It is nice and quit here, no problems coming out of oakland, it is going to be a pretty good ride, 8 to 10 minutes from the maze to the skyway. At the Richmond Center bridge, it is nice and quiet no problems. Your ride across the san mateo bridge is good as well no problems for that. If you are coming up 880 it is a good connection. And no trouble spots for 101 or 280. Im also keeping an eye on the censors tracking your drive through the east bay and it looks good. No problems out of orinda, thefry looking good. Mcarcter checking in problem free too. Now to a story we brought you first. New allegations against leadership of the scandal that has plagued the Oakland Police department. The actor chief is the 5th person put in charge this month. Now he is facing alarming allegations. Lets get you caught up on the scandals. There was an sex scandal with an officer and an underage call girl. And then one accused of letting his girlfriend write Police Reports. And now we are getting our clearest picture of how these scandals are connected. We have broke this story early last month. And former opd officer brenden o bryan is a central figure, he committed suicide in september imelemented himself in the sex scandal. Now 18, the daughter of an opd dispatcher says she had sox with dozens of officers, some when she was just 16 years old. The ageanies involved include kav police, cont raw costa county sheriffs and others. It was Sergeant Mike gant that was the lead detective investigating o bryans wifes death. The coroners report says the death was suspicious and was ruled a suicide. The gun used in the death is o bryans. Gant began involved in a criminal scandal when according to sources, his wife called the cops telling them he was holding a woman against her will. That woman was his girlfriend. And gant allegedly had his girlfriend write some of the Police Reports he smitted. At the same time, she was furious to learn gant had a wife and posted some of those reports on instagram. Once gant realized he was in hot water for the situation, he sent a reporter of the racist Text Messages that have become the third scandal under investigation. Gant himself sent and received some of those racist texts. Over the last month five different people have been in charge at the Oakland Police department. The chief resigned and sources tell us it was because his handling of the sex scandal. The man hired to replace him was removed based on an affair he had had. And the city administrator was put in charge and a new chief a day or two later. Now there are some disturbing allegations against that chief. Here is more on that. Reporter multiple Oakland Police sources confirmed they were present when David Downing used racially incensive language when referring to how to handle protesters in oakland. This happened over a year ago when he was a deputy chief. They were in a meeting when they heard him advoicate using water canons on protesters. Another Law Enforcement source told me they were with downing at a different meeting with commanders and he suggests using water hoses against protesters as well. In fact, in one of these meters, an assistant to the monitor was present. This comes after t subject of racist texts were made public last week. Racist Text Messages, we do think it is relevant to share that the Text Messages were sent by africanamerican officers. Another wrong choice. Reporter one hopes that she hopes the mayor will not apply a double standard reviewing previous statements made by the acting assistant chief. If thats the case, i guess we are going to see another head roll. She was very quick to point out that they were black officers that sent the messages, im hoping the white officers will go too. Reporter she is trying to find out what the language used was by David Downing. We wanted to speak to the chief to get his side of the story, but he was not available. Police caught up with this bus at the fairy terminal. 33 teenagers were on board, there was alcohol and more items including a switch blade. The driver told the police he was taking the teens to their parents and had no idea about the alcohol on board. My son came from los angeles to come see the warriors game, it was his dream to see a playoff game. It turned into a nightmare. A fathers desperate plea after his son fell from the stands in the oracle arena. He says the person responsible is still out there and he reached out to kron 4. Reporter this is 24yearold sal vudorbim bow, he was fighting for his life in the hospital after falling 50 feet from a ledge in game seven of the nba finals. My sons cheek bone is smashed, his upper eye, his head, his brain. Hes leaking from his ears blood, not very good. He is a beautiful young man, he did not deserve this. Reporter his braurth was at the game that night and he told his father that he was pushed over the edge by a rival fan. That somebody lifted him up and pushed him over the ledge. Reporter no arrests have been made in the case. Family members are heart broken, hoping that witnesses come forward. They have had to tell sal vudors young son that his father is still alive. Please, my great grand children, please if anyone has information, please call the opd, please. This is for the protection of your family too, i plead to you. Police send pictures or information that you may have. We started to cry and tell him your father didnt die, hes alive. We told him to pray to god, pray that he comes alive. The heat in california is making it very tough on firefighters, crews are battling six wild fires across the state and we are tracking them from the news room. Six wild fires raging right now, two are out of control and hundreds of people are being evacuated. The border fire is just five contained. So far it has charged 75 acres and 800 homes are being threatened. Also another fire out of control, crews are fighting the fire by land and air, intense heat and smoke is forces officials to issue a smoke advisory into San Bernardino and some better news tonight in Santa Barbara, the shurpa fire is now 75 contained. Now the latest in the orlando terror attack. We now know the gunman bought plane tickets to San Francisco one day before that attack. The tickets were for him, his wife and child. Tonight, investigators dont know why he bought the tickets, but his wife does have family in the east bay and