With that onshore flow kind of just bringing it in from offshore too. Now later in the afternoon that will be the same trend heading into friday but i wanted to kick that off because right now we are waking up to some cloudy skies throughout the bay area. Little bit hazy into the afternoon hours. That will be noticeable especially off into the east bay. I asked nicole a second ago if she noticed it yesterday. She said not nearly as much but today you might notice it a bit more. 50s in the forecast currently throughout most odd the bay area. Low 60s in oakland for everyone coming in from out of town for dreamforce, this afternoon were expecting 60s and plenty of sunshine into the evening hours. Or the Late Afternoon hours into the evening hours tonight. Its going to be a Beautiful Day for us today. Today across the bay as we take a look at that bay bridge, still keeping it nice and cool along the coast and expecting 60s from the coast off into the bay. Later into this afternoon we will warm up into the 80s in our inland areas with plenty of sunshine. Even some low 90s off near brentwood and fairfield. Ill have more on that in a bit. But for now, gianna actually taking a live look at the bay bridge. I heard theres some issues out there. I want to send it over to you to see whats going on right now. There are, jessica, unfortunately, you know we always get that backup at the bay bridge with the metering lights getting turned on. Usually around 5 45. But they were flipped on earlier today because look at this backup. Theres a crash on the upper deck of the bay bridge with injuries reported. Involving a motorcycle. And it looks like everyone is going to be okay. But there are fire crews on scene as well as a lot of activity with chp. So the damage is done that ride into San Francisco is going to be a tough one this morning. You are seeing that backup there all the way to the maze already and it is barely 6 00. And those brake lights across the upper deck, extend most of the span at least until you get just past Treasure Island thats where the crash is. No word from chp when its going to clear or when theyll open up the right lanes. So in the meantime, you can stick with some alternate routes and you can use potentially the san mateo bridge if you use b. A. R. T. , there are delays this morning for b. A. R. T. Coming out of concord. So definitely keep that in mind. But that might be a good option for anyone heading into dreamforce this morning. Got a lot of people in town because of that. So howard is closed between 3rd and 4th street. We will keep an eye on the bay bridge traffic but yes, today is the last day of the dreamforce conference at San Francisco. And there were concerns earlier in the year when salesforce Ceo Marc Benioff talked about pulling the event from San Francisco if its affected by homelessness and drug use challenges. But attendees weve spoken to say so far, so good. More than 40,000 people are here in San Francisco for the event this week. And sfpd says currently there have been no major incidents to report. So thats good news. But one of the big topics of conversation at this years event is Artificial Intelligence. And weve taken the opportunity to focus on that a bit this week at cbs news bay area. Weve talked about ai being used in businesses and in entertainment and now were talking about ai being used in education. So our Shawn Chitnis is live from Stanford University this morning where ai is being shaped as a valuable tool. Shawn, tell us more. Reporter hey gianna, good morning. Yeah, theres a free resource available called c. R. A. F. T. Supposed to help teachers explain ai to their students and we were talk to talk to the director of that program. And he of course sees a lot of potential with ai but does have concerns as well. What he really wants people to focus on is just the necessity to understand it. He says were going to need to start teaching teens about ai just like we have all of them go through drivers ed. High School Students are at an age where the impact of ai will be felt no matter what they do next. College or career. Artificial intelligence is now a part of all aspects of our lives, whether its how we work, live, or play. Reporter so stanford education professor victor lee is one of the leaders for c. R. A. F. T. , a set of resources to help High School Teachers take on the topic. Everything that we do is going to be modified and affected because of this and it helps to make sure students are able to think carefully and responsibly. Reporter what most excites you about ai and what are you most looking forward to . Ai is going to really open up so many possibilities just as much as mobile devices made it possible for us to have games when were on the move and to take pictures when going somewhere. Reporter what most concerns you about ai . Im concerned that ai is not seen realistically in terms of being a tool that is really just a pattern recognizer or pattern matcher. Reporter c. R. A. F. T. Has lesson plans on different aspects of ai on its website right now. For high School Students, the issues created by this technology could be immediate, affecting the videos they see, and the music they listen to, as well as Software Like face recognition and other forms of identification. Those are issues that students should be thinking about now. Especially in high school. About matters of privacy, and what kinds of data they want to have out there. Reporter and so the professor adds that really is important for all of us, but especially teachers and students, to know when ai will be useful and when its not the right tool. And to go back to that comparison to drivers ed, theprofessor also says think of ai like car. Sometimes its a really useful and powerful tool, sometimes when its not used properly. And kids are on the roads so to speak. In fact 52. 