Passengers took to social media one person tweeting f 183 has been stranded in abu dhabi for close to 11 hours now. Is someone even looking into this . The airline said in a statement that it is working to restore flight schedules and that any change or cancellation fee will be waived. New developments onair asia flight 8501. The plane may have been flying an unauthorized route from indonesia to singapore the day it crashed. Officials claim the airline was not supposed to take that route on sunday, the day it plunged into the ocean. Meanwhile, sonar equipment has detected four massive objects at the floor of the java sea where searchers are looking for the planes wreckage. The federal Small Business administration has approved a program for disaster lones in san mateo county. It is to help those hurt by storms and flooding in november. They can file applications starting this wednesday the 7th and it ends on the 15th. They will be accepted at a center inside the miller avenue parking garage in south San Francisco. The controversial project is the start of the route between fresno and bakers field. A 29 stretch of track will be the First Construction project of the 68 billion deal. This is Ann Notarangelo information of the bullet train eventually set to trail from San Francisco to louisiana but authorities have a lot of work to do to finish the first segment including hundreds parcels of land. Some of the money for the huge project is coming from us in the form of higher gas prices. But it is sort of an indirect way. The new year brought a new cap in trade surcharge on all gas sales which drivers will likely pay at the pump. Money from that will be used to offset Greenhouse Gas emissions throughout the state but a good portion itself will help finance the rail project. I dont want to pay no more than what im paying right now. Gas is gas. You still need to get it no matter what. Republicans fought the hike and some democrats wanted to delay it so they would have more time to understand the law. That effort failed. Well get a chance to understand more about the law coming up in a few minutes with state senator mark leno who has been pushing the law. I think the pain was really lessened on this hike that is just beginning because the fact that gas prices have gone down so much over the last couple of weeks. Thats right. It has been a fluid situation but well sit down and find out where the money is going what the goal of the program is and what is next. We have some good news coming out of oakland this morning. It looks like most types of crime are down. Thats right. The murder aggravate the lowest in 14 years rate is the lowest in 14 years. And that is down from 2013. That is down nine from last year and well below the 127 in 2012. Robberies took a bigger drop by almost a third. 31 . We have not had an officer involved shooting now in 19 months. Probably as happy with that stat as i am with the fact that crime is consistently now on its way down. Were encouraged. It is almost a 40 reduction over two years. That is a good sign of progress but i dont think we can take any joy in 80 murders for the year. The mayor and police chief says having more officers this year allowed them to saturate the hot spots shootings burglaries are also down but rapes, aggravated assaults are higher than last year. So are Home Invasion robberies. The it is the tale of two cities in oakland and bay area cities as well. Crime is down in some areas but property crimes tend to be going up. We will be sitting down with libby in a few minutes as well as other things going on in oakland. Tomorrow, bad elmo is going to court. You may have heard about this guy. He is a street performer who dresses up as sesame street furry red elmo character and hangs around San Francisco fisher mans court. He is charged with making criminal threats. He was arrested in october. His name is Daniel Sandler and we caught up with him in 2012 when he admitted that he was deported from cambodia. I did a website 12 years ago over 18 chics so it was not even a crime. Sandler makes money on small donations from tourists to keep the tips in a small pouch draped around his neck. He is free on bail today. This has been a difficulty for some of the businesses on fisher mans court. Some of them have signs in the window saying that guy has nothing to do with our business, just walk past him. On the other hand, some people actually find him entertaining like some of the other on and off street artists down along the warf. This one wound up in jail. Well see how funny the judge finds it tomorrow when he heads to court. All right fed up with a finer fans are doing a lot of finger pointing as the team tries to pick a new head coach. Jim harbough is leaving after the teams first season. It was a mediocre season at 88. The true breaking point is the lack of new lombardi trophies. Most are pointing fingers at the ceo and general manager. You had two swing and misses before you hit with jim. He got you as close to a super bowl as anyone in the organization has had so how can you say to the fan base that you think that youre going to get a better hire. The 49ers season will be remembered for what happened off the charge, Sexual Assault charges, drunk driving and threats at airports. Also the stadium itself has had questionable problems including parking the turf and the overall environment down. There what it is attracting. And i suppose just because it is new it hasnt had any soul injected into it. Question about cost now that we have the super bowl coming up and well be sitting down with one of the big boosters of the stadium planned down there to swhachl is next and how they plan to fix some of the problems. Coming up more on the new law meant to be hurting the environment. Why gas prices are expected to rise. Kland mayor libby schaaf has a lot on her plate. But she says shes ready to tackle th ll be in our. Protests against police, Violent Crime and nfl team at risk of leaving. Libby has a lot on her plate but she is ready to tackle the job. She will be here to talk about it coming up. Weeks. It may be a response to cap and trade. You may have noticed gas prices inched upwards in the new year for the first time in weeks around it may be a response to cap and trade. California requires Oil Companies to buy credit to offset carbon emitted by cars and trucks and that may be prompting companies to raise prices. This is a look at the average price. 