Nearly 100yearold building has put the tower in dirk of collapse. Half an hour ago engineers went inside the tower. We saw them from our chopper 5. They are trying to figure out the best way to tear part of the tower down. The pastor told us taking out the tower piece by piece is the only way to insure the safety of this area. Parishioner actually noticed the problem earlier today. They said bricks were crumbling at the top. There were cracks. Overall, the bell tower itself was unstable. It is actually separating from one wall from tore. So it could come down. Thats what we want to get taken care of before they open sonoma boulevard. Reporter it is an interesting story, allen because last year they actually green lighted the idea of an early Warning System that could alert you on your cell phone no matter where you are in the state. So far it hasnt gotten that far. Here is why. Earthquake, earthquake. Its a simple idea, but a very expensive one using sensors throughout the state to blast out early earthquake warnings. It is already up and running at uc berkeley. You get two pieces of information. How much time until at the time quake and how strong it will be. To help slow down trains. To help doctors in hospitals. Even to send a warning to your own phone. You can have the system warn you when there is going to be strong shaking. Then you duck cover and hold on. The governor signed off on it. The thing is they didnt give it any money. What was behind that in. We certainly know what the Economic Situation is for the state. The states budget condition also. One of napas oldest wineries twisted like a fun house at a carnival. It was heart breaking. Really a sad moment. Did not feel real. They hope this winery built in 1886 will stand tall once again. For now, it has been red tagged, unsafe. The most staff can do is stare through the windows until crews can repair. That will allow us to clean up the contents, exam the structure and look for a plan of putting it back in place. Over at the vineyard it is a big improvement over yesterday. This is what the barrel room looked like then. Staff worked fast to keep the spilled wine from permanently staining the floor. Assessing damage, moving rows out to clean. Engineers are flocking to the quake zone like crime scene investigators. Kpix 5s andrea borba says they have one simple mission. Now everyone has had a chance to survey the damage. There is a new question in napa. Thats the question engineerest wont answer. Why. A small army of engineers are trying to figure out why some buildings failed and others did not. Softer soil, unreenforced masonry buildings, some old stone building. Dozens of old buildings, each with a different degree of seismic improvements. One example would be this building on main street. It was recently given a steel skeleton with reenforcement bars in the windows. Building management says they are thrilled with how things held together. They did perform pretty well. There are some surprises, though. The big surprise would be this building which was built to modern earthquake standards. About five years ago aint has fairly significant damage. Were really surprised. It is probably one of the newest buildings in the city. Most homes took a hit in their weakest spot. The goodold fashioned brick chimneys. You see these chimneys that are fairly resilient when the ground is not shaking. The bigger problems came when old foundations couldnt take the shaking. The Foundation Wall is what they call an unbraced triple wall, basically short little studs, the ground moves, building comes down. As he said, more than 60 structure are also are red tagged. That number is expect 0 to rise. People are rebuilding a sense of community as they rebuild structures damaged by the quake. Julie watts tolls us unlicensed contractors are also out there looking for work. Reporter thats right. All day long we have seen contractors approaching home ownerses with damaged homes much like this. That is very common after a disaster. Also common, many of those are likely unlicensed. Now, there is also a concern about independent Public Adjusters approaching owners of homes like these. They claim your Insurance Company is going to lowball you and they promise to work on your behalf to get more money. Of course, they also get a cut. It is actually a felony for a public adjuster to be in the area within seven days of a disaster. If you have an earthquake policy, it would be with your home owners Insurance Agent. This is the person you should call if you would like to file a claim. You dont file a claim with somebody who has called you up or knocked on your door. You should go back to the Insurance Agent that you trust and that you trusted with your home owners policy. Reporter also, contractor are also use High Pressure tactics approaching disaster victims that are most vulnerable saying they need to sign a contract immediately implying that they dont, they will need to get in line with others who need repairs. Often these contractors are not licensed and that is a felony in the state of california. Before hiring any contractor, you do want to check their license. You want to run it by the state board. Dont just trust the number they give you is actually a valid license. Investigators will be out this week checking for unlicensed contractors and those adjusters. Repairs will cost a lot of money. If you think the insurer is kind of lowballing you, at that point you get a public adjuster . Reporter you certainly can. You are allowed to approach them legally. But they cant approach you for seven days. You want to check their license and make sure they dont have any issues. You can also go directly to the department of insurance. If you provide them with evidence that contractors are saying i need more in order to fix my home, the department of insurance will go to bat for you for free. Good to know. Thanks so much julie.