9 of them on the social media post said that yes, they use it for essays and grammar checks et cetera. I think the keyword here is training and thats what governor gavin newsom said last week when he put in the executive order. Just pumping the brakes a little bit if were going to stay on the roadway theme. But training people to use it from kids to government officials, in an effective way and a safe way. Its going to change the way we do everything and because of that, bay area voices are really a part of shaping that national headline. Discussion on ai. In fact, to washington, d. C. Now. Where we are learning more about a meeting between lawmakers you see Mark Zuckerberg there. Also in the room elon musk and bill gates for kind of what was a crash course on ai. Lawmakers are considering potential regulations on this technology right now. And in fact, one of our reporters caught elon musk outside in the parking lot as he was leaving asking him about potential regulations. I think the probability of it being some sort of Ai Regulatory Agency stands on its own similar faa or ftc islikely at some point. You think so. The reason ive been before ai safety in advance of sort of anything terrible happening is that i think the consequences of ai going wrong are severe. So we have to be proactive rather than reactive. Proactive. But consequences severe, when we talk about ai this morning were looking at thing lake the selfdriving cars and word generating chatgpt and also likely what you are using right now in the homes with siri and alexa. Also Major Companies are responding to president bidens request to sign a voluntary pledge to develop the technology responsibly. Who has signed . Were talking about copyright issues, robots taking jobs, and of course the Sticking Point in the hollywoodiers strike where it pertains to actors and their images being used and generated by ai. South bay lawmakers plans to introduce a bill to make it harder for studios to use ai to digitally clone an actors image and also mindful that state senator scott weiner is having a voice in this. Plans to go even further pitching and creating a state agency to make sure ai isnt being used for malicious purposes. The bill hes introducing is called an intent bill just meant to start a conversation. Nothing will happen by way of, you know, actionable items this legislative season on that. We start with the latest from pennsylvania. Where communities and authorities are finally breathing a sigh of relief one day after convicted killer Danelo Cavalcante was taken into custody. It started two weeks ago when the 34yearold escaped from prison and he was such a threat that authorities told residents in that philadelphia suburb to stay indoors. In just the past 48 hours. Police closed in on his location after cavalcante tripped a home alarm. And then an aircraft using thermal technology picked up the heat signal. After securing this location, Law Enforcement released a k9 who bit his scalp and thigh. They say cavalcante was cooperative after that. We can expect a preliminary trial in two weeks. Its a race against time for detroits big three automakers. As they work to reach an agreement with the United Auto Workers union. Nearly 140,000 individuals plan to walk off the job if an agreement is not reached by midnight. So far, Union Negotiators have rejected offers from ford, gm and stellantis and workers are demanding a 46 pay increase and other benefits. This comes after automakers disclosed record profit this is past year. And starting next fall tuition is going up for tens of thousands of College Students at californias csu system. The board of Trustees Vote today approve a multiyear tuition increase. The csu system is facing a deficit of 1. 5 billion. Tuition will increase 6 every year for five years in a row. And by 2028 29 that school year, tuition will be nearly 2,000 more. That applies to less than half of the students, those who either qualify for grants and waivers or those with higher family incomes. But thats still more than 180,000 students. So like i said, you just got to save more and i do wonder though because you have all the out of state colleges that are offering the recipro cal california tuition if it affects those. Rent for the student and you are going to see a lot of kids want to probably stay in their familys adus in the backyard. For sure. I mean we weve got a student in college right now. Low pressure slowly creeping its way towards us. Thats going to change the direction of the winds and its also going to cool us off just a little bit more and also bring in some clouds too. Well notice that more in the inland areas though. 