2. 83 compared to 3. 20 a month ago. In san jose it is 2. 7. Oakland, 2. 66 and vallejo 2. 52 compared to 2 even one month ago. There is a question on how long the gas prices will stay up, drop down or go higher. It is all done on a credit system. It is involved in trying to clean up the air and it dates back to a law that we passed some 10 years ago. Joining us is state senator mark leno. This was an out growth of ab32 which is to reduce california greenhouse emissions in the next few years. Drop them to 1990 levels by 2020. So what how does this help clean up the air . Cap and trade puts a cost on carbon the price of emitting more Greenhouse Gases into the atmosphere whi know changes the air. Is the idea to get people to drive less because theyre paying more. The increase as a result of the fuels under the cap. Keep in mind that Energy Producers have been under the cap for some years now. All of the job loss for the chamber of commerce never did happen and so now fuels come under it. 40 percent of all of our Greenhouse Gas emissions comes from fuel so we have to clue fuels if were going to take a chunk out of the Greenhouse Gas emissions. The cost will probably go up in the neighborhood of nine to 10 cents per gallon. Now, i am of course sensitive to my lower income who will feel it more than you or i may. I think everybody will feel it. Rather than driving 72 miles an hour on the freeway drop it down to 70, you can offset the increase of price per gallon and if you drive 55 miles an hour youll actually be saving money. But on this, data of this; that what were trying to do is reduce the emissions. Youre trying to get people to drive less. Drive more efficiently. Driving at a slightly lower speed and everybody cant invest today in a more fuel efficient car. But theyre buying new cars. Theyre buying gas guzleers again. There is an incentive for everybody. Why not do it more, if were trying to get freedom drive less. 10 cents at the pump isnt going to change peoples driving habits. Why not make it higher. Because youre afraid the public will react negatively to it. It is what well do with the money swhi so exciting and such an a maze which is so exciting and such an amazing opportunity here. In the 14 15 budget year. A billion dollars well collect. And where does the money go. It doesnt go into our general fund. It must be used to further reduce Greenhouse Gas emissions so you have a circle going up in reducing emissions. Wait. Wait. Wait. What are we going to do with the money to reduce emissions. One quarter itself is going to high speed rails. Yes. 25 . 25 . And the real question is whether that reduces greenhouse emissions. Even your legislative analysis. That will be determined in a court of law. The governor wanted 33 . We negotiated 25 . But 75 will create an on going independent source of funding for Public Transit in california. 15 goes to transportation. That is for b. A. R. T. And for ac transit and for muni and caltrain. We dont have that money now. We will as a result of the cap and trade. Additionally, another will go for Affordable Housing so low income people dont have to drive an hour to get to their low wage jobs. Does any of this go into directly cleaning up the air. Of course it does. Sprawl worsens the situation. That is great social but immediately. Does any itself go into lower. Yes it will. If it doesnt it will be challenged in court. It says these dollars must be spent in furthering reducing Greenhouse Gas emissions. My concern is for the lowest income folks. Im fighting to raise the minimum wage of californias lowest wage earners. Isnt it interesting the same business interest that are suggesting it wont go up 0. 09s theyre actually saying it will go up 0. 70 a gallon. Do we know yet . It has been discounted by everybody who looks at the numbers. They came up with the 0. 70 and gallon and theyre not shy to put that out there. As it stands right now we figure it is about 10 cents a gallon. It should. Nothing in ab32 says they must fas on to us. They probably will, but in a competitive market maybe some will only rise it a penny or 2 or 3 to get more share of the market because their competitors arecontend. It is great that others are finally discovering our secret sauce. While oakland is on the that list. Also on many lists of some of the most dangerous citys in the country. How do you reconcile. That how can it be both at once. That is the truth of Many American urban cities. That is part of why im taking this office is to change that. This is a little bit extreme though when were talking about oakland. I mean it is the only city that journalists have to go up with armed guards literally and then we have other neighbor worry worried. This will be the excitementing challenge for the next few years. Were primed for growth and revital observation. Well do it a way that keeps oakland oakland. We want to make sure we dont lose that diversity the exciting artist diversity and embracing of social movements which can be a little disruptive at times. Lets talk about. That the protests have not slowed down and that is things that slowed down mayor nez a the past mayors in the past. Im very clear about the line between free speech and passionate politics. And vandalism and destruction and i will continue to embrace support fashgs sill tate peaceful protest support facilitate peaceful protests. Were home to many social movements but smashing windows graffiti on Small Businesses, that is not part of oakland. It is unacceptable and i will do everything in my power to put an end to the law lessness. They always say is the concern