Security is of the utmost importance here at the metcalf substation. Intruders got on their property overnight and made off with construction equipment, potentially two campers. I spoke to the Santa Clara County sheriffs office, they said they got the call around 7 30 this morning that someone had cut the fence to get on to the property. Now, pg e says that this property has 24hour security. They have security cameras. As you said, this is the site of that highprofile sniper attack in april of 2013. Since then, pg e said it is spending 100 million over three years to enhance its security of several substations, including this one. I asked the spokesman about that earlier today. We know that this was the site of that highprofile attack last year. You guys said that you would step up security. What happened . Well, thats exactly what were looking into right now. We are working very closely with the Santa Clara County sheriffs department. We take any type of incident like this extremely seriously. We called them right away and again, we are asking for the publics help. If anyone saw in addition suspicious last night, please, call the Santa Clara County sheriffs department. Reporter pg e says that early investigation reveals that, quote, human error is the apparent cause of this security breach. It said that its fence detection alarm did in fact go off in this case. So right now they are trying to determine what exactly happened in the moment after those alarms sounded. We should note that no customers lost power during the security breach. And also, pg e says that it suffered no damage to its electrical grid. But again there are leaking for witnesses who may have seen anything suspicious overnight. They are asking them to call the sheriffs department. Live in san jose, betty yu, kpix 5. Again, what they stole, you said were two dirt tampers . Those things that crews use when they excavate, dig a hole, compact the dirt down . Reporter that is exactly what it is. Okay. Reporter when they excavate something, they need to backfill it and then they use though tampers to make sure that its compact so they can then smooth it over. Thank you. Thats heavy. Yeah. [ pause ] as you see there people in napa lugging heavy buckets of water because they have no other option. Its their fourth day without Running Water. And they have no idea when it will be back. Lets get you caught up on the latest numbers from the napa earthquake. The damage to just private property is estimated at 300 million. And they are not even close to tallying all the losses. The hospital has treated 209 patients. Some are getting hurt during the cleanup process. And at least 500 families are still without water. Da lin is live with why that number could go higher. Da. Reporter thats right, liz. Since all the pipes are underground, it is extremely hard to find those leaks. And once one is fixed, often times they will find new leaks nearby. In fact, there are actually more leaks now than in the hours after sundays quake. Its a situation city leaders call unprecedented. No water. No apartment throughout the house. Reporter no water inside no water throughout the house. Reporter no water inside and nothing outside. Jim kay has been without Running Water for four days. The worst part of it is being dirty. You cant really clean yourself up as well as you would like to. Reporter twice a day, he comes to this Emergency Water station to fill up his coolers and buckets to bring home. Its more than just an inconvenience. Oh. Thats heavy. Reporter its a struggle to carry all that water inside. The sinkhole is why 19 homes on jims block are without water. This is, you know, pretty much unprecedented. Normally, a water main break is one break. Reporter the city says they fixed one break only to see a few more breaks pop up on the same line. Thats why they are fixing more breaks than initially reported. For example, last night, while they were repairing several dozen leaks, they also discovered five new ones. It kind of squeezed the balloon. It bulges out somewhere else. Reporter as of this morning, napa still has 83 known leaks. The citys racing to restore water for all customers by friday. Friday would be great and as soon as we get it fixed, well have a block party. [ laughter ] reporter a block party . Why not. Aside from folks getting free water from the free Emergency Water station, a lot of folks are buying water instead because they said its easier that way. They cant haul that water back home. By the way, this neighbor right here instead of using his bathroom and pouring water down the toilet to flush the toilet, he is using the bathroom from this rv for a bathroom usage. Folks are getting creative to try to deal with this water situation. Live in napa, im da lin, kpix 5. More emergency roadwork around napa and its being done by crews from all over the bay area. We caught up with workers replacing a water line under trankas road. That team is from fairfield. They say they are happy to help people in the quake zone recover. When you have 130 main breaks, you need to get other entities in to help you out because thats too much for one city to take care of. You need to have help. They have help. Road crews from several other cities including benicia and roseville are working in napa. Well, there have been nine small aftershocks today, nearly 100 since the main 6. 0 quake. Meteorologist paul deanno live in the napa valley where the shaking has seismologists paying attention to faults that really werent on the radar before. Reporter there are so many faults in the bay area. But there are two or three that really take all the publicity. But there are some other lesser known faults that every once in a while pop up and grab the headlines. That is exactly what happened in this case. Im standing a couple of hundred yards away from highway 29 at hall winery in st. Helena. Running up and down highway 29 is the west napa fault. So were used to earthquakes happening on the san andreas fault, the hayward fault. But the one that hit napa on sunday was a surprise because the west napa fault woke up. Scientists trying to figure out now what else might be lingering in wine country. Its not uncommon for earthquakes to happen on faults we dont know much about or have never really been mapped but sundays quake could end up in the discovery of a wealth of new information about seismic activity here in napa county. This this particular fault, the west napa fault, we dont have a whole lot of geological information about how often or how big past earthquakes have been prehistorically. I think this earthquake will probably trigger some more investigations and we may learn more about that. Reporter so the question is, on many folkss minds, still, do we have to worry about a significant aftershock from here forward . Now, three days away from the event, that happened on sunday morning, the answer is yes but that risk is diminishing. We are now down to just a 12 chance of having a magnitude 5. 