What it says, look, this is where we are now, this is the budget we need and will need moving forward. The university does have close to seven billion and seven years ago it was more like 5. 5 billion. Reporter tuition is now a little over 12,000 a year. If the plan ais approved by the board today, it would go up to more than 15,000 by the year 2019. And we will be there as the regents take their full vote at ucsf. So the heaviest traffic is still from 205 to north flynn on westbound five westbound 580 and sluggish to the interchange. Accident peninsula san mateo southbound 101 at 92. We are hearing reports it was involving a minivan, a cab, another car, so obviously a multivehicle crash there blocking two lanes. It is slow for at least an exit. If you are crossing the san mateo bridge it looks okay, no dense fog advisory issued and you can see it actually looks okay now on westbound 92 leaving hayward. Silicon valley drivers this is what it looks like for you if you are leaving milpitas on westbound 237. Still clear there. Bay bridge they have their own dense fog advisory actually one for the bay bridge and the Richmond San Rafael represent issued by again chp. Now, by the afternoon, that rain will be spreading into the south bay. The temperatures are going to be much cooler. 50s and some 60s. A man under arrest for what he showed secret Service Agents near the white house. He told agents someone told him to drive from his home in iowa to the white house. Agents asked to search his car and inside they found a hunting rifle and bullets in the trunk. He was arrested for illegal possession of a firearm. A new lawsuit accuses the Makeup Company sephora of discriminating against asian women. Sephora usa is based in San Francisco. The four women suing claim during a sale on november 6, sephoras website crashed. After, the company said it had identified certain entities who take advantage of promotional opportunities to buy products and then resell them through other channels. Then the company deleted a number of accounts with chinese or asian names. The suit is asking for damages and that points be returned to those four customers reward accounts. A Security Camera was on when two burglars broke in a house in palo alto. You can see the familys cat run away when the burglars used a crowbar to get in the front door. One of the men walked past the camera and the other saw the camera and broke it. But the video had already gone to the cloud and now police are asking for help in identifying them. It is 6 07. Some Public Employees in Contra Costa County want to overturn the county supervisors recent decision to give themselves a raise. The 33 pay increase would raise the supervisors annual salaries from 97,000 to about 129,000. The union says the supervisors have demonstrated that Public Employees are last when it comes to budget priorities. The union says they are planning to gather some signatures now for a referendum. The bay area is the least affordable place in america to buy a house for the middle class. Only 15 of homes in five bay area counties are in the right price range for middle class buyers. If you ares crossing the san mateo bridge, it looks clear. Westbound and eastbound 92 should be 13 or 14 minutes along the cordon between hayward and foster city. Heres a live look, getting more crowded by the minute, the bay bridge toll plaza stacked up through the maze. The approaches arent too bad. 21 minutes oso from the carquinez bridge on the eastshore freeway. Other bridges in san rafael everything is quiet on southbound 101. Once you hit the Golden Gate Bridge, though, it is foggy. We have been noticing a lot of fog continuing to creep into our camera. But only a couple of dense fog advisories. If you dont like to drive in the fog or rain it could be a wet evening commute use mass transit. Bart systemwide on time and ace train also looks good. Same thing with caltrain. Its nice to be able to use it for a change and yeah, indeed, we have that storm move through yesterday. And hidef Doppler Radar picking up on another storm system. This round number 2 in a series of storms making its way through the bay area. This one going to pack a punch as it comes through. You can see some yellows and orange making its way into far Northern California. That whole system sliding in our direction throughout the day. So the rain picking up middle of the morning in the north bay. And then it looks like as we head into the afternoon sweeping across the rest of the bay area. Another storm expected for this weekend, too. And that one could be a good soaker especially in the north bay. The storm door is open bringing rain today and heres the next storm just beginning to develop. For the weekend. 