Reporter well, frank, thats exactly righ income and equality something youll hear over and over tonight. So will the president s willingness to go around congress to finally move his agenda forward. President obama will call for a year of action during his state of the Union Address tonight. But if he cant get action from congress, the president is willing to go it alone. Congress sometimes slow to action. We wont be waiting. Reporter the president will announce an executive order raising the minimum wage for new federal contract workers to 10. 10 an hour while calling on washington lawmakers to raise the minimum wage for everyone else. Nobody who works full time and works hard at his job should live in poverty. Reporter republicans say executive orders arent the way to go. He wouldnt have to if he actually tried to work with the peoples elected representatives every now and then. Reporter the president s speech could have a big impact on midterm elections where 35 senate seats are at stake including 21 currently held by democrats. The president is expected to announce executive actions on job training, retirement security, and help for the long term unemployed. He will then go on the road starting tomorrow. The white house says the number one political priority over the next year is making sure the democrats keep control of the senate. Frank . Tara, the gop response will be delivered by two women. How significant is that . Reporter its very significant, frank. In fact, this is a first for the gop to have women, two women in fact, give the first gop rebuttal of the official response, that is. Now, you have Cathy Rodgers a lawmaker from the house from washington. And ileana roslehtinen, is the congresswoman from florida. And the choices definitely target the gops most sought after voters that being women and hispanics. At this point, republicans also no doubt trying to counter the democrats charges that the republicans are in a war on women. Rodgers is the highest ranking republican woman and leitinen is the first latina ever to be elected to congress. So the decision certainly is a very intentional one to have these women present after the speech tonight. Absolutely. We understand the first lady will have some special guests including one man that we know well out here. Right . [ laughter ] reporter thats exactly right that would be mayor lee will be in attendance tonight with a prime spot in the first ladys box. He was not told exactly why he was chosen and invited to this event. But he does agree with the president s stance on immigration and raising that minimum wage. He will be sitting near the first lady and mayor lee and also, frank, we have two of the Boston Marathon bombing survivors also in attendance tonight and there are many others, as well. Honestly, you wont even notice the difference. So you can put these little dye tablets in the toilet. Reporter thanks to blue dye in the tank we discovered one of the toilets had a slow leak. Drew actually fixed that, too, again for free. But most home water waste is in the irrigation system. One of my sprinkler heads was caused causing it to spray as a fine mist. Up to 40 can be lost to evaporation alone. Also, there was not one or two or three but four busted sprinkler heads wasting hundreds of gallons a month. Most people dont notice because sprinklers come on while theyre still in bed. I followed drews advice and he just shut the whole thing down until i could get it fixed. I feel like a failure. Heres something we havent had to talk about very often here lately up to 2 feet of snow is possible as we get into thursday across the sierra nevada. Up to 6 of snow at lake level so yeah, that would be great for the watershed there. Welcome to bear valley. In fact, give you a little bit of proximity, right over there about a half mile is just a little tiny town of olema. Some of the coldest nights in the wintertime are in olema but we decided to come to the north bay because my photojournalist and myself we wanted to check out the dry conditions here north of the Golden Gate Bridge. So we headed to napa and take a look at this video from earlier this morning. Under mostly cloudy skies, we checked out the napa river that flows through the town. I have stop on top of that bridge i remember it well. 1997 when the waters came all the way to the top of the bridge overflowing it. Today, the river level is roughly about 30 feet. So very dry conditions. Very dire. So we decided to pony up next to john and he is a park ranger here in the north bay. I have to ask you, how have the drought dry conditions affected the wildlife and also the landscape . Theres been definitely some impacts to the vegetation, various different wildlife and the operations at the seashore. Reporter you were telling us about friendly frogs. The california red legged frog which is endangered, this is the time of year there should be a number of tadpoles in the freshwater. We are not seeing that because of the lack of water.
