Local organizations work with immigrants have had their phones ring off the hook since the president speech. They wanted to know whos going to qualify, when can they apply, how much is this going to cost, whos eligible, whose in eligible . Theres a lot of requirements that we know for Immigration Reform. Immigrant advocates say people should be wary of fraud schemes that will surely pop up and begin assembling a paper trail to prove how long they lived here. Meanwhile, theres a new push to stop trains from carrying potentially hazardous cargo to the bay area. And its happening several times a week. 100 train cars rolling through richmond carrying highly flammable crude oil thats been transported onto trucks at candor morgan facility. The oil is called back improved. It leveled the town in quibec when the train carrying it derailed. In a letter to the bay area air quality district, the City Attorney says if a derailment happened in the city, the potential blessed with impact 27th school and most of the neighborhoods. The letter also says the city had no idea the trains were even running. The letter asked that they revoke the permit if possible and go through a complete Environmental Quality act review. Environmental groups filed a lawsuit in september to get the crew permit revoked. The lawsuit was thrown out because of judge said it was filed too late. One way to transport crude oil, the keystone pipeline. Republicans in congress are crafting another bill to authorize its construction after legislation failed by just one vote last week. The pipeline would transport heavy crude from canada to texas. Its been six years since that application was filed. Another one of those controversial items in congress. Its going to be interesting to see what the republicans do when they have control of congress. Sitting down with a state senator to ask what were doing in california to prepare for these. You might be surprised at the answer. Meanwhile, ebola is getting together some of the most acclaimed disease experts. Theyll meet to talk about how the government should respond to the Health Emergency as well as security and ethical concerns that remain. A local National Guard unit is getting ready to go to west africa to help curb the outbreak. The unit is based in San Francisco, one of six National Guard battalions activated for this mission. They wont treat ebola patients but will provide training on ebola and malaria prevention. It didnt matter whether a function was to be a Rifle Company or to go out there and do humanitarian work. The unit will ship out this coming spring and when they come back, the soldiers will be monitored closely for ebola symptoms for 21 days. If they want to get the attention of lawmakers were ultimately going to say whether theyll get extra money to offset tuition increases, they might want to get a little effort. We were talking about trains coming from the midwest to the nation. Now are finding out that theyre going to come down possibly through fremont, the bay area, all the way down and out from bakersfield as well. Were talking about a tremendous increase. Tremendous increase. Just look at this and put it in perspective. In 2009 had about 400,000 barrels coming in by freight entering. 200013, 6 Million Barrels coming in per year, and 2016 is projected to be 150 Million Barrels of oil. At a Million Barrels per day coming in two tanisha. This trains just dont carry oil, although theyre taught about the rolling pipeline. They carry other Hazardous Materials as well, sometimes mixed in on the trains as well. How are we checking these and the potential hazards that could impact 27 schools do something blow up . A lot of these train tracks run through school areas in hospitals. A lot of residents are affected by this. The problem is that 40 percent of the firefighters in california are volunteers. They dont have the resources. We dont have the resources to attack a problem similar to what happened in quibec for 47 people dying when that train derailed. The tanker cars today are single walled, not double walled. The oil that coming, you know, youd the United States is the Largest Oil Producer in the world exceeding saudi arabia, exceeding russia. The problem is that most about oil comes from north dakota and texas and its coming to california. We have five Oil Refineries that are taking the majority of that and having to refine it, so theyre in the process of trying to develop terminals to handle that increase. A hundred car trains will come into that city every day. If the comments that city, they pass through every other city. No one is prepared today to deal with an emergency if it were to occur. We have a fund that set up on the oil came in by tanker. If there was a spill, we took a certain amount and send that aside for a spill in the water. But this is on land and it hasnt been covered. It has been covered last year in the budget. Six and a half cents goes to the fund. Thats to clean up after the fact. The responses youre right. Theres no response. That was the response before because you didnt have to worry about residence in their homes and things, but thats the issue. I had legislation lester to deal with it. It looks like will be in the budget. A lot of these fair apartments are already down to bare bones. The idea of something this massive rolling through, its one thing to clean up but if you have an accident right there, its up to that individual group to get out there and respond. If they can barely do what the normal is now, how will they handle today theyre not prepared. Thats why weve been trying two issues. One is to clean up after, the second is that emergency First Responders that needs to be on the scene to do it. Safety standards unreal are set by the feds. They pretty much ruled the roost on this. Is it smart to be putting this much oil through the trap lines in california without the Emergency Response . Its not safe to do that. Thats the real challenge, because we are not prepared today, and before you do something, you should have that response in place. Another issue is the redundancy. The speaker, the republican speaker will not even allow it to be heard. Now mr. Obamas action has forced the dialogue. What do you think the Republican Action is going to be . They may try to do budget issues. There may try to hold of some of his appointment, but the fact is theyre trying to attack him. This is not do they want to oppose this or do they want someone else to do this for them . I believe that the republicans know that the 12 Million People that are here need to being managed. The other day we were out at the unveiling of whats going to replace candlestick park, which is the Shopping Center and mall. We went inside the stadium and what we found were piles and piles and piles of seats that are being torn out to make way for the new group. The city is selling some of those for charity with the 49ers. Its also turning out that as part of the deal, joe montana grabbed up about 2500 of the seats that they are the number 16, which was his jersey number, and he signing them now. You can get them from 400 to 799. I hear a lot of wives grumbling because they know their husbands will want those seats. Get a seat back so you can hang on the wall. The bay area has put in a bid for the 2024 olympics. Its an expensive proposition, and putting