0 or greater aftershock. Yesterday morning at 5 33, we had a 3. 9 quake that startled people. We are hoping that we dont see anything that significant and we did not see anything anywhere close to that today back to you. Thank you. Earthquakes were a big part of the lesson plan as thousands of napa students returned to school today. Crews were cleaning up at napa union high. It was one of the dump sites for people to drop off trash from their damaged homes. The high school held an earthquake drill on the first day back. And across the district, schools were sensitive to the needs of students. We have students who come from families where the houses have been redtagged. Others their neighbors, their friends, their family businesses, have been affected. Im really glad to be at school because he get to see my friends and hopefully theyre not injured by the earthquake. The only school that didnt open, stone Bridge Elementary School less than 2 miles from the epicenter. The cracks in the parking lot were caused by aftershocks. Our concern is just still the instability of the grounds here. We had some pretty significant aftershocks yesterday on tuesday morning. And so with that level, we just dont feel comfortable we would like things to settle out a little bit. Stone bridge will be back in session next tuesday. Schools across the district plan to take part in the great california shakeout october 16. The city of napa is waiving inspection and permit fees for residents and businesses dealing with damage. The citys also setting up a onestop permit center to make processing as easy as possible. And in vallejo, crews were out again today assessing damage to buildings. A total of 11 buildings has been redtagged there including two homes. Another 155 buildings have been yellowtagged for partial use. In the wake of the disaster, the red cross has opened an overnight shelter in vallejo. That shelter located at the Florence Douglas center on amador street. And you know what . A hot meal never meant so much. Seniors in napa get together just like they have always done but as don ford shows us, not quite like this. Would you like another one to bring home . Is there any more damage inside the house . You cant see it from the street . You have to also be able to secondguess other experts by rerating buildings. Its a huge task. Second round they go back inside the worst damaged places and further evaluate and that may change some of the yellow tags that may become red, some of the yellow tags may go away. Reporter the city says its goal it to be done with the 800 inspections by friday. How will they do that . City workers, they are going to be calling people on the waiting list over the next couple of days. They will be asking for specific damage details so they can see whether or not an inspector is actually needed here on site. Live in napa, im ryan takeo, kpix 5. A disturbing incident at a city work yard in oakland. A noose was found in the bed of a city truck. Some say its reflective of rising racial tensions at the city work yard. They suspect the incident may be about promotions or hiring practices. Word of the noose spread quickly through city hall. We have zero tolerance for any kind of hate crime in the city, much less among our employees. And so we plan to deal with it quickly. Police are reviewing security cameras at the yard as part of the investigation. A dentist accused of conspiring with state senator leland yee to smuggle weapons has died. According to the feds, the dentist was yees contact for a weapons deal. They say he was going to connect yee with a revolutionary group in the philippines. The deal would exchange weapons for cash. Now, lynn had a dental office in daly city. He had been hospitalized since june with congestive heart failure. We know gun control is a heated topic but toy gun control is surprisingly just as controversial in california. A bill that would require certain replica guns to be sold in bright or transparent colors just barely passed the state assembly. Sb199 was introduced in the wake of the andy lopez shooting. A deputy shot and killed the santa rosa teen after mistaking his pellet gun for a real one. Supporters say the legislation will save lives. Opponents say paint isnt the answer. Since real guns are already sold in bright colors and people could easily paint their weapons to confuse police. But the bill moves on to the senate. Parents of isla vista shooting victims met in support of the passage of the gun violence restraining order bill to give families and police the ability to ask a judge to take guns away from mentally unstable family members. Six people were killed, three of them were shot and killed earlier this year despite warnings from the gunmans family and therapist about his mental health. That bill goes back to the assembly. Monster waves from hurricane marie are causing damage in Southern California. Heres a live look at catalina island. Waves poured on to a boatyard pushing around 3,000pound docks and tossing boats. The storm surge halted ferry trips to the island today because boats cant tie up at the docks. Thousands of spectators woke up early to catch some record waves at the new wedge in newport beach. Consumerwatch reporter julie watts is live in napa with on t a lot of homeowners impacted by the earthquake are wondering if they will get federal help rebuilding. Julie watts with the possibility of emergency aid from the feds. Reporter yeah, possibility the keyword there, allen. You know, insurers are out in force here at the Red Cross Center but as now by now, most people here are not insured. At least they dont have earthquake insurance. So today inspectors from fema began surveying the earthquake damage. If they find enough, federal money could flow. But its not a guarantee and it wont likely happen quickly. In the days and weeks to come, fema will be looking for a variety of factors to determine if federal assistance is warranted. They include how many homes have been redtagged, whether