And when the Oakland Museum of california director got the call yesterday that it had been recovered i cried. I was in my car, pulled over and burst into tears. Reporter Oakland Police say 45yearold parolee Andre Franklin has been charged with possession of stolen property. They have been looking for him for the past three weeks and found him driving in oakland on sunday. They wouldnt say if there are other suspects. Cant release any information. This is an ongoing investigation. I dont want to jeopardize the case. We are still actively trying to get items back. Reporter the other items are gold nuggets and three pistols stolen in november. The gold box was taken in january. It was valued years ago at 800,000, long before the price of gold skyrocketed and its priceless for its historic value. Its that history that clicked with officers michael igualdo and prompted his relentless pursuit of the object and suspect. The whole team celebrated. High five. Were actually so happy, we thought we were in the room with a national treasure. [ laughter ] Reporter Police say the museums extensive camera system helped in the investigation. Before november the museum had never had a breakin. But this box was stolen by someone on the inside in 1978 and recovered six years later. There are new security measures in place at the museum and round the clock security. It will probably be weeks before the general public gets a chance to see the gold box on display. They have to look it over. They dont know whether or not it was damaged while it was missing. They are not saying much but i remember something about a reward. Did they talk about that today . Reporter yes. There was a 12,000 reward that was offered. It was offered by the Insurance Company. Other bay area headlines, st. Lukes hospital in San Francisco was ordered to shelter in place this afternoon because of a gas leak. A construction crew hit a 2 plastic gas line at the intersection of san jose avenue and duncan street. It took crews about an hour to cap the leak. A passenger plane made an Emergency Landing in san jose this morning. Now a spokeswoman for Alaska Airlines says that the pilot of the horizon flight got a warning of a possible engine fire about 20 minutes into the flight to idaho. So the plane returned to san jose landed safely. All 47 passengers were unhurt. They were put on other flights. A house fire in Los Altos Hills made for smoky skies in santa clara this afternoon. Firefighters say the fire destroyed the second floor of a home on alejandro drive just before noon. Crews got it under control by 12 30. No one was injured. Im an artist and i use software and light so thats my paint. This is an abstract artwork. You will never see a picture or text or anything very specific. The sequences are randomly dynamically recombined each night. So every time you look at this piece you will see something new. Reporter the display is even impressive by the numbers. 25,000 l. E. D. Lights stretched over 100,000 feet of cable. The electric bill will run about 15 a night or about 11,000 over the displays two year lifespan. Incredible patrons. This is all privately funded. They cost a lot to operate and have actually caused accidents. Reporter unless youre a paramedic with an emergency, these cameras will catch dayto day red light runners in fact act and head of hefty fine. Eight cameras are stationed at busy hayward intersections and they are costly, 1. 3 million a year to operate and net only 100,000 in ticket fines. According to City Council Member mark salinas, they havent reduced accidents. In fact when people approach the intersection, they either hit their brakes on speed up to make the light or miss the camera so accidents occur. Reporter tonight the Hayward City Council will review the Police Chiefs recommendation to phase out the program in two years when the camera contract is up. Dozens of tenants in loft units in San Franciscos soma district face an uncertain future. The new owners of the bennett lofts on brandon street discovered that 70 of those units were illegally converted to smaller units by the previous owners. Kpix 5 reporter don ford with the comeback creating buzz among bay area chefs. Reporter they descend by the thousands, seagulls feasting on hoards of herring as the annual herring season continues on San Francisco bay. The herring attracts pelicans, seals and, of course, fishermen. Filmmaker michael bouquet has been shooting the herring fishermen for years and says this season is different. These guys work it really hard. They had a bonanza. They had a fantastic haul. Reporter this year is turning out to be a very good year, but some years are different. According to the department of fish game, the herring season peaked in 1997 with a record catch of more than 12,000 tons. In 2005 it dropped dramatically with fishermen netting only 145 tons. But in the past two seasons its been looking up. We have had betterthan average water conditions in the bay. That is, the freshwater coming in during the winter and springtime. Reporter that Higher Quality water lets the herring spawn billions of gray eggs known as roe and they coat everything, birds eat them off the piers. They stick to grass and become food for just about anything else that swims or flies. The herring boats have easily reached their limits so for now they move on. With the boats gone and the season over some local restaurants have started serving herring but herring roe is an acquired taste. Inside these homes behind me live two men both named ray. Both called their insure uses after both were flooded out. Both were shocked. Its been amazing. Reporter ray cruz is singing the praises of allied insurance following the city water main break that flooded his neighborhood destroying homes. They are covering the construction costs, the rebuild costs. We havent had anything come out of our pocket yet. Reporter next door his neighbor ray moreno has the same first name and similar damage but the response from his Insurance Company was vastly different. Hung up on me. I talked to them on the phone for maybe a minute and they said were not covering it. Thats it. Reporter allstate denied his claim and many others on this block pointing the finger at the city. I understand legally they dont have to handle this thing but morally i dont know why they couldnt help us out. Pay the claims and then recover the money from the city. Reporter thats what his neighbors Insurance Company is doing what the city told homeowners it expects. I would like to think the Insurance Company would step up and make payments and settle with the city. Reporter something insurance advocate amy boch says insurers are supposed to do, subrogation. Thats exactly what subrogation is. Im a homeowner, youre a big Insurance Company. Give me the money so i can get my house fixed, then you worry about the legalities of getting the money back from somebody else. Reporter in fact, she says Insurance Companies have an obligation to make policyholders whole in cases like this. While allstate did not comment on subrogation, in a statement it says, stand Homeowners Policies dont cover damage from a broken water main but points out policies can and do differ.