10 00, 11 00, rain and a cold front into the afternoon. Not a washout for the commute home but likely more scattered showers into the evening. More fog tomorrow morning and rain friday night into saturday. So with that in mind, rainfall totals yeah, we have picked up significant ones yesterday. Maybe over happen inch in some spots, lesser in the south bay but another nice soaker outside. School in vallejo using art to bring a community together. Staff at Grace Patterson Elementary School put both students and parents to work to create a beautiful mural on campus. And thats this weeks cool school. Reporter these students are closely inspecting their work of art. Last year, to get more parents involved, staff came up with this art project. A colorful 10foottall mosaic mural created by students and parents. We want to have something that families can come together, make, design, be a part of that could be lasting. Reporter so they went into fundraising mode like movie nights to collect the nearly 2,500 it took to make. After school, parents worked side by side with their children. They would go and pick the materials and cut the glass and put the goggles on and Work Together on a couple of pieces. Reporter they decided on a sea life theme to highlight the schools focus on science. Every student picked a creature they wanted to make. You could put different sheets of glass on on your animal. And, um, the wall. Reporter the mural took nearly a year to complete. A local artist guided the product and adhered every student design to the wall. Then the finished masterpiece was unveiled. I was amazed. I couldnt believe it was done. I thought it really was beautiful. And because it really stands out because when the sun reflects on it the tiles, it kind of puts a beam on it. Reporter and like the mural, school of fish moving together, this school worked together for a beautiful display to be cherished for years to come. When people come here, they can say, hey, i helped out with the mural. And it really is beautiful. Mario had a good point. When the sun shines on it, its great. It stands out. Its 10 by 14. So like that young girl said every time they go back to the school even after they leave, we did this. They worked really hard for it not only on the design but to raise money for it. Just in from Florida State university, three students are recovering after being shot in the campus library. Hundreds of students were studying in the Schools Library when a gunman walked in and opened fire. Campus police then shot and killed the suspect. Three students were wounded, one is in critical condition. One is in good condition. And the third was treated and released. Classes have been canceled for the day. Right now protestors occupying a building at uc berkeley. This comes as the university of california board of regents is expected to approve a series of tuition increases. Kpix 5s anne makovec joins us live from the ucberkeley campus with the latest. Reporter dozens of students are occupying it in advance of a big vote today by the full board of regents. Take a look at some of these students this morning. They are protesting this proposal which would raise tuition about 600 a year for the next five years. They say they plan to stay here until the regents agree to drop the planned tuition hike. Were Still Standing here in solidarity with all the other campuses across the state with our out of state and our international students. And for generations to come that will have to share this burden. And this is really shaping up to be a political battle between governor jerry brown, who is against these fee increases, against Janet Napolitano who is the uc president saying that they need to increase tuition unless the governor is going to give them more money. This comes after a two quakes south of the bay area hit last night. They hit just minutes apart with epicenters just south of san juan bautista. First a 3. 8 at 10 21, followed by a 4. 2 at 10 26. Whoa [ thunder ] that will wake you up. Thunder adding to massive snow falling on buffalo. Other parts of western new york, the lakeeffect snow storm is now linked to 8 deaths in the region alone. Nearly 6 feet of snow have already buried buffalo and surrounding areas and three more feet today. Thats 9 feet. Snowmobiles were used for medical calls and rescued people who are snowbound inside their cars. Here in the bay area rain has been doing some rather strange things. This backyard in mill valley turned into a rather peaceful waterfall there. The homeowners say it happens every time we get a good soaking. The good news is i think that waterfall will continue because were not done with the rain yet. I think we have stronger storms moving in. The one today coming in theres nothing to stop it. It will come in, in the middle of the morning in the north bay. Starting out with dense fog. Watch out for that. Otherwise we are going to see storm clouds rolling on in. A live shot for you now. Thats causing dense fog. Rain already entering Northern California coming into the bay area in the middle of the day. So with that in mind, a cloudy start to the day toward the bay bridge. Temperatures mild this morning and cool this afternoon. Not a big warmup because of rain and clouds outside. 59 in livermore, 59 napa valley and rain into San Francisco. Considering the weather its okay. We have a couple of accidents. Ill get to those in just a minute. The bay bridge pretty typical. In fact, 580 is not even quite backed up to 24 yet. The eastshore freeway we are seeing some delays now between richmond and berkeley. Thats why the drive time is slow. You see it there at the bottom of your screen. 