Reporter it might not give you confidence that the visit napa valley building has been redtagged, the director says there should be no fear of a wine country vacation. A very tiny amount of the valleys infrastructure has been harmed and the rest of it is good as new. Reporter there are 500 wineries here, a 13 billion industry. Damage reports havent been tallied yet. Can i get a room this weekend . I doubt it. 800, 900 visitors. Reporter and its expected to rock. We have live music, a big festival up here. Reporter leading to traffic which was bad today because an aftershock damaged part of highway 29. Its expected to be fixed tonight. Well, new at 6 00, good news for a teenager who was badly hurt in the quake. He has been upgraded to fair condition at ucdavis medical center. 13yearold Nicholas Dillon was hosting a sleepover at his home when the living room fireplace collapsed on him. He says he remembers everything. The clock rolled around. I felt the first jolt of the earthquake. I spun around. I saw my friend. I yelled his name four times waved to him to back all the way up to the front of the couch and then [ indiscernible ] in front of the couch where he couldnt get hurt i started calling to get to the door. And just as i put my right knee on the floor the chimney collapsed on me and i stumbled a little forward on the floor and i was laying there during the earthquake and then i was screaming for my moms name and she fell twice trying to get to me. Nicholas had 10 hours of surgery to repair a shattered pelvis. Napa is still shaken every shaking. A series of aftershocks hit this morning within a little more than an hour of each other. The first was a magnitude 3. 9 that struck at 5 33 a. M. Centered near american canyon. A 2. 7 came just two minutes later followed by a 2. 8 and a 3. 0. Meteorologist paul deanno is keeping an eye on all the aftershocks. They keep on coming. The 6. 0 happened at 3 00 on sunday morning. Since then more than 100 aftershocks, six of which today were stronger than 2. 5 magnitude. Were talking a 3. 9 magnitude at 5 33 a. M. , the strongest after shocked we had so far. What happens from here . The likelihood of a significant aftershock that would be a 5 or greater, that risk is now decreasing. It was 54 on sunday. That risk is down to 12 . And the likelihood that the 6. 0 on sunday with a foreshock meaning something bigger is coming afterward that risk is now down to 2 so the ris, thankfully, is de the risk, thankfully, is decreasing. Kpix 5s ryan takeo talked to people who were jolted awake for the second time in three days. Scared the hell out of me. My heart starte to race. I said, please, stop. Reporter the aftershock didnt just surprise her. For her it was a painful reminder of the damage done sunday. I got hit in the head with a night stand and lamp in the earthquake on sunday. And so was a little aftershock. I didnt know if it was going to get bigger or go away. Reporter this mornings series of aftershocks woke up jackie healy and her dog. I grabbed my dog and ran outside. It was safer outside. Reporter the city says there were no reports of aftershock damage. Inspectors are focusing on finishing the first round of inspections, revisiting red tagged buildings like this one wont happen until every building is inspected. This morning we followed inspectors as they finished checking out downtown. There was yellow tape around the Historic Uptown theater and these inspectors added a yellow tag. I have had no luck in sleeping. Im a nervous wreck. Reporter but it seems the aftershocks damage was more emotional than anything else. Rehoping what is still a fresh wound and shaking sunday survivors yet again. So we talked to a cup of those neighbors who live near downtown. They of course felt the aftershocks. But some people didnt. Like me and my photographer. We didnt feel a thing this morning even that big 3. 9 at about 5 30. In napa, ryan takeo, kpix 5. Those aftershocks helped reveal new damage near two area bridges. The far left lane of southbound 29 is closed at the approach to the George Butler bridge south of napa. The chp says some soil settled and needed inspections but there is no damage to the bridge itself. Just a little further south, another bridge backup. This time the mare Island Bridge at westbound 37. Chp says the aftershock did some damage in the area but Officials Say the bridges themselves appear to be okay. Primarily, its [ inaudible ] its not the bridge it he have is, its the approaches. There will be a need to repair the approaches. And then there are problems like this one. This is craigy court in napa where a broken water main has opened up a sizable sinkhole. Take a look at that thing. The road is now closed at westview drive. Many homes in the area are still without water tonight. Napa schools have been deemed safe. Students will finally start the school year tomorrow. But mark kelly shows us, its now a race against the clock to get rid of all the earthquake trash that was dumped there. Reporter it started with good intentions a public dumpster in front of the Public School to toss debris from the quake but the idea turned into a mountain of a