But big changes could be coming here to city hall. We have some major overhauls now under consideration at city hall later on today. Now, chief among them the city wants to try and cap the amount of rent increases by tying it to inflation which in years past has been no more than 2. 8 a year. Owners would be required to report and update the rent of each unit and tell new tenants what previous renters had paid in the past. Whats more, city leaders are also considering an anti retaliation ordinance that would allow tenants to report Code Violations without fear of sudden eviction. To enforce all these new rules, the city would need to hire another 15 to 20 employees. Opponents say it would be cumbersome and would constrict supply because nobody would move out. The average rent for a one bedroom in san jose doubled in the past 7 years and is about 2,400 a month. The debate takes place in an Advisory Committee meeting that happens at 6 p. M.