26 minutes from the carquinez bridge to the maze. So they is an accident we have been watching. Its still there blocking two left lanes. Its southbound 101 just north of highway 92. Traffic is pretty stacked up from poplar so 280 would be a good alternate until they clear it. It was a multicar crash. These the fourth highest in the state which means the local Immigration Service could be busy depending on what the president decides to do. Im going to do what i can with my Lawful Authority as president to make the system work better. Reporter according to democrats familiar with the plan, up to four million undocumented immigrants will be eligible for temporary protective status. And another million will get relief through other means. It is not believed that parents of socalled dreamers will be protected. Dreamers are children who were brought here at a young age and are protected by obamas 2012 the dream act. The lead up to tonights announcement means many undocumented immigrants here in the bay area are restless and the phones of Immigration Attorneys are busy. They are asking, what the situation is, do i apply, is this amnesty . Of course its not. Most importantly, we dont know what it is at all. Depending what happens, quite a few people will be affected by this, positively. But all they are really going to get is work permit and deferred deportation. An app gives employees access to locations of uber cars and their waiting customers but now uber is investigating reports that one of their top executives used the tool to track a reporter without her permission. Some new jobless claims are down a bit and Consumer Prices are staying flat. Heres kcbs radios financial reporter jason brooks. Reporter decent news on the state of the job market. The Labor Department reporting that first time unemployment claims slipped by 2,000 down to 291,000. A slight increase in the four week average to a little more than 287,000, also continuing claims down by 73,000 to 2. 33 million. Lowest level its been since 2000. Continuing to get decent job growth in 2014. Now, as far as consumer side inflation goes, it stayed flat in october. The Labor Departments Consumer Price index was unchanged from the month before. And as far as the core rate goes, you strip out food and energy, that was up just two tenths of a percent. Gas prices down about 2 last month. Food prices up a tenth of a percent although a lot of that came from breakfast cereals. Prices rose 1. 5 and overall inflation on the consumer side of 1. 7 over the past 12 months, thats still under the federal reserves target of 2 . Williamssonoma turned in a solid 3rd quarter. New this morning, bay area ports workers are off the job for 24 hours now after a worker had an asthma attack and died in benicia. The shutdown could delay holiday shipments already in jeopardy because of an ongoing labor dispute with west coast port workers. Kpix 5s ryan takeo shows us the impact on the port days before the start of the busy shopping season. At the port of oakland we had problems with the longshoremen who simply walked off the job. Reporter port of oakland workers walked off the job three straight shifts earlier this month. They complained of defective equipment. The Pacific Maritime association alleges there have been other slowdowns up and down the west coast this month. When it happens, you know, a week and a half ahead of black friday, you have delays in last minute goods that are destined for retailers. Reporter management and workers are in the middle of tense labor negotiations. The potential for a lockout or strike worries retailers which would cost our economy hundreds of millions of dollars. The National Retail federation recently sent a letter to president obama asking for a federal mediator to help settle the dispute. The group warned a full shutdown of every west coast port may be imminent. And the impact would be catastrophic. Workers feel like they are taking the fall for this and i think thats led to a lot of frustration. Reporter the union doesnt deny members might be slowing down. Its a tactic members have used before. But it points out longshoremen have been working since the contract expired in july. The union says worries of derailing the Holiday Shopping season are overblown and blames management for overworking, overwhelming and understaffing longshoremen. So its unfortunate the employers havent cleaned up this mess they created. And we need to have the contract in place as soon as possible. Reporter the port of oakland where 40 billion worth of goods pass through every year is waiting and watching like the rest of us helpless its the landlord in all this, the squabble is between the tenant and the workers. On the cusp of a shopping season, shipping is a concern for retailers. Both sides have worked out healthcare terms. Thats been a Sticking Point in past negotiations. Theres some good news there. It is all about the