Originally planned before it became apparent there were problems with the bolts on the bridge. There was no marathon, no bike ride, but there were large crowds who under the out to at least watch Lieutenant Governor newsom actually cut the chain today. So now that has been done, the first cars have actually crossed the ridge and are on their way over it. Bridge and are on their way over i. This, a very different ceremony than when the bay bridge originally opened. That was a five Day Celebration that had a parade and that sort of thing. Former president s on hand and mayors as well. Today we did see oakland mayor quan, San Francisco mayor ed lee, ntc commissioners and a number of important politicians of california coming out today to celebrate the opening. There is a historic drive across the bridge happening at this moment. We will continue to bring you all the latest from out here as that historic chain cutting ceremony is happening. Reporting live from the bay bridge toll plaza, christin ayers, kpix 5. All right, christin, thanks very much. We are now seeing some of the historic cars. Brian, you can give them a we can see some of the cars, the historic cars coming across the new eastern span. Chp, lights, sirens, this is indeed a new era in transportation in the bay area. Just a few minutes before the chain cutting ceremonyings several of our local leaders, state leaders, lieutenant newsom spoke. Phil matier was there for that long awaited ceremony. Phil. Reporter long inindictment some 24 years before it actually indeed. Some 24 years. Politicians showed up in force. The message was okay, it took a long time, it cost a lot of money, but lets look forward. Here is what they had to say. Thank you to all the extraordinary men and women that made this moment possible. Also, to the extraordinary commitment of the people San Francisco bay area all throughout california for also making it possible. Its been said many times by many people that bridges are monuments to progress. As i stand between mayor lee and mayor quan, i hope this is more than just conflicting two land masses. I hope that the progress thats being represented at this moment is for a generation to dream big dreams and to do big things. Its with that, that i now would like to ask all of you to participate in a count down and then be patient with me. Laugh. As i do what i was told not what willie brown suggested i do. Ken, i hate to think they are able to open early because their cut your part out of the ceremony. Are you not going to get to drive the span . Reporter i have been on this bridge probably seven or eight times, allen. So if i dont make it on this particular ride, thats okay. Actually, kpix 5 cameras were on the bridge a little bit earlier today. They had a chance to go. I think we have some video to show you about that. You can see the bridge is completed. I just got a Little Information as well from the california Highway Patrol saying this bridge is done. It is finished. All theyve got to do at this point is clear off the Opening Ceremony stuff they had at the toll plaza there, get the vintagers off, take down some barriers, move some cranes, and they will be opening the bridge to the general public. The first guy across was a guy who works for the art academy in San Francisco. His name is wayne barnes. He was driving a 1935 ford four door convertible. He was the first guy to go across it with the camera crew for the state. Here is what he had to say about that honor. I remember coming when it was 25 cents each way across the bridge. So those toll plaza days, we would travel to San Francisco every weekend. This is a big deal, especially for somebody from this area. Its great. Reporter yeah. So, allen, the point is, that the bridge is finished. The open ceremonies are done. All the dignitaries are gone across. They will actually turn around and drive through San Francisco really quickly and come back. Once they come back, its my understanding that the bridge will be cleared of all the stuff thats over here by the toll plaza, and when that is finally finished, they will be clear to open the bridge. We dont have an exact time at this point. Back to you. L. Ken bastida, thanks very much. We still have a few cars coming across. So some vip,s making the trek across the new eastern span. The opening of this span does come almost a quarter century after the earthquake hit the bay area. Who can forget it. 1989. A 50foot section of the bridge actually came down. In order to make that section for seismically safe, the state decided to build a new span instead of retrofitting the old one. It was considered the most Cost Effective option. But, remember, here we are, almost 25 years later and it has cost us 6. 4 billion. By think everybody now would say if i had a choice to drive the old one or the new one, id drive the new one. Aint has been kind of a rough road getting here. Coming up, we asked why it took so long to get this new bridge, a bridge a billion over budget. People will want to get on in San Francisco and comb east in oakland, right . For sure. Anyone who gets on the bridge right here knows how bait can be, even on a high school day. Take a look right now. People passing bit. Just a few cars here and there. Thats about it. A piece of cake really. Officially at this moment, this is still the bridge to almost no where. But every now and then someone tries to drive up on the bridge anyway, like this guy did about an hour ago, despite the orange cones every where. Several signs, cop car are also standing garment blame it on gps. Police tell me it is usually a tourist whosegs didnt get the message that the bridge was closed. So we caught up with a woman who lives near the bridge and she has definitely enjoyed the break. Aim looking forward to take a look at the new bridge. That means they i they are live on Treasure Island or have some official reason to get up there. But right now, it is still officially off limits to the rest of us. As with the san mateo bridge, westbound 92 is no longer delayed through the peninsula getting toward the bridge although, you will still see some traffic along southbound 880 leaving oakland heading towards heyward. The bay bridge toll plaza, i just had to show you this shot. It is such a cool picture. Crews gear up to reopen the bridge as we have been report. It is scheduled to reopen some time tonight. Todays open no where near the scale of of course 1936 when they originally opened the bridge to traffic, trains, trucks. Up nec, the bay bridge is going next, the bay bridge is going to open to the people who paid for it, the public. From our position atop the new bay bridge and the old span of the bay bridge, we