This is the cbs morning news for friday, october 24th, 2014. Good morning. Good to be with you. Im annemarie green. The fourth patient to be diagnosed with ebola in the United States is a doctor here in new york city. Dr. Craig spencer treated parents in new guinea before flying home a week ago. Since then he has traveled around the city using public transportation. Spencer didnt have symptoms until yesterday morning. Health officials are working this morning to retrace his movements, and Wendy Gillette is just outside Bellevue Hospital. Wendy, good morning. Reporter good morning, annemarie. Dr. Spencer remains in isolation at Bellevue Hospital this ing. Although he moved around the city the last few days, Health Officials say theres no cause for concern. This New York Post video shows the doctor being rushed to the hospital. Doctors took no chances. The emts wore full protective gear as they transferred him to an Isolation Unit. Mayor bill de blasio urged residents to stay calm after the 33yearold tested positive for the virus, the citys first case. New yorkers who have not been exposed to an infected persons bodily fluids are not at all at risk. Reporter he took his temperature twice day. Health officials said he was not contagious when he went for a jog, road the subway, went to a restaurant, took a car service, and even going bowling in brooklyn the night before he was diagnosed. Still theyre monitoring his fiancee and two friends who bowled with spencer. All three of these contacts are healthy and are being quarantined. Reporter the cdc has sent its own Ebola Response team here to Bellevue Hospital to help doctors treating spencer. The agency confirmed spencer who arrived at the jfk airport on october 17th went through multiple layers of screening but was allowed to enter the country since he did not have a fever or any other symptoms of illness at the time. Bellevue hospital is one of five hospitals in new york city designated as ebola treatment centers. The Isolation Unit was specifically redesigned just for ebola patients. The lab itself is contained and only the nurses on the floor will be responsible for spencers care. As for spencers fiancee and two friends, theyre in quarantine. Annemarie . Thank you. Earlier i talked with dr. Robert gladder, an emergency room physician, and asked him how this case was different than the first case in dallas diagnosed in the United States. Number one, were very prepared. The city has a very orchestrated response with the hazmat team, a clear response from fdny and the 911 system. We know from dispatch how to handle the case through the dispatch, the ppe, personal protective equipment to wear. Very different from how we handled it in dallas. Should we be concerned . At this point, we should be aware but not overly concerned. This is not a hardy virus. It does not live for prolonged periods of time on a surface. And knowing that, a person touching someone, i dont think theres a high concern, i really dont. Is there a test he could take beforehand before he became symptomatic . There is. Theres a test that takes a few hours. But when you test early on, sometimes it can be negative. Sometimes falsely negative. So it may not be possible to pick it up early on. Well, this morning the health and Human Services official in charge of preparing and responding to crises like ebola testifies on capitol hill. Dr. Nicole lauries testimony comes amid growing concern and calls for strict travel bans. In a statement before the new york case emerged, she said ebola is a dangerous disease, but there is hartley a reason for panic. There is an epidemic of fear but not of ebola in the United States. Well have much more coming up on cbs this morning. Well, new York City Police are trying to figure out what provoked a hatchetwielding man to attack a group of Police Officers. One officer was hit in the head and is in critical condition. Another was hit in the arm before another officer shot and killed the assailant. Matt kosar of our affiliate station has more. Reporter he came out of nowhere. The four rookie cops on foot patrol didnt have a chance. Investigators say the officers were posing for a picture along jamaica avenue near 162nd street when a 32yearold man went on the attack with this 18inch metal hatchet, hitting 24yearold officer Joseph Meeker in the arm and 25yearold officer Kenneth Healy in the back of the head. As he continued his assault, the remaining two officers then fired multiple times on the armed suspect who fell to the ground, dropping the hatchet. The suspect was pronounced dead at the scene. The cop was bleeding like really horrible. Reporter rudy asked us not to show his face but he gave us cellphone pictures showing the officer rushing to healys side. Healy was conscious when they took him to jamaica hospital which has a level one trauma center. Something they thought would never happened absolutely happened. Reporter also being treated at the hospital, a 29yearold woman who was hit in the back by a stray police bullet. Several store fronts along jamaica avenue have shattered glass from police trying to shoot the hatchetweelgd suspect. Police have not revealed the identity of the attacker, and the bystander who was shot is reportedly in stable condition. Now, in the wake of wednesdays attack on the canadian parliament, members of the military are being told to avoid wearing their uniforms in public. And this morning were learning more about the man who opened fire in ottawa. Three years ago michael zehalfbibeau told the judge he wanted go to jail in order to break his drug addiction. He said if you cant keep me in, im going to do something. We also learned the 32yearold had recently grown agitated while obtaining a passport. While he had made contact with terror suspects, he was not under surveillance or a terr terrorist watch list. However, his criminal record should have prohibited him from possessing the rifle he used to kill a canadian soldier. Investigators are trying to determine just how he obtained that gun. Meanwhile the man who stopped attack is being celebrated as a hero. Kris van cleave reports from ottawa. Reporter thunderous cheers erupted in pair lament for the sergeant at arms who killed the gunman who opened fire on wednesday. This video shows vickers with his gun drawn after taking down the suspect. Prime minister Stephen Harper thanked him. Earlier officers on high alert drew their weapons and arrested a man who got too close to the prime minister. A gunman killed 24yearold Nathan Cirillo at point blank range. Police released video showing the suspect getting out of his car with a gun and witnesses scattering before he opened fire inside the parliament building. Law officials believes this video shows michael zehafbibeau. Were told he traveled to the United States at least four times last year when he crossed minnesota by car. He was in ottawa waiting for a passport. He had plans to travel to syria. He had a lengthy rap sheet that included robbery, assault, and drugs. The investigation is ongoing and will rapidly determine if bibeau received instructions from iraq. He shot the unarmed teenager august 9th. A grand jury is expected to decide by midnovember if wilson will face criminal charges. He returned a week ago. He traveled around the city but did not have symptoms until yesterday. Hes being treated in an Isolation Unit at Bellevue Hospital. And liberia remains ground zero for the Ebola Outbreak with half the ebola deaths in the world. There have been more than 2,700 so far and the dead are highly contagious, so the government has made cremation mandatory. Debora patta followed a burial team outside of the capital. Reporter life was hard enough before ebola. Now it has one of the highest infection rates in the country. Its feared this womans brother died from ebola, but shes not being allowed anywhere near the body. The villages, too, say their farewells from a distance. This government worker has come to the city. They cant touch the body. They cook and eat and sleep together but one, two weeks before burial. And now were saying dont allow the body to be there for 24 hours. Reporter the new rules dont go over well. Sometimes villages hide bodies or bury them in secret to avoid the government. After a long walk into the bush, the burial team begins suiting up following strict new guidelines. The team discovers that someone has covered the body with a blanket which also means someone may have touched it and could spread the disease further, but nobody will own up. The body is unceremoniously packed away in a double layer protective bag. The team sprays chlorine everywhere. Then they move back toward the village, stopping several times along the way. The body is just too heavy. Devastated villagers are only given a glimpse of the shrouded body and then a brief burial. Every piece of contaminated clothing thrown in. With the corpse. But inside that chlorinated body bag lies a man who was loved. The victim was just 22 years old. Cremation remains the safest way to manage bodies with ebola, but it is being met with strong resistance. For villagers it goes against ancient burial customs which means washing the dead.
