire costs from its rate payers or from the states wildfire fund. Energy Safety Office said issuance of the safety certification does not constitute and affirmation by Energy Safety that pg e is taking all possible steps to prevent its equipment from causing wildfires. But it did say pg and e is working toward becoming safer. Pga me. Has not earned the privilege. Of being labeled a faith company. Mark toney runs turn the utility reform network. A Consumer Advocacy Group pg me. Doesnt seem like that what ever they do, how many fires they said, how many inspections they fail. They keep getting a Safety Certificate. That makes no sense. Tony is not alone in his criticism. Just last week, a federal judge overseeing pg es probation following its criminal convictions said while on probation pg has said at least 31 wildfires pg e has gone on a crime spree and will emerge from probation as a continuing menace to california. Its basically. Almost a little bit. Get out of jail. Free card. Attorney mike danko represents thousands of pg new wildfire victims. He says granting the certificate allows pg need to stay in business, which is what the legislature wants, though he doesnt think an investor own utility is whats best for californians. I dont think its appropriate. For a public utility to be a basically investor owned when the safety of the state is is it is a risk pg and e says its pleased with the issuance of the certificate. And that will co tinue to deliver on its stand. That catastrophic wildfire. Shell stop. Dan kerman kron. 4 news. Its 6. 39. And a Southern California lawmaker wants to keep students safe from gun violence but giving schools more tools to act. By giving students tools more act to act, to avoid, you know, threats on campus. State. Senator Anthony Puerto Nino is proposing a bill that would require parents to disclose whether there are any firearms in the students home and it would allow police in staff or flexibility to search a students backpack or locker for possible firearms. The senators hoping the bill would help prevent school shootings. If theres a credible threat, if youre aware of a credible threat, you must investigate it. You know, in michigan they didnt. And so if youre notified, if you realize if their suspicions that theres a credible threat. Search that locker search stepback that finally got. The senator is hoping to have the bill on the governors desk by august. Well, californias covid indoor mask mandate is set to expire in about a couple weeks from now. But Contra Costa CountyHealth Officials say their mask mandate will probably last. County says it needs to meet 3 metrics in order to lift the local mask mandate. Firstly, it needs to be in the cdcs moderate yellow tier for at least 3 weeks. And right now the county is actually in the red tier. Hes been in the red tier for about 35 set a consecutive days. Secondly, there has to be fewer than 75 covid hospitalizations at the moment. Theres 200, 76 3. So were well above that 3rd, either 80 of the population must be fully vaccinated or 8 weeks must have passed since a vaccine eligibility was opened up for 5 through 11 yearold that actually happened more than 3 months ago. So were good on that front. But as it stands is really as hospitalizations are going to drive the Public Health departments decision on what happens in the next 2 weeks. We have had hospitals report that there a protein and one at 90 of their icu capacity. Some systems deferring elective surgeries still. So were still not there where we want to be. For the health care systems. Well, the good news is the number of new covid cases in Contra Costa County is actually down. 34 over the past week. Time now 6. 41, and and coming up. Still ahead in sports, looks like jimmy grout is not going to be back with the niners next season. The big question is, what about trey lance . Is he ready .