80s and 90s for us today for the thursday forecast. As we get closer to the weekend, temperatures are slowly going to start cooling down as the system moves in. Which is perfect because i mean, the first day of fall is right around the corner. Its already starting to feel like that. So 80s turning into 70s for our friends in our inland east bay. 60s stay consistent along the coast. As we head from north bay all the way into the Santa Clara Valley, 70s by the weekend and we hold on strong kicking into next weeks forecast. Now from San Francisco into oakland these are two may crew climates really not going to see too much of a change. Low 70s across the bay bridge into oakland. Mild conditions here. But speaking of the bay bridge, that connects the two. I heard theres an issue out this right now. Gianna . You know weve been monitoring this crash on the upper deck of the bay bridge and headsup if you are getting ready to make that drive into the city. I would definitely start leaving a little earlier than usual to deal with all of this. Unfortunately a motorcycle crash with injuries blocking a couple of lanes. Just got an update from chp tow crews are now on scene. There it is blocking the two right lanes but in the meantime, metering lights are now on. And this backup is substantial. All the way to the maze at this point. So were now seeing those Ripple Effects on approaches like 80 and 580 and 880. So busy ride there. On the scale of 1 to 5 probably about a 4. Get the coffee and get going and get out the door. Maybe use alternates too. The backup is pretty substantial and extends most of the upper deck of the bridge. Ten minute delay on the yellow line from antioch to sfo in the concord area. So you might be a little behind or a little set back a bit with b. A. R. T. This morning. But hopefully theyll get back on track and just about a ten minute delay. Not too bad. You can always use the san mateo bridge as well. That will get you across the bay between 880 and 101. You can head north there into San Francisco. So you do have alternates. But in the meantime, definitely give yourself extra time for the commute into the city. Drive safe everybody. Finally good news to report that crash weve been watching has been cleared now on the upper deck. Thats a positive. Although the damage is done the backup already pretty big at the bay bridge toll plaza. Metering lights turned on a couple of minutes earlier. But easing up into San Francisco at least once you pass Treasure Island. More of a typical pattern once you are past the metering lights. But you know, going to have a lot of people heading into the city because of dreamforce. Its going to be quite busy. You might consider using public transit. B. A. R. T. Is dealing with about ten minute delays not too bad. It will affect the antioch line that yellow line coming into San Francisco. So just keep that in mind. Muni caltrain and vta are all on time this morning. Might see a few more cars on the san mateo bridge likely due to a lot of people using this as an alternate to the delays at the bay bridge toll plaza. So this is still busy again a Ripple Effect from those that trouble spot over at the bay bridge. But again all lanes are now open. In the east bay last night, emotions running high at a town hall meeting in fremont. All came to a head when the District Attorney pamela price started answering questions about her approach that many see as controversial to law and order. Price is facing right now a recall effort thats driven largely by the families of victims. They tell our Jocelyn Moran theyve been shut out of the conversation. Reporter well, this happened inside of a church in fremont. You had people there who supported the da and wanted to listen to her. And then you had her critics. Things got heated at another one of Alameda CountyDistrict Attorney pamela prices town halls, especially when she talked about Restorative Justice. The basic tenet of Restorative Justice is about healing. Its about victims. Its about making sure that the victims have the opportunity to hold the person who harmed them accountable. And to [ inaudible ] i am a victim. [ applause ] im a victim. Im a victim. Im a victim here. Listen here. Reporter virginia nishita has been begging for a meeting with pamela mice and she has been told that shes busy. For her, this is a extremely personal. Shes the widow of Kevin Nishita, the Security Guard who was shot and killed in oakland two years ago while protecting a news crew. What about us and what about my family . What about the victims of this crime . We got the reporter. We got the cameraman. We got the person standing next to kevin. And of course im the voice for kevin. Reporter during the town hall, the moderator asked price how she and her department are listening to victims of crime. Listening to victims, we are in constant communication with victims across the board. Reporter thats when virginia nishita stood up and left. I cant believe she said that. Reporter Kevin Nishita price answered presubmitted questions and explained her priorities. Mental health for those incarcerated and programs for young people. This is why we have to stop investing in incarceration and start investing in education. Weve got to invest in programs that draw young people in [ applause ] reporter the da also said that Alameda County