over police enforcing people not breaking windows that it will inflame the protesters. How do you deal with the line that has been drawn. Youve seen the Oakland Police department do an admirable job. They have been very professional. But weve seen a lot of Business Owners standing by watching the police watch people break their windows. And that has been absolutely unacceptable and that part of the performance from opd i have been disappointed in. But i have been very proud that they have been very professional, very strategic in how they have worked with these protesters so that the situation has not become inflamed as it did in berkeley. And we have a lot of neighborhoods that have been immune to the protests, out of the fray, kind of scale uptown, nice neighborhoods that were seeing people moving to and theyre becoming desirable. A lot of money being spent there and then you have east oakland. How do you bridge the gap between these areas or do you even want to . I think that we need to see revitalization in all parts of the city and it will come to some parts before it comes to others creates a wealth and prosperity that does get shared. We are going to be looking at impact fees for developers for the first time in oakland. That is something that San Francisco has had for a long time but that type of fee is something that can benefit other parts of the city. Im also looking to really support our Small Businesses, particularly in our neighborhoods and we have partnered with zip an Innovative PrivateCompany Based here in San Francisco to get interest free lones to our Small Businesses. A lot of the challenges that oakland faced has been blamed on the budget not having enough Police Officers. How is it that we have such budgetary problems when you have multi Million Dollar houses in some of the neighborhoods. They have to be paying property taxes. Well, as you know, prop13 does limit the amount of property taxes you can get where we have longterm residents. Im not going to blame that on anything. We have to grow the economy. We have to be sure that businesses understand what a great place oakland is, particularly for the millennial work force. These Young Workers want to not just live but work in a city like oakland. That is exciting. That is vibrant that has a sense of identity and real authenticity and frankly the rents are a whole lot cheaper so im excited that oakland is getting ready to grow and grow the tax base and then with these new residents were also going to have more shopping. Speaking of the economy what about the sports teams . It looks like the warriors are leaving but we still have the as and raiders. One foot out the door. What are you going to do . Im seeing increased interest in both teams in considering oakland as a new permanent home. As you know, both teams want new stadiums and so we are working with a really great new team of investors looking at the coliseum city concept and they are absolutely serious about making sure both teams want to stay. Because you said we dont want to spend public money on this. Ive been very clear about that, but cities like San Francisco have shown that you dont need to. That the Public Partnership can contribute a lot but it doesnt have to be taxpayer money. Were running out of time. One final question. What are you going to do most differently than your predecessor . Implementation. Im not about cute titles or announcing initiatives. We know there are basic things we need to do, particularly around safety, and that is get more cops out on the street, give them the modern tools to do their job. These are basic things that have to be implemented with a determination, with a laser focus and that is what im about. All right. It goes online soon south of the castle. Officials announced the project last may. The plant uses a mix of water and highly treated sewage waste water and it could mean a third of the towns water needs. It is a saying in berkeley as well and right now there is a big question on how berkeley can you get over the confusion over the new law that is supposed to tax sugary drinks. It is not being enforced. Why . They havent figure add out out a plan on how to collect it. They a charged distributors 0. 01 tax for amount of sugary drink. It was supposed to be passed on to consumers with the goal of convincing people to drink fewer sodas. Nobody seems to know how the tax works because the city is figuring it out. Some of the aspects of the new law up in the air. How to keep track of taxes owed. When they should be paid and how that money will be collected. Okay. So you can say they have, you know, one of the unenforceable regulations but the thing is the whole country has their eye on this because this is the first in the nation law that a lot of people are thinking about implementing. Exactly and what is interesting, i talked with mayor tom baits a couple of months back on how to implement it. They said well have to hire somebody to draw up a plan for it. Well see what is there but a lot of this was about a statement being made as much as it was about the poll saech. It was the politics itself and policy. It was the politics of it and bringing attention to sugary drinks. How it works out remains to be seen. How berkeley can you get. On tuesday san joses new mayor sam licardo will be holding the inauguration. He did a ride along with the Police Officers in the first hours of his term after midnight on new years eve. It was a move to bridge the gap with the Police Officers who have been united agains. It never hurts certainly to be able to take a look and see for yourself what our officers are dealing with on a daily basis. Ill continue to reach out and try to get negotiations moving here. Police union warned that more officers would quit if the short staffed department because of the stance on pension reform. We have not seen a mass exodus yet. Maybe there is room for a compromise. It is interesting to note that he is out there with them. Meanwhile, he is reshuffling a lot of the inside