Then it goes on to the federal transit administration. There is a crisis in californias Education System as Graduation Rates fall. Its so bad, in one Bay Area School district a third of students didnt graduate from high school last year. Kpix 5s Ann Notarangelo reports on one plan to raise the number of kids who get diplomas. Reporter theres a sense of order as stan talks to these middle schoolers which makes sense since the Hayward Union fight interim superintendent spent 26 years in the navy. We have made graduating from high school our goal. Reporter it became his goal when he arrived this summer and learned only 68 of his students were graduating from high school. So my first question when i came to the district is like, okay, greats, whats the plan for the other 32 . Reporter he didnt get the answers he wanted and no one knew why the Graduation Rate was so low. I cant say its poverty, attendance, teacher instruction. I cant say none of those things. Its all of those things put together. Reporter but approaching this like a Tactical Mission he thinks he will be able to pinpoint the problem and the solutions with what he calls plan 32. It starts with data. Lots of it. About who is attending school, who isnt, who is being disciplined, who is learning, who is not. Plan 32 doesnt require the superintendent to reinvent the wheel. In fact, he says, he is going to coordinate existing programs. The data will also show what programs work and which do not. There is change in the air which this district is used to and that hasnt always been good. Its been chaos and its been 24 years of chaos. Reporter guy sandoval is a board member with a Hayward Education Foundation which raises money for teacher projects. He watched the district unravel over 30 years after a disastrous middle school closure. We had a plethora of superintendents and School Boards ever since. Its been incredibly unstable. And its taken a district that had a very good reputation down into the pits. Reporter that instability has led to poor morale. Sandoval admits dobbs plan lacks specifics but is urging the school board to give it a chance and avoid the tendency to micromanage. Nothing is guaranteed including dobbs job. Even if he isnt named the permanent superintendent, he says plan 32 wont be derailed. Its about making sure children understand that theres a light at the end of the tunnel and a way to get there. Ann notarangelo, kpix 5. It includes a Summer Program and a prep academy intended to help students pass the High School Exit exam. Tuition for cal students wont be going up at least for two years. Ucberkeleys chancellor revealed that to kpix 5 today. He tells us its because the University Got a 5 increase in state aid instead of asking students to pay more, alumni will be asked to chip in. We are working to raise funds through our work with alumni various kinds of fundraising efforts. Were working with foundations. But its a challenge to make it and to meet and provide the same kind of quality Higher Education that we pride ourselves for. Chancellor dirk says alumni worldwide will be asked to contribute. The city of richmond is moving into uncharted territory. Its become the first city in the country to use Eminent Domain to help homeowners with underwater mortgages. A 7hour City Council Meeting ended early this morning after a heated debate. More than 100 people showed up for public comment. And in a close vote, the city agreed to seize underwater mortgages. However, the fight could just be beginning. Banks are planning lawsuits to stop that plan. A break in the murder case of an 8yearold girl who was shot at a friends sleepover. Today Oakland Police released this sketch of a person they believe is responsible. They are asking the public to take a good look at this man. Alaysha carradine was killed last july when someone fired shots through a friends apartment door in oaklands diamond district. Police believe the gunman targeted the house but they dont know if he chose the right house. The killing has shaken up a typically quiet oakland neighborhood. Reporter they come out some say by the hundreds every night. This cell phone video shows bats leaving the roof towers of the Glen Cove Elementary School in vallejo. Each morning at dawn, they return to the school. Kids at the school are excited were going to have some bats soon. They bite. They usually like to live in small dark places. So they just needed a place to live. Reporter parents were a little more cautious. You never know what a child is going to do with a bat. You know . He could go and try and play with a bat. There could be a problem there so you never know. I dont think there will be no harm to nobody as long as they stay to they selves they be all right. The kids stay to they selves they be all right too. Reporter georges wife teaches at the school and thinks she may be exposed to bat guano. It makes high fever, swelling, she is starting to have the symptoms but we never knew about it until friday until we heard about the problems about the bats. Reporter the vallejo School District said they didnt know about the bats until last week. Now they have tested all the buildings and has declared them safe for staff and students. Sunday and for much of next week onshore flow is stronger as low pressure slams into the Pacific Northwest. They get the rain, we do not. Reporter from his hayward home Michael Emerson remembers the day especially moved by the story of