The aclu is filing over a dozen lawsuits nationwide seeking documents related to the implementation of President Trumps travel ban. The organization is looking to get records from 14 customs and Border Protection offices including in San Francisco, los angeles and chicago. They want to find out how the bans were carried out at the airports. The revised ban suspends visas from six muslim countries and halts the u. S. Refugee program. Two judges have blocked the plan the ban. But President Trumps administration is appealing those decisions. Berkeley is gearing up for rallies tomorrow. Clashes on march 4 led to violence and arrests. Some of the same people are sponsoring a rally at noon at civic center park. A Left Wing Group is planning a party at 10 a. M. Berkeley has canceled its downtown Farmers Market as a precaution. Senator Dianne Feinstein is coming to San Francisco next week for her first town hall meeting since President Trump took office. An investigation is under way right now in vacaville where three people have been shot. It happened around 2 30 a. M. Those shot at the Apartment Building were sent to the hospital in critical condition. No arrests yet but police are asking anyone with information about the shooting to come forward. New details this morning the Palo Alto Police department is under scrutiny for the way officers use tasters. Kpix 5s Sandra Osborne is live in front of the Police Department headquarters with the latest on a new audit. Good morning. Reporter good morning. They do these audits twice a year looking at how officers use the tasers. They found the use of tasers was justified. However, how they reviewed the cases thats where there are some questions. Now, according to the mercury news, they say this most recent audit completed last month only contained four incidents, two of them being taserrelated, a very low number of incidents for an audit. The mercury news says in one case, an officer was arresting a man on probable drugrelated charges. The man resisted, kicked the supervisor in the head, that supervisor then tased the man. Again auditors saying this is a justified use of the taser. But they say when reviewing the incidents, investigators later interviewed the man right in front of that injured officer. They also asked him leading questions. And they had two witnesses, they asked witnesses questions together instead of apart individually. So once auditors completed this they said there is room for improvement when reviewing these taserrelated cases. But the use of the taser was justified. Sandra, you said there was and another taser incident that they looked into. Did they find any problems with the review process there . Reporter they did. They said in that particular case, it was about the wording, after this incident was all over and they went back to write the reports. They said that the investigators with all this use what they called overheated language. Basically exaggerating a little bit. Regardless of the language, though, the auditors did find that the use of the taser in that case and the other was justified. Thank you. San Francisco Community leaders say that they are horrified at the district attorneys decision to clear two Police Officers in a deadly shooting. District attorney George Gascon said that the officers were justified in shooting 21year old amilcar perezlopez back in 2015 after a 3d animation based on eyewitness testimony and forensic evidence showed their actions. In a few hours leaders say that they will gather at the hall of justice to voice their concerns over gascons recent report. This morning two men are behind bars in san jose after an Armed Robbery at a vta light rail station. Transit police found one of the suspects lorenzo green in a garbage can after the robbery. Police say they approached a woman at the blossom hill station around 11 00 yesterday morning with a gun. They stole her things and ran. A Childrens Center and an Elementary School were locked down for about an hour until both men were arrested. A suspected methamphetamine dealer was arrested this week by napa special investigations bureau. They say they sold an undercover officer meth on two occasions. They want the judge to block part of President Trumpss immigration executive order saying the president doesnt have the Constitutional Authority to strip federal funds from counties and cities who dont help immigration authorities. Im joined by Santa Clara County cindy chavez. You will an listening to these arguments and youre saying its the president actually cuts federal funds for sanctuary cities, this would be catastrophic for your county. Can you explain why . So the county of santa clara has one of the largest Public Hospitals in the state. We have over 800,000 visits a year and this could take 1 billion from our hospital and so when you look at those devastating results, those are people who are old, those are people who are young and people who really rely on the safety net for survival. Reporter so santa clara was actually the first county to bring this lawsuit. But San Francisco is also joining them and this would impact counties across the country. Why did you step up and bring this lawsuit . One is we understood what the devastating impact would be to