The blazing summer heat is threatening the health and safety of millions of americans from coasttocoast. In the eastern half of the country more than 141 million are under a heat warning or advisory. In the far west, thousands have been forced to flee wildfires fed by the heat. The areas in dark red are where the heat and humidity combine to make it feel as if its in the 90s or triple digits. Its called the heat index and it was over 100 in new york, philadelphia, washington, baltimore, and chicago. On the west coast, a wildfire 100 miles east of los angeles is threatening more than 4,000 houses and other structures. At least six homes have been destroyed and 6,000 people have been forced to leave the area. Bill whitaker is there. Reporter the mountain fire grew quickly as high winds, high temperatures and dry brush fed flames that now have devoured more than 35 square miles. Fanned by devilish winds t went from manageable to monstrous in 24 hours. At first the wind was driving the fire in this direction toward the wilderness. Blowing embers rained down and turned this entire area into a moonscape. Then suddenly the winds shifted direction and started pushing the now raging fire north toward the town of idyllwild. We had a little store over here, a storage shed for our sports which used to be a mail center. Its all gone. Reporter Carmen Ibanez is Camp Director of pine springs ranch. She got pictures of the fire topping the ridge. She had just 40 minutes to evacuate 179 people, most of them 10 and 12yearold campers. At the time we were just seeing the spoke but as we drove out it was coming over that ridge right there. So we knew we had no time. Nearly 3,000 firefighters are battling the blaze, building a of idyllwild. Sheriff deputies went doorto door tagging threatened properties urging residents including gary kuscher to leave. Im ready to go. I have my two cats ready and everything is packed up. So as soon as as soon as i see it will be threatening i will be off the hill. Reporter firefighters say their biggest problem, well, its this dry brush which hasnt burned in decades. Their biggest worry, scott, this fire is now just two miles from palm springs. Reporter and new york, boston and hartford, scott, are all flirting with their record for power use. Its the fifth day of this heat wave and new yorkers are starting to lose their patience. Miserable. Feels like i live inside a dogs mouth. Reporter those who tried to escape had a hard time. Amtrak slowed trains between boston and washington because the high heat might make tracks expand. New yorks six million air conditioners have pushed the citys power grid to the limit. The citys main Electric Company is working with 700 commercial customers to cut their power use. Some are using their own power generators. John mixon is the Vice President for con edison. We have a number of customers who sign up for programs with us where they are actually paid to reduce demand. Reporter jordan barowitz is with an organization that own 11 buildings in manhattan. What are you doing in the building to reduce energy use . We turn off some lights. We shut down two elevators per bank and then the biggest thing we do that you cant see is we raise the temperature in the building a few degrees and we also refresh the air coming into the building less frequently. Reporter there have been a few scattered Power Outages in the new york city area. And scott forecasters dont expect a break in the heat and humid knit the northeast until sometime on sunday. The evening news is coming to you tonight on our own generator power. We got some remarkable new pictures today of the capture of one of the boston bombing suspects. This is Dzhokhar Tsarnaev as emerged from a boat where he was hiding from a citiwide man hunt in april. The red dot on his head is a Laser Target Designator coming from a Police Officer he arrive rifle. Tsarnaev had been shot by officers before he showed himself and gave up. The pictures were released today by Sergeant Sean murphy, a photographer for the massachusetts state police. He says he gave the pictures to boston magazine because he was outraged by this, the cover of the latest Rolling Stone. The Rolling Stone photo in the opinion of many glamorize tsarnaev. Sergeant murphy said that his pictures showed what he called the real boston bomber. Also in boston, the showdown everyone was waiting for at the Whitey Bulger trial. The former mob boss is charged with 19 murders. Today one of his top lieutenant testified against him. But Elaine Quijano tells us even that was overshadowed by the death of a potential witness. Reporter the body of 59 yearold stephen rakes was found in a boston suburb on wednesday afternoon. Rakes had been eager to testify against bulger but was removed from the prosecutions witness list just one day before his body was discovered. An autopsy is being conducted. While the das office says there were no obvious signs of trauma, the police are treating his death as suspicious and say rakes vehicle is missing. Rakes had owned a liquor store in south boston in the 1980s. He claimed bulger and his partner Steven Flemmi forced them to sell his store at gunpoint. He described the alleged incident in an interview with cbs affiliate wbz last year. Finally put the gun on the table, right. And then they picked up one of my children an said you know it would be a sin it would be a sin to see this child grow up without a father. It was a bad day. Reporter the 79yearold flemmi who is serving a life sentence for ten murders was todays star witness. It was the first time in nearly 20 years that he had come face toface with bulger. On the witness stand flemmi described his relationship with bulger as strictly criminal. And characterized the former crime boss as overbearing and forceful. He also said bulger was an informant for the fbi, something bulger through his lawyers sharply denied. After flemmis testimony the former partners in crime glared at each other and exchanged heated words. Boston globe columnist kevin