flight 93 en route to San Francisco that crashed in pennsylvania when the passengers attacked the hijackers. When he visited ground zero in new york, 10 months later, emerson was shocked. Nobody mentioned flight 93. I even asked a few people about it didnt even know what i was talking about until i mentioned it was the fourth plane that crashed in pennsylvania. Oh, they said. Reporter so he decided to build a flight 93 memorial here. His own city of hayward turned him down but nearby union city agreed. And with crude pencil drawings and no real experience, emerson began a fiveyear quest to create this, one of the finest 9 11 memorials in the country. The red granite markers one for each flight 93 victim have a mirror for reflection on one side and an unfinished back symbolizing an unfinished life. Surviving family members at this mornings ceremony say they appreciate having a place to remember so close to home. Everything happened on the east coast so it tends to focus on that side of the country but the irony is that most of the people for flight 93 are bay area people or california people. When someone wants to put a memorial up, first you say, i dont want to make a fuss over it dont, please, dont go through it and then you see what the outpouring of support and generosity of the donors and the designers and the city and you cant help but be overwhelmed and touched and appreciate that. Reporter but the story didnt end there. Because of the success in union city, emerson was asked to help build the National Memorial at the crash site in shanksville, pennsylvania. He also built this Veterans Memorial in castro valley. This former marine, who is now being called the monument man, says he is currently involved with 40 different projects around the country. One of them will be a 9 11 memorial on this spot in hayward, the city that turned him down many years ago. The city of hayward has already hinted that they would like to have a Veterans Memorial in hayward too. Reporter i wonder who theyre going to call. One of the things is i work cheap. Im free reporter emerson says he doesnt fish or play golf that this is his hobby. But its more than that. Its a labor of love. In union city, john ramos, kpix 5. Michael emerson estimates the union city memorial costs about half a Million Dollars in labor and materials but the city did not have to shell out a dime. All the money was donated. This is really a scandal of monumental proportions. Reporter jim has been watchdogging the Electronics Industry for years. His group exposed the mass dumping of electronic waste in china. Never did he imagine it could happen so close to home. Arizona has become a dumping ground. We see at least three warehouses chockful of this material and the owners have abandoned ship. Reporter box upon box of glass from old tvs and monitors called crt glass abandoned in huge warehouses in the arizona desert town of yuma. Its got lead in the glass and its got toxic phosphorus. Reporter most of it an estimated 9 Million Pounds of ewaste comes from california. So who is caught holding the bag, the people of california that paid that fee have lost all that money. Reporter because we all pay to make sure that Old Electronics are recycled safely. Its an extra fee that california tacks on weather we buy a new tv or computer. The money goes to the states recycling agency called cal recycle which then pays recyclers to properly dispose of it. The recyclers in turn pay third parties to safely process the most toxic part of all that ewaste. The leaded glass. In this case, kpix 5 has learned the company that promised to process the tvs and monitors is called dow management. Its owner is now missing, along with more than half a Million Dollars in public funds. We recognize that this is an unfortunate situation. Reporter jiff hunt is with cal recycle. Californias ewaste recycling program pays california businesses, california recyclers to do the right thing and if they dont do the right thing, they will either not be paid or we come after them and get our money back. Reporter the state is now ordering 8c recyclers who sent their glass to dow to clear out the warehouses in yuma and truck it to a new processor at their own expense. It starts right here. It comes all the way down here. Reporter one of the recyclers is kyo, out of newark. This is not our fault. Reporter kyo says the company followed all the rules to make sure processors they contract with are legit. I went to yuma to see how they process the glass. Reporter she says its hard to find anyone who will take crt glass and now that the state isnt paying kyo she doesnt have the money to move it so its sitting gathering dust in the arizona desert. Now, arizona is also investigating but keep in mind, ewaste regulations in that state are more lax than in california which is why so much of that toxic glass gets sent there. Police in two bay area cities say it was an inside job when two mcdonalds are recently robbed. The manager is the suspects. He is 42yearold felix gonzalezbacerra. The first one happened at a pleasanton last month. He allegedly forced employees into a freezer and stole cash then another one on labor day in mcdonalds in san mateo. Similar evidence found at both scenes. A sweatshirt, backpack, and replica handgun that we believe was used in the crime. Police say one of the mcdonalds employees thought she recognized the suspects eyes. That helped lead police to gonzalesbecerra.
