Reporter emergency planner ursula hanks warns last weeks north bay flooding might have been a test run. Its impossible to predict. But we anticipate that it will be a lot worse this time around. Reporter this time around, the storm should be larger so marin countys Emergency Operations center will be open. Different agencies will fill this room to coordinate, quicker responses, hanks says she is most worried about thursday afternoon. At 2 00, we have a high tide. So if there is continuous rain the heavy rains that we are expecting thats going to be a critical point. Reporter there should be flooding and gusty winds, meaning lots of downed power lines. We are expecting winds up to 70 miles per hour. Reporter today pg e trucks loaded up at this fremont facility. The utilitys onstaff meteorologist will send crews places they expect will be hardest hit. Pg e says crews will try to repair downed lines quickly unless the storm puts them in danger. So we will have to wait maybe until the storm passes or crews can safely go in. Reporter most of the preps are in place. If last week was really a practice round, emergency planners hope that means everyone has this drill down. This Marin County Center opens tonight at 8 00. In the south, uhm youre actually in San Francisco, roberta. Its calm now. But its going to be worse tomorrow. Reporter it definitely is the calm before the storm, michelle. We have cloud cover right now. But lets get right to our hi def Doppler Radar where were picking up the very first returns light to moderate rain showers right there off the north sonoma coast. This is what the storm looks like. Its the first look we have had of it as it approaches the bay area. And because of the potentially dangerous situation all associated with and surrounding this storm, we have a high wind warning in effect for tonight through tomorrow for just about the entire bay area. 50mileanhour gusts expected at the urban level. 70mileanhour gusts in the highest elevations. A Flash Flood Watch is in effect in the bay area in addition to a high surf advisory. So those are the advisories, watches and warnings you need to know about now. Reporter im kiet do here at what is likely going to be one of the more popular hangouts spots in the bay area and thats a sandbagging station. This is san joses Central Service yard at the corner of center and ceylon. They are giving away prefilled sandbags for free. Come and grab them while supplies last and save yourself some time. Sandbags are the hot item right now in san jose. Homeowners not taking any chances with the area expected to get more than 2 of rain in just a few hours. We live in the old flood zone of downtown san jose. So were worried about our garage rather than the house. Reporter if you can stay home and stay off the roads tomorrow morning, do so. And heres why. This was the scene on highway 17 at some of its worst last week. At times could you barely see the road and tomorrows storm is expected to be even more intense. Back here with the sandbags, they are warning homeowners this is only good for protecting your home up to one foot of water. Also, if you do come out here, it might be a good idea to bring your own shovel in case somebody snagged the one they left here for others to use. If you are caught using this sand for Construction Projects or something other than flood protection, you could be prosecuted. In san jose, kiet do, kpix 5. Similar story in fremont. People were loading up the sandbags there. Some people we talked to have never had flooding problems at their homes but with how big this storm is projected to be, they are not taking any chances. And its a clear commute i had to but this could be a very different story tomorrow. The Valley Transportation Authority says it has systems in place for the bad weather. Authorities say buses will have to slow for weather conditions on the roads. And today, the Transit Agency is in preparation mode. We are making sure we have enough fuel for our buses. We are making sure our sump pumps are in good working order our generators are in good working order. Just in case we have to go into that Service Recovery mode. The vta is asking its passengers to prepare for longer commute times tomorrow. And we have you covered tomorrow morning. Yeah. Some other news now more protests in the east bay over the deaths of two black men killed by police in new york and missouri. About 100 protestors went to the Federal Building in oakland earlier this morning before starting to march. Protests last night were mostly peaceful but dozens of people smashed windows and looted a grocery store. This is on san pablo avenue in emoryville. There were broken windows and looting at three other businesses nearby. Emeryville police made no arrests r chp arrested 13 people last night and Berkeley Police arrested six. Protestors brought traffic to a stop on highway 24 near Macarthur Bart station in oakland. Chp used tear gas after the protestors did not disperse. Officers say they threw rocks and burning objects at them. The berkeley mayor addressed complaints about the way