Hundreds did not know what was going on until the water reached their doors and were rescued then by boats. That decision to get out there and knock on doors and let people know, theres very likely a flood coming, should have been made on sunday, well before. In oakland, crews say they dont expect to find more victims at a west Oakland Building where four people died in a fire.