has a race problem in terms of who gets charged and what those charges and sentences are. She said shes working to address those racial disparities. Yeah, lot of voices there needing and wanting to be heard and speaking of voices, wanting forheard, school board meshes are usually educators and parents and community leaders, very rarely are they children. But the Contra Costa County board of education is switching the status quo. They had their first ever student members at their meeting last night. And as Andrea Nakano reports, theyre bringing with them an especially unique point of view. Reporter Daphne Milich and Sophia Nguyen didnt waste any time getting involved in wednesdays board meeting. Our Mission Statement says that you prepare students to solve relative problems. I was just wondering if there was an example of that. Reporter a senior at Monte Vista High School in danville, milichs goal is to be a voice for fellow students. Im running my nonprofit. Iyc which is a nonprofit for homeless and emancipated youth because im one of those. Reporter to her, it was important to lift up the voices of Homeless Youth in the county. As an emancipated minor and former Homeless Youth, i believe that i can have a perspective that may not be broadly shared by the community. But its also a community that people sometimes assume doesnt exist. Reporter Sophia Nguyen is an advocate for Substance Abuse prevention. She didnt hesitate taking on this role. Even though she juggles school, leads youth coalitions, and works. Sometimes i have always had to manage a lot on my plate especially, managing like a job to support my family. And paying like medical bills. Just comes with, you know, practice and time. Reporter sophia and daphne are the first students to ever serve on the contra costa board of education. The board realized the need to bring in student voices to each and every meeting. Theyre the ones at the schools and they can use their voice and theyre also in touch with other, you know, with their peers. Very much so. So that was an important piece of this. I think i can bring this new perspective, not to say that, you know, the Board Members are old, but [ laughter ] you know, a youth perspective can be very refreshing. Reporter the county had a lot of qualified applicants, but they found two students who are committed to making an impact now and in the future. I have known what i wanted to do for such a long time, since i was 4. I knew that i wanted to be a lawyer and i kind of planned my life around that. So it is crazy at times and stressful at times, but so fulfilling and i wouldnt do anything else. Well, as students daphne and sew mia will be able to offer insights but they will only have a preferential vote. Those votes wont officially count toward decision making. But what an incredibly great idea. Surprising that we are not doing this already in other, you know, School Education areas and districts. And i mean the things theyre learning too. Tech giant google is laying off hundreds of people in its recruitment division. The latest cuts come after google parent alphabet eliminated 12,000 jobs or 6 of its work force across the company last january. Now the cuts will affect members of googles recruiting sector globally not just in the bay area. The company says affected employees will get severance offers and other benefits. And some bad news for our entire state. Pg e customers may face another massive rate increase. This comes after the major price hike last winter. They claim they need more support reducing wildfire risk. But the California PublicUtilities Commission says pg e could prevent wildfires for billions of dollars less than they proposed. Well, weve been talking a lot about ai and education this morning and now were bringing a little chatgpt into your homes. And were checking out how the groundbreaking app works in real life situations. Say for instance you are working on a book report for school. With the help of social media producer cynthia were asking it in realtime this morning write an essay about Character Development in huckleberry finn. Putting in that question right there. And this is what happens on the screen in realtime. You know, an american classic. Huck finn and look. This ai generating technology is writing a paper that if a student was not honest, could be submitted to their professor to their teacher. And this would be the assignment. And how fast it would come together. So you can see why in the poll, that we put out on social media, 52. 