players at city hall as well. I have to give him credit for hitting the ground and running who else will wake up at 1 00 a. M. To go do a ride along. I think that was a real olive branch he extended. Well see whether it is accepted or not. The fight against a huge pay raise for politicians is heating up in the east bay. The Contra Costa County clerk is counting signatures on a petition to stop a 33 raise for county supervisors. They voted to give it to themselves last november and since then, a coalition of other county workers and taxpayers has been working to stop it. The problem is weve been behind for so long. We didnt get the increases during the same period but here, were barely coming out of that great recession. And the most we got was 4 . If the group has enough signatures county supervisors must resist the 32,000 raise if they dont undo the raise the issue will go to a special election. County supervisors were the second worst paid in the bay area but with the new raise and a new salar 129,000 they now jump to the 4th highest in the region behind santa clara alameda, and sonoma. There is one point where the economy was so bad that a lot of the county agencies were taking one for the team. Were not going to take it year after year. Now they look really bad for taking the raise because it is all at once. It is and is a huge raise for them and puts them on par with some of the others in the bay area but it brings into question the bigger issue that i dont think anybody really wants to address and that is should county supervisors be part time and work or should they be full time . It evolved into a full time position here in california and they dont hold another job so we should be paid as a full time lawmaker and that is when you wind up paying 129,000 plus benefits and that is quite a pill for some people to swallow at once. And the same question is coming up on the state level. Should our legislators be on a part time basis . There is a growing push i think to consider that at sgleesz meanwhile, a local at least. Meanwhile, a local lawmakers wants to make it more difficult for people to get behind a car with duis. It is on the way to the state legislature. It would force anyone convicted to get a restricted license to use an ignition interlock device. The car wont start if the driver blows a reading over the legal limit and more tests are required during the drive as well. It is the driver who would pay for the dwis not the state. Some say this addresses a problem that doesnt really exist. Most people we found that once theyve gone through the experience of being charged with a dui and actually being convicted, they learn a painful lesson but they learn a very important lesson and they never have any problems again. Our goal to keep our streets as safe as possible. This is an important tool. 24 states already use it and the test program is being used in four california counties including alameda county. I think one of the biggest arguments against this is that it is harsh to first timers, people who have their first dui have to have this embarrassing and troubling device on their car but then again dont do it. Thats the point. There is a strong lobby behind pushing for reductions in drunk driving and that is not going to go onnia way. Still to come. I think they underestimated parking. The parking we thought would be established and got when i was there, they didnt get them, so that is one issue and then the traffic, still working out issues on that. So it is tough to get in and out of. And the danger there is that people if they have a rough year getting in and out of the stadium, if theyll go back and so how do you going to try to make it better . I think the majority of people are getting out easier. We have a different opinion on that but i went to two games. We have had issued with turf, had to replace it repeatedly and the services there. What are the protections if this thing doesnt work out for the citizens of santa clara or will they be on the hook like the raiders in alameda. Santa clara is in a boom. They were voted the 7th most livable in the city. Were at 23 million in reserve. The city is booming around the stadium but around there there are issues we need to work out. One of the issues is the egress and getting in and out of the stadium. One of the ways it will pencil out as an independent authority is events in addition to football. We had bowl games and College Games and the attendance seems to be steadily dropping. Is it people are not crazy about the idea. Youre correct. But it is not the rose bowl and the cotton bowl and the sugar bowl. Some of these bowls are not as big as the other big bowls attendance has been not what we expected but the city wont be on the hook. What are you talking about . I think he will be wise enough to make sure he can get votes from people of color. The republicans have not been able to get votes from people of color because they have gone away from programs that affect the lives those people. Suddenly however, the latino world says we want to be heard and i think bush speaking spanish will get them. Do you think he will pick a minority as a Vice President . They both might. No question. I dont know if she will, but he lchlt she starts out already but he will. She starts already on the woman side. Is anybody grossed out by the fact that we might have another bush versus clinton race . This is why americans are getting sick of politics. There is sufficient nepotism involved. Oh my god. Is there to say that there is a lack of talent other than that. No. No. In the world of politics when youre seeking Public Office you really need all of the advantages you can possibly get period. And if in fact the legacy from your previous relatives who did really good things are who calls people to be attentive it gives you an advantage. It is not a question of whether or not there is more talent. There is tons of talent in people it is just that theyre not marketable as quickly and as effectively as bush or clinton.