mess quickly. It multiplied three times. Reporter this general contractor made several trips here just today and has seen the pile grow. Probably my 7th load. It was just this one dumpster. And it fills up in five minutes. Reporter kevin miller with the city organized the trash dropoff sites all at schools. But he admits it got out of hand quickly. We have in some sites not been able to keep up with the commercial drop boxes that were issued for the sites. Reporter now that its so large and with school back in session tomorrow, he is coming up with a plan b. Starting tomorrow new trash dropoff sites will be at laurel and first street, Las Flores Community center and bernal and 3rd street all good news for people cleaning up. Get out and remove the debris quickly, yes. Extremely helpful. Reporter after all, the prediction is more debris as the cleanup continues. We had the earthquake in 2000. This is a rough guesstimate im going to guess this is going to be about six times that event. Reporter now the race against the clock, the instant landfills might have come quickly but crews arent too hopeful they will get them out in time for school. In napa, mark kelly, kpix 5. The good news is no structural damage was found at any of napa unifieds 30 schools. All have been inspected by architects and engineers. Vallejo damage has climbed past the 5 million mark. And city officials believe it will go much higher. Today the Solano County board of supervisors voted to declare a state of emergency. That will free upstate and federal funds to help with repairs. A fourfoot section soft First Baptist church in vallejo has been removed. Bricks were left hanging precariously after the quake. The church itself remains red tagged. The quake hit a couple of napa churches very hard. Yesterday, we got to show you this incredible video from a drone of the damage to the outside. Today only on 5, we are getting our first look inside. To me, its just represents everything that the joy of of our church. Reporter she is holding a picture of the past. The stained glass window that long stood above the sanctuary at First Presbyterian church. No major structural damage. Its mostly cosmetic. Its a shame its been damaged but we can repair. Reporter on the next block you will find the United Methodist church which did fare as well. I thought we would lose it. Reporter he feared the worst when he saw the damage which touched nearly every corner of this building right down to the custom pipe organ. If you were to try to build this church today, most congregations could not afford it. The architecture is is literally just a few of a kind. Reporter but today he got some help and a lot of it. They dont make them like this anymore for a good reason. Reporter engineer doug cruz is mobilizing to safety churches. Today they pulled out the old blueprints and got to work. Anytime you get into a dated building like this decades older than this you dont know what youll run into. Reporter fixing all the plaster work might be easy. Outside, theres a wall leaning away from the building. But as bad as it looks, this building is going to make it. I think the prognosis is good that it will return to use again. The latest seismic upgrade along 280 is going to happen over the Holiday Weekend. Northbound lanes will be closed from 101 to downtown San Francisco beginning thursday afternoon. Traffic will detour to 101 for the duration of the closure. Caltrans crews are going to continue their work replacing the seismic hinges near cesar chavez street. They did the same work along the southbound side last month. Were not doing this in reaction to what happened this past weekend. This is something that caltrans has been planning for a long time. We are doing everything we can to be more prepared. Thats the whole purpose of this seismic upgrade. The roadway is scheduled to reopen by 5 a. M. On tuesday, september 2. The largest surf in recent years is hitting the Southern California coast today thanks to hurricane marie. The hurricane off mexico is generating 10 to 15foot waves along parts of the l. A. Shoreline. Marie grew to a category 5 storm but is downgraded to category 3. Surfers have been warned to stay out of the water. Authorities offered sandbags to residents as marie has the potential to cause structural damage and significant beach erosions. The High Surf Advisory will be in effect through friday evening. As kpix 5s Ann Notarangelo tells us, inspectors are finding more damage two days after the quake. Ann. The city is concerned its going to come crumbling down on to the street. It seems just as one problem in the city is addressed, another problem pops up. Firefighters were mopping up this fire at an abandoned building on mare island with their eyes on the next call. Most likely not a fire but a building inspection. Its taking some home and Business Owners a little time to come out of the initial fog of the strong quake and something isnt right. The aftershocks are not helping. Some of the chimneys fell. Reporter instability is why crews acted quickly to remove a large portion of the bell tower. But more problems keep sprouting up like this Water