9 of young people that we asked, do you use this are you aware of it. They said yes. And now you are seeing why. Crazy. It looks like a human wrote that document. We just dead it in realtime. Until you put it in the scanner and you realize a human did not write that document is your child is now in trouble. Probably why educators are very worried. The program writes that document it looks just like a human wrote it and that has a lot of educators worried this morning. The first draft you work on when you turn it in or is that cheating. All right, so we are asking an expert here now to address some of those concerns about ai is professor jane rosenswag director of the Writing Center at harvard college. You and i know each other because you helped me get my masters degree. And you know, i never would have dreamed of handing in something to you or to Christina Thompson or any of the harvard professors that had been run onchatgpt but you are in the l. A. Times talking about a real risk professor. Hi reed. Im glad to know you wouldnt have turned it in. I think the risk here im less interested in cheating although thats certainly something that we think about. And more interested in what it means for what you are not learning if you are using chatgpt. Right . All of these companies that are putting out these chatgpt tools and the gpt tools are telling us this is a realtime saver, right . You can use this and save all this time so that you can do the real work. But what if writing is the real work . And when you are in my class or any writing class, the real work is actually doing that writing yourself. And the reason why thats the real work is because we think about writing as a way of thinking. Of figuring out what you think. So the idea that the chat bot is going to generate your first draft for you means that you are not going to be doing that thinking. That figuring out of what you think. We dont need more papers in the world. Right . I dont assisign papers my students because im in need of papers. I assign papap to my students because i want them to have the experience of asking a question and figuring out the answer and working through that and theyre writing. Thats a really good point. I mean, is the thinking and also the retention. How do you expect this to affect how students compose a paper moving forward though . Do you think ai is going to be accepted as a trusted resource . Well, i think right now, we all know those of us on the educators side, that you cannot trust it in the sense that its doing what they callhallucinating right . Some of the output is just wrong. You will get a list of sources and go and look them up and they wont exist. Also bias build into the systems and thats a problem thats going to be difficult to solve. So right now, the concern i think is is that students will see it as a trusted resource and educators really need to be focusing on how were going to help the students understand what it can and cant do. Very related situation you are in right . If you are trying to write an email and you write 30 of these emails a day, and theyre really not a writing situation in which you are going to be doing a lot of thinking and working through ideas, then maybe this will become the tool of choice for people. But in the classroom, we really have to be thinking about what were going to lose if students turn to this tool. And helping them understand what choices theyre making. In their learning process. How are teachers going to figure this out . Tell the difference, how are schools going to be able to spot chatgpt in student work . So i know one of you mentioned that you can put it througugh a detector at the beginning of our time together. The detectors are really not trustworthy. Thats not going to be the way forward. Were hearing about all sorts of situations where students are being accused of using a detactor and it gets it wrong. So i think as educators, what were really going to be having to do is rethink our assignments. And weve already started to do this. How do we help students move through a process of writing and understand why the process of writing matters. Rather than focusing on Something Like trying to catch people for cheating. You are not there to catch us for cheating but what you are there is to do what is the genius i think of your program there at harvard and its to come from a place of yes, and get that Critical Thinking in the students minds and thats what Artificial Intelligence will never do. When it comes to Critical Thinking and also creative ty really limits your creteivety as a writer as a person if you are just cutting and pasting. Getting the ideas curated from some Computer Program you cant do that. No, its also i think a little bit of work ethic. Theres something to be said in the time you spend working on a project and writing and researching it. You learn a lot and you put your effort in and then you are proud of that. So i think that has a lot to do with it too. I hope kids think about that before they make that choice. Jess, let the younger set know theyre watching them at harvard. You know whats interesting about that, is beautiful as technology is, it is kind of sad that the kids are losing the opportunity to really sit there and just you know, go through the skeleton of writing a document. And kind of just building it and to be honest, i have looked at chatgpt and its impressive to see how quick it pops it out and i dont know. Im just grateful i didnt have it at school. Lets be honest. A lot better along the coast right now with that onshore flow though and look at the beautiful sunrise this morning. The marine layer so you are not going to be able to see it from the surface level. Were seeing cloudy skies along the coast but sunnier conditions everywhere else. Look at San Francisco. For everyone coming in from out of town for dreamforce, this san franciscan area you know, its going to be split in half today. This is actually very normal during this time of year. That marine layer slowly blankets the rest of us near fidi and of course the Salesforce Tower heading into the late evening hours tonight and cloudy skies tomorrow. Speaking of tomorrow, and into this weekend, we have low pressure moving in from offshore that changes the direction of the winds so now were seeing winds sweep in from the south that will help with the air quality but to add to that also cools us off a little bit too. Daytime highs today were sitting pretty much around average. 