the shooter visited the pulse night twice on the evening of the attack. Reporter cnn has learned the orlando terrorist went to Pulse Night Club earlier that night posing as a regular customer, getting a wrist band. Law enforcement Officials Say he then left before returning two hours later to carry out his attack. Investigators believe he had been casing Club Security but they are still trying to figure out what he did between the time he left the club and when he returned. We are trying to identify anyone he had contact with that night, including any phone contact, any kind of electronic phone communication he had. It is looking pretty good out there. I can see the zipper truck and bridge crews on scene, it looks like they are ready to switch around the lanes to accommodate the traffic, but no major trouble spots right now. The time the average College Student is familiar with stress that comes from writing papers and exams, but now a study shows that some students are more worried about where they will spend the night and get their next meal. The study findings are pretty disturbing. We met with students wh struggling to pay for food and shelter as well as tuition. Reporter this is one of the campuses where students could be walking by other students who are homeless. One in 10 are homeless and one in five dont know their next meal will come from. That sapretty high number right there. That is pretty sad to be honest. Reporter several students we spoke with said they knew students were struggling to make ends meet. I do know people who do not know where they are going to stay. It is frustrating to see that. So, our students of concern get reported by our staff and faculty, or friends. And new acting assistant police chief in oakland is facing allegations this morning as the Department Faces several recent scandals. This is person to be charged at the department in this past month. It all started when kron4 broke the news that several local Police Officers had been involved with a call girl when she was underage. We learned that a homicide detective was accused of leading his girlfriend write Police Reports. We also found out that there was racist Text Messages being exchanged between officers in that department as well. Now were getting a better idea of all the scandals and how they are connected. It is becoming clear that former Oakland Police officer Brendan Obrien committed suicide in september of last year after his wife died. Her death was also ruled a suicide. Brian left a note implicating himself and several other officers in the underage sex scandal. The girl 18 years old said she had sex with dozens of officers and deputies in the bay area someone she was to 16 years old. The agencies involved include the Oakland Police department, richmond police, San Francisco police and Contra Costa County Sheriffs Office along with the Alameda County Sheriffs Office and the Alameda County da office. And this man, was the lead detective in the death of officer obriens wife. Sources tell us his wife called Police Telling them he was holding a woman against her will. That woman was his girlfriend. And that led to allegations that he had let her write some of her Police Reports. His girlfriend was angry when she found out he had a wife and she posted pictures of some Police Reports on instagram. And now, just one day after being named acting assistant chief of the Oakland Police department, there are new allegations against David Downing. Were live in oakland this morning to explain. Reporter this has been so explosive that overnight, and the mayor made a statement. I will give you that statement in a few moments. Let me show you the picture of David Downing. Back in 2013, and in a meeting, he made racially insensitive remarks that later even he admitted that perhaps he should not have said. He said in that meeting, that perhaps in oakland should use Water Cannons against protesters protesters. Let me put this into context. Crime for sources said in the meeting, they were talking about tactics how to deal with protesters. So much has happened obviously throughout the years in oakland. Plenty of protests. The acting assistant chief, David Downing, says that perhaps Water Cannons could be used, should be used and here is the context. This comes out from the mayor in the overnight hours. A lot of people, when he said those remarks, recoiled to the point where even in the break, he said, perhaps he should not have said that. He agreed to it and admitted to it and said he will not do it again which he has not. Mayor libby schaaf has come out in the overnight hours and says several said that several participants expressed concerns about the use of gas, pepper spray, which is a less lethal Law Enforcement tool. Deputy chief David Downing shared his concern that, is a tool such as pepper spray was taken away, the department could be left with methods that no modernday department would consider. And referenced antiquated options as water hoses. He was basically saying that if you take away are best pepper spray, we have no choice but to go back to Water Cannons, which you can clearly see according to mayor libby schaaf, that that was something he was not considering. He is still the assistant acting chief this morning. But it was so explosive that mayor libby schaaf actually sent out that statement at 1 00 this morning. There is a lot of coverage of this story. Now the father of a man who fell from the second deck of oracle arena after a fight of game seven of the nba finals is asking for help finding the person that pushed his sun. Were live at oracle arena this morning with that story. Reporter the man that fell from the railing here at oracle arena is undergoing surgery this morning for his injuries that resulted after the fall from the railing. Take a look at video that we have of the man in the hospital. This is video you will only see on kron4. We were able to visit with him. His name is salvador. He is 21 years old. He is listed in stable condition. He suffered injuries to his face, head and arm. His family says he is a father of two, that did not deserve the injuries he got after game seven of the nba finals. Police say there was an altercation between a fan that resulted in salvador following. They say salvador fell more than 50 feet off the railing. But his father says he was pushed.
