We have on and offramp traffic that is conflicting with each other. Reporter especially here, where traffic entering 101 mixes with cars trying to get off at this exit so the Transportation Authority of marin has developed a plan to build an offramp that will fly over the entering traffic and deliver cars to this intersection. They say it will make everything safer. But no one in up to wants it. I would say theres an extremely high level of concern at the level level about this. Reporter bob is on the Corte Madera Town Council and says people in the communities are concerned about the sheer size of the new structure and points out in one area the interchange will be 16 lanes wide. People think this thing is too big and too massive and too large and its just going to change the character of our town. Reporter its clearly frustrating for the transportation planners. They say they were asked to develop a safer interchange. But 11 different options have now been rejected. No one seems to be happy. Is that because of the plan or its just marin county . [ laughter ] thats a great question. Uhm. We had a lot of people in the room. Reporter thats not unusual for this area. People here are not shy about speaking their minds. They had a meeting about the freeway plan last week and 300 people showed up. 80 people spoke. Only two were in favor. People just dont like change. Change on this magnitude is extremely difficult. You have a very educated very involved populace here and they Pay Attention to things. We looked at a lot of options over five years. We engaged the community quite a bit. Maybe theyre willing to revisit some of the things that they said no to in the past. Reporter the Transportation Authority will meet again with city leaders tonight to try to sell the plan. If they cant, its possible that nothing will be done. Its hard to say if that will satisfy anyone, either. In marin county, john ramos, kpix 5. Mobile5 and kpix 5s ken bastida on the road tonight to tell us how bad the commute has gotten. Reporter yeah, hi, allen. Were here on the embarcadero in San Francisco. And were caught in the evening commute as is pretty normal for this time of night in the bay area. Youre going to get it one way or another. The folks at texas a m Transit Institute put together a study. They wanted to find out what were the worst cities in america when it comes to commute traffic. Were not the worst but pretty close. Lets look at the chart here. It looks like washington, d. C. Comes in number one. Believe it or not, it can take up to three hours to complete a commuter drive that normal takes about 30 minutes when its noncommute time. Second place, los angeles. Its a mess down there. They got 15 million people. Thats understandable. And then third, San Francisco bay area. And a lot of it has to do with people funneling into San Francisco into the south bay and then back out again at commute time. They looked at this and figured out that, believe it or not, people are lose about 5 billion hours worth of productivity every year in the United States because of traffic. What that works out to for each of us commuters is about 800 a year wasted in gas and time. What can be done about it . Well, they say maybe public transit. But really, they say, as the economy improves, guess what, the traffic gets worse. We have seen the congestion in the past sort of rise essentially when the economy has done better. Reporter absolutely stopped here in traffic on the embarcadero. This is pretty normal for a commute in San Francisco. Not only are you wasting time and money. Guess what, youre adding to the pollution on the planet about 56 billion pounds of Carbon Dioxide gets released every year from people like me sitting in traffic. Reporting live from mobile5, im ken bastida, kpix 5. Turn around and come home, ken. Thanks. Pittsburg Police Believe this man plowed his car to a mother and her two Young Children last night. Kpix 5s len ramirez shows us it was a bittersweet end to a truly spectacular season. Len. Reporter exactly right, elizabeth. A little more bitter than sweet. In fact, a lot more bitter. Colin kaepernick said today that he is going to remember that super bowl loss for the rest of his life. Frank gore said he doesnt want to watch the game film of the super bowl ever. Two days after the super bowl, they are still taking this loss very bitterly. Reporter it was a sad day in the 49ers clubhouse with the sting of the super bowl loss still showing on the faces of players like colin kaepernick, the 49ers packed up after their final team meeting disbanded. What do you think people will say about this team this year . We had a good team. We just werent quite there. Reporter you could also hear it in their voices, heartbreak of coming up just five yards shy of a world championship. We lost. You know . You know, we fought hard as a team. It just didnt come our way. Disappointed, but, you know, also proud of the season we had. I dont think anybody is hanging their heads. Had a great year, had a great run. Unfortunately, we came up short. Reporter but they came so far. Coach harbaugh said the 49ers learned how to be winners. They played up to the hype. They played up to the competition at the games highest level. With winners, its always the case, you feel half full right now. I mean, its a Glass Half Full feeling of what you accomplished. I think thats understandable and indicative of guys who are winners. Reporter many of the players wont be here next year. So there were goodbyes, souvenirtaking and autographs. In times like these, the pain of the present gives way to hope for the future and the future for most of these guys begins right away. I just use this as motivation. We got a young team, young quarterback, young guys, young runningbacks. So take a week off or two, just get back to hitting it again. Reporter its going to be a short off season for a lot of players. Colin kaepernick said today he is going to go to atlanta