police handled earlier protests. We had to call in lots of other Police Departments. We had Police Departments from all over. And so people have said theres been Police Violence and shooting of rubber bullets. None of our people have done any of that. Last nights Berkeley City Council meeting was canceled. The Golden State Warriors unveiled a new design of its sports arena set to be built at San Francisco mission bay. This is what it used to look like. And from an aerial view, many criticized it for looking like a toilet seat with a lid down. The improved design got rid of that shape by cutting back a viewing deck that was attached to the arena. The team hopes to be playing in the 1 billion arena for the 20172018 season. The nfls toughening its rules for personal conduct. Commissioner goodell and team owners parsed a proposed passed the proposed guide lanes today. Under the new rules an accused player immediately goes on paid leave following formal charges or an independent investigation. The move comes in the wake of the ray rice controversy and criticism of how the league handled it. Sonoma county sheriffs officers will soon wear body cameras. Sonoma county Deputy Erick Gelhaus killed 13yearold andy lopez for carrying a toy gun last year. San francisco has approved a plan to reduce the number of Stores Selling tobacco. The board of supervisors has passed the antitobacco legislation yesterday. They hope it will cut the citys tobacco selling stores in half over the next 10 to 15 years. Currently there are around 1,000 tobacco selling permits throughout the city. Its the time of year for holiday lights and decorations. Well, the storm could take down many items including outdoor holiday deck occasions. Strong winds are expected to hit overnight and through tomorrow. That could send your outdoor decorations flying if they are not all tied down. Experts advising people to take down holiday lights and inflatable decorations. If you can, do it today. Some say they are holding off putting up decorations until after the storm. Im not putting any of it up until after the storm because even though its pretty durable, i have it staked up and all that, it will just blow over. For many parts of the bay area, winds will be between 25 and 35 miles per hour. Some areas will see gusts up to 50 miles per hour. Its a big one. We are getting ready for the storm. The precipitation light and moderate in nature streams anywhere from the northern sonoma coast south of santa cruz. Thats whats going on right now. Lets pull on out and look at our satellite imagery see how massive, how much real estate this area of low pressure takes us banking up against the northwestern quadrant of the state of california. The plume reaches back to the hawaiian islands. The bottom line is it is moving in our direction. It is not backing down. Lets go ahead and take a look at our temperatures around the bay area right now as we take a view of the transamerica building. Temperatures span from 54 degrees right now along the coast to 62 degrees to the south in san jose. Meanwhile, look at out at sfo we have twohour delays on some arriving flights. Heres what you need to know. This afternoon, increasing southeast winds 10 to 20 miles per hour. Meanwhile well see the rain showers developing later on this evening. It will be scattered in nature with heavy activity overnight. We have a stormy and windy day for your thursday. Futurecast, lets track the storm together. As that huge line that contains an inch of rain slices through the north bay, there you have it at 8 a. M. Then it begins to march towards the central bay impacting San Francisco around lunchtime and continuing south to the peninsula and san jose by the evening commute at 5 p. M. So meanwhile, while we have heavy doses of rain, how much do we expect . Would you believe over 7 in the ukiah area . And a broad brush across the urban area 2 to 4. Thats a lot of water in 24 hours. Rainfall amounts, well, we have rain here. We have snow in the greater lake tahoe area. Up to three feet of snow above 7,000 feet. At least a foot at the lake level. A Winter Weather warning is in advance. Highs today unseasonably mild across the bay area in the mid 60s. The extended forecast, we kick out the system on friday. Partial clearing during the afternoon hours. Sunshine saturday and then increasing cloud cover on sunday will lead to more rain showers on monday and tuesday. According to the Census Bureau the population aged 65 and older is expected to more than double in the coming decade to 92 million. Those 85 and older are projected to more than triple to 18. 2 million or 4. 3 of the population. The changing demographics means the demand for registered nurses is on the rise. The bureau of labor statistics projected a 19 growth in employment for registered nurses from 2012 to 2022. Compare that to an 11 average growth rate for all occupations. That growth is already contributing to rising salaries for rns. The median annual wage for registered nurses across the country is just under 69,000. But in the bay area, that number is 123,850.