the people we represent. And second of all, we really understood that this doesnt just impact Santa Clara County. It impacts jurisdictions across the country. And the reason is, is that theres so a morphous what it means to be a sanctuary city the federal government will decide that. At any time anyplace in the nation could be targeted reporter and President Trump attorney general sessions say this is going to make us safer. We need sanctuary cities to actually help enforce Immigration Laws in order to keep us safe. What do you make of that . Well, first of all, we as a county have a lot of obligations. And we use our sheriffs to protect people when they dial 911 for domestic violence, a car accident, reporting an assault. Our primary job is to make our locality safe. Its the federal governments responsibility to do that other work. We partner with them and we do we follow the law. When they present a judicial warrant, we present that person. This isnt about following the law. They are taking resources from us and they are supposed to give us the money. Thank you for joining us today. An alarming consequence in some south bay cities like san jose that are coping with fewer Police Officers. Kpix 5s Sandra Osborne on the new study that shows Violent Crime including murders are on the rise in Santa Clara County. Good morning. Reporter good morning to you, yeah, you have a rapidly increasing population. You have a diminishing police presence. And, of course, you have that increasing crime. But the District Attorneys Office is hoping that having this information will help them tackle this problem head on. Now, according to a new report that they have released by the crime strategies unit it says that property crimes are down but gun violence and assault are up. The report also refers specifically to the city of san jose and the staffing problems they have had with their Police Department. The city you will remember declared a state of emergency because of it last august. Now, they believe fewer officers could be contributing to the increase in crime. San jose itself saw a 14 increase in violence in crime and even more concerning a 57 increase in murders. So do they have any plans about the situation . Well, for starters, they are changing the staffing at the d. A. s crime Lab Processing guns and bullet casings more quickly which will theoretically lead to more arrests and prosecutions. They are also hoping to crack down right now on burglars. Now, Something Else that was interesting to note out of this report. They said that the number of people resisting arrest actually went down. And for that, they believe it might be because more officers are wearing body cameras. And so fewer people are trying to resist arrest. Something interesting out of that report. Reporting live in Santa Clara County, Sandra Osborne, kpix 5. A south bay man is under arrest accused in a freeway shooting that injured a 17year old boy. The chp says that 33yearold Jose Luis Blanco is behind bars. Officers say that they found two firearms and meth at his san jose home when they went to arrest him. The shooting happened last month on highway 101. A 17yearold was sitting in the passenger seat of a another car when the car was shot up. The incident was gangrelated. New details about the deadly San Bernardino classroom rampage. We are hearing from a teachers assistant who is being praised as a hero for saving students lives. Jennifer downing watched as Cedric Anderson shot his wife karen. She says after karen was shot anderson turned the gun towards her but ran out of bullets. Thats when she grabbed some students and motioned them out the door. Throughout the year, some have called for arming teachers, which downing says in her case would not have helped. There was absolutely no reaction time. Because it was right away. There was no maybe i should go grab something or get something or had something been locked up. It would not have mattered. In our bay area watch, some people in the north bay who live near the smart Train Railway will soon get much needed peace an quiet. The city of petaluma will implement a quiet zone next week. That means train engineers will be prohibited from blowing horns, except in emergencies. San rafael and novato will also launch their own quiet zones after further testing is completed. In palo alto, some households could see the utility bill go up 4 this summer. About 12 bucks a month. The citys Utilities Department says it may also increase water rates by 4 and garbage collection by 5 . Palo alto Officials Say the hike is to make up for the loss of electricity when the drought was in effect. General motors investing big in the bay area. The Company Announced it will devote 14 million to a new research and development facility. Gm says that it wants to expand the development of selfdriving technology after its recent purchase of a Company Based in San Francisco for autonomous driving. The facility will add 1100 jobs over the next five years. A San Francisco supervisor is considering suing the state in a push to get data on uber and lyft. Supervisor [indiscernible name] says the city is working to lessen Traffic Congestion and knowing the locations of ridesharing vehicles will be a key step in doing that.
