Now President Trump is calling for a reversal. Mola lenghi reports from washington. Reporter President Trump is reversing the pentagons policy regarding transgender people in the military. In a series of tweets this morning, the president said, the government will not accept or allow transgender individuals to serve in any capacity in the u. S. Military. He cited, quote, the tremendous medical costs and disruption that transgender in the military would entail. Ash carter lifted it last year saying it was the right thing to do. Americans who can serve should be afforded the opportunity to do so. Reporter since october transgender people have gotten medical care but recently there was a delay on allowing people to enlist. The president s statement contravenes the doctrines of the military. Well review it. Reporter the pentagon referred questions to the white house. The pentagon wont release numbers but there are between 2500 and 7,000 Transgender Service members in the active duty military and up to 4,000 in the reserves. Navy Lieutenant Commander blake serving as a man for three years called the decision disaappointing. Transgender people are already serving in all aspect. Military and have no impact to readiness and the lethality of our mission. Reporter there is no word on what will happen to those currently serving. Mola lenghi for cbs news, the pentagon. Reporter moments after President Trump tweeted this morning there was an overwhelming amount of backlash from people across the bay area even his gop supporters here in San Francisco wish he did things differently. We have honorable people transgender, gender, nonconforming individuals who volunteered to serve our nation, putting their lives on the line. We have this coward in the white house who is telling them they cant serve. Reporter San Francisco supervisor who served on the board since january and made rights a priority says what President Trump tweeted is outrageous what i think is awful is that you have a man who received deferments and didnt serve in vietnam one for a bone spur in his heel, that he got while playing golf. Reporter jason clark chairman of the San Francisco Republican Party says he thinks President Trumps tweets are a mistake. I think what the president should have said was, Chelsea Manning is unqualified to serve in the u. S. Military in any capacity. Instead, he has painted the whole broad stroke of people and said theyre unqualified to serve at all. Reporter his focus needs to be shifted. Doesnt matter what you wear, if you are willing to put your life on the line for this country and you can serving and do the job well, then thats all that needs to thats all that really matters. Reporter according to a 2014 study by the Williams Institute of the university of California School of law, there are 15,500 transgender people currently on active duty or in the guard or reserve forces. The study also estimates that there are 134,300 transgender veterans a total slap in the face of veterans who served our country. Reporter Tiffany Woods a secretary for the states labor day caucus says, quote, transamericans lives are not red meat to score political points for his conservative base. And declaring it opens the door to violence. Since october1, transgender military have received medical care and changed their gender identification within the personnel system. President trump praised the senate for agreeing to begin debate to repeal and replace obamacare. The victim was shortlived. Nine republicans joined democrats in rejecting the Senate Leaderships plan. Senators can still offer up unlimited amendments in an effort to narrow down a plan thats capable of getting the votes needed to get rid of obamacare. I know members in both parties have healthcare ideas they would like to offer. If you have one, bring it to the floor. Thats a lot of bunk. We have had no hearings. We have had no amendments. We have had no bipartisan discussion. And we wont even be able to have debate on many amendments on one of the most major bills affecting us that affects tens of millions of people. Conservatives favor a vote on a straight repeal of obamacare with no replacement. But enough moderate republicans oppose that idea making it unlikely to pass. Attorney general Jeff Sessions could be pulling millions of dollars from sanctuary cities. But local leaders say they are not backing down. Kpix 5s Jessica Flores has the details. Oakland mayor libby schaaf says despite the threat, oakland will remain a sanctuary city. The Oakland Police have a very clear policy that we will not cooperate with i. C. E. We will not. We are clear that our job is to protect our residents and that immigrants are what make this city great. Reporter under the new rules, the department of justice will withhold certain federal grants unless cities give immigration authorities access to local jails and alert the department of Homeland Security when someone potentially facing deportation will be released from jail. Oakland doesnt have city jails, but the rules would violate policies in counties and cities across the bay area including San Francisco. They call parents and say they have their child and will be injured if they dont pay up. The scammers want to do everything they can to sort of show that this is real even though its not. Its the scammers way of adding a little bit of drama and ratcheting up the intrigue. The police say if you get a call like this, find a way to contact the person they claim to have kidnapped to make sure theyre okay and then call police. In about an hour, the latest suspect arrested in the brutal murder of an 88yearold woman known as miss flo is expected to appear in court. 19yearold johnny brown is set to be arraigned in san jose today. His alleged role in the crime is unclear right now. Another 19yearold suspect is facing murder charges. Miss flo was beloved in her san jose community. She was punched and kicked to the ground in her home last september after Authorities Say suspects broke into her home and demanded money. Police made now arrests in the case. And they are encouraging people to take Public Transportation like the light rail or buses or the ace train. At the end of 49ers games at levis stadium, police convert Great America parkway from two lanes southbound to four. So all lanes are heading to the freeway. That isnt possible tonight with Great America and local businesses staying open. Just be patient and you can leave early, leave work early. Reporter today in the kitchen stephanie and i are making something wonderful, risotto, the way she pronounces it, i love it. Now, she cannot leave the risotto because you have to babysit it. This is a risotto style dish called [ nonenglish language ] which is rice and peas and kind of old venetian dish from venice in the springtime, very cool dish, a more of a peasant style because its served more like a dense soup. You actually go a little bit longer on the risotto than typical. So to starch almost makes a broth or sauce. So with risotto you put in the rice dry. And a hot pan with some peas that are sauteed and slowly laid until warm stock and water or a vegetable stock, just something light. And you just keep stirring it and stirring it until its ready and the very last step is we are going to drop in just a couple of cubes of butter. With a traditional risotto dish this would be a lot more butter but were going to change the ending a little bit. We are going to add Something Else to the top. So stir that in. Give it a little more ladle once the butter is melted. This rice is amazing, how quickly it soaks up the water and releases the starches at the same time. Now were going to plate. Look at the texture. See how its so, so creamy . So were going to put on a few sauteed mushrooms on top. I just like sweet pea. What kind of mushrooms . Shiitake. They were dried. You can use any kind of mushroom you want but i like that earthy balance to the sweetpeas. Its a nice different play on the textures.