Line Break on mare island. We had 13 water breaks on sunday and then we had eight yesterday. I have not heard the number today. But all of those appear to be earthquakerelated. Reporter initial calls to the city and Fire Department were about water heaters and now its about chimneys or facades and foundation. The number of redtagged buildings jumped from 10 to 30 in the past day. The elevator shaft in the Crowley Department store collapsed to the second and third stories and crews are leveling off the building and will have to rebuild the roof. They figure by the end of the week a team of inspectors including those borrowed from the state will have a grasp of the citywide damage. The price tag will be over 5 million. That first estimate was based on a very quick look. As we are out in the neighborhoods, i do expect that that number will go up. And perhaps significantly. Reporter this was the first big emergency test for a relatively new and lean city staff emerging from bankruptcy. It hasnt been easy for the city and the city manager says he thinks the staff is only still about 50 staffed. That said, he has spent a lot of time with this young management crew and the staff working on Emergency Preparedness especially earthquake preparedness and he thinks its paid off. In vallejo, Ann Notarangelo, kpix 5. Mayor lee was in napa today to show his support for the devastated area. So anything that we are requested to do well volunteer to do it and be aggressive about it. Mayor lee hopes San Francisco companies will step up and help napa with Emergency Management as well as engineering assistance. Todays visit he says is also an opportunity for city leaders to see what quake lessons can be learned to help San Francisco prepare. The Curbside Service will run through saturday. Volunteers will also be able to make some deliveries and pickups. Home contractors are swarming into napa looking for work. State investigators also trying to keep an eye on all of them. Kpix 5 consumerwatch reporter julie watts has the story. Reporter we have seen dozens of contractors over the past few days some of them from as far away as Orange County and one by one we have been checking their licenses. Now, while most are licensed, we found that is not always enough. This is a corner of our foundation. Reporter yesterday, we introduced you to rudy, whose house has completely fallen off his foundation. He told Us Contractors came by assuring them they could fix his house lifting it and replacing the foundation so we decided to check their license on the contractors state license board website to make sure they were on the up and up. We simply clicked instant license check then entered the license number and the search revealed the contractor had a class b general contractors license. But the contractor state license board warns its not enough just to be licensed. We should figure out and determine they have a license. You want to make sure its for the work you need done. Reporter were seeing b contractors approaching folks whose houses are off foundation and saying they can lift it and rebuild it from the bottom up. Is that ising it you would hire a b contract is that something you would hire a b contractor for that . I would be very careful about hiring a b contractor with that work. I wouldnt want people to mess around with a foundation until i had an engineer. There is a good chance well administratively cite a b contractor for that work. Reporter he said a class a is better suited for that. There are 46 different classifications. Even cleanup crews and hand did he men licensed for any work over 500, and in addition to a license you need to make sure they have enough Workers Compensation insurance to cover all employees because many of these contractors get the bare minimum workers comp. Insurance and if one of their employees is injured at your house, you could be held liable. They get the minimum because its expensive. Lets say you hire a contractor and after the fact you find out they arent licensed. What do you do then . Its illegal so you can contact the state license board. But you want to be sure you dont end up in that situation. You want to check the license in advance. If you end up in a situation like that, you can call the department of insurance and you can definitely call the contractor state license board and they will step in and lead you in the right direction. And try to get your money back if you paid them up front. Reporter certainly. There is an insurance policy in the state but keep in mind they have to be licensed for you to collect. Thank you. The ridge will deflect the moisture to our north. It will impact your weekend. Well have an increase in cloud cover. We could use the rain. We wont get that. Clouds will be there. Well have clouds around saturday and sunday. So the rain misses but the clouds will be a hit coming up this weekend. Well have cloudier conditions for twothirds of your Holiday Weekend. So afternoon sunshine the rest of the week really pleasant weather to get outside the remnants of hurricane marie will impact our weekend in the form of clouds but the rain will likely stay to our north.
