President obama called general Eric Shinseki to the oval office today and accepted his resignat the president said both men agreed the v. A. Needs new leadership after the scandal in which veterans were forced to wait months for appointments at v. A. Hospitals and records were then altered to cover that up. The president was clearly pained to let shinseki go, and he praised the decorated war veteran for his service. We have a series of reports tonight. First, Major Garrett at the white house. Major. Reporter margaret, the day began with a public apology from Veterans Affairs secretary Eric Shinseki, followed less than two hours later by his resignation, announced by president obama. A few minutes ago secretary shinseki offered me his own resignation. With considerable regret, i accepted. Reporter the announcement came shortly after secretary shinseki told a conference on Homeless Veterans that senior level bureaucrats lied to him about delays in patient care and phony wait lists created to hide them. That breach of integrity is irresponsible. It is indefensible and unacceptable. Given the facts that i now know i apologize as the Senior Leader of the department of Veterans Affairs. Reporter shinseki then met with the president in the oval office for 45 minutes. I think it was ricks judgment that he could not carry out the next stages of reform without being a distraction himself. And so, my assessment was, unfortunately, that he was right. Reporter the president said he and shinseki were unaware of nationwide troubles with delayed care, despite 14 oversight reports since 2009, highlighting the wait list problem. Mr. Obama vowed renewed focus under the v. A. s new management. I want somebody spending every minute of every day figuring out have we called every single veteran thats waiting . Have they gotten a schedule . Are we fixing the system . Reporter before resigning, shinseki said he was going to fire all the Senior Executives at the v. A. Facility in phoenix where the scandal first erupted and he would cancel all bonuses in 2014. The president named deputy v. A. Secretary sloan gibson as his replacement. There is no timetable for naming the new permanent v. A. Secretary. Brennan at that white house meeting today, shinseki gave the president the initial findings of an internal audit of wait times at v. A. Facilities around the country. More about that now from wyatt andrews. Reporter the audit only looked at a small fraction of v. A. Clinics, but the auditors learned enough to call for immediate reform. Almost twothird of the clinics, 64 , admitted they had manipulated the wait times of veterans in a practice revealed by a v. A. Scheduler on this broadcast last night. In the v. A. Software, schedulers could change the veterans desired date for care to the date of a given appointment. That told the system to show zero wait days even if the veteran waited months. But the report says the number one reason that veterans are suffering long wait times is the shortage of medical staff. At the phoenix v. A. , whistleblower dr. Sam foote says veterans returning from iraq and afghanistan have overwhelmed the system, especially in Mental Health and primary care. We have 10,000 to 12,000 patients that dont have providers. And trying to push the providers is not the answer. Reporter the chairman of the house Veterans Affairs committee, republican jeff miller, says the v. A. , starting now, has to allow more veterans to see private doctors. I believe that doctors can step up the pace to provide the necessary care that the veterans have earned, and if they cant, allow them to go outside to non v. A. Care providers. Reporter according to v. A. Sources, 89,000 veterans nationwide have waited for care longer than 90 days and that number does not include veterans on the secret list or whose wait times were hidden by computer manipulation. Margaret, were told the v. A. s goal just this week is to schedule 35,000 veterans for immediate appointments. Brennan wow, 35,000. Wyatt, thank you. Bob schieffer is our cbs news chief washington correspondent and anchor of face the nation. Bob, youve been following this very closely. What are your thoughts . Reporter margaret, this was definitely a hard one for the president. People were reluctant to criticize general shinseki because of his long military record of service, but the more you dug into this thing, the worse it got. People in this bureaucracy were actually gaming the system, covering up the long waits for treatment that veterans were experiencing in order to win cash performance bonuses for themselves. In other words, the lives of veterans were being put at risk so that people in the v. A. Could make money out of it. This is beyond outrageous. The challenge now is going to be getting treatment immediately for those who have been denied it. That has to be the first priority. The second, of course, is to get rid of those people who are responsible for this inexcusable mess. I think youre going to see increasing pressure now from congress to prosecute those people. A study out today says doctors have found a way to treat women for cancer without jeopardizing their ability to have children. We asked dr. Jon lapook to tell us more. Reporter stephanie moisio was 29 and married for just two years when she was diagnosed with breast cancer. She faced months of chemotherapy. And we were very concerned that we werent ever going to be able to have children and we wanted kids. Reporter chemotherapy can cause infertility and early menopause. Dr. Halle moore of the Cleveland Clinic is moisios oncologist. The thought is the cycling ovaries are at increased risk for the damaging effects of chemotherapy. Reporter dr. Moore tried a novel approach giving moisio a hormoneblocking drug during chemotherapy. The hormone blocker temporarily shuts down the ovaries, putting them into a kind of protective hibernation. Basically, its putting the woman into a temporary menopause in the hopes by resting the ovaries during chemotherapy theyll have a lower risk of longterm menopause as a consequence of the chemotherapy. Reporter moore was the lead author on todays study, which followed 218 premenopausal women with breast cancer. After two years, 8 of women given the hormone blocker had premature ovarian failure compared to 22 not given drug. Women on the drug had many more pregnancies 22 compared to 12. Two, two, two, two. Reporter less than a year after finishing her cancer treatment, moisio became pregnant. We were ecstatic. I couldnt believe it. We were able to get pregnant on our own. Reporter she now has two healthy girls. In addition to preserving fertility, keeping the ovaries healthy may also help prevent problems such as osteoporosis and menopausal symptoms. Brennan jon, does this work for women with other cancers . Reporter hopefully in the future that will be the next thing to try and imagine the women getting chemotherapy of childbearing years to have this possibility of maintaining their fertility is just a great a great thing. Today the department of health and Human Services reversed its ban on covering the procedure, ruling in favor of a 74yearold army veteran who wants medicare to pay for a sex change. The alleged attacker the parent of another student. 44yearold burnis hurd was arrested and we are told he followed his 9yearold autistic son on to a bus. The School District says that the boy who was attacked told the principal at Wilson Elementary School about what happened. The principal then called the police.
