storm and tracy, parts of the bay area already feeling the rain. >> that's right, grace. we are on storm watch. we are already seeing some light showers across parts of the bay area. hi-def doppler showing most of the bay area looking at some rainfall. pretty wet out there. it will continue to pick up in intensity. so your forecast for this afternoon, cloudy with rain, winds expected to pick up this afternoon through tonight and tonight rain will be heavy at times. in addition to winds gusting as high as 55 miles an hour. high wind watch in effect for the north bay counties, wind advisories for the entire bay area winds gusting as high as 55 miles an hour, and snowfall a whole lot more snow for the sierra. wind storm warning, snowfall up to 30" close to three feet of additional snowfall. coming up we'll let you know when the heaviest rainfall will be moving through and again take a look at how much more rain will be moving into the bay area during this evening as well as tonight. >> thank you. we'll check in with you nabil lit. millions of people are trying to get back on track after a blizzard on the east coast. travelers are stuck waiting as airports scrambled to book flights. sfo travelers are facing delays of two hours. times square workers are clearing the snow before the big new year's eve festivities. >> the snow slowed things down. there are a lot of things to do and cables to be put down t slowed us down but people in new york know how to make things down so our team is doing an amazing amount of work. >> many of the city's outer boroughs haven't seen plows yet. cars and buses are stuck in the mill of the street. critics have voiced outrage over how make the mayor is handling clean-up efforts. the pilot who had a video criticizing security at sfo is speaking up. >> this was never about being famous for me. this was about aviation security. it's a serious issue at the airport and i wanted to address it. >> chris will lou told the media this morning that he was not aware sole people watched youtube. he depend the video saying it exposes security lapses at the airport. he posted videos showing ground crews can enter secure areas without being screened. all they do is swipe a security card. he is now under investigation by the tsa. violent crime has plunged in an east bay city this year from restoring gang and drug teens to imposing a daytime curfew on minors, sharon chin has the new approach. >> reporter: if you look around you will see there are still surveillance cameras on, locked gates, barred windows in the notorious iron triangle but neighbors say something does feel a little different. >> i feel safe in this area. it's a nice place to live. >> reporter: the iron triangle richmond' high crime area feels safer according to some who live and work in the neighborhood. >> i think it's getting better. >> we had a murder outside our building. so it has been safer but we come outside of the gates. >> reporter: the proof is in the numbers. richmond's homicide went from 44 to 21, a 52% drop comparing the first 11 months of the year with the same period last year. firearms assaults fell 11%. neighbors credit more community involvement. >> the churches and stuff and that are getting really involved. and they are targeting those areas that are, you know, crime-ridden. >> police have stepped up. i don't think it's the police actually. i think the community got tired of it. so i think that helped. >> reporter: community leaders also credit police actions, unlike neighboring cities laying off officers, richmond has hired to fully staff its police department for the first time in almost 10 years. it's restored funding to its gang and drug teams. officers are better monitoring parolees, enforcing a curfew on truants, and using gunshot detection technology and videocameras at hot spots. the presence of the iron triangle community council says community policing is working. >> they come and connect with us and share how they are making things better and we share how we feel and then we both exchange information. and then from there, we move forward to move a positive agenda. >> reporter: and for that positive agenda to continue, community leaders need money for programs they hope won't be cut. >> thank you. a shooting in san francisco sent a teenager to the hospital. the gunfire broke out in the fillmore district at the corner of fillmore and o'farrell streets around 10:15 last night. police say that the victim was struck in the lower body after an argument with four or five other teens. he is expected to survive. police are searching for the suspects, though the motive is still unclear. investigators are working to figure out what sparked an east bay fire which killed a world war ii veteran. neighbors reported flames yesterday afternoon at a house on drayton court. firefighters found the body of 85-year-old keith brooks senior upstairs. in the 1940s he fought in world war ii. >> where patton was directing the tanks in that movie, he remembers seeing patton off from a distance. he was in that mud nest there, too. >> after the war in europe ended, brooks eventually came home. he got married and started a family. yesterday's fire caused $150,000 in damage. a sinkhole in the east bay shut down an interstate on- ramp. at this hour, repairs are being done at cummings skyway on eastbound 80. crews started working last night. this morning, they partially re- opened the on-ramp. the sinkhole, 12 feet by 4 feet and about 8" deep. california highway patrol did not know the cause of the sinkhole but they are guessing that the recent bad weather may have been a factor. from sinkholes to potholes, they will soon be repaired on the freeway between walnut creek and danville. next year, caltrans plans to replace nearly 13 miles of interstate 680. it will also extend the carpool lane for a southbound 680 by a mile into walnut creek. the work was supposed to start last summer but the "contra costa times" reports that it was delayed because of the state budget stalemate. bart construction is closing a fremont thoroughfare. crews are putting a temporary bridge along westbound stevenson boulevard as part of bart's extension project to warm springs. that project includes digging a tunnel under central park in order to bring service to san jose by the end of next year. today's