cullen has been covering the trial from the start. Is this the ultimate betrayal to see flemmi up there. Is the ultimate betrayal. In their world you dont rat out the friends. You could see the tension, the body language. They hate each other. Reporter Stephen Flemmi said to resume his testimony tomorrow. Hes expected to describe how Whitey Bulger strangled two women in the 1980s. Scott, bulger has vehemently denied that he killed any women through his lawyers. Pelley elaine, thank you very much. Secretary of state john kerry met today with syrians who have fled their twoyearold civil war. He visited a sprawling refugee camp in jordan that holds 115,000 refugees. Some pleaded with kerry for u. S. Military intervention in the war between rebels and the dictatorship of bashir alassad. The chairman of the joint chiefs of staff general Martin Dempsey told a senate panel today that he has military options for syria should the president ever give the order. That order might come if assads chemical weapon stockpiles are in danger of falling into the wrong hands. U. S. Troops are training for that and david martin went along. Reporter 1500 paratroopers dropped out of the night sky from an altitude of just 800 feet. Bringing with them nearly 190,000 pounds of equipment. They were the first of some 4,000 soldiers from the 82nd Airborne Division parachuting into an exercise designed in part to prepare for the worst in syria. After seizing an air field in the woods of north carolina, they launched a Helicopter Assault on a compound where for purposes of this exercise, chemical agents were believed to be stored. Their mission, get to the chemicals before they fall into the hands of terrorists who would use them against americans. Major general John Nicholson is commander of the 82nd. As we look at the at the evolving situation in syria and other places around the world, were preparing to deal with the reality of securing chemical weapons. Reporter in this exercise they found one of the components for the deadly nerve agent vx. Vx. Reporter how does chemical weapons change the operation . Chemical weapons are not something we encountered in the last ten years of counterinsurgency. So there is many dimensions to the issue of securing chemical stockpiles that were working through right now. Reporter does it inevitably make it a more dangerous operation . Absolutely. We want to minimize the risk to our paratroopers. And then how do we deal with the potential hazard to the locals in that area, the civilians. Paratroopers will keep everybody else away until experts arrived to decontaminate the site and arrange for disposal of the chemicals. Do you have special units that are trained and equipped to handle chemical weapons . We do in the United States army and theyre out here training with us right now. Reporter its been a decade since u. S. Forces went into iraq looking for chemical weapons. They didnt find any. But the threat is back. This time in syria. Suspected chemicals. Reporter if u. S. Reporter but twothirds of the states are not implementing exchanges on their own leaving the federal government to intervene. Those who dont buy insurance by march 31st face a fine. 95 dollars the first year, still far less than even the cheapest premiums. The challenge for the law supporters is to get enough younger, healthier people in the pools to balance the risk of carrying old other members more likely to see doctors. Angel gibson says that is going to require a change in thinking. Because i think most 23year olds cant imagine life without a phone, hopefully it will get to a place where people cant imagine not having insurance too. Reporter the white house estimates there are 19 million uninsured 18 to 34yearolds across the country and the 2. 7 million of them need to buy insurance through exchanges in order for premiums to come down. But some governors are unconvinced exchanges will lower premiums in their state because of the makeup of their particular pool of uninsured. Reporter caleb was shot in the head. He was in a coma in the same hospital where hugo was born four days later. Thats when we first met katie. No matter what happens with caleb i have a piece of him here with me, you know, no matter what, i have some of him right here. And that gives me a lot of strength too. Reporter caleb remained in a coma for two months. I know when caleb was in icu when he first started to open his eyes and look around, the one thing he watched more than anything else was hugo. Reporter hes been back home for six months where he has therapy almost daily to regain his speech and learn to walk again. He wants sometimes to walk holding hugos hand. Yes, hell do it, i believe it, that hell do it if anyone can do it, caleb can do it. Reporter her husband has managed to attend a Court Appearance by the accused shooter james holmes. Why did it seem important for him to go to one of the Court Hearings . I think it was just empowering for him to feel like i can get out there you know, and face the person who did this to me. Reporter what are those emotions that that anniversary brings . Partly, sometimes its sadness because you know we wish we could go back and not go, for one day i wish we could go back and have this had not happened. Reporter do you think just one day. I would take one day, just one day, the day before was the best day ever with caleb. I mean hes a lot of himself, dont get me wrong. Tonight, a plan to address some of these issues is coming up for a vote and not everybody is happy about whats in store. Reporter it is called plan bay area, a longterm look at some of the issues, transportation, environmental, housing, but some of opponents say their concerns have been ignored. One of the central themes of plan bay area is to encourage more housing near Transit Centers such as this Development Near the west oakland bart station. Planners say housing is critical because the bay area is expected to boom over the next 30 years with the population growing 30 to over 9 Million People by the year 2040.