fog for this mornings commute. I want to show you the san mateo bridge camera. What we can see of it. You know, it was completely cleared just about a halfhour ago and now its completely socked in, in fog. And the commute is also slow, as well. Its beginning to back up behind the pay gates around clawiter and southbound 880, on the way to the san mateo bridge, its also pretty jammed up through hayward. So again, just give yourself a little extra time. Visibility is the name of the game today. And you can see Golden Gate Bridge cant even see the northern end of it. This is coming into the toll plaza. Four lanes open in the compute direction. Westbound 237 now beginning to back up. We were getting reports of a crash involving a motorcycle westbound 237 right around 101. So right about there, you can see the slowdowns just behind it. Also heavy traffic from milpitas out to zanker road. So just kind of slow in pockets along that stretch between milpitas and sunnyvale. Chp issued a couple of dense fog advisories including one through the Altamont Pass. The drive time actually looks okay, though, especially for this time of the morning. Theres also one for the bay bridge and the Richmond San Rafael bridge. Use bart. Everything is on time. Or ace, caltrain or ferries. Everything is pretty quiet. That is kcbs traffic. Storm number 2 on its way. Heres lawrence. Here we go, yeah. Looking very impressive right now. Out the door we go. We have a lot of low clouds and fog. Thats going to cause some delays. But look at the beautiful shot this morning. Our mount vaca cam looking gorgeous. High clouds up above the fog and that is because we have a storm in the works. Look at that. All the colors there of the yellows and the oranging, even some red. Heavier rainfall making its way into far Northern California. That will be moving in a little bit later on this morning. Starting out in the north bay, you will see the rain picking up, this will be a morning widespread rain event and then heading south throughout the day. Another storm also expected over the weekend and that one could drop a lot of rain in the north bay. All right, the storm door is now open. You can see the jet stream really lingering well to the south. So this storm going to be moving in today, nothing to stop it. A brief break right behind it and then here comes that next storm for the weekend dropping in late friday night into saturday. All right. Timing it out for you, right about 10 00 or so we begin to see those showers showing up in the north bay and as we head in toward lunch hour, well, were going to see those showers beginning to move a little further south and then in the afternoon sweeping across the rest of the bay area. So its going to be an allday event throughout the entire bay area and then it looks like it will start to drop off as we head in toward tomorrow. And then well see more showers on the way as we head in toward friday night and saturday. So with that in mind, plan on a rainy day ahead here. 50s and 60s for highs so its going to stay cool. As we look toward the next few days, we are going to see that rain today, a brief break tomorrow, and then more rain on saturday. By sunday it looks like partly cloudy skies, and then return to some warmer weather, maybe some 70s and a very nice travel day at least here by next wednesday the day before thanksgiving. I guess fog was so bad we had a viewer kent down in fremont waiting for his bus, the bus came by he couldnt even see it nearly missed his bus. It is very thick in spots. Less than a quarter mile in some areas. Just be careful out there. Yeah. Well, a new lawsuit accuses the Makeup Company sephora of discriminating against asian women. Sephora usa is based in San Francisco. The four women suing claimed during a sale on november 6 sephoras website crashed. Then the company deleted a number of accounts with chinese or asian names. The suit is asking for damages and that points be returned to those four customers reward accounts. Raiders fans are being asked to show their support for the team tonight. Yeah. They are urged to chant stay in oakland at the beginning of the second and third quarters tonight. And when the raiders score a touchdown, hopefully a few of those. The team is said to be considering a move to san antonio if they cant work out a deal for a new stadium here in oakland. Of course, we have thursday night football tonight on kpix 5. At ucsf where the regents are meeting this morning, protestors tried it block some of them from entering yesterday and a glass door was shattered as protestors tried to force their way in. Meanwhile, a Regent Committee voted 72 in favor of the increase. Now, right now tuition is a little over 12,000 a year. If this plan is approved by the board, it would go up to more than 15,000 in 2019. That is just tuition, not room and board. And well be there as the regents vote today. Westbound 80 this is a drive into San Francisco blocking lanes reportedly again. A couple of other slow spots san mateo, that accident still there southbound 101 at 92. Pretty jammed up from burlingame. All right.