closure between gardino and civic center drive is expected to last through the afternoon. a six-figure double dip sparks outrage. how a bay area fire chief is doubling his salary and he is in retirement. >> plus concern over craigslist here in the bay area. the item desired by some ad responders that led them straight to armed robbers. slipping and sliding, struggling to stay up. how this stranded calf was rescued from an icy pond. ,,,,,,,,,,,,,,,, sweet deal, right? well for some people in santa clara county, would you like to get two paychecks for one job? sounds sweet. some people in santa clara county sounds more like a ripoff. kcbs radio's matt bigler has more on why they say the fire chief is double dipping into their tax dollars. >> reporter: as of january 1st, santa clara county's fire chief kenneth waldvogel will retire and take his pension about $212,000 a year. at the same time, he will be hired back as a consultant for the county and he will be making his old salary of about $236,000 a year and some change. now, this practice of so-called double dipping is sparking a lot of outrage among santa clara county taxpayers. >> he doesn't sound right. you know, double dipping is a specialty of wall street. >> i really don't think that we need to spend the money like that when we're laying off other firefighters that need to or policemen that we need. i think there should be another way around that. >> reporter: the county executive is depending the arrangement with the chief. tells the mercury news the chief is actually saving the county money by agreeing to this and he will only be staying on in that capacity through june. there is a bill currently in the state senate that would put an end to double dipping. it would require that retirees who are taking a pension have to wait six months before they are rehired by the same organization. i'm matt bigler in san jose for cbs 5. a santa clara police officer accused of giving confidential information to a gang now faces federal charges. clay rojas spent christmas weekend in jail after allegedly passing information from the dmv to a hells angels member, william betancourt. they believe he did it because he owed bettencourt money. both men were arrested on state charges in october. rojas is due in court tomorrow. in oakland, police are warning buyers to be careful when you're using craigslist. recently a number of people interested in purchasing a car had been robbed after they responded to those ads. police say they were attacked when they went to complete areas in the north and east areas of oakland. sunday, one victim was badly beaten. from sausalito the sea lion shot in the face is now blind. he cannot be released into the wild now. silent night was found injured on a beach three weeks ago. his right eye is now gone and he has permanent damage to his optic nerve. now, he can't see but vets say otherwise, the animal is very healthy. and he is suitable for adoption by an aquarium or sanctuary. so he took out a payday loan and now -- >> having bills coming up. >> so took out a payday loan. now it's costing him. the threats he received are actually a scam. >> and [ charlie ] try super poligrip free. coffee sho are you looking for a wireless signal? well, if you are an at&t customer, no need to find a coffee shop. at&t is expanding its wireless network in san francisco. customers can soon find wi-fi along the embarcadero. for years the company has operated wi-fi hot spots in hotels, airports and starbucks coffee shops. the new hot zones cover public outdoor spaces. at&t also plans to expand wi-fi in "new york times" square just in time for new year's eve. you may not want to be outside, though. there is a lot of rain and heavy wind. tracy, how bad will it? >> it could be a doozy. torrential downpours, close to tropical storm-force winds, that's all in the force lake this evening as well as tonight. here's what's going on currently. hi-def doppler showing the green so we have the light rainfall from guerneville down through mill valley, also in fairfield and concord. we'll continue to move down through the bay area in east bay location picking up light rainfall currently from san francisco down to san jose. and off the coastline here, the colors tell the story. green light rainfall, yellow more moderate rainfall. even a little orange and red there showing we have a few pockets of heavier rainfall that will be moving into the bay area. forecast for this afternoon, we do have cloudy conditions expected, rainfall moving in winds also expected to pick up. temperatures in the 50s. for tonight, rain will be heavy at times, windy conditions, winds gusting as high as 55 miles per hour. flash flood watch in effect for north bay counties where we could see more than 2" of rainfall tonight. wind advisory in effect winds gusting as high as 55 miles per hour. that wind advisory doesn't expire until 4 a.m. tomorrow morning. so we are expect winds to be an issue overnight. snowfall in the sierra overnight up to 30" possible. we'll look at our models. they give an idea what we're expecting. 2 p.m. a lot of green, then we have changing colors where you could see torrential downpours coming in early tonight and also still in the forecast throughout the overnight hours 10:00 at night still seeing heavy rainfall possible through the east bay as well as the south bay and even midnight still the likelihood of heavier rainfall east and south. eventually it will start to taper off to scattered showers. up to 2.5" of rainfall in the north bay through tonight. up to 1.5 in the peninsula. up to 2" in the santa cruz mountains. up to a half inch in the south bay and up to one inch in the east bay. again that winter storm warning will be in effect for the sierra. that will be today and tomorrow. mostly cloudy conditions expected for thursday. five-day forecast, leftover showers wednesday, thursday and friday drying out. for new year's eve love that. then saturday and sunday, the first weekend of the new year, more showers are expected. our mypix photo for this noon hour just before dawn at twin peaks taken by mike and trish palmer. if you have a photo to share, email it to mypix@cbs5.com. back to you. >> thank you. >> you should listen to tracy. she told me earlier to take an umbrella. i didn't listen and i got rained on.