a popup stadium. Torn down right afterwards. The 2008 olympics in beijing cost 44 billion to put on. Organizers say they could do it for one tenth the cost because we already have so many places to stage. They say would all be private money. We can put forward in 10 years from today and olympic game that would rival any thats ever been put on anywhere in the world. Five cities originally in the running for the Winter Olympics dropped out after just doing the math. The olympics cost too much these days for many cities and economists just say theyre not worth it. This could be like the americas cup debacle here in San Francisco. Wasted venues, broken promises, poor turnout. I think one of the Biggest Challenges faced is that we are not just a city or bay area that would be coming into competition. You go up against an entire country like china. You go up against entire countries like brazil that are willing to put the sources from all around the countrys into this, so its an expensive proposition. If theres one thing we like to do it in the bay area, its try to grab events, whether its the super bowl or the olympics. Well just keep going. And it is kind of fun. In the meantime, the holiday travel. Drivers are planning a protest. They say protests may happen this week. Thats after a showdown last week for two hours. Cabs refused to accept passengers tying up the airports. Cap these are protesting their competition. It created a backup on inbound roadways, but i guess the biggest concern was the inconvenience to customers. Its really unacceptable on the part of this group. Theyre all allowed to pickup and dropoff passengers at the airport. They have to have insurance, pay airport fees, and comply with the Airport Commission regulations. This is a sore spot with cap these. Ive spoken with one this week. They explain to me, the way these Rideshare Companies are cutting into our business, were lucky to make 120 or 150 per night and that sometimes 10 hours of work. Do the math, if not big. A right to the airport are 35 or 45. That could be the difference between making and breaking it, and now the airport is leading these other nonmedallion cars in for a small fee of four or 5. Theyre saying its not fair. So theyre out there protesting. The good news for air travelers, you can take bart all the way to the Oakland International airport. Service started yesterday. It cost six bucks to go from the coliseum station. Its an eight minute ride. Depending on the time, the trains run every five to 20 minutes. Control report by the city of San Francisco says that were losing about 20 million a year because of fraudulent parking and flattered use. People get to park free for up to 72 hours at a parking meter if you have applied and at any given time about half the spots in downtown San Francisco are taking up these. The thing is, some people use them as free parking all day. They proposed several changes to current laws that allow that, but the state legislature has yet to jump on board or even try to make them stick. Disability advocates tend to chew anybody up at the drop of a hat in order to protect what theyve already gained for honestly disabled people. Disabled placard abuse also drives a parking price for everyone because meter rates in many parts of the city are based on the number of spaces available. The problem is, this is a pervasive problem. I venture to say almost Everybody Knows somebody who has stamped the system. You know, used your mothers placard, especially when parking is so difficult in the city. It really is a problem that is difficult for the legislature to tackle, because of such strong emotions on both sides. Meanwhile, divide and conquer. We sit down with one of the local congressman to see whats next for undocumented immigrants in our country. ,,,,,,,,,,, east bay congressman Eric Swalwall for his read on whe we go from here. anne does well, the president s executive executive order has rattled a lot of cages in congress. We sat down with congressman in the neighborhood and asked, what is read and where do we go from here . The president using discretion is going to focus on allowing families who came to our country to stay here and not live in fear of being removed or deported and take phones are violent criminals and get them out of your assessed as possible. Rather than treating felons and families the same way, we draw a distinction between the two. What about Border Security . Theres going to be a surge of border resources. Right now as we saw over the summer, we have thousands of children, cross our border, and i still hope we treat them on a casebycase basis, but people who are not children, adults were coming across them are going to find that its much harder to come into our country. It seems that this immigration mandate was only dealing with the southern border. What about the people waiting in line to get their families from china, from the philippines, from what are they stand . The president s actual not affect people whove been waiting in line. Instead, it says if you cant our country seeking a better opportunity and youre following the laws, you do not have to wake up every morning and fear that youre going to be deported. In your district, you of a mix of groups here. The immigration issue plays a number of different ways. Is there concern there might be resentment from these other people playing by the rules that theyre going to be pushed back in line . The problem with the president s action is that it does not allow undocumented immigrants to get onto a road map or get into a line of citizenship. The people already here who are playing by the rules and are going through the lawful immigration process, they dont have to worry about losing their place in line. Theyll stay in line. Undocumented immigrants, they only now can live without the fear of being removed. What i Hope Congress will do is what the president cannot do, which is to give undocumented immigrant certainty, to put them in line after they go through a background check and pay a fee and allow them to the process in which they can be a citizen. Do you really think that anybody in washington wants to vote on this one way or the other, or they just left it to him . I want to vote on this one way or the other. The senate has already voted on this 500 days ago. Almost 75 person votes past a roadmap to citizenship. I think when we talk about action or inaction, we should really focus on the in action in the house. Speaker weiner has had the senate bill for 500 days and has silenced the voices on both sides. Hes silenced those against Immigration Reform by not allowing them to step forward, and he has silenced lows in the house which i think a majority of its members would favor immigration. If you were to look back on this historically, what would you say is going on . The president , just like other president s before him, is using discretion to not report nonviolent families here in our country. The larger issue is that congress has to act. This is in Congress Court right now. The senate has done the job, the house should take about and give certainty and make it legal. You think theyre trying to force congress . Yes. I think hes trying to do with rate first which is not have these families live in fear but hes also saying to congress, passed the bill. You can make thats right.