theres a significant Economic Impact in the area, how much assistance is coming from other organizations and they will be considering the amount of insurance thats available to cover the losses. A ratepayor advocate puts the chances of federal aid arriving at about 50 50. The fact that so few people are going to have insurance, that is going to be a stronger pull to bring fema in. On the other hand, this scale of it is not as bad as some other disasters. Reporter so what could homeowners and renters expect if fema decides to step in . Under federal programs homeowners can qualify for a maximum of 30,000 in grants money that doesnt have to be repaid. But the average grant is generally about 4,000. Now, homeowners with damage can also qualify for lowinterest loans up to 240,000. Renters without insurance can also get loans of up to 40,000 to cover personal items. But for now, fema is saying there is no telling how long their investigation will take. They say each disaster is different. And earthquakes, well, they are difficult because often the damage is not evident right away. And, you know, one thing to note, guys, remember that big wildfire last year in Washington State . It destroyed 300 homes and fema did not step in. So far as of today, we are being told only about 59 Residential Homes redtagged here. All right. Good information there. All right, julie, thank you. It took longer than anyone expected but no one expected what would happen after they finished rebuilding either. Len ramirez with the lessons learned. Reporter the fallen bricks, the redtagged buildings and the broken downtown, its napa in 2014. But for neil, its like a flashback to santa cruz in 1989. Just heartbreaking to sort of see them going through what we went through 25 years ago. Reporter downtown santa cruz is living proof that a community can survive and thrive following a major earthquake. But even today, theres still a hole in the ground. This is the only spot in santa cruz that really hasnt been rebuilt. Reporter loma prietas last open wound. There were buildings here and now theres not. Reporter its where the Coffee Roasting Company and neils book shop santa cruz used to stand. Reporter its where lives were lost on october 17, 1989, when the 6. 9 quake hit. Loma prieta lasted 15 seconds but changed santa cruz forever. 31 buildings were destroyed. Many more severely damaged. For us the downtown was sort of the heart of the community and it was gone suddenr suddenly. Reporter he says businesses have been supported so they can come back. In santa cruz many shops moved into tentlike pavillions for christmas and stayed there for three years. A deli since 1948 moved into a trailer for 18 months but patty says napa folks need to be patient. Red tags turn into red tape when it comes to permits, financing and rebuilding. When it first happens, you think 5 years well be okay. It really takes a long time. Reporter she says it took 10 years for downtown to feel normal again. Neil eventually became mayor then county supervisor. He says they didnt just rebuild downtown. They reimagined it and made it better. You can make some improvements. So theres certainly success at the end of the process. But you have to go through that process. Reporter in santa cruz, len ramirez, kpix 5. Now, one of the longest lasting effects of the rebuilding is financial. Many got lowinterest loans from the government but book shop santa cruz says it took 20 years to pay off its 300,000 loan. Long time. Back in napa, it may be a while before some quake victims can get to their cars. This is the apartment complex where a carport collapsed sunday crushing several vehicles under there. Not much has changed. And a property manager told us he had a tough time getting any contractors interested in the demolition because of liability. That means tenants have to find another way to get around. All im asking for for my friends and myself is some donated cars because were living in Government Housing and theres no way that we can afford to get another house i mean, another car. Car owners have been told the plan is to pull the cars out and clear the damage by early next week. More big numbers in napa. The tourist county. As kpix 5s john ramos found, they are suddenly flocking to an unintended tourist attraction. Reporter visitors to napa have their choice of wine related attractions, from the wine train to the pastoral beauty of the vineyards. But now they have one more. Being from georgia, it was our first earthquake so its definitely been interesting. Reporter downtown napa has become the must see spot in wine country. Tourists are everywhere, taking in the devastation and of course taking lots of photos including this guy, who came out to record a cut rate infomercial for his water filter bottle. You came here specifically to film your commercial in front of the damage . Yes, so that we could sell more of these bottles. Reporter you might think the locals would find all of this to be in poor taste. But the businesses seem to be thankful to have tourists here at all. I think its 50 50. Im sorry our town is a mess right now. But still, come here and enjoy the wine and there are still some places open. Reporter perhaps the most eager sights here of them all today was this person from sacramento but he only had to cross the street to do it since he has lived the past three months in the napa county jail. You should have seen me and the cop that was inside our building, our tank right there. He was riding the wave like, whoa i got thrown off my bunk into the wall. Overnight tonight, 56 san rafael. We did have that earthquake on sunday morning. It was big. The biggest one since loma prieta strongest one in the bay area in 25 years. And with a big earthquake comes a risk of aftershocks. We had a 3. 9 yesterday. The usgs says theres still a 12 chance of a magnitude 5 or greater aftershock between now and sunday but the risk continues to decrease as we get part away from sunday morning. High pressure is holding in place just to our south. That is deflecting any rain chance away from us. Temperatures staying very near where they should be for this time of year. But then we have the remnants of hurricane marie. If you watched our broadcast the past couple of days we have shown you some crazy waves in Southern California. Well get some of those swells starting friday but well also see an increase in cloud cover. That is because well be on the periphery of some of that moisture from marie. Rain, no.