have seen the chp come across lights and siren. We saw the dignitaries come across, the street sweepers for cal tran have made their way. But prior to that, there was the chain cutting in oakland. The officially, notably al absent, though, was our governor, jerry brown who we are told was out of town at a family reunion. There were some attempts to get him here, but those failed. Cal tran did their final sweep before opening the bridge to the public. A fleet of street sweepers gofers the lane one final time, make sure there are no nails or screws or anything else. Then the chps turn to check the roadway and make sure its safe. After that, they will start opening ramps, and the entry point to the bridge. They want to maintain the speed limit, 50mileanhour. They printed these up knowing full well they are going to open the bridge tonight. And they have confirmed that. Exactly when is hard to predict. Lets take a look at what happened earlier when we had gavin newsom, the Lieutenant Governor coming through in a 1937 buick riding up on top. I yelled at him, hey g how about a wave. He waved at us as he went across. We also got a little preview of what the bridge looks like. It is for all intents and purposes according to the chp about 30 minutes ago, completely finished. But this has changed five times already, right . Yeah, but way earlier than 5 00 p. M. Reporter best part about it is i will be able to go to the city and drive back. You and you will be joined by plenty of others. Rejoice now. Ken, thanks. It has certainly taken us a long time to get to this point. There have been five governors, believe it or not, billions of dollars, lots of political bickering and so forth, decades of delays. Our phil matier goes across the costly time clock. The clock started ticking when the whole world was watching. Tell you what, were having an earthquake. Not long after the shock of the earthquake we heard from the Blue Ribbon Panel task was giving california its report card. Cal tran did not know they would fail. Job one, replacing the eastern span of the bay bridge. Its just got to be done far more quickly immaterial has to be expedited and given top priority. Almost immediately, fixing the bridge became a disaster of its own, with a long debate over whether we should just retrofit the old bridge. In fact, cal tran couldnt officially recommend a new bridge until january of 1997, seven years after the quake. 91 million above retrofit the bridge itself. So with the base model price of 1. 5 million, governor pete wilson gave us the first sign on ceremony for the new bay bridge which was expected to open in 2004. This will permit us to pro seed without delay. Instead, we got several years spent on debate esthetics. We can have one of the great bridge in the world. Whats another six to nine months. Several years of allegations that the former mayor willie brown was using the u. S. Navy to keep cal tran away. They obviously have some serious emotional problems. I can believe blame for a lot of things, by am not the secretary of the navy the 10 Year Anniversary brought more of the same. I am just not going to sit around and wait for people to stein some design some taj mahal. I am shocked that the governor would like to give some second rate bridge. By the time governor davis broke ground in 2002, the projected cost had reached 3. 3 billion. The projected opening day for 2009. Dined to with stand an earthquake of 8. 5. Almost as soon as the work started, raw material costs sent the price tag past 5 billion. Contractors have been telling cal tran they could not meet the earlier deadline. Then came the bang forth over this signature toweller back and forth of the signature tower. A bridge that can be built as quickly as possible. By thinks the skyway was already take then, the skyway was taking shape, but so were the delay. They are Law Enforcement they were supposed to be here a year ago. They have some problems with the welding. Which brings us to governor number five. I take it very seriously. That thing is not going to open unless its ready. So here we are 23 years, so months and 16 days after the earthquake. The new eastern span of the bay bridge finally done. Final cost, 6. 2 billion. Phil matier joining us. Phil, the bridge may be open tonight. Really all the politic of this thing, we still have a lot of sorting to do. Reporter yes, we do. Senate transportation of the ease bay who has been on this project a long time has called for a hearing. He said we still have a lot of questions to answer. In particular, what took so long. How did we wind up spending so much money. Because, remember, we still have a couple of big projects in the works of california. High speed rail, that will be a multimillion dollar job. Plus, the idea of diverting the water from Northern California down to Southern California through those two tunnels. Another billion dollar job out there waiting to happen. Or, waiting to grow even bigger if theres problems. Phil, do you think the governors not being here really said something, or are people blowing that out of proportion . Reporter well, its not just the governor who isnt here. Neither of the senators were here. A number of people werent here. Were blowing it out of proportion possibility you always notice who is not there. But there is a statement being made. They wanted to get this thing. It wasnt all the celebration they were looking for. There is an element of embarrassment that was going on. Instead of cheers you heard more sighs of relief. This time this union accuse management of not negotiate. B. A. R. T told kpix 5, quote, the mediators have set a negotiation schedule which resumes b. A. R. T scheduling september 9th. That is graph they have been helpful, but its b. A. R. T thats delaying the bargain pge. They are not telling you the truth. Still, the unions have asked governor grown put pressure to speed up the negotiations. But b. A. R. T said its last offer went unanswered. It was totally bogus offer. You could spend an hour on the he saidshe said banter. Bottom line is this, we are in the third phase of these labor negotiations and it still continues. The truth is still somewhat muddy. But there is a grim of hope. Were not miles apart. We might be hundreds of yards apart, but not hundreds. So you have made progress. Well last time we were talking about some of these issues, yeah. Athis Assembly Member says part of the problem is no one knows the truth. The real numbers about who makes what in b. A. R. Ts finances, he hazarded a state audit. This audit will assure that people know that the state will have their own set of numbers down the road. That should promote more honest, open negotiations.
