Dollars. And then you have the highend drones that can go up to tens of thousands of dollars. But now two berkeley City Commissions want to ban all of them. Reporter theyre small, easy to operate, and they can record extremely detailed footage. For example, they have sense through the wall technology, sttw. That means they can actually look through your wall not just through your window and observe whats happening inside. Reporter George Lippman with berkeleys peace and Justice Commission used drones as an invasive surveillance tool. His commission is asking the city to ban both government and commercial use of drones. The data will feed into the National Network of security and, uhm, surveillance. Reporter a second City Commission made the same request to declare berkeley a no drone zone. They say the recent nsa Data Collection scandal is an example of how drones can be misused. But the allout ban isnt flying for some councilmembers. Totally unenforceable. I dont think anyone wants to install an antiaircraft system. Reporter they say its a waste of time. The city doesnt have any jurisdiction over its airspace. Its the faa, so its a madeup crisis, okay, by our peace and Justice Commission, which we should really banish, okay, or abolish. Reporter councilman wozniak says drones can help First Responders in searchandrescue operations but not everyone agrees. I think government use of drones and certainly City Government use of drones should not happen before we have the rules and regulations in place. We must protect our Civil Liberties and our privacy. A new audit blasted San Jose Police. Tonight city leaders tell len ramirez they got a lot of unanswered questions. Len. Reporter elizabeth, some of the biggest questions we have heard over the last couple of days is why officers who lied to cover up having sex while on duty still have their badges. I can tell you as a former criminal prosecutor, once an officer has lied in the record, that officer is no longer of any value when youre prosecuting a criminal case as a witness. Reporter city councilman and mayoral candidate sam liccardo says it is troubling that twice last year San Jose Police officers were caught having sex on duty and lying about it to internal affairs. Both officers were allowed to keep their jobs. Really important, we believe, that this department has a zero tolerance policy. Reporter the independent Police Auditor recommends the city fire officers who lie but not everyone sees this as black and white. We want officers that tell the truth and have the utmost respect for the law, you know, to be officers in our city. There is nuance to it, too,. Reporter rose herrera another mayoral candidate wants to hear more. Im not going to second guess what was done. Im interested in hearing the response from the police department. Reporter so far there is no response from the department. The Chiefs Office declined our request for an interview saying he was still reading the 115 page report. Total complaints including Excessive Force were up slightly in 2013. But the auditor also wants the city to look into why so few force allegations are ever upheld. None of the publics 93 force complaints were sustained by internal affairs last year. And only one case has been upheld since 2007. We are very fortunate to have a department that overwhelmingly performs at a very high level, very professionally and we have a very low level of complaints with regard to use of force or other kinds of misconduct. But we have to take every, single one of these allegations seriously. Reporter about 20 minutes we were contacted by the Chiefs Office and we got a statement the chief saying that they take all allegations of misconduct very seriously. And there is a due process that the Department Must follow when it comes to discipline. They also said they have a very good working relationship with the independent Police Auditors report and have implemented just about all of her recommendations over the past couple of years. No word yet on how they will handle the latest recommendations. Reporting live in san jose, len ramirez, kpix 5.
