why they scratched a cheaper,,,,,,,,,,,,, >> as part of a plan to save money, the state has begun to transfer inmates to county jails. but with prisoners comes money also. counties have been quick to snap up their share but concerns are mounting over whether those funds are being spent wisely. >> next month this empty lot will be a construction zone. eventually a new prison will be built that will house more than 700 prisoners in san mateo county. a facility that he says the community desperately needs. >> the problem goes back 20 years. >> he points to this women's jail in redwood city. >> it is outdated and overcrowded and does not provide the same type of opportunity for female inmates as men have an immense facility. >> the new prison will cost $120 million to build and by some estimates, $50 million to maintain each year. critics say that the county does not really need the jail, is just the county leaders wanted. this year the county will get $14 million from the states, over all california is paying more than $830 million for state prisoners to be kept at local jails. >> what often happens is that those incentives drive the decision before a clear analysis has been done. >> he is an attorney with the center on juvenile justice in san francisco. he says that other jurisdictions in the bay area such as san fransisco and rant have used their realignment money in a better way, focusing on education and development so that prisoners have a better chance of success when they're released. at the request of san mateo county comptroller, he identified what he says are more cost-effective alternatives. part of his recommendation? leasing space in this new facility in san bruno which is owned by san fransisco county and sits half empty. but san mateo county leaders dismissed that idea. >> for the short term, that facility might help us while we're building this facility. but to build the system around someone else's available beds that are available now is not prudent and not responsible and it was the county at risk. >> in sacramento county, the sherrif has moved forward on expanding his present, costing nearly $700,000 to operate. this wing, newly reopened, is half empty. but the sherrif who is against the plan in the first place >> the state was not interested in creating a good product, but a fast product to comply with their demand. >> he says he will take the money well he can get it even if he does not necessarily need it now. >> is a proven what you have the money to do it?