60s along the coast and 80s and 90s off in the east inland hills and 80s near santa rosa today. But heading into this next couple of days, as that area of low pressure moves in, temperatures start to cool off. Well notice that in a lot of areas into the east bay the north bay and the Santa Clara Valley. But you dont really notice it too much along the coast. 60s will stay consistent for us along our coastline. These 80s will quickly drop to the 70s for areas like the north bay and the Santa Clara Valley. With partly cloudy skies. Here we go all the way into San Francisco and oakland. Those are the areas were not going to see too much of a change actually. Were expecting 60s and 70s from here on out for the next seven days for the two areas that connect with the bay bridge. Speaking of the bay bridge, any issues out there right now . Okay. Heres the good news jess, we were monitoring this trouble spot on the upper deck of the bay bridge near Treasure Island. Now been cleared out of lanes. However, now getting word of a new accident not too far from the toll plaza and sort of trying to see if i could spot it there this morning. Looks like it might be past the pay gate area near the metering lights. But that is a second problem of this morning. At the bay bridge. And weve already got big delays coming out of the maze working into the city and look at this backup. It is well beyond that overpass. The slowest approach is coming off the eastshore freeway. Westbound 80 is really backed up and early. So definitely get on the roadways a little earlier if you can. Look at this all the way out of rich monday into berkeley. Getting to the bay bridge very slow. 580 approach slow as well as that northbound 880 ride. A pretty tough crawl through there. Adding to troubles on the nimitz freeway, you have got some brake lights anyway both directions around san leandro. Theres a crash there and you can see that right in here and its definitely slowing things down. If you are headed south of there into hayward. You have some brake lights there as well. So you can use the san mateo bridge to get across the bay. Maybe save a couple of minutes there. Or maybe even use b. A. R. T. Dealing with about ten minutes delay on the yellow line. Hes changing the narrative. We introduce you to this San Francisco man bringing his Community Story to the forefront for decades. A San Francisco man is marking 30 years of celebratingfilipino arts and culture. Sharon chin introduces us to this weeks jefferson award winner. Reporter when he immigrated to the u. S. 31 years ago, movie critic Mauro Tumbocon says he discovered that films outside of his native philippines were just plain miserable. They depict the people as miserable, as desperate. As very poor. And so i think i would like to to correct that misconception. Reporter so the writer and journalist decided to change the narrative. Mauro founded and directed facine or filipino arts and cinema international. He organized the annual Film Festival in San Francisco 30 years ago for and about the Filipino Community. We are, you know, a very Diverse Group of people. With a certain history. With culture. And traditions. And we have our own dreams and aspirations. Reporter mauros media Arts Festival and competition started as part of a monthlong exhibition of 60 films at the first ever Filipino American arts exposition. Three decades later, facine is now held over several days at the roxy theater. It draws hundreds of people and filipino filmmakers from around the world and featured works range from documentaries to animation and music videos. Today, i decided to visit your grave. Reporter Adrian Alarilla of seattle has introduced several of his own films over the years including a reflection on the Filipino American author carlos bulosan. Adrian finds it empowering having the space to share his work on the immigrant experience. It sort of validates me as well. Like you know, like these stories do matter to people. My story matters to people. Reporter and adrian has even started a filipino Film Festival in seattle ten years ago. He credits mauro as his inspiration. Hes very unassuming, very humble. But so welcoming. Reporter that welcoming spirit serves him well. Outside the theater, mauros day job is to help the unsheltered find housing. But hes also succeeded in finding a home for sharing filipino stories. What brings you joy about this festival . It brings me happiness that we survived through all these 30 years. Reporter so for creating a Film Festival to celebrate the Filipino Community outside of the philippines, this weeks jefferson award in the bay area goes to Mauro Tumbocon. What a stellar guy and i just love that his spirit of service also continues in the community. Helping the unhoused as well. Yes, celebrating his art and culture but doing good for our city too.