with several of his receivers and begin working out. Next week. Looking towards the future. Reporter thats right. The future of medical marijuana was put in the california supreme courts hands today. The court met in special session at the university of San Francisco law school. It took up a case from Riverside County where dispensaries are banned. While dispensaries are more common in bay area cities, other cities in california see them as a public nuisance. Todays complex legal arguments boiled down to this. The issues before the court is whether a municipality may ban what state law has made law. And i think that thats the core issue. Right now, seriously ill californians have the right to use marijuana for legitimate medical purposes. By the way, the court met at the usf law school because it is celebrating its 100th of birthday. Now the city plans to force owners to retrofit those homes by 2020. But as kpix 5s don ford shows us, repairs come with a costly price tag for the owners. Reporter thousands of them are scattered across San Francisco buildings that experts say can collapse in the next big one. We have seen them in loma prieta, northridge. Its encouraging drivers to speed up. But kpix 5 reporter Ann Notarangelo tells us some drivers in san ramon want the city to take it slow. Ann. Reporter yeah, allen. Here on Deerwood Drive the current speed limit is 25 miles an hour but by the end of the month, portions of it will be driveable at 35 miles an hour. Some people think thats great. Other people say, thats just too fast. Reporter its 30 miles an hour along the stretch of alcosta boulevard. Its a very slow street at 30 miles an hour currently. Reporter the guess is most drivers arent lawabiding. In a few weeks, 35 on this stretch will be legal. I think people drive that fast five miles or 10 miles over the speed limit anyway and i dont see any accidents or anything. So it doesnt concern me. Reporter but it doesnt sit well with everyone. So you prefer a slower speed limit . I do. I do just because slower means safer people, safer for kids. Reporter san ramon just completed its mandatory 7year speed survey of streets and found many speed limits were too slow. The average driver was already going faster than the posted limit but still driving safely. To aleve congestion they decided to change the speed limits on portions of 14 busy streets upping the limit by 5 to 10 miles an hour. These are roads that are not considered residential or near schools. Those remain 25mileanhour zones. I think overall its a good thing to do. But not necessarily certain that raising speed limits are the way to do it. Maybe looking at traffic patterns, the traffic lights. There are times that i have been stopped at every, single light for the first two miles after i leave my house just because the way the lights are timed. Reporter conducting the survey helps identify traffic issues but theres also a monetary incentive. The only way San Ramon Police officers can write speeding tickets that stick is for the city to have a valid speed survey. Without one, its easier for drivers to win challenges in court. So you will be able to go faster now in some parts but go too fast and its more likely you will have to pay up. San ramon is good about giving tickets. A lot of people are conscientious about that. Reporter it will costs the city about 5,000 to put up the new speed limit signs and they will start enforcing the new limits february 22. Thank you, Ann Notarangelo. A change in the weather is speeding our way very quickly. We are going to have a little bit of rain possibly. Man, could we use a little bit. We have been dry since christmas. Nobody remembers who comes in second. Believe me, the 49ers will never forget. It wasnt our time. It wasnt our time. I mean, last year you look, we made some progression. From where we were. And this year, we went a step the next step. So its all about progression and now we have to have faith in next year. When you look at what could you do better, could we have played better, was it our best performance . You know, in some ways well have regret there. How long do you think this loss will stay with you . For the rest of my life. The 49ers have a young roster so outside of alex smith leaving there wont be a great deal of changes next year. As for the coach displaying his emotions on the sidelines, that will remain in the starting lineup, as well. You fight to win. And you know, if you are asking does my personal etiquette need to be changed . You know, more catatonic on the sidelines . I dont anticipate that happening. Now, today i forced myself to watch the ravens parade and sometimes you make predictions that you wished were wrong. The 49ers have been giving up too many points here in the postseason. Jim harbaugh wont be going into exile in the coming days. Quite the contrary. The 49ers coach is going to tee up at the at t proam for the second straight year. And heres another prediction. I probably shouldnt make. Alex smith will not be his caddy this time around. The annual 49ers and giants challenge dwight clark showing his team colors off the first tee only day of the year that mike gets to take those pants out of the closet. And the contest would be decided on this chipoff. Ryan vogelsong must have scarfed down a couple of gelatos. Closest on 18. Earning the giants and a local charity 60,000. We have been saving that up for the past couple of days. He was saving up for today and thats good. Great cause. Win the money for the giants. Finally get us a win and it was good for him. He needed that. It was good. What you did all year under pressure, man. He was awesome. And i was just trying to match it. Almost but, you know, its like the story of the year for the 49ers. Almost. Couldnt quite get it done. Kpix 5 is your home for the pebble beach proam this weekend. Our coverage begins friday night with the season debut of the par 5 golf show a tradition definitely unlike any other.
